About Us

Dextera is a minority-owned, full service Program/Construction Management and Owner’s Representative

Firm. The founding members – Cassey Philip, Tony Roberts and Darryl Sam – bring over 60 years of combined

experience and have worked together as a team many of those years.

The Meaning Behind our Company Name

After much thought, we chose the name Dextera because of its meaning which is to “Pledge or be the Right

Hand.” At Dextera, that’s exactly what we are… your right hand and we pledge to provide our professional

Our office is organized to ensure all work is done either directly by partners or is personally supervised on a daily

basis. All our staff members are accomplished and highly knowledgeable professionals in technical,

administrative and field supervisory roles with capabilities of providing a full-range of preconstruction and

construction services.

Compensation of Services

Dextera provides Staff Augmentation or Professional Services in Program/ Construction Management and

Owner’s Representative at the below hourly rates, which is inclusive of Dextera’s Burden Factor which is all

inclusive of taxes, insurance, and company operating expenses. Upon further review of the project scope and

schedule we are able to assess a monthly lump sum single project fee for our services if necessary.

Additional Costs

• Courier Services, Postage, Shipping, etc.

• Miscellaneous office consumables as it is related to the specific project for record keeping

• Costs and expenses attributed to jobsite office expenses

Professional Background

Cassey will be personally responsible for delivery of services on a project. She

has the authority to commit the necessary resources of Dextera. Cassey will be

active during all phases of the project providing oversight and guidance. Cassey

has established a firm foundation as an Owner’s Representative.

Cassey’s 21 years of experience in estimating, scheduling, coordination, and on-

site project management, as well as her certification as a LEED Green Associate,

provides Dextera’s clients with a well-rounded management professional with a

remarkable perspective on commercial construction projects. Additionally,

Cassey’s extensive background in Native American projects, and Casino/Hotel

projects in particular, have molded her into a specialist in the field.

Professional Background

With over 20 years of experience in various aspects of construction, ranging from

field installation to executive level meetings, Tony’s on-site field experience is an

incalculable advantage as an Owner’s Representative. Tony will be personally

responsible for orchestrating all aspects of the Design and Construction services

on your Project.

Tony has in-depth experience in project scheduling, cost & resource

management, and subcontractor coordination. As an Owner’s Representative,

With over 23 years of experience in Information Technology, Desmond has excelled at almost all facets of the field. Although most of his career has been within the government, Aviation, and Indian Gaming/Hospitality verticals, Desmond has been able to easily transfer his skills to other verticals. SCOPE OF SERVICES

Outline of Primary Services Dextera’s project approach is to create and foster a positive team environment that allows each and every team

member to contribute to the project and share in the success. As the Program Manager we will ensure that each

Team Member will be accountable for their respective scope of services. We ensure this by providing Leadership

from development and planning through design and construction to close-out and post-completion to ensure the

project meets the client’s desired intent.

Our Services are inclusive of, but not limited to the following:

Development & Planning Phase

• Organize the internal Leadership

• Assist & facilitate feasibility studies and due diligence studies

• Assist & coordinate with Governmental Agencies

• Create preliminary schedules and develop conceptual budgets

• Solicit and develop a detailed RFQ/ RFP. Evaluate and assist in the selection process

• Assist in Contract review and negotiations

• Spearhead Value Engineering studies

Pre-Construction Phase

• Design Review at DD Level (60%) and CD Level (95%)

• Facilitate & Coordinate with Utility Service Providers

• Facilitate Building Code Compliance review

• Construction Schedule analysis, evaluation and recommendations

• Prepare project budgets and estimates in conjunction with Project Team

• Conduct & Lead Project Team meetings

• Provide oversight of procurement and bidding process, ensuring Subcontractors and Suppliers met the project requirements.

SCOPE OF SERVICES

Construction Phase

• Attend and guide regular construction coordination meetings.

• Monitor and update the progress of the project schedule, assist Owner’s team with scheduling of Owner’s activities.

• Ensure progress is being coordinated with Owner’s Vendors and FF&E.

• Make recommendations to the CM/GC and the Owner for remedial action if necessary to mitigate schedule variances.

• Budget oversight and control, as well as cost savings and value engineering verification and processing.

• Review A/E & CM/GC’s requests for change orders and make recommendations to the Owner regarding the validity of the change order request and potential budget and schedule impacts.

• Prepare and maintain monthly report, including status of identification of all agreed changes made to the contract documents generated from: requests for information (RFI’s), change order requests (COR’s), approved proposal requests (APR’s) and Architect’s supplemental instructions (ASI’s), Cash

flow and forecasted risk. • Coordinate with the CM/GC on the installation of Owner’s utility services.

• Review pay applications and backup documentation to insure proper payment

• Coordination building codes, ensuring all permits, changes and final inspections are handled expeditiously and appropriately throughout the project including the issuance of the Certificate of Occupancy

Close-Out Phase

• Coordination of Owner’s FF&E.

• Coordination of project turnover and owner occupancy process.

• Schedule a final walk-thru with the Owner and A/E for the preparation of a final punch list. Monitor the progress of the CM/GC’s remedial work.

• Assist with coordination of final operational tests, establishing operating parameters, start-up trouble-shooting, and training.

• Deliver as-built drawings, guarantees, keys, attic stock, maintenance supplies, manuals, and maintenance data.

• Coordination of final inspections with entities that have jurisdictional authority.

• Coordinate and negotiate final payment amount and terms

• Claims mitigation and Construction defect investigation. Provide coordination of findings for remediation and repairs.

Post-Completion Phase

• Final project evaluation meeting to determine effectiveness of the project results and to identify future capital improvements.

SCOPE OF SERVICES

Low Voltage Systems Management

Dextera’s expertise & experience in management of the Low Voltage Systems allow the building to interact with occupants, making better use of time, reducing costs and improving quality. Dextera’s integrated approach provides a single source for the design and implementation of these systems along with mechanical and electrical support infrastructure. Our approach is really a form of risk management, when we act as the sole provider for essential building systems, the Owner’s risk is reduced.

• Distributed Antennae System (DAS) is a solution that ensures buildings/structures have good wireless coverage. DAS increases the customer experience within a building/structure by ensuring a strong cellular signal and enabling customers to stay connected. DAS also solves Public Safety issues related to Fire/Police hand held radios by ensuring these devices work throughout the building. Public Safety Radio coverage requirements within buildings/structures are addressed in the International and National Fire Codes. Fire Inspectors across the nation are pushing to ensure new and remodeled buildings/structures follow Fire Codes related to Public Safety Radio Coverage.

Scopes of work are inclusive of, but not limited to, the following:

• Design, Planning and Procurement Phase: a. Review of design documents and specifications and budgets b. Prepare RFQ/RFP for integrators of each individual low voltage system c. Evaluate proposals and recommend for contract. d. Schedule demonstration of systems with TOGE departments, by the integrator and their vendors. e. Provide value engineering, alternates, options and recommendation of systems. f. Contract negotiations and Issuance g. Coordination with design team the power, mechanical, supports, structural, distribution,

redundant fail safe systems and requirements

• Construction / Installation Phase a. Coordination with CMAR status of ID closets, racks, redundant power, schedule of clean power

systems. b. Coordination with Owner’s / Design / Construction team areas that require early turnover for

“burn in” and calibration of gaming equipment. c. Coordination with Owner’s team the slot floor, cage, FOH / BOH access systems layout and

implement installation of all systems. d. Scheduling and coordination with Department of Gaming, Tribal Gaming Regulatory, and

surveillance department of turnover and operation of systems. e. Conduct regular low voltage meetings on site with all parties.

• Close-out Phase: a. Commissioning, testing, and certification of network systems b. Warranties and maintenance of systems, and on-site training of TOGE operations departments

on all systems. c. Coordinate the storage of spare parts and attic stock for all systems.

d. Ensure that technical support & maintenance program is instituted for the Owner.

The Black Oak Casino (Phase 2) comprised of a three-story 126,000 S.F. building,

housing over 940 slot machines, 24 gaming tables, and smoking & non-smoking

gaming areas. Addi%onal venues include an entertainment lounge, a stage for

live entertainment, a dance floor, a 24-hour café/buffet, and a sports bar, in ad-

di%on to the “family friendly” area with an arcade, family restaurant, and 24 lane

bowling alley

The project incorporates the use of local materials using crea%ve and abstract

methods, including faux black oak trees at the cash cage, and an entry ceiling

featuring Lumicast panels embedded with actual black oak leaves that were col-

lected from the project site during the fall.

Many challenges were faced on the project, including a project site with size lim-

ita%ons, natural and man-made boundaries on all sides (some with cultural sig-

nificance), bedrock that required blas%ng, a fluctua%ng water table, as well as

scheduling, safety, and traffic concerns incurred due to the exis%ng casino (Phase

1) remaining fully opera%onal during the construc%on of the new facility

The Desert Diamond Casino & Hotel rises out of the Sonora Desert, a true diamond in

The 4-Star hotel features a drama�c two-story circular lobby with views of the crescent

shaped pool, fire pit, and distant mountains, and offers 150 guest rooms and junior suits,

and a 6,000 S.F. conference facility with separate breakout rooms and pre-func�on space

The Casino’s vast gaming area includes over 1,300 slots, 24 table games, a dedicated

poker room, a dedicated space for smoke-free gaming, keno, and a 300 seat bingo

hall.

Many challenges were faced on this mul�-phased project, including the necessity to

keep disrup�ons to the on-going gaming opera�on at a minimum, design restric�ons

due to the nearby airport, and several site issues, not the least of which was the re-

quirement to cross a wash that had been deemed “a navigable river of the U.S.”

During the preconstruc�on phase of this more than 300,000-square-foot casino/hotel

project, members of our team brought the client and team together to determine

how to deliver the project within budget while incorpora�ng local, culturally relevant

materials. A series of collabora�ve mee�ngs allowed the team to also discover $20

million in cost savings without significantly impac�ng the end user experience or the

client’s ability to generate revenue.

It is a pleasure for me to share with you about Cassey Phillip’s character, abilities,

personality, expertise and professionalism. I had the pleasure of working with Cassey the

past six years. As the Corporate Director of Operations for the Gila River Gaming

Enterprise, I worked closely with Cassey as she was a Project Manager, for Kitchell, on

our Wild Horse Pass Project. Cassey was always professional, articulate and willing to

assist the owner, without forgetting the responsibility to the General Contractor in which

she represented. She would find the balance between working the sub-contractors and the

I was also fortunate enough to work with Cassey in her capacity of an owner’s

representative. It was interesting to be able to see her use her knowledge and skills to

represent the owner’s interest. Her experience from the Project Manager role she had

previously was beneficial in representing the owner’s interest on the Twin Arrows

Navajo Casino Resort.

Cassey is an individual with very strong work ethic, and morals. She tends to follow

policies and processes to the tee. She is well organized in thought and practice, and very

methodical in her approach to problem resolution. Cassey is very articulate, and

represents an organization very well; I have observed her work in two different diverse

Native American organizations.

I am confident that whether Cassey is representing a general Contractor or an Owner, she

will continue to perform at the highest level possible and represent the organization with

grace and respect.

I have had the pleasure and good fortune to work very closely with Tony Roberts through different

employers on the following three new casino construction projects:

1) Desert Diamond Casino Hotel – Tucson, AZ (2007-2008). My role was CFO.

2) Twin Arrows Casino Resort – Flagstaff, AZ (2009-2010). My role was CFO.

3) Apache Sky Casino – Dudleyville, AZ (2016-2017). My role was CEO.

As the CFO on the first two projects listed above, my interactions with Tony were predominantly

focused on detailed reviews of bids, cost projections and construction loan draw requests; however, I

also attended numerous construction meetings and observed firsthand Tony in his role as the primary

Owner’s Representative. As the CEO on the Apache Sky casino project, I communicated with Tony on

almost a daily basis concerning every aspect of the construction process.

Tony’s range and depth of knowledge over all facets of construction projects is very impressive. He

also has an above average understanding of the operating needs of various casino departments, e.g.,

Slots, Table Games, Cage, Surveillance, etc., which is valuable during the planning and building phases

to achieve maximum efficiencies. During meetings Tony is often asking questions that are two or three

levels deep. He seems to always be thinking a step or two ahead of the “average” construction manager.

Equally impressive as his trade/technical knowledge and experience are his interpersonal skills. I have

witnessed him being very professional and respectful while presenting to Tribal Councils and Boards

of Directors and communicating very effectively and appropriately with contractors and

subcontractors on the jobsite. He is always very timely and responsive.

In closing, I would highly recommend Tony Roberts for any tribal gaming organization that seeks an

extremely experienced and successful Owner’s Representative. His knowledge and leadership ability

along with a strong moral compass makes him a strong asset for any construction project. Please feel
