“I was involved with a large park in New York City, Flushing Meadows Corona Park. By the time we had developed a proposal, we had to appear in front of more than twenty committees. Each was not coordinated with the others,

none had any political force or mandate to try to bring these groups together. It is, of course, very difficult to arrive at

good design with this lack of focus.“
