Nic Howard from Escambia County was present at the inspection. The purpose of the inspection was to verify that the repairs to the Section 5, Cell 1A liner was conducted in accordance with Rule 62-701.400, F.A.C., the facility permit, and standard engineering practices. The original certification of construction completion inspection for Section 5, Cell 1A was completed on June 4, 2019. The current inspection focused only on the repaired area. The construction completion report was provided to the Department via email on March 2, 2021. The report was signed and sealed by the Engineer of Record, George Reinhart, III, P.E. The report contained the construction quality assurance (CQA) for the repair area. The report also included the manufacturer’s quality control (MQC) documentation for the geomembrane. The repaired area consisted of installing eight single liner 60-mil HDPE panels over the existing subgrade and a granular drainage layer. Two deviations were noted in the report. The first was constructing a low permeability clay berm on the south side of the cell to promote drainage away from the southern edge. The second deviation (which was approved in the original Section 5, Cell 1A construction) was the use of protective soil with a slightly higher percent passing of the No. 200 sieve (15.4% versus the required 12%). Based on the construction completion report and the site inspection, it appears construction was completed accordingly. The photos below show the repair area with the protective soil layer installed.
