t e c h n ic a l s tudy o:·,·vt:he Hhi t e House tape o f June 20, 1972, "l i th

spec i a l a t t en t ion to a se c t io n o f buzzing sounds t h a t l a s t s

a p p r o x i m a ~ e l y 18.5 minutes . Paragrapbs t ba t [03.1m·] stlnunarize

which we base the f ind ings .

Magnetic s i ~ n a t u r ~ s t h a t we have measured di rec t ly on

the tape sbow t h a t the buzzing sounds Her e put on the tap e in

t h ~ process o f eras ing and re - record ing a t l ea s t f iv e , and

perhaps as many as nine , separa te and cont iguous segments .

Hand opera t ion o f keyboard contro ls on th e Uher 5000 record e r

The erasing and recording oper a t ions t ha t produced the

buzzing se c t io n were done d i r ec t ly on the tape we rece ived

fo r s t u d y ~ We have found t h a t th i s tape i s 1814.5 f e e t l ong ,

,·}hich l i es , · , f thin a normal ran ge fo r tapes sold as 1800 f e e t

in l eng th . We have examined the en t i r e tape fo r phys i ca l

sp l i ces and have found none. Other t e s t s t h a t we have ma de

thus fa r a re cons i s t en t with the assumption tha t the tape . i s

an or ig ina l and not a r e - r e c o r d i n g .

A Uher 5000 recorder , almost sure ly the one des igna ted

as Governme'nt Exh ib i t {}60, ,·}as used in producing the 18 .5 -

minute sect ion. Support fo r th i s conclu s ion inc ludes recorder

o p e r ~ t i n g c h a ra c t e r i s t i c s t h a t we measured and found to cor

respond to s ig n a l c h a ra c t e r i s t i c s obs erved on the ~ v i d e n c e tape .

The buzzing sounds th emselves o r ig in a te d in noise picked

up from the e l ec t r i ca l power l ine to which the recorder was

. connected. Measurement& of the f requency s ~ e c t r u m o f th e

b u ~ z showed t h a t it i s made up of a 60 cy6les per second

fundam enta l tone, plus a l a rg e number o f harmonic tone s a t

mu l t ip le s of 60. Espec ia l ly s t rong a re the th i rd harmonic

a t 180 and the f i f th harmonic a t 300 cycles per second. As

many as for ty harmonics are presen t in the buzz and c rea te

its "raucous" qua l i ty . Variat io!1s in the s t r eng th o f the

buzz, which during most o f th e l 8 .S- min u te sec t ion i s e i t he r

"loud" 0\ I Is?f t , " probably arose fro m seve ra l causes inc luding

var i a t ions in the noise on the power l i n e , e r r a t i c func t ioning

o f ~ h e r e c o r d e ~ , ~ n d a n g e ~ in the pos i t ion o f the opera to r ' s

hand ,·}hile running the reco rde r . The var i a t ions do not appear

to be "caused ' by normal machine" opera t ions .

" Can speech sounds be detec ted under the buzzing? He

th ink so . At th ree loca t ions in the 18.5-minute sec t ion , We

have observed a fragment of speech- l ike sound l a s t ing l e s s "

than one second. Each of the f ra gme.n ts l i e s exac t l y a t a place

on the t ape t h a t wasmisse2, by th e "erase head during th e

se r ies o f ope-rat ions in which the seve ra l segments c: f erasu re

and ' buzz Were put on th e t ape . Fur ther , the f requency spec t r a

"o f the sounds in these fragm en ts bear a r easonable resemblanc e

to toe spec t r a o f speech sounds.

Can the speech be recov e red? He th ink no t . \\le know o f

no technique t ha t could r ecover i n t e l l i g ib l e speech from the

buzz sec t ion . Even the fragments t ha t we have observed are

so heavi ly obscrired t ha t we cannot t e l l what was sa id .
