EXPLANATORY REMARKS. In the foregoing table the rates under the head "Imperial"

are the duties imposed by the Parliament of Great Britain, and those under the head of" Colonial" are the duties im­posed by the 'Parliament of Canada; An additional column is given, showing, where pi'acticable, the total amount of duty on articles in dollars and cents, but where one duty is ad valorem and the other specific, this column only represents the specific duty.

The duties imposed by Colonial are in additioq to those imposed \>.y' Imperial enactment. The ad valorem duties un­der the Imperial Act are calculated by adding 10 per cent to the invoice prlcer and those under Provincial enactment on the actual cost of the articles where purchased, except as respects Eggs, Game, Poultry and Vegetables, the duties on which' are calculated upon the value of the articles at the place ,of importation, such value being generally ascertained by adding 10 pel' cent to the actual cost.

Specific duties are tak~n in Sterling at the rate of 248. 4d. Currency to the pound sterling.

IT J1itsl States recently"pftSsed an Act allowing Dl'awback on merchandize exported to the British American PI'ovinces, but goods imported in this:manner pay both Imperial and Colonial duty, whether they were origi. mlly the growth, production 01' m'l.nufacture of the United Kingdom or of any of the British Possessions, or of foreign countries.

Hardware is understood to include every kind of goods manufactured from inetals.

With reference to the exemptions from duties of persons coming inte the Province as seulers, in the opinion of the L:lw Officer of the Crown, Cattle and live stock of all des­criptions, such as Horses, Cows, &c., when brought in for the use of persons coming into the province for the purpose of actually residing therein, do not fall within the meaning of the words "other personal elfeots," nor within any of the exemDtions specially mentioned in the schedule annexed to the above mentioned Act, and are consequently subject to duty.

In 1801, the population was 8,331,434; in 11311 it was 9,538.627 ; in 1821 it was 11,261,437; and in 1831 it was 13,091,005. The increase between 1831 and 11341 is at the rate of 523 per day, although during that period the number of persons who emigrated from the country was no less than 119~,105.

The" Act 'to 'prevent persons riding or driving at a fast rate over Bridges of more than a certain length in U ppet Canada," provides as' follows :-

" That from and afte,· the passing of this Act, if any person or pel:sons shall drive or ride at a faster rate than a walk over any publIc Bridge or Bridges, exceeding thirty feet in length, in that part of this Province form"rly consti. tuting the Province of Upper Canada, ,each and every per­son so offending, upon proof of such offellce before IIny JUg, tice of the Peace for the District in which such Bridge may be situate, either by confession of the party, or fly the oath of one or more credibfe witness or witnesses, and on convic· tion thereof, shall be liable to a fine of not less than fiva shillings, nor mo,'e than twenty shillings, to be paid forth. with, and in default of payment, to be levied by distress and I!8.le of the goods and chattels of the party so offending, by 1\ Warrant under the hand and seal of the said Justice, and Ihe overplus, afer deducting the penalty and the charge ot" such sale, shall be returned, on demand, to the owner or owners of such goods and chattels; and in case sufficient distresa cannot lie found, or the offender be not resident in tbe District, it shall be lawful for sllch Justice; by Warrant under his hand and seal, to cause such offender or offenders to be committed to the Common Gaol of the District for a period not exceeding two days, unless such penalties and lorfeitures, and all reasonable charges and costs relating to the same, shall be sooner paid a nd satisfied."

, " That all penalties Imposed, and monies collected, under and by virtue of this Act, shall be paid by the Justice of the Peace collecting the same, into the hands of the Treasurer of the District in which the same shall be collected, and shall become and form part of the general funds of the District.

"That it shall be incumbent upon those who ha\'e the su­perintendence and management of each respective Bridge to whicb this Act applies, to cause to be legibly printed, anel PIlt up at each end of such 8r:dge, a notice in the followin, (orlD :

" That any person or persons obstructing, defacing, des­troying, or in any way interfering with such notice, shall, upon conviction thereof, be liable to a fine of not less than fi ve shillings, nor more than forty shillings, to be recovered in the same manner Mother penalties imposed by this Act."

The" Act to prevent the profanation of the Lord's Day, commonly called Sunday, in Upper Canada," provides as follows :-

"That from and after the prrssing of this Act, it shall not be lawful for any Merchant, Tradeslllan, Artificer, Mechan­ic, Workman, Labourer, or other person whatsoever, with­in that part of this Province which formerly constituted the Province of Upper Canada, to sell, or to puulicly shewrfonh, or expose, or offer for sale, or to purchase any wares, mer­chandises, goods, chattels, or personal property,' or any real ciitnte whatsoever, on that d"y, nm' to do or excercise any ",oddly labour, business, or work of their respestive Oi'dina­ry cullings, upon the Lord's Day, (conveying Travellers pr Her Majesty's Mail, by land or water, selling Drugs nnd Medicines, and such other works of necessity, and also work~ of charity, only excepted) nor si,all it be lawf'ul for any person or person" to tipple, or to allow a'' permit tippling in any Inn, Tavern, Grocery, or House of Public Entertain­llJent, a" to revel, or publicly exhibit himself or herself in ~ state of intoxication, or to brawl or use profane language in the public streets or open ail', so as to create nny riot or disturbance, or annoynnce to Her Majesty's peaceable sub­jects on that day, or to hold, convene ai, attend any public politicall,)(,eting on that day; nor shall it be lawful for any person or persons to play at skittles, ball, foot-ball, racket. 01' any other noisy game, or to gamble with dice or othel'" wise, or t~ rutl races on foot, or on horseback, or in car­riages, 01' in venicles of any sort, on that day; nor shall it be lawful for any person or persons to go out fishi,ng or hunting or shooting, or in quest of or ~o take, kill or destroy, uy deer" or other game, or any wild animal, or any wild £0." lor bmi, or fish, except as Dext h6l'einafier men tiolled,

The" Act to prevent certain Wild Fowl and Snipe front being destroyed at improper seasons of the year, and to pre. vent the trapping of Grouse and Quail in this Province," provides as follows:-

.. That no person or persons shall, within this Province, from and after the passing of this Act, hunt, shoot, take, kill, or destroy any Wild Swan, Wild Goose, Wild Duck, Teal, Widgeon or Snipe between the tenth day of May, and tbe fifteenth day of August, in any year .

.. That no person shall hereafter trap or set trops, nets or snares for any Grouse or Quail, or kill or hunt or go in quest after the same at night, within this Province.

"'rhat if any person shall hunt, shoot, take, kill or des. troy any Wild Swan, Wild Goose, Wild Duck, Teal, Wid­geon or Snipe between the tenth day of May, and the fifo teenth day of Angust in any year, or shall sell, offer for sale, buy, receive, or have in his or her possession, nnyof the above mentioned birds between those periods, (such birds having been taken or killed after the said tenth day of May, the proof to the contrary whereof shall be upon the party charged,) or if any person shall trap or set traps, nets or snares, for any Grouse or Quail, or shall kill or hunt, or go in quest after the same at night, (that is to say, between SUDSel and Sunrise.) or any such person being convicted or

The" Act for the enCOUl'agelllent of Agriculturnl Societiel and agriculture in Upper Canada," provides as fullows :

.. That when any Agricultural Society for t.he purpose of importing valuable live stock, or whatever else might con­duce to the improvement 0:' Agriculture, shall be constituted in any District in Upper Canada, and shall make it appear, by cerlificate undel: the hand of the Treasurer of such Dis­trict Spciety, that the sum of not less than twenty-five pounds has lJeen actually subscribed and paid to the said Treasurer by the several Agricultural Societies of such Dis­trict, and paid into the hands of the said Treasurer, and the President of the said Society shall make application, enclo­sing the said Certificate to the Governor, Lieutenant-Gov­ernor, or person administering the Government of this Pro­vince, for and in support of the said Society, it shall and' may be lawful for the Governor, Lieutenant-Governor, or person administering the Governmont ill this Province, to issue his Warrant to the Receiver General in favour of the Treasurer of the said Society for treble the amount that shall have been paid 01' subscl'ibed in such Distri ct as afore­said: Provided always, That the annual sum to be granted to eaeh District shall not exceed the sum of two hundred and fifty pounds, currency,

" That in the event of there being County, Riding, 01'

Township Agricultural Societies established, there shall no! be more than one County or District Society in each County or RidiDg of any District within this Province, and a pro­portion of the District Bounty shall and may be granted to each County, Riding or Township Agricultural Society, and paid to them by the Dish'ict Society in proportion to the !DOllley that. each County, Riding or Township Agricqltura

Society shall have subscribed: Provided nevertheless, that the whole sum granted to the District and County Societies together shall not exceed the sum of two hundred and fifty pounds in each year.

" That in the event of more than fifty pounds being sub­scribed by the several Societies*! any District, the said grant of two hundred and fifty pounds shall be divided to each Society in due proportion accol'ding to the amount of their slIbscriptions, respectively.

"That each Agricultural Society shall nnd may elect such Officers and make such By-laws for their guidance as to them _hall seem best for promoting the interests of Agri­culture according to the true intent and menning of this Act.

,. That the Treasurer's account of the receipts and expen­diture of the preceding year shnll, alier the first year, al­ways accompany the application tor grant" in aid of the said Agricultural Societies.

" That when County, Riding, or Township Societies shall have been established in any District, the Treasurer of such County, Riding or Township Societie, shall, on or before the first day of September in cnch yenr, pay over in cunent money of this ProviLce, the amount subscribed by the said Societies into the hands of the Treasl1I'er of the Dis­trict Agricultural Society, who shall then make an abstract of the sums subscribed in the said Distr;ct.

" That if the Treasurer of any Tm\'l1sbip i::c "icty shall on or before the first day of July in each ar,d every year, pay any sum of money into the hands of the Treasurer of the District or County Societies, he shall be entitled to re­ceive the same again so soon as the Legislati \ c grant shall have been }'eceived with a proportion of the Legislative grant equal to the amount so paid, or in proportion to what shall fall to their share upon an equal fivision being made in proportion to the sums paid in by the Eel'eral Societies in the District or County. \

"T~at the Secretary of each such Society shall annually transmIt to the three branches of the Legislature, within fif­teen days after the opening of each Session of the Provin­cial Parlinment, Ii report of its proceedings showing the

amount of the sUDscriptions received In the Murse or ihe' year, and the amount rec~ived out of the public chest, thEY expenses of the Society, the names of the persons to whom it shall have granted premiums, the obJects for which such pl'emiums were obtained, and all such other observations and information as he shall deem likely to tend to the im­provement of Agriculture."

The "Act to repeal and reduce into one Act the several laws now in force for the Preservation of Salmon in that part of this Province formerly Upper Canada," provides as follows .:- .

" That from and after the passing of this AC,t, it shall not be lawful for any person or persons at any time between the tenth day of September in any year, and the first day of March in the succeeding year, to take, catch or kill any Salmon or Salmon fry, in any manner whatsoever.

" That it shall not be lawful for any person or persons at any time to take, catch or kill in any manner, in any Dis­trict in Upper Canada, any S:limon or Salmon fry nearer the mouth of any of the rivers or creeks emptying into Lake Ontario or the Bay of Quinte, than two hundred yards, or within two hundred yards up from the mouth of any such river or creek as aforesaid : Provided always, that no­thing herein contained shall be construed to prevent the ta­king of Salmon with a seine or net at any place along the shores of Lake Ontario between the first day of February and the first day of August.

" That it sha11 not be lawful for any persqrJ. or persons to take, catch or kill, or to attempt to take, catch or kill any fish whatsoever, in .nny river or creek within Upper Cana­da, by torch or fire light within one hundred yards of any mill which may now or hereafter be erected on any such river or creek as aforesaid.

" That from and after the pussing of this Act, it shall not be lawful for any person or persons to huy, receive or have in his or their possession, under any pretence whatever, any Salmon ~aken or caught during the period in ~hich persons afe hereby prohibited from taking or attemptmg to take or catch Salmon within Upper Canada; and the proof lhat

Persons detaining cabs not more than five minutes at their place of destination, are entitled to return without extra charge. If detained beyond five minutes and under a quarter of an hour, the driver is entitled to one half extra as return fare: if over a quarter and under half an hour, two·thirds. If more than half an hour, it is optional to charge by time. A reasonable weight ofluggage allowed, without extra charge.
