Engineering firm’s proactive water project earns accolades

A Fresno-based engineering firm has continued to garner praise and recog-nition for its involvement in improving the quality of drinking water for the people of Bakersfield — and now other towns in the Valley are following suit.

According to Kevin Berryhill, prin-cipal engineer for Provost & Pritchard Consulting Group, the issue began in 2016-17, when the state rolled out new drinking water quality regulations, limiting the legal amount of 1,2,3-Tri-chloropropane (TCP), a chemical com-pound known to have carcinogenic properties. Provost & Pritchard ap-proached the City of Bakersfield in in 2016 and began doing study work that October. The following July, they re-

ceived clearance from the city.“The city got ahead of it,” Berryhill

said. “They were one of the few utili-ties that started acting on this quickly enough to put something in place, to find a solution before they went out of compliance.”

Provost & Pritchard got to work on designing 34 water treatment plants over the course of a year. However, a short deadline (about a year) meant that their team had to design the project as construction was ongoing. The Bakersfield office of Provost & Pritchard was also heavily involved, with senior engineer Jeane Hill manag-ing the overall project.

The treatment plants, Berryhill said, work by moving the water through a coarse powder made of carbon. The

TCP in the water is then bonded to the carbon — a process called “adsorption” — and moved along with the chemi-cal removed. This carbon will then be hauled off and heated in a kiln. Once the TCP is burned off, the carbon can then be reused. The amount of water that can be filtered varies from plant to plant, but on average, this amounts to around 1,000 gallons a minute.

The task of constructing the plants fell on W.M. Lyles Co.’s office in Ba-kersfield. The contract amount for the work was more than $29 million, which was brought up to a combined total of $41 million.

At the same time, the aggressive timetable meant the Lyles/Provost team had to assist the city with procuring the vessels and carbon needed for the job during the first few months. Accord-ing to Rick Amigh, Lyles Construction Group president and CEO, six staff personnel were contracted for the project, directing more than 60 field crewmembers working to build the plants.

“I have been involved in the con-struction industry for almost 40 years and this project was one of the most challenging projects for W. Lyles Co. to manage and construct,” Amigh said. “It was only through the teamwork of all the stakeholders involved that the proj-

ect was a success.”The efforts of Provost & Pritchard

have also gained attention on the state and national level of the engineering community. So far, they’ve received ac-colades from the American Society of Civil Engineers, the American Public Works Association and the American Council of Engineering Companies. In the latter’s case, they’ve taken the regional award covering Southern Cali-fornia, qualifying them for the nation-als next week. Normally, they may have been nominated for the 2018 awards, but minor work had to be done on the plants, a technicality that pushed their eligibility to 2019.

Meanwhile, Bakersfield isn’t alone in seeking help from Provost & Pritchard on the issue. Currently, Berryhill says the firm is working with Tulare, Kings-burg, Fresno and other cities to make treatment plants.

Under the new California regula-tions, drinking water is only able to have 5 parts of TCP per trillion, but eventually, the state has a goal of low-ering it to .7 parts. Berryhill, however, says his team aims to stay ahead of this.

“And generally when we design these projects, we design it to get it all out,” Berryhill explained. “As low as you can detect it, we want to get it out.”

With the New Year came new regula-tions on the sale and collection of per-sonal data in California. But what has been dubbed the California Consumer Privacy Act has marketers and website managers for companies both small and large scrambling to understand the steps to compliance and what qualifies as personal data.

The CCPA went into effect Jan. 1. Passed in 2018, AB 375 was the first law of its kind in the U.S. that outlines what rights California residents have regard-ing their personal information online. Businesses receiving, selling or buying personal data now have to take steps to make sure consumers can know what data are being collected and give people the chance to delete existing informa-tion and stop businesses from collecting more.

When asked about the CCPA, three separate local businesses had no idea what the law was about. Once ex-plained, one music store worker said they were too small for the law to affect them. Another health care insurance broker said they meet enough other regulations that they should be fine.

“They’re lucky enforcement doesn’t start until July,” said Shel Moore, co-owner of Fresno-based Moore than SEO. As an online marketer and website manager, she has been vigilant in find-ing out if her clients might be liable and finding any steps they need to reach compliance.

Three thresholds determine whether or not a business has to comply with the law. A business needs to meet only one: If your business has gross annual rev-enue exceeding $25 million; you buy, receive or sell personal information of 50,000 or more people; or 50% or more revenue is made from selling consumer information. If any are the case, then your website had to meet CCPA rules by Jan. 1. The California Attorney General’s office said it would begin enforcing the law July 1.

The CCPA also outlines four online rights for consumers. Consumers have

the right to know what information is being collected or sold, the right to de-lete personal information, the right to opt-out of their information being sold and the right to receive the same service and pricing if they choose to opt out or delete information.

Those operating websites may be sur-prised who needs to comply.

“Say you’re tracking IP addresses on your website, if you’re collecting ad-dresses from say 137 visitors a day, then that’s really quickly going to add up to that threshold,” Moore said.

Moore has one client who oper-ates out-of-state that has an email list of 84,000 people. Moore had to go through that list to see how many of those are California residents.

Personal data can be defined as names, aliases, addresses, email ad-dresses and more.

“If they’re not in the know, they need to get research for that quickly as the grace period for lack of knowledge, if you will, ends in June,” said Norel Man-cuso, CEO of Social House, Inc, a Los Angeles media consulting firm.

Fines for intentional violations can be $7,500, and $2,500 for unintentional violations. Businesses who do not com-ply may also be subject to individual lawsuits and possibly even class-action lawsuits.

“We live in California. Getting sued in California or the United States isn’t un-common,” Mancuso said.

There are three steps to compliance, she said. The first: update your privacy policy to tell visitors what’s being col-lected. The second: provide a link or a pop-up banner that can take people where they need to opt-out. The final step is to give website users a chance to decline the placement of cookies on their computers as they browse the site.

The last one is especially important when you are talking about minors us-ing the Internet.

Moore says that for businesses with questions, they should reach out to legal experts or consultants.

What businesses are still waiting on, however, is guidance from the attorney

general, said Rachel Michelin, president and CEO of the California Retailers As-sociation in Sacramento.

“If you look at different websites, ev-eryone’s doing it differently because ev-eryone’s interpreting the law differently. We don’t have any clarification from the attorney general,” Michelin said.

A message for the Attorney General’s office was not returned.

The California Retailers Association has received calls, namely from smaller retailers, asking about compliance with the law.

“Some of them are just rolling the dice and hoping that they’ll get some leni-ency because they’re a small retailer or a small business and they don’t have that clarity,” Michelin said.

At the same time, the CCPA’s biggest proponent, Bay Area real estate devel-oper Alastair MacTaggart, is already working on a new initiative to broaden the act in a 2020 ballot proposition called the California Privacy Rights Act of 2020.

“We’re trying to wait for these regs while at the same time dealing with this new initiative that could be on the bal-lot,” Michelin said.

One of the questions Moore has is if companies are liable when they use ad servers or analytics from tech giants such as Google or Facebook. Even for businesses below the three thresholds, Moore is not sure if small retailers or even bloggers who use Google ads are subject to compliance.

A statement from Facebook regarding the CCPA and businesses that use social media advertising reads “we encourage advertisers and publishers that use our services to reach their own decisions on how to best comply with the law.”

Moore says a quick setting change in Google ads should help make you com-pliant, but it may make advertising less effective.

“We’re going to have to get less per-sonal with our targeting,” Moore said. “As a consumer, I feel it’s long overdue.”

Helping four-legged friendsFoundation seeks to rescue Downtown Fresno strays

A local business executive and casino owner is working to find homes for the stray and aban-doned animals of Downtown Fresno — and he’s taking to social media to get the job done.

Club One Casino owner Kyle Kirkland started the Kirkland Foundation about three years ago, responding to a growing problem of homeless dogs and cats in the area that he has noticed over the course of a decade. His own dog is a rescue from downtown. After the terrier mix was found near the Club One dumpster, he was taken in and found a home with Kirkland. Since then, “Jack-pot” the dog has become something of a Club One mascot, and an inspiration for the founda-tion.

However, most strays in Fresno will not have the same luck that Jackpot had. In fact, accord-ing to Fresno Humane Animal Services, Fresno County has the lowest save rate in California, with approximately 80% of cats and 50% of dogs being euthanized due to overpopulation.

In order to get people involved, the Kirkland Foundation has taken to social media — especially Facebook. Over the last three years, they’ve gone from simply supporting local animal welfare causes (their original function), to utilizing the social media tool to find animals in need, help people with transport, provide funding for vet-erinary care and getting rescued animals into lov-ing homes.

“Now the cool thing for us and for all animal rescues is the existence of tools like Facebook where… when we see animals — if there’s an animal in distress — we get tagged on Facebook,” Kirkland said.

The site is also useful with connecting poten-tial pet owners from outside of the region and in other states. As Kirkland explained, there’s a high demand for rescues in places like Oregon and Northern California, where effective solutions to animal control have led to a deficit in stray ani-

mals to adopt. According to Kirkland, the homeless animal

issue is a problem that — while not necessarily be-ing something solvable overnight — can be visibly fixed with the help of the community in a fairly short amount of time. The Kirkland Foundation, he explained, is simply his way of using his re-sources to do his part.

“For us, we felt like, ‘hey, we can move the needle,’” Kirkland said. “We can bring down the euthanasia rates just by getting in-volved, so that’s what we’re up to.”

Fresno Bee plans move to Bitwise 41 buildingAfter more 40 years at 1626 E St., The Fresno Bee will move to a new home.According to a story on The Fresno Bee website, the paper will relocate its news and advertising operations to the newly renovated Bitwise 41 building at Ventura and R streets.The current Bee building will be shuttered, and has been listed as available online since the end of January, according to LoopNet.“When looking for a new location we wanted to find a place that kept The Bee in the core of the Downtown area and made us a part of its rebirth,” said Publisher Tim Ritchey in the Bee article.The Business Journal first reported in 2017 that The Bee was looking for a new home, with then-Publisher Tom Cullinan saying the 300,000 square-foot facility on E Street was “way too much space.”He added that their operations at the time took about 10% of the building.Most of the Bee’s staff should be moved into the new building by the end of February, according to the Bee article.

Clovis Chamber awards business, businessperson of the yearA well-known insurance broker and Clovis’ oldest family-owned business were named on Thursday the Clovis Chamber of Commerce’s businessperson and business of the year.“I am so incredibly blessed,” Scott Dority, the businessperson of the year, told the near capacity crowd attending the chamber’s 2020 Salute To Business Luncheon at the Clovis Veterans Memorial District building.

Audit shows City of Fresno in good fiscal shapeThe City of Fresno has released its Comprehensive Annual Financial Report (CAFR) for the fiscal year, which shows a fifth consecutive year of positive reports from the independent audit.The report, prepared for the city’s Finance Department, conforms to current accounting and principles established by the Governmental Accounting Standards (GASB).The audit was performed by an outside accounting firm—Brown Armstrong, LLP, based in Bakersfield.

Local homebuilder reports a record yearLocal homebuilder San Joaquin Valley Homes reported having closed sales on 465 homes in 2019, a record for the Visalia-

based residential developer.In addition, the company sold out four of its existing communities and opened seven new ones over the year.In fact , SJV Homes was the most active homebuilder in Tulare and Kings counties last year, with more building permits pulled there than by any homebuilders, including three of America’s top builders, Lennar, D.R. Horton and Woodside Homes, according to a press release from the company.“Most of these home communities were in Tulare County, where Visalia-based SJV Homes has long been the dominant builder. It pulled twice as many permits as its closest competitor,” the release continues, citing data from the Construction Monitor, which tracks building records nationwide.“In the six years since SJV Homes was founded, we have grown steadily by building much-needed affordable housing in the Valley while generating hundreds of local jobs and supporting our local government with substantial tax and related revenue,” Joe Leal, the company’s co-founder, said in the press release. “To date, we have sold more than 2 ,000 homes. Our goal for 2020 is to open as many as six new neighborhoods in the Central Valley.”

California has some of best, worst places in U.S. for raising children, report finds

Children who grow up in the San Jose area are better off than those raised in almost any other metropoli-tan region in the country, according to a new report measuring which U.S. neighborhoods give children the best chance of achieving economic success and good health.

Nationally, the San Jose-Sunnyvale-Santa Clara metropolitan area ranked second, just behind Madison, Wis-consin. The San Francisco-Hayward-Oakland area ranked ninth in the Child Opportunity Index, prepared by Brandeis University, a private re-search school in Massachusetts.

California also has areas, like Ba-kersfield, Fresno, Stockton and Riv-erside, with some of the lowest scores nationwide, the researchers said.

To define childhood opportunity, the study evaluated a host of factors, including neighborhood poverty, em-ployment, housing vacancy rates, air quality and access to high-skill jobs, healthy food, schools and parks.

Bakersfield was designated the worst place in the nation for child opportunity, with more than 20% of families living in poverty; 12% of workers commuting at least two hours each day and nearly a quarter of public school teachers with less than three years of professional ex-perience, according to the study. Life expectancy in very low-opportunity neighborhoods in Bakersfield, the study found, is 6.2 years less than in very high-opportunity neighbor-hoods.

“California is fascinating because there is such inequity within the state,” says Dolores Acevedo-Garcia, director of Brandeis’ Institute for Child, Youth and Family Policy and co-author of the report. “It is re-markable that you have literally one of the best — San Jose — and the worst within the same state.”

In San Jose, the difference in the conditions found in very low-opportunity areas compared with very high-opportunity areas is less extreme than in many other metro areas. This suggests that a child raised amid economic insecurity in San Jose may fare much better than one raised in a different part of the state. The highest opportunity neighbor-hoods in the San Jose area earned the best possible score — 100 — while the lowest scored 37, a gap of 63 points. In Los Angeles, the gap between the highest and lowest neighborhoods was 15 points higher. And in Fresno, it was 73 points.

“On average, you would prefer to be a poor child in the Bay Area than a poor child in Los Angeles or the Central Valley,” says Acevedo-Garcia. “Being low-income in San Jose might carry better child outcomes than in Los Angeles.”

The findings underscore a unique duality in the Bay Area: Despite be-ing home to a housing affordability crisis and the highest level of income inequality in California, the region seems to distribute resources and op-portunity for children more evenly than other places in the state.

“The really interesting question for us is: Why?” says Acevedo-Garcia.

Nationally, the study also high-lighted stark divisions along racial lines in access to opportunities. About 60% of African-American and Hispanic children in the U.S. are con-centrated in low-opportunity or very low-opportunity neighborhoods, the study found, compared to about 20% of white and Asian children.

James Rooney has a robot.Not the sort made famous in

science fiction books or the kind out to conquer humanity in apocalyptic movies.

His robot is a single mechanical arm, the sort you might find in a factory assembling parts or moving goods on or off conveyor belts or — with the right attachments — welding parts coming down an assembly line.

The robot actually isn’t his, but rather the property of West Hills College in Lemoore, where Rooney, an instructor of industrial automation, uses it to give students in the school’s industrial automation program hands-on experience programming and working with robots.

It’s not the sort of classwork many people might expect to have available to them at a community college in the Central Valley.

But the truth is, instruction on working with and maintaining industrial robots is a growing venture in high schools and community colleges here, with a handful using working robots of the sort used in factories, among them the 24 at

Fresno City College, making it the largest hands-on industrial robotics program on the West Coast, and one of the largest in the country.

“What we teach the students is how to understand mechanically how the robots work, but then they learn how to operate the robots. For example, we have a lot of food processing in the Valley. So we teach the students how to get the robot arm to pick up an object and move it,” said Julie Lynes, an applied technology counselor for Fresno City College.

That training is important not only to the students learning a new and better-paying skillset, but also to the operators of factories across the Valley, “because the manufacturing industry and many others — for example, distribution centers — are using industrial robots,” Lynes said.

Other manufacturing experts agree, noting that the rise in robots in local factories includes the need to be more competitive in speed and efficiency, save costs for human labor and the cost of at least some robot systems coming down in recent years.

While it could be argued that robots

are taking away some jobs, jobs are being created to program and do other tasks related to robots, Lynes said, adding that at the same time, “We still need human involvement.”

Becky Barabe, dean of applied technology at Fresno City College, said her department’s expansion of robotics training is the result of factories here increasing their use of robots in recent years.

Indeed, Rodney Wilson, Visalia branch manager for Fresno-based Electric Motor Works, which among other tasks is a distributor of industrial robots, said a couple of years ago he read California manufacturers’ use of robots would increase 400% over the next five to seven years, and at least here in the Valley, they seem on track to do this.

“Prior to five years ago, you were seeing miscellaneous robots here and there in the Valley, and in 2018 and even earlier you saw it really escalate here in the Valley with our industrial manufacturing and food processing,” said Wilson, adding that the increased demand has run into a labor shortage, made worse by the fact that so few

people have the specialized skills to program robots.

These aren’t skills a lot of employers are set up to teach, which is why local high schools and colleges offering some robotics training — though most don’t have actual industrial robots to work with — are so important,” he said.

“We wanted to be on the cusp of being able to train [workers] before they’re coming into the industrial settings, so our students would be ready for that industry wave … that’s here and coming,” Barabe said.

“I think there is going to be a huge transition from line workers to operators that are utilizing robotics and network systems to process their products.

“As they’re buying this equipment they need to be retraining their people,” or hiring new ones, though many of those hires also need formal training, she said.

“It is something anyone can do, but if you have [experience] in coding, that’s a good thing.”

We have had tremendous suc-cess with our first several investor funds. Investors are seeing returns far greater than we anticipated. Finding the right deal, however, is more difficult in this point of the cycle, as we are always cognizant of the risk/reward calculus for each potential acquisi-tion. Fortunately, we can afford to be selective with our targets and wait for only the best deals on the market.

Our main focus now is growing our network of indi-vidual investors. While most of our recent acquisi-tions have been in Southern and Northern California, we enjoy partnering with our Valley investors to bring institutional quality real estate to the hands of the individual.

How hot of a commodity is multi-family real estate in the Valley and California?Multifamily real estate is in high demand, both in the Valley and California more generally. No matter what happens with technology, global trade, or political changes, people always need a place to live.

While California’s economy is booming, the state suf-fers from a severe supply shortage. California needs to build 3,500,000 units of housing by 2025 just to keep up with expected demand, according to a report from the McKinsey Global Institute. However, Califor-nia has only averaged 80,000 units per year over the

past decade and new housing permits are decelerat-ing, according to reporting from the Sacramento Bee. Buying existing apartments has become especially compelling in light of this fact, and demand, from both tenants and developers, has been chasing com-paratively low supply.

Where do you see the market going in the near future?In the near term, we anticipate the economy to con-tinue to be robust. Regardless, we know that in good times and bad, people need a place to live. That is why we love multifamily real estate.

What’s your advice for someone interest-ed in investing in multi-family real estate?Real estate is a complicated business. Every aspect of the deal cycle, from acquisitions, asset manage-ment, construction oversight, regulatory compliance and financing, takes diligence and careful attention to detail. Partnering with an experienced group is often the wisest move to make.

How do you like working with your father?While my dad Peter is more in the chairman role in the company, I still lean on him for guidance and advice often. Peter has been remarkably successful in the real estate field during his career, and to learn from him has been simply to learn from the best.

What was the best advice you ever re-ceived?“It takes a lifetime to build a good reputation, but you can lose it in a minute.” Integrity is everything to my firm and me. If you do not have integrity, you have nothing.

What are your roots in the Valley?I am a fifth-generation resident of Fresno County. My family and I are proud residents of the Valley and we enjoy supporting some of our favorite charities in town such as the Poverello House. Aside from when I went to university, I have spent my entire life in the Fresno area. The Valley has so much to offer and is a great place to grow up and raise a family.

What do you like to do in your spare time?When I am not on my ranch in Sanger with my wife and kids, we enjoy spending time traveling. It has been important to me to expose my kids to new ideas, cultures, and societies so they can develop a much broader and empathetic worldview. I also enjoy fly-fishing and skiing.

marketing our program, which is a college-wide problem,” Lynes said, adding that most of the students who have entered Fresno City’s program related to robotics started out training in electronics but switched over after learning about the other program.

That’s changing somewhat, she said, as “We are starting to see industry send over their current employees [for retraining].”

“The class holds 24, and we’ve been running on our second year, and it’s been packed,” Lynes said.

“We have an introductory training course, and from there you can go into more advanced robotics, on the electrical side as well on the welding side,” Barabe, added.

Depending on the specific training track students follow, they could be trained in about a dozen industrial jobs related to robots.

Robots have been a part of industry for about the past five decades, most prominently in the auto industry assembling cars, but new robots can be much smaller and do smaller, more tedious tasks from delicate assembly work to picking out fruit in a packing house and scanning it for rot or damage, said Christopher Klein, general manager of Klein Educational Systems in Davis, California, which provides industrial training systems and related hardware to schools and businesses, which includes providing and installing industrial robots at Fresno City College.

“You can get a basic, simple robot for 50-60 grand,” he said.

The robots at Fresno City generally cost about $80,000, though part of the uniqueness of robot education there are the variety of skillsets groups of the robots can perform, from simple stacking to assembly to welding.

They mostly have been purchased with state and federal grant dollars.

“I know there’s not another community college — and I believe any four-year college — in California that has a lab as big as ours that has 24 robots,” Lynes said. “I hear about them having two or three, but I’m not an expert.”

Fresno City isn’t the only Valley College with working robots, as West Hills in Lemoore and Clovis Community College each have one.

Those two community colleges, along with Fresno City, are part of a program under the office of the Chancellor of California Community Colleges whereby students can earn associates of science degrees in industrial automation and go directly into industrial automation programs at Fresno State or Bakersfield College, and be halfway to Bachelor of Science degrees, though the A.S. degree alone could put many graduates in line for good-paying jobs, the experts said.

Colleges and some Valley high schools without industrial robots are working to prepare students for these fields, whether its offering coding or raw classroom work in robotics and automation, to having components used in robotics available.

“We do mechtronic-based [classwork] that have them integrated into their systems, so they are computer like, but they’re not like full-on robots,” said Jamon Peariso, director of college and career readiness for Visalia Unified School District.

He said some of his high schools have equipment to train students on aspects of robotics, though a goal of the district is to get a full robot for its new high school planned to be built in the future.

Formed in 1920, the Fresno Irriga-tion District (FID) jubilantly celebrates its centennial this year. FID began a century ago as the successor agency to the privately owned Fresno Canal and Land Company. Today, the dis-trict is comprised of some 250,000 acres, which lies entirely within Fres-no County and includes the rapidly growing Fresno-Clovis metropolitan area.

“FID is excited to be celebrating its centennial year of service by recog-nizing the hard work of our founders and those who helped build FID to its current status as a premiere irrigation district,” stated FID General Manager Bill Stretch.

FID has a proud history of provid-ing water conveyance to its farmers, partner water districts and munici-palities. In recognition of the century mark, FID will be celebrating its “Cen-tury of Commitment, Conveyance and Customer Service” at a series of events and engagements throughout the year with its growers and partners throughout the region.

The centennial also offers FID the chance to look forward towards new goals. “As we celebrate 100 years, we must prepare for a future full of new challenges. I’m proud of our district, its employees and the current and past leadership for their dedicated service and professionalism,” expressed FID Board President Ryan Jacobsen.

California’s burdensome independent contractor regulation is under fire by a bevy of businesses, groups, and associations span-ning industries from journalism to independent truck drivers.

Passed in the wake of the state’s Supreme Court Dynamex deci-sion, Assembly Bill 5 rewrote key provisions of California’s labor code to severely limit employers’ ability to classify workers as independent contractors. Although it was primarily designed to target gig-economy workers working with Uber and Postmates, the law severely restricts freelance journalists, truck owner-op-erators, and even nail salon workers.

In the run-up to the law’s implementation earlier last month month, many employers terminated contracts with California-based independent contractors and some businesses are leaving the state altogether. Independent contractors are challenging the

law in court with varying degrees of success.

The American Society of Journal-ists and Authors and the National Press Photographers Association banded together to challenge the

law in court on First Amendment grounds. Under the new law, writers and photographers are limited to submitting 35 pieces of content to a single media organization per year, while video journalists have no exemption at all. A U.S. District Court denied two freelance journalists’ request for a temporary restraining order last week.

The Western States Trucking Association also filed suit in De-cember, claiming that the state’s provisions conflict with federal protections against states regulating the rates, routes, and ser-vices provided by the trucking industry. A federal judge granted a temporary restraining order prohibiting enforcement of the law against independent truckers.

NFIB fought against the bill and continues to oppose the law.

Many of California’s primary vot-ers are understandably focused on the Democratic presidential primary. But their March 3 ballots will also contain significant school bond measures that demand consideration.

State voters will be asked to weigh in on Proposition 13, a $15 billion general obligation bond that would subsidize school infrastructure projects around the state.

Separately, K-12 school districts and community college districts have placed bond measures on local ballots authorizing an additional $17 billion in borrowing.

Statewide, Californians do not appear to be straining the capacity of the state’s school infrastructure. 

Enrollment in traditional K-12 public schools has been roughly stagnant for years. Community College student enrollment peaked in 2008-09 at 2.9

million students, fell rapidly after the end of the Great Recession as prospec-tive students found jobs, and has started ticking back up — with 2.4 million en-rolled in 2018-19.

Further, the state has already made significant investment in K-14 infra-structure. 

According to the State Treasur-er’s DebtWatch database, school and community college districts issued $125 billion in general obligation bonds from 1984 to 2019, refinancing excluded. Plus, voters approved five statewide educa-tion bond measures between 1998 and 2016 totaling $54 billion.

With flat-to-declining enrollment figures, does the state really need to borrow billions more to fund invest-ments in school infrastructure? 

Undoubtedly, California must main-tain and replace aging school buildings. But is a price tag in the tens of billions necessary, especially when California suffers from congested highways and an acute housing shortage?

The new Proposition 13 authorizes $9 billion in borrowing for K-12 schools, $2 billion for community colleges and $4 billion for state universities. Most of the money takes the form of matching funds, which local districts can use to

top up their own building programs.  In the rush to qualify for these funds,

over 110 districts have placed bond mea-sures on the March ballot.

Some of the larger bond measures have attracted criticism. 

For example, West Contra Costa Uni-fied’s $575 million measure was panned in a recent San Jose Mercury News editorial.  The newspaper observed that the nearly insolvent district already has $1.4 billion in outstanding bonds with plans to issue $200 million in previ-ously authorized debt this year.

If voters approve the latest measure, the district’s bond program would approach $70,000 per student and the owner of a home with an average assessment would pay almost $1100 in property taxes for school debt service alone.

In the Central Valley, opponents of Merced Community College District’s $247 million bond measure ques-tioned whether additional borrowing would improve student success, not-ing that the college has suffered a 12% enrollment decline and “recently lost $3.8 million in state funding because students aren’t meeting state-mandated performance measures.”

An even more debatable bond mea-sure is on the ballot in the Bay Area.

The San Francisco Community Col-lege District is asking voters to autho-

rize $845 million in new bonds despite suffering a catastrophic decline in en-rollment due in part to an accreditation controversy. 

Fearing that their Community Col-lege of San Francisco degrees might prove worthless in the job market, many students went elsewhere. Enrollment plunged from 90,000 in 2011-12 to 65,000 today. With so much excess capacity at the school, it is hard to understand why additional construction is necessary.

And with so many San Franciscans living on the streets, investing in edu-cational infrastructure seems to be an especially odd priority. Indeed, many Community College of San Fran-cisco students are homeless as are over 1,800 of the city’s K-12 pupils.

While not all the local bond measures are objectionable as the ones I have highlighted here, voters should take a critical look at the bonds on their ballots. If the proposals lack specificity, result in overcapacity, or lead to excessive district debt, a “no” vote would be the judicious choice.
