GulfstreamBeijingopenedan82,000sqftaircraftservicehangar,includingaPart145maintenancefacility,atBeijingCapitalinNovember.ThecentreisajointventurebetweenUS-basedGulfstreamAerospaceandtwosubsidiariesofHainanAirlines–businessjetcharteroperatorDeerJet(operatingthelargestGulfstreamfleetinChina)andMROHainanAviationTechnik.

Chineseairtrafficmanagementauthoritiesannouncedthatairspaceregulationswouldbeeasedthisyear.However,changeswillfirstrequire“testareas”,controlledbythemilitary,whichhaslongbeenreluctanttoyieldanyofthe75%ofairspaceclosedtocivilianaircraft.

OfficialsintheprovincesofHainaninthesouth,Fujianinthesoutheast,andShannxiincentralChinaclaimtheyplanmorethan60newairportsfor“generalaviation”inthenextseveralyears,thoughitisunclearhowmanyofthosewillbebizjet-friendlyandwhichwillbemeretemporarytake-offandlandingstrips.

OnedevelopmentthatcouldspurinfrastructuregrowthisanindigenousChinesebusinessaircraft.AtAirshowChinainZhuhaiinNovember,AviationIndustryCorp.ofChina(AVIC)displayedascalemodelofa“ChinaNewGeneration

BusinessJet”–promisedtobe“highend”withlongrange,largecabin,fly-by-wireandhighcruisespeed.

Nodateyetsetforfirstflight,butmightitcoincidewithsomeofthosepromisednewairports?

February’s AeroIndia 2013, organised by the country’s Ministry of Defence, saw increased emphasis on business jets, marking a new stage in an anticipated long-

term courtship between the OEMs and the promising ‘BRIC’ country. Although still dominated by military aircraft, the show saw Bombardier, Cessna, Dassault, Embraer and Beechcraft all lining up their business aircraft to make a lasting impression on the market. By CielJolley.

India,notedforitspreferenceforlargecabins,currentlyhasatotalfleetofaround150businessaircraftinservice(40%ofwhicharemorethan10yearsold)withexpectedgrowthof5-7%in2013,accordingtoRohitKapuroftheBusinessAircraftOperators’Association(BAOA)India.SomeOEMshavesaidtheyfeltaslightplateauinthepastcoupleofyearsintermsofcommitmenttopurchase;however,itwouldappearthattherelationshipisbackontrackwiththeoverallpurchaseoutlookpositivefor2013andbeyond.

DassaultAviation,alongsideitsalmost60-yearconnectionwithIndia’smilitary,recentlyannouncedthatitisheavilyinvestinginthegrowingmarketforFalconbusinessjetsinthecountry.Withapproximately20Falconsnowoperatingthere,andexpecteddeliveriestocome,DassaulthasjustestablishedanewFalconLiaisonOfficeinNewDelhiwiththegoalofusingitasahubforfutureexpansion.In2012,DassaultbeganenhancingtheirIndiansupportnetwork fromMumbai,withpartnerTajAirservingasamaintenanceandinspectioncentre,inadditiontoasparepartsinventorybaseatChhatrapatiShivajiInternationalAirport;AirWorksIndiaservingasasparesdistributioncentreandtechnicalfieldoffice.

EmbraerhasbeenputtingitsducksinarowtoensureitssupportservicesforIndiaareestablishedbeforeit

offersitsnewmid-sizeLegacy500tothemarketin2014.RecentlysigninganagreementwithIndamertoprovideincreasedmaintenancesupport,EmbraeralsohasAirWorksIndiaintheirsupportnetwork.Inaddition,EmbraerExecutiveJetshasappointedaseconddedicatedFieldSupportRepresentativeforIndia,tosupporttechnicalandmaintenanceneedsofthefullportfolio.TheycreatedasparepartsdepotinBangaloretoensurefasterturnaround.

Cessna,flirtingwiththemarketwithitsCaravanturbopropandCitationfamily,confirmeditsintentiontomeetthe“pent-upcustomerdemand”asthisyearseeslegislativeandregulatoryreformstakeplace,removingsomeofthebarrierspreviouslyhamperingrelationaldevelopments,accordingtoBillHarris,CessnaVicePresidentofSalesforAsiaandAsiaPacific.Thecompanyhasrecentlyappointeddedicatedin-countrysalesmanagersforpropellerandCitationaircraft.

ThecontendersarethemselvesreadyingforanIndianunion,andnotwithoutreason;thecountrypromisestoopenuptobusinessaviationanditremainsnowtobeseenwhatthegovernmentallowstodevelop.

EmergingmarketdestinationsfromAfricatoMideasttoAsiaoftenhavethereputationamongbizavownersandoperators,rightlyorwrongly,ofbeingdifficulttoflyinandoutof.Thisperceptionisduenotonlytoelementslikepoorinfrastructureandfacilitiesorinconsistentgovernmentregulation.Alackofaservicetraditioninthosecountriesisalsoarootcause.Inmanyemerging-marketcountries,businessesare(orwere)state-ownedmonopoliesthatneverneededtocompeteormakeextraeffortstokeepcustomers.Thusthepeopleworkingatthosebusinesseswereneveraccustomedtointeractingwithacommercialworldinwhichcustomer-centricitywasparamount.

Soifyouareaproviderofflightservices,asmycompanyUASis,andyoudecidetoopenofficesinemergingmarketslikewedidinEthiopia,MaliandKyrgyszstan,howdoyouestablishandoperateaservice-orientedbusinessthere?Howdoyoufindandtrainstafftoprovideserviceataqualitylevelfarhigherthanwhattheyencounterwhentheygotothelocalbank,departmentstoreorutilityintheirdailylife?

InUAS’scase,wedoitbyfocussingondevelopingacustomer-firstattitudeineveryemployeewebringonboard.Ourtrainingprocessstartswiththebasics:preppingaflightinadvance,meetingandgreetingcrew,assuringpilotsreceiveflightplans,payingauthorities–andbuildingthisintoaconsistentprocesseachtime.

Ofcourse,trainedstaffandprocessesalonearenotenoughtotameachallengingdestination.Ittakesmoneytoo.Creditservicesaretypicallylackinginemergingmarkets.Iftheseservicesaredeficient,thepilotorcrewhastode-planeandpaypartieslikecatering,theairportauthorityandotherserviceprovidersseparately.Ittakestimeawayfrom

theircorefunctionand,ifpilotsorcrewhavetocarrycash,canberisky.

ThuswhenUASentersanemergingmarketforthefirsttime,wesetupacreditnetwork,sopilotsdon’thavetopayontheirownincash.Insteadweprocessinvoicesafterward–whichprovidestheadditionalbenefitofcreatingapapertrailnotfoundwhenyoupaywithcash,givingmorecontrolandabilitytonegotiatewithserviceprovidersafterthefact.

Thesecustomer-centricelementsaretakenforgranted indevelopedmarkets.Butwithnewmarkets,youhave tostartwiththebasics.Onceyouhaveaservice-firstcultureinplace,though,yourcustomersareeven moreappreciative.

Emerging markets share common characteristics – attention as centres for growth in business aviation balanced against a reputation for being challenging to serve.

Historically, it was not uncommon for pilots and crew to report difficulties with elements like planning flights, managing ground handling, paying fees quickly without being gouged or having to carry cash. These and other issues brought up an age-old question: How do you deliver VIP service in a place lacking a service-oriented culture?

Inmyopinion,therearethreekeystoChina’scontinuedgrowthasabusinessaviationpower.Firstwehavetoacknowledgethisisastill-maturingmarketwithuniquechallenges.ThepotentialofthebizavsectorinChinaisenormous.Buttorealisethatpotential,theregulatoryenvironmentandinfrastructurehavetogrowinordertosupportthehugelandmass.Thattakestime,andcompanieslookingtoplayinChinaneedtobepatientforthemarket

togrowand“fitin”withChinaitself.ThismeansbeingculturallysensitiveandnottryingtoviewChinathroughaWesternlens.

Second,boththestructureandinfrastructureinChinaneedstodevelopfurther.Todosorequirescoordinated,balancedWesternexperienceandlocalefforts.IntheUS,Europeandothermaturemarkets,businessaviationevolvedovertime.ButinChina,thisindustryarrivedratherthanevolved.TheChinesemarketisgoingfromzerotolargecabininonehop.Chinafacesbothstructuralchallenges:useofairspaceandlimitedairportspace,andinfrastructurechallenges:shortageofequippedfacilitiesandtrainedpersonnel.Toovercometheseobstacles,themaincitiesareincreasingcapability,andcompaniessuchasSignatureFlightSupporthaveformedpartnershipswithprovenChinesecompaniessuchasHongKongBusinessAviation,whohaveyearsofexperienceinthelocalmarket.Nurturingthesepartnershipsandinvestinginthenextgenerationiskeytogrowth.

Finally,weneedtoaimforsustainable,long-termpublic-privatepartnershipsinordertogrow.ThechallengesfacingbusinessaviationinChinaarehugelyvaried.Solvingthemwillrequirecoordinatedinputfromtheindustry–keybodiesliketheGeneralAviationManufacturersAssociation,theNationalBusinessAviationAssociation,theUS-ChinaAviationCooperationProgramandothers,aswellastheChinesegovernment,areworkinghardtoshareskillsandknowledge.Theregulatoryenvironmenthastoevolvewiththecommercialenvironment.Morematuremarketshavethatfiguredoutalreadybutit’sstillaworkinprogressinChina.SignatureFlightSupportandothercompaniesthatareactivelyinvolvedinindustrygroupsandassociationstoadvancetheprofessionarealsoinagoodpositiontoevaluatecurrentandfuturecommercialopportunities–resultinginawin-winsituation.

Steve Taylor, President of Boeing Business Jets, is a second-generation pilot who was destined for a career in aviation.

FlyCorporate’s CameronHeffernan recently sat down with him to discuss why the Seattle-based OEM’s aircraft are ideally suited for the Chinese market, why they deliver their interiors green and why his being certified on every Boeing production aircraft is an advantage.

Last year at ABACE in China you said that China is the key business jet market for the next decade. How do you feel about prospects in China one year later?Chinacontinuestobeaverysignificantopportunityforus.WehadgoodbusinessinChinain2012,butprobablynotasgoodasIhadanticipated,andIthinkthathadtodowithsomeoftheuncertaintythatcamewiththegovernmentchangesattheendoftheyear.Havingsaidthat,IthinkthefundamentalsforwhybusinessjetsareagoodopportunityinChinaarestillthere.Therestillisaverysignificantbusinessneedinthemarket,thedistancesthatthebusinesstravellersinChinaaretransitingarestillthekindofdistancesforwhichyouneedanairplanelikeours.Thesizeoftheteamsthatthey’retransportingstillmandatelargerairplanesinordertoaccommodatewhatthey’redoing,andChina’sglobalpresenceinthebusinessworldstillmandatesaneedforthosebusinessleadersinChinatohaveanairplanelikeaBBJ[BoeingBusinessJet].SoIstandbymystatementthatthefundamentalsareinplacefortheBBJtobeverysuccessfulinthatmarket,andtheChinesemarketremainsaverysignificantopportunityforusastheyearsgoon.

We don’t want to categorise all emerging markets as the same, just as we wouldn’t do for developed markets, but what are some of the specific characteristics that are unique to the Chinese market that may be different from, say, the American or European market?Chinesecustomerstypicallycarryalargerteam.Theytypicallyaremoreselfsufficient,carryingtheirowncrewswiththemforanentiretrip.Sotheyhavealargerflightcrew,alargerflightattendantcrew,andverytypicallytheycarryamaintenancestaffbecauseChinese-registeredairplanesarealittlemoredifficulttoworkonifyoudon’thaveaChineselicensedmechaniconboard.Sotheytypicallyhavearequirementforabiggersupportstaffonboardtheairplanethanweseeinsomeoftheotherregionsoftheworld.

We’ve written a lot in our magazine about expectations for growth in the Chinese market. Some say up to 25% per year, but there are also a lot of challenges from taxation, infrastructure, restrictions on airspace, lack of experienced pilots, operators or crew. Are those challenges surmountable?Ithinkallofthosemarketchallengesareverytrue,forthebusinessjetindustryasawhole.Ibelieve,however,thatbecausetheBBJisbasedonaBoeingproductthathassomuchpresenceinChina,someofthosechallengesareslightlyalleviatedfortheoperator.Forexample,findingqualifiedpilotstoflya737inChinaisnotnearlythechallengeitistofindaGulfstreampilot,toputitsimply,ortouseanotherexample,tofindpartsormaintenance.Withallthe737sthatareoperatinginChina,thereisalreadyaverysignificantpresenceoftrainedtechniciansandspareparts,andsoon.Soinsomeways,thosechallengesarealittlelessdauntingforBBJoperatorsthantheywouldbefortraditionalbusinessjetoperators.

How important a market is China for BBJ’s growth?OurallocationinatypicalyearissixBBJs.Andwe’vebeenverysuccessfulinfindingamarketforthoseairplanes.Really,thechallengehasn’tbeenwhetherwecanfilltheskyline.It’smoreaboutwhichcustomersweareabletosatisfyinagivenpieceofthemarketinagiventimeframe.SoIwouldn’tnecessarilysaythat,ifChinadoesn’tpanout,I’moutofbusinessorthatIneedChinatobesuccessfulasabusinessenterprise.Rather,Iwouldsay,ChinaneedsbusinessjetstobesuccessfulingrowingChineseindustriesandwethinkwehavetherightproducttohelpthembesuccessful.

Historically, the bigger jets have been crucial in leading market recoveries and it’s been the emerging markets, specifically the BRICs, that seem to prefer those big aircraft as they start making their initial purchases. To what extent do those market dynamics play to Boeing’s strengths?Ithinkthat’satruestatementthatemergingmarketssortofenterinthehighendofthebusiness,andIthinkthat’sareflectionofthebusinessneedsofthoseusers.WhenyoulookatthedistancesbetweentheChinesemanufacturersandthewesternmarketsthey’reserving,theyneedaverycapableairplanetodothat.Andlikewise,IthinkitdoesplaytothestrengthoftheBBJ,becausetheChinese,thewaytheydobusiness,typicallycallsforalotofpeoplesupportingthedifferentpartsofthebusiness.SoIthinkitdoesplaytothestrengthofourproduct,thatwehaveanairplanethathastherangecapabilitytogetthemnonstoptotheirmarketsandthesizecapabilitytoallowthemtotakethesortofteamsthattheywanttotakeinordertobesuccessfulintheirbusinesses.

At NBAA last year, you announced the BBJ Max 8 and 9, with deliveries in the 2018 timeframe, and the 7 following after that. These are long-range planes that cover huge distances. So where does it end? How large of a jet do customers need?We’resellingairplanestodaythatcangoalittlemorethanhalfwayaroundtheworld,andtherefore,candononstopsbetweenanytwocitypairs.Wehavea777-200LRthatjustcameoutofcompletionandisinservicenow,andthatairplane

isliterallynonstopbetweenanytwocitypairsintheworld.Similarlythe787willhaveeffectivelythatsamekindofrangecapabilityinaVIPconfiguration.Sowe’realreadythereintermsofrangecapabilityofthebiggestairplanes.Whereanopportunityexistsisintherangecapabilityofthesmallerairplanes;sothereisasignificantopportunityinthebusinessjetworld.YouseeittodaywiththeGulfstream650,theGlobal7000,andtheGlobal8000allaroundthat7,000nauticalmile-plus-rangecapability.Thereisastepfunctioninthere,andthereasonforthatstepfunctionisthatitopensupMiddleEastnonstoptotheeastcoastoftheUnitedStates.AndsoIthinkthat’swhyyou’reseeingsomuchsuccesswiththeGulfstream650,andwithBombardierandtheGlobal7000.We’restillinthestudyphase–butthat’stheairplanethatI’mtryingtofigureoutfortheBBJMax,whereIthinkthere’samarketopportunity,atabout7,000nauticalmiles.

BBJs are delivered green – no interior or paint. You leave a lot of those decisions up to the customer. How important is this as a differentiation point for BBJ – the interior design and customisation?Webelieveit’sveryimportantatthisendofthemarket.Youknow,ifyoulookataGulfstreamoraGlobal,theyobviouslyhavebeautifulinteriorsandit’saverycomfortableplacetofly.Butfundamentallyifyougoonanyofthoseairplanes,theconfigurationiswithinawhiskerofthesame.Maybethesofaisontheleftsideinsteadoftheright,ormaybethegalleyisinthefrontinsteadoftheback,butfundamentallytherearen’talotofdifferencespossibleinthatsortofaspace.WhereaswhenyougoonanygivenBBJ,itcanbemassivelydifferentfromoneairplanetothenext.Andourexperienceisthatthecustomersthatwantourproduct,wantthatinteriorthatreallyspeakstothem.Theyareasuniqueaseachoftheirindividualhomesare,andtheywantthatlevelofindividualityintheirairplane.

So you in fact are Captain Stephen Taylor, of course. You are second-generation Boeing and you grew up in this industry. Is it true you soloed a Piper Cub on your 16th birthday, and obtained a private pilot’s licence on your 17th; And that you learned to fly before you could drive a car?Alltrue.IbadgeredmyDadtoflyfromthetimeIcouldputwordstogether.WhenIwas14,myDadandIboughtthatPiperCubasabasketcase.Itcameonatrailerinamillionboxes,andwespenttwoyearsrestoringthatairplaneandthat’sthe

airplaneIlearnedtoflyin.Ilearnedthemechanicsofairplanesandhowtheyworkand,becauseofthatproject,myfirstjobwasasamechanicworkingonairplanes.Iearnedanaircraftmechanic’slicence.Istillworkonairplanesasmyhobby.It’swhatIdotorelax.SoI’manairplanegeekasbadastheycome.

You are licensed as a pilot on all the current Boeing production airplanes and you have logged more than 5,000 flight hours. With all of this experience as a pilot, what kind of advantage does that give you running BBJ?Ithinkit’sveryhelpful,particularlywheninterfacingwithcustomers,becausethecustomersknowthatIunderstandtheairplane,allthewaythrough,fromthedesignelementsofittohowitwascertified,andhowitgetsoperated.TheyknowthatwhenItellthemsomethingabouttheperformanceoftheairplane,it’sdrawingfrommyactualexperienceofhavingdonethesethings.SowhenItellyouthatourairplanehasmorethan6,000milesofrange,it’sbecauseIhaveflowntheseairplanesmorethan6,000milesandIknowwhatittakestodothat.SoIthinkthatthatreallydoeshelpmycredibilityinconversationswithourcustomers.

Across the full BBJ line in 2012, 12 planes were delivered and 12 planes entered into service. Since the launch of the brand some 17 years ago, orders for 207 Boeing Business Jets have been placed, 185 have been delivered and 161 are in service. ForMoore,locatingjetsinIndonesiawouldnotwork.“IndonesiaismoreofaninternalmarketwithplentyofdemandforshorthopsfromHongKongtoJakartaandthenJakartatoBali,”Mooresaid.ItdoesnotfittheeconomicsofVistaJet’sbusinessmodelforintercontinentaltravelusinglargejets.Localoperatorsarebetterpositionedtofulfildomesticdemand.”

OnthequestionofwhetherIndonesiacanemulatethesuccessofChina,Näfissceptical.“Chinawillhave600businessjetscomparedtothe200predictedforIndonesiabythenextdecade,”hesaid.“TheprovincesofChinaaregrowingby20%andchurningoutbillionairesataratethatIndonesiacouldnevermatch.”

China’s business aircraft deliveries have risen dramatically over the last decade,

with growth being fuelled by an array of factors, including the increasing number of high-net-worth individuals, a healthy economy

and corporate sector, fast-improving infrastructure and more favourable regulations. Where is this market headed? CielJolley reports.

BusinessaviationinChinahasgrownyear-on-yearby50%since2008,accordingtoJasonLiao,ChairmanandCEOofChinaBusinessAviationGroup,andthere’snodoubtinhismindthatChinawillbecomethesecond-largestbizavcountryaftertheUS.Bywhen?Thisisjustadetail.“Chinaisabigcountry;weneedaircraft,”saysLiao.“We’recurrentlyimportingaround70aircraftperyear,whichisnotabignumber,butwhenyoulookatvalueit’squitehighbecausetheyaremostlyheavyjets–Gulfstream550sandGlobal6000s.”

Thereisastrongpreferenceforlarge-cabinlong-rangeaircraft,andnotjustbecauseofthesizeoftheareatobecoveredwhentravelling,domesticallyandinternationally.Culturally,theChineseworktogether–inlarge,self-sufficientteams,whichmeanswhentheyflytotheirinvestmentdealsinotherlocations,theytakeafullcrew;andthatcrewwillbeChinese,traditionallypreferringhotmeals,asopposedtocoldsandwiches,meaningthegalleyneedstomeasureup,andthat’sjustastart.“AsChinabecomesmoreandmoreimportantinthebusinessaviationmarket,OEMsneedtotaketheseneedsintoconsiderationwhendesigningtheproduct,”saidLiao.

WithstrongdemandcomingfromtheChineseeconomicpowerhouse,supplyemerges;and2012sawtheunveilingofthefirstChinese-manufacturedbusinessjetprototype,thePrimus150byChinaAviationIndustryGeneralAircraftCompany(CAIGA),whichisexpectedtoenterthemarketin2015.Inaviation,ofcourse,historyandexperiencematterandthemajorOEMsarealsoexpandingoperationsaccordinglywheredemandcalls.

Beechcraft(atthetimeHawkerBeechcraft)wasthefirstWesternOEMtoestablishapresenceforaircraftassemblyinChina,accordingtoLiao.Ofmakingthemovehere,TedFarid,VicePresidentofSalesfortheAsia-Pacificregion,Beechcraftnoted:“Whenlookingatanyinternationalmarkets,therearealotofthingstoconsider,butthekeyissueiswhetherthepotentialinthemarketisworththeinvestmentinestablishingapresence.InthecaseofChina,thisisunarguable.”

Embraer,secondinthemarkettocommencelocalproduction,enteredapartnershipbackin2003.ThepartnershipwithHarbinAircraftIndustryGroup,asubsidiaryofAviationIndustryCorporationofChina(AVIC)establishedajointventure(JV),namedHarbinEmbraerAircraftIndustry(HEAI),tomanufacture50-seatERJ145jetsinChina.ThisventuremarkedthefirstcooperationbetweenaChinesecompanyandaninternationalaircraftmanufacturingleadertoproducecommercialjets.ThefirstERJ145jetmanufacturedbytheventuremadeitsfirstflightinHarbininDecember2003.HEAItookonlyoneyeartocompletetheprocessofregistration,incorporation,production,rollingoutandmaidenflight,establishingarecordforChina’saviationmanufacturinghistory.Today,HEAIhasdelivered41ERJ145jetstotheChinesemarket.

InJune2012,EmbraerandAVICsignedanagreementtobuildEmbraer’sLegacy600/650executivejetsinChina,usingtheinfrastructure,financialresourcesandworkforceofHEAI.“TheagreementisbasedontheunderstandingofbothpartiesaboutthepotentialdemandofChina’sflourishingexecutiveaviationmarket,andthewishtoextendadecade-longstrategicpartnership,”saidMr.GuanDongyuan,SeniorPresidentofEmbraerandPresidentofEmbraerChina.HEAI’sfirstexecutivejetisexpectedtobedeliveredbytheendofthisyear,andtheJVhasalreadyreceivedasigneddealfortenLegacy650largejets,includingfivefirmordersandfiveoptionswithChinesecompanyICBCLeasing.

Cessnaisalsoconvincedofthetremendouspotentialhere,havingenteredintostrategiccooperationwithAVICin March2012tojointlydevelopgeneralandbusinessaviationinthePeople’sRepublicandpavethewayforarangeofbizjets,utilitysingle-engineturbopropsandsingle-enginepiston aircrafttobemanufacturedandcertifiedinChina.Underthisumbrellaagreement,twoJVswithCAIGA,ofwhichAVICistheparentcompany,areinmotionafterbeingannouncedinNovember2012.

ThefirstJVwillformacompanytoconductfinalassemblyofCitationXLS+aircraft;whilethesecondoperationwithCAIGA,inShijiazhuang,willbeforfinalassemblyoftheCessnaCaravanutilityturboprop.BothJVswillseecomponents,partsmanufacturingandsub-assembliesprovidedbyCessna’sWichita,USoperations,withfinalassembly,paint,testing,interiorinstallation,customisation,flighttestinganddeliverybeingcompletedinChinafortheChinesemarket.

CessnahasmadeathirdagreementwiththeChengdugovernment,enteringintonegotiationstoestablishaJVtoproduceboththeCitationSovereignandLatitudemodelstobesoldintheChinesemarket.

“Itisimportanttoworkwithcompaniesthathavealotofexperienceandarewell-establishedintheChineseaviationindustry,”saidBillSchultz,CessnaSeniorVicePresident,BusinessDevelopment,China.“Chinaisclearlycommitted tomovingforwardwithsignificantadvancesinareassuch asairspaceliberalisationandgroundsupporttoarriveatamaturemarket.”

WithChinaalreadybeingthelargestsourceofnewordersforFalcon,DassaultAviationhasestablishedaBeijingsubsidiaryspecialisinginbizjets,runbyJohnRosanvallan,PresidentandCEO.TheFrenchOEMhaspartneredwithanumberofmanufacturersthatbuildvariouspartsandcomponentsinChinaforFalconbusinessjets,thetwomostsignificantpiecesbeingtheforwardfueltankontheFalcon2000programmeandthe‘T3’section(thelargestcomponentofthefuselage) ontheFalcon7X.

Withtheactivityintheregion,onethingiscertain:Chinaisdemandingandsupplyisresponding.OEMsaremovinginbypartneringwithChinesecompanies,andChinesemanufacturersarestartingoutinthemarketconcurrentlywiththeresultremainingtobeseen.Thequestionis:HowwillthedynamicsoftheChineseaviationmanufacturingwonderlandchangeasChina’sfootholdbecomesstronger?

Trends in Completions

Business is brisk for the world’s aircraft completions specialists. Notably, work

on large airliners destined for private and governmental clients is filling the hangars of the large completion centres, particularly with an increasing flow of Boeing 747-8s from the

Seattle production line. Some important new technologies are now appearing which will significantly improve the utility of business aircraft and bring new levels of comfort and passenger facilities, as RodSimpson reports.

ThechoicesinmaterialsandcabinentertainmentandcommunicationequipmentaremuchgreaterthanafewyearsagoandmostcompletioncentreshaveaCustomerConsultationSuitewhereaircraftownerscanselectfromavastrangeoffabrics,leathersandfurniture.Imagingsoftwareisusedtoshowjusthowtheaircraftinteriorwilllookwithanycombinationofseatinglayouts,cabinetryandcolourchoicesandcustomerscanuseonlineservicestotracktheprogressofworkontheiraircraftandengageincontinuousconsultationwiththecompletionspecialists.

Intheverylargeaircraftsector,SwisscompletioncompanyAMACAerospacedeliveredanewBoeing777-200LRtotheMiddleEastinOctoberandhasstartedworkonaBoeing747-8i,againdestinedfortheMiddleEast.ThisaircraftwillbefittedwiththeOSU(OverheadSpaceUtilisation)upperdeck“loft”designedforsleepingberthsandloungeareasandAMACwillalsobeinstallingAudioVideoonDemand(AVOD),asatcom/TVsystemandexternalcameras.Boeing’s747-8

canalsobefittedwiththehighlyinnovativeAeroliftwhichhasbeendevelopedbyGreenpointTechnologies.TheAeroliftisanelevatorwhichlowersoutofthebellyoftheaircrafttothegroundandliftsuptofourpassengersorawheelchairpassengerwithattendantuptotheBoeing’smaindeck,providingaverysecureandprivatemeansofboardingtheaircraftforVIPpassengers.

AnincreasinglypopularfitmentfortheselargeaircraftistheCairSystemmanufacturedbyCTTwhichprovideshumidificationofotherwiseverydrycabinswithoutcausingcondensation.Innormalconditions,thesecabinshavearelativehumidityofbetween3-5%butCairincreasesthistoaround20%whichhelpsinreducingfatigueandjet-lag.OneofthelatestcustomersforthesystemisDallas-basedAssociatedAirCenterwhichwillshortlyinstallitinanewBoeing747-8andanAirbusA330-200;otherinstallationsarebeingmadebyLufthansaonaBBJ2,AirbusonatleasttwoA319sandSabenatechnicsonanA318.

CabinnoiseisanotherkeyissueforbusinessjetpassengersandCanadiancompletionsspecialistFlyingColourshasintroducedSilentiumAir’snewmodularsoundproofingkitsonalltheChallenger850sandCRJ200conversionsitcarriesoutatitsPeterborough,Ontarioplant.AccordingtoSeanGillespieofFlyingColours“thisnewsystemismuchlighterinweightthanothersound-proofingpackagesanditisveryeffectiveincuttingdowncabinnoiselevels.”FlyingColourshasalsointroducedanewstoneflooringoptionforbusinessjets,manufacturedbyAustriancompanyListComponents&FurnitureGmbH,andhasfittedthistotheentryandgalleyareaandtheforwardandaftlavatoryareasofarecentlycompletedGlobal5000;theyarealsofittingittoaChallenger601.Thesystemusesflooringpanelscustomengineeredtofittherelevantareaandsealedtopreventliquidsfrompenetratingthestone.Thepanelshavea2.5mmsliceofgraniteattachedtoalightweightbackplate,givingithighelasticitywithoutlosingthenecessaryfloor-loadingrequirements.

Inventivenessinmeetingcustomers’individualrequirementsisalsovitalforcompletionspecialistsandFlyingColourshasrecentlycarriedoutafullrefurbishmentofaGlobalExpressforaMalaysianclientwhichincludedacompletere-modellingoftheaftcabinasaprivatesuitewithinstallationofapermanentcustom-madebedandsideconsole.InCalifornia,InternationalJetInteriorswassetachallengebyaHollywoodmovieproducerwhowantedaflyingtheatreinstalledinhisGulfstreamIIIinordertoscreenandworkonnewfilmswhiletravelling.ThecabinmanagementsystemfromFlightDisplaySystemsfeaturesahigh-definition42-inchwidescreenLCDmonitortogetherwithmultipleBlu-rayDiscplayersandsatelliteTVchannelconnectivity.EricRoth,PresidentofInternationalJetInteriorssaid“Theownerlovesitandthelookonhisfacewhenhesatdownandstartedtousethesystemwaspureexcitement.”

Aparticularissueforbusinessjetusersistheamountoftimetheiraircrafthastobeoutofserviceforrefurbishment.JetAviationinBasel,Switzerlandhasits“JetFalcon”programmewhichallowsacabinrefurbishmenttobecarriedoutatthesametimeasanannualoverhaulorothermaintenance.DuncanAviationinLincoln,Nebraskalaunchedasimilarprogrammein2010.“Weofferrefurbishmentofinteriorsoftfurnishingsintheflightdeck,cabinandlavatoryofspecifiedaircraftincludingtheCessnaCitationX,Encore,Ultra,XL,XLS,andSovereignandtheLearjet45withaguaranteeddown-timeof14days,”saidDuncanAviation’sMattSpain.“Thismodularapproachrequiresconsiderablepre-planningwithourcustomertoensurethatthenewfurnishingsarereadyforinstallationwhentheaircraftarrivesinourhands.”

DuncanAviationalsoadvocatesaprogressiveprogrammeforbusinessjetswhichschedulessomecabinrefurbishingwhentheaircraftisinforanannualoverhaulorothermaintenance.TheaircraftmanufacturersarealsotakingthisintoaccountandEmbraer,forinstance,hasintroduced

Due DiligenceTheglobalcreditcrunchstifledlending,andfinanciers todayarealotmorediscerningastothetypeofborrowerstheywishtoattract.Thewillingnesstolendisreflectedbythedegreeofcompetitionandcapacityinthemarket. Takingaholisticview,MichaelRentsch,GlobalHeadofAviationFinanceatCreditSuisse,stated:“Themarketisstableandisinlinewithanaircraftindustryexhibitingaflatsidewaystrend.”

Bankershoweverareperforminggreaterduediligenceteststohedgeagainstcreditrisk.ThelargerwealthinstitutionshavealwaysbeenmeticulousandBofAMerrill’sAmalfitanothinksthisapproachhasservedthemwellthroughoutthecrisis,“Wedidnotchangeourstrategyasacredit-basedlender;withourlocalpresenceandexpertiseacrosstheregionswehelpedtogrowthemarket.”

Rentschemphasisedthechallengesposedbyemergingmarkets:“Duediligencecanbealotmorecomplex.Itisimportanttogainagoodunderstandingoftheclientandhisbusinessinalocalcontext.Ourglobalwealthmanagementapproachprovidesuswithourownnetworkandaccesstothiskindofinformation.”

GECapitalhasdecadesofexperiencefinancingdealsbothlargeandsmall.Offeringadifferenttale,DavidHenderson,HeadofCorporateAviationFinanceOrigination,GECapitalAsiasaid:“Forsmalleroperatorstheequationbetweencapitalcostversusoperatingcostandcustomerrequirementswilldrivereplacements.”

Funding OptionsFinanciersoffereitherfullrecoursedebtfinanceorleasingoptions.Thelatterensurestaxefficiencywithouttheaddedoverheadofowningajet.HalfofBofAMerrilltradesaretax-orientatedleaseswiththerestbeingdebtfinance.

CreditSuissehasseenitsbusinessflourishinemergingmarketssuchasChina,IndonesiaandBrazil.Forthemostpart,Rentschreportsthatcorporateentitiespreferoperatingleaseoptionsorgeneralbalancesheetcreditlines.Privatebuyerstendtooptforamixedbagoffinanceleasesandtraditionalloans.

CashisamajorcompetitortothebankswithAmalfitanohighlightingthathalfofthe$20billionindustryinvolveshard-currencytransactions.AcknowledgingthepopularityofcashsalesRentschsurmised:“Thecurrentlow-interestenvironmentmakesfinancingagoodwaytoleverageajetandusethecashforotherhigh-yieldinginvestments.Thispracticeiscommoninemergingmarkets.”

Allagreethatwealthyentrepreneursaresecuringgoodpricesfrommanufacturerswhilealsohavingtheluxurytochoosethebestre-financingpackagefromthebanks.Soinessencelendersdonotloseoutinthemedium-term.

Bombardierindicatesafairproportionofitssalesincashform,asMarcMeloche,VicePresident,StructuredFinanceCommercialAircraftdescribes:“Wehaveseenincreasingsalesdirectedtocharterbaseoperationsthatconstitutelargeorders.”

Competition in Emerging MarketsTheinternationalbanksarefacingstiffercompetitionfromemergingmarkets.“Thelast18monthshaveseengreaterinterestfromexperiencedChineseinstitutionsasfinancingpartnerssuchasICBCleasingandMinshengFinancialLeasing,”Melochesaid.“Thisdemonstratesthegrowingimportanceofforeigncapitalinjets.”

Scrutinisingthisheightenedactivityandcompetitionfromemergingmarkets,Rentschsaid,“Localbanksmaynothavespecificaircraftfinanceexpertisebutknowtheirclientsverywell.Forsomelocalbanksitisasmuchaboutnamelendingasaboutasset-backedfinancing.”

Lessons LearnedUsed-jetinventoriesarestillhighandthepreferencemaybetofinancenewerairframes;howevertheheadydaysof90%loantovalues(LTV)arelonggoneaccordingtoMeloche.“Typicallythebuyerismoreinthedealandloantermsaremuchshorterandbelow15years,”hesaid.

HendersonsaysthatGEtermsarelimitedto10years.“Weadvancetypicallyfrom60to90%ofaircraftcostdependentoncreditrisk.”

Overallbanksarebeingverycautiousandonlylendingtothosethatcanoffersubstantiatedguarantees.However,BarberofJetBrokersEuropefeelsthatatruerecoveryrequiresinnovativethinking.“Ifnewentrantsandthosewishingtogrowarerefusedfinancethenitisaproblem.Banksneedtobecreativeandoffersomepremiumlendingfacilitythathelpsingettingthelowerendofthemarketmovingagain.”

Withaircraftownership,though,therecomesahostofpracticalrequirementsandlegalresponsibilities.“Thereareagreatdealofoperationalconsiderationsandfactorsthatgoalongwithowningyourownplane,”saysRobertGarrymore,President,ExecutiveJetManagement.Aircraftmanagementcompaniestakecareoftheseforyou:fromcompliancewithregulations,andhandlingadministrationandinsurancetotravelmanagement,flightco-ordination,andcrewmanagementandtraining.Theyhandlehangerage,scheduledandunscheduledmaintenance,andcancharteroutyouraircraftwhenyoudon’tneedit.

Workingwithanaircraftmanagementcompanyoftengoeshand-in-handwiththeacquisitionofyourfirstaircraft.Youmayhavealreadydevelopedarelationshipwithacompanybyusingitscharterservices,orengagingitspecificallytoconsultduringtheacquisitionphase.Equally,youraircraftfinanceprovidercouldstipulateacompanytouse.

Themanagementcompanyandaircraftownerworkcloselytogethertodeviseapackagethatfitstheowner’sneeds–bothintheairandontheground–andtheiravailablebudget.Pointstoconsiderincludethelocationofthemainbase,thehangarneeds,theanticipatedflightoperations(short-orlong-haul,averageflighthourspermonth,averagelegduration,maindestinations,nightsaway),numberofdedicatedcrewmembers,languageofflightattendants,long-termfinancialmaintenanceprotectionprogrammes,upgraderequirements;nottomentiontheall-importantareasofpassengersafetyandsecurity.

Evenastheownerofasingleaircraftyougetthebonusofaccesstoafleet.AsYannNado,PrivatAirDirectorAircraftManagement&AircraftSalespointsout,“Mostownersknowtherewillbe[around25daysperyear]downtimeduetoscheduledmaintenance,andorganisetheirflightsaccordingly;incasetheyneedtoflywhentheiraircraftisundergoingmaintenance,theiroperatorisusuallyabletofindthemasubstituteaircraft.”

Also,youcanputyouraircraftonachartercertificateandoffsetfixedexpenses.“Charteringyouraircraftisaperfectsolutiontokeepyouraircraftflyingareasonableamountofhours,whichiswhataircraftarebuiltfor,andoffsettingmostofyourfixedcosts,dependingonutilisation,”saysAndreaZanetto,CEO,FlyComluxDivision.“Agoodbalanceis50-50owner’sandcharterflights,at600hoursperyear.”

TheVPofFlightOperationsforahousehold-name,WestCoastentertainmentcompanyagrees,“Thebigadvantageofamanagementcompanyistheaccesstocharter,tocovercosts.”Although,headds,“Ifyoufly400to500hoursperyear,youwon’tfeelthebenefitofmakingitavailableforcharter.”

Anaircraftmanagementcompanyshouldalsobeabletoshareeconomiesofscalewithregardstostaffandpilottraining,insurance,aircraftmaintenanceand,mostimportantofall,fuel.Thecostoffuelalonecanmakeup20%to25%oftheoverallbudgetofrunninganaircraftandlargeoperationshavethefacilitytobuyinbulkandnegotiatepricesaccordingly.

Themanagementcompanytypicallychargesamonthlyfeeforservices,ideallysupplyinganitemisedbreakdownofcharterrevenueandoperationalandmaintenancecosts.“Themaincontributingfactortocompleteclientsatisfactionremainsfulloperatortransparencyintermsofcostandrevenuecontrol,”saysClaudioPeer,VPSalesAircraftManagement&Charter,JetAviationEMEA&Asia.

“Managementcompaniesdoawonderfuljoboftakingtheburdenofmanagingaircraftforindividualsandsmallcompanies,”theVPofFlightOperationssays.“Butlargecompaniescandoabetterjob.”Withafleetofmorethantwoaircraft,abusinessmayprefertosetupanin-houseflightdepartment.Keybenefitsarecontrol–ofstaff,oftraining,ofsafety,ofmaintenance–andcost-effectiveness.“Whenyouaddanairplanetothefleet,theoverheadsremainmuchthesame,asidefromtheadditionalflightcrew,”theVPadded.

However,operatinganin-houseflightdepartmentdoesnotnecessarilyprecludemakinguseofcertainservicesofferedbyaircraftcharterandmanagementcompaniesatlocationsawayfromthehomebase(orbases).

GarrymoreseesflightdepartmentsmakinguseofExecutiveJetManagement’sà-la-carteprivateaviationservices:“Maintenance,fuel,insurance,training,charterservicesandmore.Thisallowsthemtotakeadvantageoftheservicesandefficienciesexactlysuitedtotheirneedsandpreferences.”

Whenchoosinganoperator,youshouldmatchyourneedstoamanagementcompany’sexperiencetogetthebestoutofitscrewandtechnicalstaffknowledge.Checkthattheyhavealocalrepresentativewhereyouwishtobebased.Inmakingyourchoice,performduediligenceonlegalcredentialsandthecompanyhistory(includingitssafetyrecord–findouthowmanyindependentsafetyratingsithas).Establishwhethermaintenanceismanagedin-houseoroutsourcedtothemanufacturer(orelsewhere).Findoutaboutthepilotsandhowfrequentlytheyreceivetraining.Determinehowmanyplanestheyflyandwhatexperiencetheyhavewithyourspecificaircrafttype.Andengagetheservicesofanaviationlawyertochecktheaircraftmanagementandcharteragreement.Onceyou’veformedapartnership,remembertokeepinregularcontactwiththemanagementcompanyanddon’tabdicatetheultimateresponsibilityforyouraircraft.

Although the business jet industry has suffered during the recent years of world economic crisis, it has not

all been bad news. The manufacturers of large, long-range jets have been delivering a respectable stream of aircraft to buyers around the world with nearly 250 new deliveries each year from 2009 to 2011. While business

has been suffering in local markets, with limited demand for small- and medium-sized aircraft, increasing globalisation has stimulated pressure for long-distance travel, and long-range jets are proving to be essential tools for the international business community. RodSimpson reports.

AswesawinFlyCorporate’s“BigJetsareBigBusiness”(Issue10)theverylargebusinessjetcategoryisgrowing–andtheairlinermanufacturers,dominatedbyAirbusandBoeing,haverealisedthereisalucrativemarketinsellinganyoftheirmodelsasexecutivejets.Wellover300ofthecurrentlineofAirbus,BoeingandEmbraerjetshavebeensoldtodate.Therearetwoprincipalcategories:thenarrow-bodiedairlinerssuchastheAirbusA320series,Boeing’sBBJsandtheEmbraerLineage;andthewide-bodytypesincludingBoeing’s747-8,777and787,andtheAirbusA330andsuper-largeA380.Comparedwithconventionalbusinessjets,theseairlinercategorymodelshaveamuchlargerfloorarea,givingenormousscopeforcreatinganofficeinthesky.Tooutfitthatoffice,completioncentressuchasLufthansaTechnik,AMACAerospaceandAssociatedAirCenterhavebecomeexpertinmeetingeveryclientneedduringafitting-outprocesswhichcantaketwoyearsormore.

Theso-called“airlinerjets”categoryareararifiedproductforheadsofstateandhigh-endcorporationsandindividuals,butthemajorityoflong-rangebusinessaircraftcomeintothenextcategoryofdedicatedmodelsfromfour

manufacturers–Bombardier,Dassault,EmbraerandGulfstream.Mostaircraftinthelarge,long-rangecategorycomewithbigcomfortablecabinsandbroadlysimilarperformance.Theyareallverysafeandwellbuiltwithexcellentafter-salessupportfromtheirmanufacturers,andthereissufficientdifferencebetweenmodelstogivescopeforpersonalchoice.

Theimportantdecisionforbuyersismissionrange.Flightrangehasadirecteffectonpurchasecostbecause,generally,morerangemeansahigherprice.Ifyouarenotlookingforextremeintercontinentalrange,anEmbraerLegacy650maybeverysuitable,withtheabilitytoflyaround4,500statutemiles,whichwouldtakeyoufromLondontoNewYork.However,ifyouneedtoflyregularlyfrom,say,AnkaratoLosAngelesorPerthyouwouldneedtoconsideraGulfstream650orGlobal7000.ThedifferenceisthattheLegacywillcost$30millionandtheGulfstreammorethantwicethatfigure.Clearly,thisdemandssomecarefulthoughtaboutwhatyouwillneedtheaircrafttodo,alwaysbearinginmindthattherehastobeallowanceindistancecalculationsfordelaysduetoheadwindsandairtrafficrestrictions.

MostGulfstreamcustomerswillnotneedtherangeorextra-largecabinoftheG650,sothecompanycontinuesproductionofitshugelypopular6,750nmiG550andtheG450withashorter4,350nmirange.ThisisstillsufficientforamissionfromNewYorktoMoscowand,forcustomerswhoneedlessrange,therearetheG500andG350versions

availabletospecialorder.BombardieralsosellstheGlobal5000asashorter-rangeoptiontotheGlobal6000togetherwiththeirChallenger605,whichisthelatestoftheverywell-regardedChallengerlineandisintheshorter4,000nmirangecategory.AcompanionmodelistheChallenger850,whichisbasedonthecommercialCRJ200regionaljetandhasaverylongcabin,suitablefortwoorthreeseatingzones.

Dassault’sofferingsaretheirflagshipmodel,theFalcon7X, andthewell-establishedFalcon900LX.Unliketheotheraircraftinthisclass,theybothhavethreeengineswhichprovideadditionalsecurityandmeanthatevenintheunlikelyeventoffailureofoneenginetheaircraftcancontinuetoitsplanneddestination.TheFalcon7XhasaboutthesamerangeasaGlobal6000,andthe900LXcanflyalittlefurtherthanitsrival,theGulfstream450.Bothaircrafthaveslightlyshortercabinsthantheircompetitorsalthoughtheyarebothsupremelycomfortableandspacious.Finally,thereisEmbraerwhoseLegacy600isbasedontheERJ-135regionaljet,withawell-designedthree-zonecabin.At3,400nmiitsrangeisatthelowerendofthisclass,somanycustomersoptforthelonger-rangeLegacy650,whichhasextrafuelcapacity.

Withtheselong-rangeaircraft,passengercomfortisespeciallyimportantandthemanufacturersareconstantlyupgradingtheinteriorsandofferingmanylayoutoptions.Withoutexception,theyallhavestand-upcabinswithmorethan6ft(1.82m)ofheadroomandflatfloorstogivefullfreedomforpassengerstomovearoundeasily.Theyallhavecomprehensivegalleysallowingserviceofhotmealsandmanyofthemhavetworestrooms.Generally,themainbaggagecompartmentatthebackoftheaircraftisaccessibleinflightthroughadooratthebackoftherearrestroomandtherearecoatcupboardsandotherstorageatthefrontandrearoftheaircraft.Becausetheyareoftenusedforlongovernightflights,theseatswillnormallybedesignedtobeberthedinpairstoprovidecomfortablebeds.Operatorsoftenspecifyatleastoneside-facingthree-seatdivanwhichalsodoublesasaverycomfortablebed.

Although Hong Kong is a special administrative area of the Republic of China, the city-state is not representative of the general standard of Chinese bizav. For the

last decade, China has been somewhat of a background character in the business aviation game, but with the general optimism regarding the future of this market, slowly but steadily, China is rising, and as South Asia’s principal business aviation hub, Hong Kong performs an important role. That importance grew with the opening of the third hangar of the Hong Kong Business Aviation Centre (HKBAC) in May 2012 at Chek Lap Kok, Hong Kong’s International airport, boosting its present-day hangar capacity by 55%. In addition, in 2011 the HKBAC recorded a 24% increase on aircraft handling compared to 2010. With 4,000sq m of hangar floor area, the third hangar can accommodate six to eight aircraft, increasing the total HKBAC capacity to 18. Earlier in 2012 the HKBAC proudly commented on their steady progress: “We are well-positioned to contribute to the development of the business aviation industry both here in Hong Kong and in Asia while reinforcing our position as a premier gateway for entrepreneurs and executives doing business in China.”
