Possible solutions to avoid crisis

Could have opted for faster and more convenient fabrication methods

DMRC had encountered oversight in design capabilities. So a possible solution could have been to do detailed analysis before planning the routing work.

Opted for a more convenient track profile rather than the one executed given the hindrances in the current track.

Giving a more realistic estimate for the execution of the project.

Question 2In Your view is it a right decision on part of DMRC

to now provide public toilets at all its stations by violating the international norm of not providing

toilets at all stations?

Provision Of Public Toilets

Delhi Metro is a public transport mode meant to provide convenient and hassle free transport taking minimum time.

Thus basic objective is to reduce the traffic congestion on the roads and provide the people with air-conditioned, modern transport at cheap prices.

International norms do not provide public toilets on all metro stations as they lead to cleanliness problems.

• More staff have to be deployed on the cleaning side.• Lead to a dirty overall environment.

• Probability of increasing long queues for the use of public conveniences thus increasing the traffic in metro premises.

• An average metro traveller probably travels in Metro on a one way for about 15 mins between the start and destination station and thus leaving no urgent need to provide public toilets.

• More services could lead to increase in costs.• Space constraint• Thus providing toilets at the main junctions the most

suitable option.

Provision Of Public Toilets

DMRC was questioned by the Honourable Delhi High Court on a PIL filed to provide basic amenities to the public.

DMRC then provided toilets at 48 out of 58 stations. Absence of space was there at 4 stations. DMRC also voiced a protest stating absence of toilets in

short duration train system was the practice across the world.

DMRC says if people start respecting the system then they don’t dirty it. So they can provide toilets.

50 stations have toilets (Sulabh complexes or MCD urinals) near or inside Metro premises

48 stations have toilets within 50 metre from the station.

2 stations (Pragati Maidan and Netaji Subhash Place) have toilet facilities within 50-100 metre from station premises

9 stations do not have public toilets but staff toilets are available

Question 3It is always beneficial for a public sector enterprise

to deal with public sector suppliers and contractors. Otherwise, it would have been

impossible for a private enterprise to tackle the escalating steel prices problem, the way DMRC handled it by convincing its PSU supplier SAIL.

Objective of Delhi Metro is development with convenience and not profits.

Social well being precedes profits.Project of the size and type such as that of DMRC

requires Iron & Steel, Cement etc. in huge quantity

DMRC Project spans over more than 7 years and thus price fluctuations in cost of raw materials is always a risk

Thus, hedging is essentialAgain this project involved national and international

contractors.

SAIL

SAIL is a Navratna Company. It has the independence and the financial muscle to

partner such a projectThe Management of DMRC had a vision and thus

they got into minimum guarantee contracts with SAIL.

This helped them counter escalating prices

SAIL, being a PSU, the Govt. could provide it with subsidies and tax benefits.

With Private participants, this may be a problem and also there is a risk of bureaucracy and red-tapism with private units.

WHY NOT PRIVATE UNITS

Private Companies cannot solely work on social obligations.

Moreover they may not be in a position to be in-terms with increasing costs.

Private firms could have been considered if DMRC could have entered into a contract with them before hand

Question 4Would DMRC be able to meet the target it had set

for the commonwealth Games in 2010?Comment on the current status

In October 2010, New Delhi will play host to the third largest multi-sporting event in the world, the Commonwealth Games.

Delhi will see over one lakh people, including athletes and officials from 72 participating countries, visiting the city.

To prepare itself for this, the city is planning a major overhaul of its urban infrastructure as well as its sporting facilities.

The emphasis of the present Rapid Transport system is now on the Metro.

Phase II, aimed at extending the network much further in the city, is already under construction, and is set to be ready before 2010.

This phase is going to require massive investment, over Rs 8000 Crores. The second phase is going to provide a vital transport link to East Delhi, with a dedicated Games Village station.

String of accidents last one year dented Delhi Metro’s image.

Senior Metro officials accepted : accidents gave them a setback of at least three months.

Three new Metro lines — Yamuna Bank to Noida, Yamuna Bank to Anand Vihar and Inderlok to Mundka — that were to be opened in 2009 have got delayed.

The Metro network will also provide easy access to 10 of 11 sporting venues across the city.These include the Games Village, Jawaharlal Nehru Stadium, Delhi University, Thyagaraj Complex, Siri Fort Sports Complex, National Stadium, Indira Gandhi Sports Complex, Talkatora Indoor Stadium, Yamuna Sports Complex and R. K. Tennis Complex.

Three Commonwealth Games venues -- the Games Village, the Jawaharlal Nehru Stadium and Delhi University -- will have direct access to metro stations. The Games Village, where most athletes will reside, is adjacent to the Akshardham metro station on the Indraprastha-Noida line.

Delhi Metro has decided to procure 300 air-conditioned feeder buses in its effort to provide hassle-free and comfortable ride to spectators on their way to Commonwealth Games (CWG) venues.

Metro Citizens’ Forum

DMRC is also putting its Customer Relations Assistants (CRAs) through lesson in the Queen’s language.

The staff will also be equipped to handle queries from passengers about the metro, the stations and the immediate surroundings. “
