Morgan Doizaki was intro-duced to Fresno’s Chinatown at age 10, when he would work at Central Fish Co. for his un-cle, Akira Yokomi, during his holidays.

Previously interned with his family during World War II, Yokomi founded Central Fish in 1950, when it opened for business in Nippon Building No. 1. In 1979, he relocated to a new spot, but stayed in the Chinatown district, close to the Buddhist temple where the Japanese-American com-

munity congregated, stopping in for a bite or to shop after services. Regardless of back-ground, Yokomi remained loyal to his extended family in Chinatown until he was mur-dered in the store in 1996.

In 2003, Doizaki moved to Fresno to take over the declin-ing business and restored it to success. Unfortunately, the same can’t be said for many of his neighbors, especially as streets and entryways have been choked off to accommo-date construction of the high-speed rail. The roadblocks, Doizaki explained, have laid

waste to the community. “It killed Chinatown,” he

said. “It looks like a border wall separating us where the red line originally was, where the tracks are. Basically, don’t come on the other side — and now we’re faced with the same situation.”

Jan Minami, executive di-rector of the Chinatown Fres-no Foundation, further ex-plained that the area has seen great disinvestment from the city for years — to the point where they need to follow through to ensure that their streets are properly swept.

“Chinatown is where they originally pushed people they didn’t want to live with,” Min-ami said. “And people think of it as the homeless capital of Fresno and ignore it.”

Despite the devastation of the rail, a possible renais-sance seems to be in the mak-ing, and in the last year, eight buildings have been bought — or are in the process of be-ing bought — that have either been abandoned, or are in need of major repairs. It’s an effort being led by a small

Making homes, generating traffic

Icon Construction & Design co-founder Chris Wolfe and his partner, Clint Crouch, are two of the people banking heavily on success in China-town’s revival. In January 2018, Icon closed escrow on a 5,000-square-foot (plus basement) building at 935 F St. for $73,000. However, the price of the purchase is not the biggest in-vestment they’ve made with this site. According to Wolfe, they’re planning to renovate the building and move their headquarters here from their office in Clovis.

Still, in order for Wolfe and Crouch to succeed, they said they first intend to have people not only visiting and shopping there — but also living there.

“We want to maximize the amount of residents that we can put down in Chinatown,” Wolfe said. “Because that will solve all the other prob-lems.”

The Doizaki family is also taking this strategy to heart. In March, they completed the purchase on Nippon Building No. 1 — the original location of Central Fish — and Nippon Build-ing No. 2 at a total cost of $625,000. According to Doizaki, “phase one” is expected to begin next year, in which Building No. 2 will be reno-vated and converted into another

mixed-use residence. They’ll be getting some well-timed

company from the Fresno Hous-ing Authority and the state. As part of the Transform Fresno program, construction is expected to begin in April on a 57-unit housing complex on the corner of F and Mariposa streets. With more than $24.6 mil-lion of state and Housing Authority funds, it will also be a mixed-use building.

However, the Chinatown Hous-ing Project still has an obstacle to clear in the form of air pollution and smoke coming from the training tower being used by the Fresno Fire Department. Minami said the city is expected to cease burns at the site in the spring, at which point construc-tion can begin. As for the tower, it’s expected to remain up, with murals painted on the walls.

Youth and nightlife Another investor making his mark

on Chinatown has been Mitch Pome-roy, managing member and Fresno representative for NSD Ventures and CV Properties of San Diego, and a customer at Central Fish since childhood. The companies he’s with are in the business of buying and renovating unused and mismanaged buildings all over town, and have revitalized neighborhoods from Clovis, to Riverpark, and El Dorado Park near Fresno State.

Seattle, San Diego and Denver, where old buildings are being repurposed after years of vacancy. He’s also been observing Downtown Fresno’s ef-forts at revitalization — especially with the reopening of the Fulton District.

Pomeroy closed on the old Dick’s Hardware building in June, and is in the process of buying three more in the area. The key to making the dis-trict’s revitalization work, he said, is to bring an energetic sense of night-life, referencing the Art Hop events and small businesses now occupying the Fulton Street strip.

“You’ve got the microbrewery dis-trict down there, you know — you’ve got all these different things hap-pening,” Pomeroy said. “So the idea of it is really to get people to stay and come into that location and stay past 4 p.m.”

Likewise, Pomeroy envisions mi-crobreweries and a possible winery for Chinatown. He would also like to see 50 to 75 small business people who can operate inside of a location without having to buy or lease an en-tire space, making it a promotion of small business and the community.

According to Doizaki, a strong emphasis is being placed on a youth movement for Chinatown, with young entrepreneurs filling in the retail spaces and renting apart-ments. He further pointed to some of the locations already in place in the area that give it some pre-exist-ing appeal — namely the restaurants.

“You can’t mess with Chinatown when it comes to food,” Doizaki said. “Best tacos in Fresno? La Elegante; best barbeque? Chef Paul; best sea-food? I’ll say here; Best breakfast?

Ho Ho Kafe.”Developers hope the beautifica-

tion of Chinatown in preparation for the high-speed rail will help entice young business owners. As part of the TCC initiative, the City of Fresno has already pledged more than $6.9 million to better paving and an ur-ban greening project that will also see improved lighting and the plant-ing of 350 trees.

Meanwhile, Fresno City Council-member Miguel Arias (District 3) said more good news can be expect-ed at the end of next month, when the Mono Street entrance to China-town reopens on Halloween.

‘Hope is back’While work has already started on

Icon’s new headquarters, Doizaki says that this has primarily been the year of buying, with 2020 being the year when all the major construction work will be going on. And for the first time in years, he said there’s a renewed optimism in Chinatown.

“Even the Japanese left,” Doizaki explained. “I mean, they tried to stick it out as long as possible, but when hope is gone, that’s where it becomes very depressing. But hope is back, and we are the one’s who are trying to build the hope to other people who can come in.”

Making it work, however, will be a team effort and a full commitment.

“It’s not just one investor, or one government agency, but seeing ev-erybody and what they’re doing right now, it’s a perfect opportunity to buy as many properties as we possibly can and have a significant impact on what’s going to happen here,” Pomeroy said.

Not long ago, Ray Tavakoli was a restaurant industry big-wig, having spent the last cou-ple of decades overseeing 50 Hometown Buffet locations, Old Country Buffet locations, Tahoe Joe’s and other restau-rants in five states for a corpo-ration.

But running a few dozen restaurants for his bosses didn’t hold the appeal of actu-ally owning a restaurant for the Fresno resident, who last year got together with two partners to start their own eatery.

They did just that, franchis-ing a Huckleberry’s Restaurant in Clovis on July 29.

‘Record-breaking sales’While some might see the

transition from executive to first-time restaurant owner as a step down, so far Tavakoli sees it as a smashing success, noting “It’s been excellent. Since we opened the restaurant, we’ve had record-breaking sales here in Clovis — No. 1 sales in the company right now,” among the 10 Huckleberry’s in the San Luis Obispo-based chain that extends from Northern Cali-fornia south to the two in Fres-no and the Clovis restaurant.

Despite being restaurant owners less than two months, Tavakoli said he and his part-ners are looking to franchise and open five more Huckle-

berry’s in Visalia, Fresno and Bakersfield, though it’s too ear-ly to tell when and where they may open.

As for the partners’ only res-taurant right now, Tavakoli, sitting down to be interviewed during an early-morning

grand opening and ribbon cut-ting ceremony on Sept. 10, said the trio decided to purchase a franchise because “Huckle-berry’s has a really great name brand, and one of the things I liked about it was being able to go home at 4 o’clock in the afternoon,” as the entire chain serves only breakfast and lunch, each restaurant closing daily by 3 p.m.

Location, location, loca-tion

As for the location, the part-ners selected a 50-year-old-plus restaurant building at 2100 E. Clovis Ave., across the parking lot from Clovis’ recent-ly opened Costco store.

At the time, the partners settled on the spot, a Carrow’s Restaurant that had been op-erating there for 20-plus years, but “They did not have a lease with the landlord, so we put our bid in, and the landlord accepted our bid, because they knew we were going to be spending some money re-modeling the restaurant, and it’s going to be a greater restau-rant.”

And the partners did spend some money on the remodel, nearly $1 million, Tavakoli esti-mated.

Among the renovations was removing part of a load-bear-ing wall to open up the dining area, which required bring-ing in engineers; removing the

old, dated carpet and the old tile under it; and removing the lower ceiling, leaving the space open to the roof and exposing the vent tubes and water pipes overhead, giving the space an industrial chic look.

Tavakoli said the large front windows had stained glass on the top portions of them dat-ing back to when the building was a Bob’s Big Boy restaurant, but they didn’t fit the new look Tavakoli and his partners were looking for, so the stained glass portions have been walled off with wood and are no longer visible.

‘Surprises for sure’“The kitchen was not in good

shape. So we had to spend a lot of money replacing equip-ment, cleaning it up and bring-ing it up to … standards,” he recounted.

“There were surprises for sure,” added Tavakoli’s girl-friend, Barbie Keldesen, who helped with the work, not-ing she spent two-and-a-half months “cleaning every floor, every doorknob, his office — ev-erything,” along with repaint-ing the kitchen and some other portions of the restaurant.

Despite the challenges and costs involved in the renova-tions, Keldesen said Tavakoli never seemed to regret quit-ting his executive job four months ago and jumping into restaurant ownership.

“There were surprises for sure,” she said, noting that be-sides the ones her boyfriend mentioned, “We had to redo the plumbing, had to redo handicapped [parking] spaces to get up to code.”

Most of the planning and coordinating to get the Clovis Huckleberry’s off the ground fell on Tavakoli’s shoulders, as he’s the partner with the res-taurant industry experience. He also oversees the operation, which included taking part in interviewing over three weeks the more than 800 applicants for 51 jobs at the new business.

“Just opening a new restau-rant has given me a great feel-ing of ownership, and being able to select every one of the employees and managers, I feel great coming to work every day,” Tavakoli said.

While ownership can be tough, as “everything falls on your shoulders, there is no-body you can turn to but your-self,” he said the benefits out-weigh all that.

“When you’re managing, you’re doing it for somebody else, so the true ownership feeling is excellent. I have two other partners, and I’m doing this myself. I feel great coming to work every single day.”

HEALTH CAREValley Children’s unveil behavioral health plans

Valley Children’s Healthcare has launched a new partnership to address psychiatric wellness in the region.

Todd Suntrapak, president and CEO of Valley Children’s, announced on Wednes-day morning that Universal Health Services will be partnering to construct and operate a new behavioral health facility on the flag-ship campus in Madera.

This 81,600-square-foot, 128-bed behav-ioral health hospital will include a unit of 24 beds dedicated specifically to pediatric psy-chiatric care, treatment, services and edu-cational needs, assisting Valley Children’s in addressing the needs of patients presenting to the emergency department. Additional units will serve adults and seniors.

The new hospital is expected to employ more than 250 clinicians, nurses, mental health technicians, support sta� and ad-ministrators.

“There is hardly a day that goes by that I don’t get a question from a parent, a health care provider, or a community member in search of behavioral health care for their kids — and in particular— behavioral health care that is right here in the Valley,” Suntra-pak said. “The behavioral health care needs of our children and families are significant and this new facility will provide our Valley with new resources closer to home.”

Construction of the new hospital is ex-pected to begin next year, with an opening estimated for 2022.

“We are proud to celebrate this new part-nership with Valley Children’s,” said Bob Deney, senior vice president for Universal Health Services’ Behavioral Health Division. “Our mutual goal is to always provide pa-tients and their loved ones with high-quality, compassionate services and support.”

Valley Children’s and UHS will also begin work on a psychiatry residency program, as well as telepsychology services for children served by the Valley Children’s network of care.

REAL ESTATEFresno apartments purchased

An Irvine-based firm has purchased Phoenix Townhomes, a 248-unit condomin-ium-style apartment community in Fresno.

The purchase, which was announced Wednesday morning, was made by The Bascom Group, LLC, of Irvine in collabora-tion with Maryland-based Artemis Real Estate Partners at a cost of $35 million, or

$141,129 per unit.“Phoenix Townhomes is an extremely

well-located property with convenient access to strong employment centers, schools and numerous retail and entertain-ment options,” said Jim Singleton, senior vice president and principal for Bascom, in a statement. “The Fresno market continues its healthy growth led by strong employer investment by companies seeking to take advantage of Fresno’s low cost of living and relative a�ordability, with several ongoing and planned development projects esti-mated to bring over 3,600 jobs to the area.”

Phoenix Townhomes is located in the northern Fresno submarket, situated near West Shaw Avenue and between Marks and Brawley avenues.Home prices up in August

Central Valley existing home price activity saw positive gains in August, mirroring the statewide trend, according to the latest data from the California Association of Realtors.

The biggest annual increase was ob-served in Kings County, where the median price in August was $258,450 — up 13.5% compared to last year’s $227,750. Annual sales activity was also up by 5.4% in August.

Fresno’s median home price for August was $285,000, up 1.8% from a year ago. Fresno sales were also up 1.1% in that period.

Madera’s median home price was $279,000, up 9.5% from $254,900. Sales ac-tivity for August was up 12.6%

Tulare County’s median home price was $250,000 in August, up 4.6% from $239,000 last year. Despite the price increase, sales activity was down 22.7% in the period.

Statewide, August home sales were up 1.6% compared to last year. The median home price was $617,410, up 3.6% in the pe-riod.

Mona N. Cummings has been selected to succeed Lee Ayres, who served as CEO for eight years for the organization that has planted more than 46,000 trees since its founding in 1985.

Cummings founded her own social me-dia brand for individuals shifting to a “real foods” nutritional lifestyle, and has served in development roles for various organiza-tions, according to her LinkedIn page. She has also spent time in Africa performing vol-unteer service work.

“Mona comes to the job with experience in natural resource conservation, organi-zational development and the building of meaningful partnerships.” said Bruce O’Neal, chairperson of the board of directors. “We

are thankful for Lee’s service and success in reviving our large scale tree planting pro-gram and for his visionary leadership during the last 8 years,”

The selection of the new CEO was made at a special board meting Sept. 9. Ayres will serve as a part-time consultant during the onboarding process for the newly installed CEO Cummings.

“Tree Fresno is making this transition in a thoughtful way so that we don’t lose the mo-mentum generated by our leadership, vol-unteers and donors,” according to a news release. “We will continue to aggressively pursue our mission to transform the San Joaquin Valley with trees, greenways and beautiful landscapes.”

RETAILNothing Bundt Cakes expanding

A cake franchisee is baking up two new locations for the Central Valley.

Known for its eponymous baked goods, Nothing Bundt Cakes will open in north-west Fresno and Visalia in the coming year, making access to the confectionary goods much easier

Co-owner Linda Stuve says the Visalia location will open between later this year or early 2020 at the southwest corner of Mooney Boulevard and Walnut Avenue in the Kohl’s shopping center.

“We have many people from Hanford, Lemoore, Visalia that come into our bakery in Clovis and we wanted to expand Nothing Bundt Cakes into that area,” Stuve said.

The 2,500 square foot location will em-ploy about 25 people. Stuve has about 40 workers in Clovis.

Following that, the Fresno location will open mid-2020 in the El Paseo Shopping Center at Herndon and 99, near what will be Hobby Lobby. To start, the Fresno loca-tion will also employ about 25 people, but “if it’s anything like Clovis, I’m sure we’ll be increasing rather quickly,” Stuve said.

Stuve came to Fresno by way of the Bay Area. Her daughter had brought a cake from Nothing Bundt Cakes to a birthday and Stuve loved the flavor. She soon discovered the Fresno market did not have a franchise. After doing some research, she decided to

open one in Clovis in 2015 with her daugh-ter and son-in-law, Kaela and Mohit Yadav. Since his retirement from engineering, Stuve’s husband Kurt has also joined the ownership team.

Nothing Bundt Cakes does more than merely confections. They have serving packages that include candles, balloons, cards and “retail that can be wrapped with the cakes for gift giving,” Stuve said.

The franchise began in 1997 and now has more than 300 locations.Big Lots has grand opening

Just a little over a week after it opened, Fresno’s most recently relocated Big Lots store had its grand opening last Friday.

The store, in the former Babies R Us storefront on the northeast corner of North Blackstone and West Pinedale avenues, just south of the River Park shopping center, opened in the renovated building on Sept. 5, the day after the Big Lots at 3520 W. Shaw Ave. shut down.

Last year, two other Big Lots stores in Fresno and Clovis shut down and moved to bigger locations, one to a former Rite Aid store in Clovis and one to a vacated Toys R Us storefront in northwest Fresno.

The new store on Blackstone, at 37,700 square feet, also is larger than the previous 25,500 square-foot store on Shaw.

Allison Boer, Big Lot’s district team leader for the discount chain’s stores along the Central Valley and Central Coast, said the moves are part of a plan to make roomier, less cluttered stores, as well as to make more room for furniture, which has become a larger part of the Ohio-based chain’s in-ventory.

She said customers to the new north Fresno store are responding well to the new look, as “They talk about how open it is and clutter free.”

As part of Friday’s grand opening, the first 50 customers coming in when doors open at 9 a.m. will receive prizes.

As for the other Big Lots stores in the Val-ley, there are no plans to relocate any, but the one on Kings Canyon Road in south Fresno and the other stores in Visalia, Tulare, Han-ford, Reedley and Merced all are currently being remodeled, Boer said.

After two years of anticipation, Trans-form Fresno — the initiative to use state cap-and-trade funding to support pub-lic works projects in the city — has of-ficially kicked off, with projects quietly starting over the weekend.

This year, the City of Fresno accepted $66.5 million in funding generated by cap-and-trade taxes with the intent to create environmentally beneficial proj-ects that would promote health and economic opportunities in a disadvan-taged part of Fresno. The location cho-sen was a three-mile area that includes Southwest Fresno and Downtown (in-cluding Chinatown).

Last Friday, the first project in the Transformative Climate Communi-ties (TCC) initiative was started with the installation of solar paneling on single-family homes in Southwest Fres-no. Conducted by the nonprofit GRID Alternatives, the weatherization pro-gram has a commitment of more than $883,826 by the state to put these pan-els on 60 homes in the area and to train people from the TCC area to perform installations and develop new job skills. GRID Alternatives itself has committed a further $535,807 for the project.

According to Jesse Arreguin, develop-ment officer for GRID Alternatives, the first recipient of solar paneling was west Fresno resident Jose Ledesma, who also

served as one of the installers. A TCC trainee was also involved.

“To date, we have trained five individ-uals,” Arreguin said. “Our hope is to in-corporate three TCC trainees per instal-lation through the course of the grant.”

Fresno City Councilmember Miguel Arias (District 3) says these single-fam-ily installations are just the soft open-ing for the big kickoff to Transform Fresno next month. On Oct. 1, the first groundbreaking will be done behind the Yosemite Village housing complex at 672 W. Atchinson Ct., where Fresno Metro Ministries and the Fresno Hous-ing Authority have been authorized to begin the Yosemite Village Permacul-ture and Community Garden project. The state will invest $367,500 into de-veloping the resident-led, community garden, which will double as a farm incubator. The participating partners will also be fronting $434,153 for the project.

Another project by GRID Alternatives will also begin just two days later with the start of the Multi-Family Partner-ship on Oct. 3. A combined $462,549 will go into this effort, which will begin at the Bridges at Florence senior living apartment center in west Fresno.

“TCC has officially begun,” Arias said. “The residents of west Fresno and Chi-natown — and Downtown — have begun to experience the benefits of the TCC investment.”

Tell us a little about yourself.

I grew up in Fresno and attended college in Southern California. I have been blessed to have many di�erent opportunities in my life from education to training seminars that have exposed me to di�erent trains of thought to di�erent ways to build success.

I am engaged to the love of my life, Sarah Whitener, and in the process of our wedding planning. I have planned a lot of events in my life but this time it’s di�erent being on the other side of the table in an enjoyable way to see what the customers experience firsthand.

What got you into the restaurant business?

At first, I was looking for something di�erent. I had worked in a law firm and a retail store. I was looking for a job that was flexible with my school schedule. Then I just kept getting intrigued with everything there is to do, everything to learn. It’s exciting to continually change, redesign, reevaluate.

How did you come to meet Mike Shirinian?

I have had the pleasure of knowing Mike for years! Mike has known my grandfather to my parents. My grandfather used to sell Mike glassware back when Mike was at the Silver Dollar Hofbrau.

We got reacquainted a few years back at an event hosted at Copper River Country Club. After that we kept in touch.

What does it take to stay competitive in the restaurant business?

The ability to change and adapt. To continue to learn, reinvent and research. I find myself out looking at what other people are doing in the community or even when I am out of town. It’s important to keep up on trends. Ask the

internal question “how can we be better for our customers?”

Do you notice any changes in terms of what younger generations expect from the hospitality industry?

Everything is available now at their fingertips. I think this is seen more and more across the board with technology. You can pre-order a co�ee for pick up on your phone. Everything’s elevated to a higher standard with the Food Network, Pinterest, Instagram. We can go on and on. But this is where the clients are more educated and that’s great! They have a high expectation, and now we need to deliver with our talented team.

How are rising labor costs a�ecting your industry?

It’s a�ecting everyone from the hospitality industry to any industry. We have to challenge ourselves to be even better at creating a balanced menu with multiple layers for various customer needs from a taste profile to price sensitive items. Everything we work with from the beverages we pour to the tomatoes in the kitchen see increases in price when we have rising labor costs. It’s as simple as this: The person picking the tomatoes now has a higher wage, this cost trickles to us, we are now challenged to find the best way to keep our menu prices down and competitive in changing markets.

We have been blessed to have an outstanding culinary team. They meet several times a week to try to up the ante! We put our Chef De Cuisine Eric Rodriguez and his team together to elevate the conversation and bring the food to that next level. It’s great to watch this come together.

Where do you see consumer tastes heading?

Fresh natural cocktails. More exploration into wines by the glass. There’s big momentum to

plant based proteins and our team hit a home run on this. You have to try our Wild Veggie Mushroom “Burger.” It’s got Porcini, Cremini and Portobello mushrooms mixed together with asiago, cream cheese, roasted garlic, Dijon, arugula, sliced tomato and basil pesto served on a toasted brioche bun.

It’s all about fresh ingredients with a wow factor.

What are the best ways to make a menu fresh while still keeping what made you special?

You have to always keep some respect to your past by taking the dish and keeping it relevant for the times. Something that Eric and his team have done tremendously is blend local relationships and ingredients into the mix. Eric reinvented a shrimp dish using Dan Riley’s beers, specifically the Sancha and working with Steve Orlando and Sunnyland Mills to get local vegetable bulgar. He has created a link to the community and an elevated dish with the Eric’s Sancha Shrimp. It’s a must try dish.

What was your first job and what did you learn from it:

My first job was a court runner for Kimble MacMicheal & Upton. It was a law firm in Fresno. I learned some projects can take longer than expected, but if you are determined you can get to the end result. I learned a little bit about my own organizational skills.

What do you like to do in your free time?

I enjoy wine tasting, golfing, swimming, hiking and the beach.

What is your favorite piece of business advice?

Enjoy what you do. Work hard and challenge yourself to be better every day.

As the available la-bor force continues to shrink, one major retailer is expanding a program to draw the one demographic whose em-ployment numbers have

been shrinking histori-cally.

Walmart announced over the summer a plan to expand education benefits as a way to bring high school students into the workforce.

In the first year of the big-box retailer’s Live

Better U program, 5,800 associates took advan-tage of either subsidized education cost or SAT and ACT test prep.

The effort comes as a way to bring in and re-tain workers amidst what many employers view as a labor crunch, accord-

ing to Michelle Malashock, director of corporate com-munications for Walmart.

Malashock said that Walmart is in a unique position in its ability to hire workers, with a con-sistently high numbers of applicants.

But more than 50% of the workforce is full time, Malashock said. The demand for predictable schedules from employees leaves gaps in evenings and weekends. Of the 1.3 million employed by the corporation, only 25,000 are under 18 years old.

“When you think about 4,700 stores, that’s not a lot of people,” Malashock said.

Across the nation, the number of high school students with a job has been in decline since the mid-2000s, according to data from the Bureau of Labor Statistics.

In 2002, the annual av-erage employment rate for 16-19-year-olds dropped below 40% for the first

time since 1965. Following that, employment num-bers continued to trend downward, bottoming out in 2011 at 25.8% of youth with some type of employ-ment.

“We might be graduat-ing folks from college and high school with a lot of book smarts, but they aren’t learning critical skills like how to manage work and life,” Malashock said. “How to ask for time off, how to have difficult conversations with a boss, how to have difficult con-versations with a customer — we really think that jobs that people used to get in high school are really, re-ally important.”

The number of 16-19-year-olds with part-time or full-time work has been trending upward in recent years, though is still not at pre-2000 lev-els. Employment reached 31.2% nationwide in 2018, according to the BLS.

Minors need a work permit in most circum-

stances. That means restrictions on when and how many hours they can work. This presents scheduling conflicts and often, employers don’t want to bother consider-ing the rules, said Margie Newton, program director for career education with the Kings County Office of Education. A lot of times, employers will tell students she tries to con-nect to jobs to “come back when they’re 18.”

Labor code also puts restrictions on what kind of work can be done. Children are not allowed near most machinery and equipment. Malashock said at Walmart, a ma-jority of open positions involve stocking and cus-tomer service.

To bring more students on, Walmart is using its benefits in hopes of attracting high school students. Malashock said they will be coordinating with guidance counselors and job fairs to let stu-dents know about their benefits.

While not a high school student, Brandon Snyder, 33, came to the com-pany after a recruiter told him about an asset management position. Now an asset protection manager for the Fresno region, Snyder took part in the first year of the company’s Live Better U program. Snyder is taking online classes toward a business administration degree at Bellevue Uni-versity.

“I really thought a four-year degree was something out of reach,” he said. But Walmart sub-sidizes the cost to $1 a day.

The hope would be that getting students higher education means better retention for the com-pany.

Getting his business degree means Snyder feels better prepared to “speak the same language” as others in managerial and executive positions, where he sees himself in the future. Malashock said that 300 store managers across the nation began with Walmart in high school. “For us, it goes back to building that next gen-eration of retail talent,” she said.

When construction on Clovis Community Hospital was comp eted in the late 1980s in northeast Clovis, it pretty much was in the mid-dle of nowhere.

In the years since, a lot has changed.

The hospital — now named “Clovis Community Medical Center” — has undergone a series of expansions that has added, among other things, a new patient wing, with an-

other on the way; a state-of the art cancer center; office buildings for private medi-cal practices to lease; an ex-panded trauma center; and a skilled nursing facility cur-rently under construction.

Together, they’ve turned

the hospital into sprawling medical campus.

In addition, Highway 168 was extended, with the Tem-perance Avenue onramp and offramp located just about a stone’s throw from Clovis Community’s entrance. Add

to that an influx of new hous-ing, while new commercial and retail along Herndon Avenue has made its way east toward the hospital.

Development boom occurring around Clovis hospital

Ground zeroAll of that change is

nothing compared to what has happened in the areas immediately around Clovis Com-munity Medical Center over the past five years.

Almost across the street from the hospital, two new single-story

commercial buildings have been erected, one largely used as re-gional medical offices for Adventist Health and Valley Children’s Hospital and the other owned and occupied by an orthopedics surgical group.

A third building is being built at the Magnolia Professional

Center, with expecta-tions most of it will be leased by medical and dental businesses, and a fourth — as yet unbuilt — parcel at the center is earmarked for a pos-sible physical therapy business.

Meanwhile, a nearby neighborhood of homes on large lots may not be there much longer,

as the property owners reportedly are in dis-cussion with medical-related businesses look-ing to build offices on those sites.

On the north side of 168, a series of newer developments that include a large of-fice park, gas station, restaurants and a city

fire station can add to the list the California Health Sciences Uni-versity’s College of Osteopathic Medicine, a multi-story building currently under con-struction.

Long time comingLess than a block west

sits an empty two-acre lot where CHSU plans

to one day relocate its school of pharmacol-ogy, which it currently operates a few miles to the west on its Clovis Avenue campus.

“I’ve been working that area 11, 12 years. When we started, there wasn’t much going on out there,” said Bobby Fena, a principal and senior vice president for Colliers Internation-al in Fresno, who bro-kered many of the real estate purchases that allowed many of these new developments to occur around the Clovis hospital and also is bro-kering leases on some of the properties built and in development.

While 168 being built and the influx of new homes in the area are important reasons for why new development is occurring, Fena be-lieves the hospital’s growth is the biggest factor.

“I definitely think the hospital expansion has been the catalyst for this area,” Fena said. Phase B started a few years ago, and now it’s into phase C, increasing not only building space but also increasing the

number of people working there, along with the num-bers of visitors and patients.

Medical hubThat expansion is attract-

ing medical groups and clin-ics that are more in demand as Clovis Community grows, with Fena noting, “Right now, we’ve got a ton of interest, from the single practitioner all the way to your medical group,” some looking to build and others looking to lease.

Among those interested were the doctors comprising University Orthopedic As-sociates, which had been two medical groups that outgrew their office spaces in Fresno and at the Clovis hospital campus and decided to build and own their own building nearly across the street from the hospital, with a vacant lot between them.

Dr. Eric Lindevall, an or-thopedic surgeon and chief of the medical group, said part of the reason for choos-ing the locale was that the Fresno office market was saturated, making it difficult to buy or lease medical of-fices with the space his group needed.

More importantly, Linevall said, “there wasn’t a lot there, meaning there were still op-tions there, meaning there’s not a lot of locations in town where we felt we could find land near an offramp of a freeway and then be close to

the hospital, because we pro-vide a lot of surgical work at the facility there.”

He expects that workload to grow, as the population in Clovis and the surround-ing areas are growing, which means more people in need of medical care.

Hospital officials clearly are aware of this, as the expan-sion plans include providing more surgical suites for or-thopedics and other special-ties, Lindevall said.

“If a hospital grows, it’s a magnet for other develop-ment, particularly for medi-cal.”

Commercial spaceIt’s not just medical, said

Fena, who added the City of Clovis planned about a decade ago for new develop-ments coming up around the hospital grounds by zoning a 100-acre area for a variety of related types of businesses – medical and dental, alongwith office space, retail, lightmanufacturing, etc.

As a result, recent busi-nesses building or leasing in the area include Valley Public Radio, a lab for agricultural testing, a maker of plastic countertops and other plastic products and a combination storage facility and office complex.

A 17-acre parcel directly across the street from the hospital and owned by it is expected to one day be

turned into a retail or mixed-use complex, Fena said.

“If you can imagine being across from the hospital, every pharmacy, every res-taurant, every hotel in the world wants to be here, and they’re just not ready to de-velop it yet,” he said, adding that Clovis Community likely would partner with a retail developer to enact its plans for the parcel.

Hospital officials declined to be interviewed to discuss their plans.

Following rooftopsBurgeoning residential

growth in the area is attract-ing businesses to northeast Fresno, and the hospital growth is strongly adding to that attraction, said Mi-chael Shirinian, owner of the Elbow Room restaurant in Fresno and majority owner of Riley’s Brew Pub, which opened October 2016 in the Sunset Pavilion shopping center off Temperance on the north side of 168, near Clovis Community Medical Center.

Before deciding to locate his pub there, he checked with the businesses that would be his neighbors, which included a gas station and convenience store, a Me n Ed’s Pizza and a Starbucks.

Sales for those businesses were high, “and the place is only one-tenth populated to what it’s going to be, so we just felt it was good to get in

there early,” Shirinian said.For his part, Fena likened

the growth around Clovis Community to what hap-pened in north Fresno after St. Agnes Medical Center opened its doors in 1929 on Herndon Avenue.

“There was nothing out there, but that served as the catalyst for everything you see out there [now],” from large and small medical facil-ities, including Kaiser Perma-nente Fresno medical center and the California Eye Insti-tute, along with several shop-ping centers and residential developments, he said.

‘Exceptional’ growth“What happened along the

east Herndon corridor here is happening out in Clovis in a big way — just faster.”

“You know, I’d say it’s been building over the last five years especially, but 2019 has been pretty exceptional” in terms of the development going on around the Clovis hospital, said Andy Haussler, community and economic development director for the city of Clovis.

The growth, combined with more specialty care op-tions “really made it more of a regional destination for medical care,” and that has drawn the attention of medi-cal businesses that see the ad-vantages of being in the hos-pital’s proximity, along with potential businesses looking

to support the hospital or serve its workers, patients and visitors every day, as well as the people working and living nearby.

As more stores, restaurants and services develop there, it will be even more of a draw, the people contacted added.

“People gotta eat,” said Shirinian, adding that part of his business strategy is to develop a strong, loyal cus-tomer base now and add to that as the number of people living and working in the area and visiting the hospital and surrounding businesses grows, “and if we do our job, we’ll get our share.”

While the prospect of more retail shopping coming nearby wasn’t a consideration for locating his orthopedics practice near the hospital, Lindevall said it would be a perk for his partners and em-ployees.

The development boom near the hospital appears to be just starting, Haussler said, as “We have at least 500 more acres positioned for this type of development

California’s contemporary effort to modernize the water system in the Sacramento-San Joaquin Delta of-ficially began in 2006.

George W. Bush was president, Arnold Schwarzenegger was gover-nor. Their administrations signed a planning agreement. And the search for a solution was on.

Thirteen years, two governors and two presidents later, we are all still at it.

We have yet to find ways to stabilize important water ecosystems or the reliability of water supplies for the state economy. And we are going to reach a point where we either col-lectively fail to achieve these two im-portant goals despite years of efforts, or we move forward in historic and meaningful ways that undoubtedly will not please everyone.

A tweet from a marketing representative of Firestone Walker Brewing bashing Fresno created a minor kerfuffle online, prompting the Paso Robles brewery to offer free tours to Fresno residents through September. The majority (66%) of respondents to this week’s web poll said they wouldn’t take the brewer of 805 beer up on the offer, while 21% said they would and 13% said maybe. Beyond Senate Bill 1: California has a chance to make water history

Last week, the Legislature acted to attempt to thwart President Donald Trump on water matters by pass-ing a bill that sought to essentially pre-empt the execution of federal environmental law. The Metropolitan Water District opposed Senate Bill 1 because it would have unleashed rounds of state-federal litigation, and would have likely brought 13 years of effort to a halt. Gov. Gavin New-som has signaled he plans to veto the measure.

It is tempting to look at these de-velopments through the news of the day and the evolving agendas of one administration or another. But it is the wrong way to look at something so important as water planning in California.

In the case of the Delta, it won’t take us years to change the status quo. It may take us decades.

Gov. Newsom in some respects is in an enviable position on water. He has inherited unfinished work of previ-ous administrations. And he truly has the chance to make lasting and his-toric change before he leaves office.

He has taken the first solid steps to make the most of this opportunity. Within weeks of taking office, he identified a single-tunnel approach to Delta conveyance as the infrastruc-

ture solution he would support. And his team is now drafting an over-all portfolio of water actions with climate change in mind to drive his agenda.

The State Water Resources Con-trol Board is in an equally historic position to reexamine the beneficial uses of water in the Delta and the Sacramento and San Joaquin river watersheds.

Metropolitan and water agencies representing most Californians are working with the Newsom admin-istration to propose agreements to provide new water for the environ-ment, more restoration and more science.

Creating a new “block” of water for the environment is particularly exciting, given the flexibility this can give wildlife agencies to operate the system in a way that is most valuable to important fish species.

This water board process is a foun-dation from which to make progress in the Delta and every river flowing from the western Sierra Nevada. Such agreements of this scope and importance have never before been achieved.

Protecting this process and its chances of success are what funda-mentally prompted Metropolitan to

oppose SB 1, despite the best inten-tions of its author, Senate President Pro Tem Toni Atkins, and its support-ers.

This was not about the sitting presi-dent or any action his administration may or may not take. It was about keeping intact this historic window of opportunity to make generational changes in California water.

If the last 13 years are any indica-tion, there will be moments when Metropolitan may disagree with one administration or another. We dis-agreed with a piece of legislation.

Meanwhile, all of our challenges are still ahead of us. We need to manage water in smarter, more adaptive ways. We need to redouble efforts to find common ground.

We need to demonstrate unwav-ering protection of the California environment as just as fundamental a goal as providing water to sustain our society. That’s something that any governor, or president, should be proud of.

Property tax revenue soars under Prop. 13

Property tax collections are at an all-time high in Los Angeles County, providing a windfall for schools and local government even as Proposi-tion 13 protects property owners from unman-ageable tax increases.

In other words, Proposition 13 is working. It makes the property tax a steadily growing source of revenue for local government, while providing certainty to Californians so they won’t be taxed out of their homes and businesses, and won’t face large rent increases triggered by tax hikes.

The value of taxable property in Los Angeles County grew more than 50 percent from 2009 to 2019 (a $541 billion increase), so revenue received by local governments this year will be more than 50 percent higher than just 10 years ago. This should put to rest any claim that Proposition 13 “starves” schools and local government.

“The strong growth in the local real estate market for the ninth consecutive year will have a positive impact on services for L.A. County’s 10 million residents,” County Assessor Jeff Prang said. “From education, healthcare, and mental health services, to public safety, transportation, and alleviating the homeless crisis, our schools, cities, and county programs will have ap-proximately an additional $1 billion for vital local public services.”

Similar growth is happening throughout the state. Annual property tax revenue is now 49 per-cent higher in Orange County, 47 percent higher in San Diego County, and an amazing 85 percent higher in San Francisco when compared to 2009.

This growth — which occurs without the rollercoaster ups and downs associated with the income tax — may come as a surprise, as there is

a common misperception that property tax rates are stuck in the 1970s. The truth is that inflation adjustments, changes in ownership and new construction all result in higher taxes.

Proposition 13 protects homeowners and busi-ness owners by limiting the tax rate to 1 percent (plus a small percentage to repay local voter-ap-proved bonds, if any), and by capping the growth in taxable value at 2 percent a year. This makes the tax manageable for most home and busi-ness owners, while also increasing government revenue over time.

The inflation adjustment provides a large chunk of the annual aggregate countywide increases, but taxes also go up when properties are reassessed after ownership changes and new construction.

This year’s increase in Los Angeles County, for example, includes $1.95 billion in taxable value for the partially completed stadium for the Rams and Chargers (it will be assessed at an even higher amount when completed) and $200 mil-lion for the Banc of California Stadium.

In the Silicon Valley, the Santa Clara County assessor reported that “mega office and commer-cial property developments and major property acquisitions by iconic tech companies” were a major part of this year’s increase. In San Fran-cisco, more than half of the yearly increase came from new construction.

Where would California be without Proposi-tion 13? We still would be experiencing problems like those now hitting Chicago, where some property owners just found out their taxes are going up 11 percent, and tax rates are as high as 13 percent of market value. Would you be able to keep up with taxes based on escalating market values, with no way to control or predict next year’s tax?

Proposition 13 provides certainty and protec-tion for all property owners, and also gives local governments a river of income. This win-win situation has never been more evident.
