Program
O U R M I S S I O N
To advance knowledge for agriculture, the
environment, human health and well-being, and
communities.
Outreach and Assistance for Socially Disadvantaged Farmers and
Ranchers
Purpose:
• Support for organizations to deliver outreach and technical assistance to assure opportunities for socially
• Help disadvantaged farmers and ranchers acquire, own, operate, and retain farms and ranches and assure equitable participation in a full range of USDA programs.

USDA Programs:• Emergency Conservation • Conservation Reserve Program• Emergency Loans• Farm Ownership Loans• Soil Survey
Outreach and Assistance for Socially Disadvantaged Farmers and

Socially Disadvantaged:• Subjected to racial or ethnic
prejudices – Includes, African Americans, Native
Americans, Alaskan Natives, Hispanics, Asians, and Pacific Islanders, others…

Request for Determination:• Desire to work with a target group not
mentioned• Must experience “racial or ethnic
prejudice”• Decision by an interagency working
group

Eligibility• Any community based
organization,• Network or coalition of community-
based organizations
Outreach and Assistance for Socially Disadvantaged Farmers and
Ranchers
Eligibility• Has demonstrated experience in
providing agricultural education or other agriculturally related services to target group
• Has worked with socially disadvantaged farmers and ranchers target group during the two-year period preceding the submission of the application

Ranchers
Eligibility• Has provided to the Secretary
documentary evidence of working with, and on behalf of (i.e. advocacy group) socially disadvantaged farmers and ranchers during the three-year period preceding the submission of an application
Outreach and Assistance for Socially Disadvantaged Farmers and
RanchersEligibility• 1890 Institutions including Tuskegee and West
Virginia State• Indian Tribal Community College or Alaska
Native Cooperative College • Hispanic Serving Institutions• Any Higher Education Institution• Indian Tribe• Organization/institution that received an award
under this program before January 1, 1996
