Mr. Boyette gave the Invocation. Mr. Moody led the Pledge of Allegiance. EXECUTIVE DIRECTOR’S REPORT – Daniel Biggins Mr. Biggins gave the following report: Mr. Biggins distributed the CILB Complaint Summary. Mr. Biggins requested the Board excuse the following absences:

The Board voted unanimously to excuse the above absences. Mr. Biggins notified the Board that this is Mr. Spingler’s last meeting. He wished Mr. Spingler well and thanked him for his time spent assisting the Board. Mr. Biggins announced that there have been some changes to the structure of the Board, and stated a handout had been distributed to provide them information on becoming OPS employees of the Department in order to get paid for the services to the Board. He stated that further discussion regarding the matter would take place at the next meeting. With nothing further to report the Board voted unanimously to approve this report. CHAIRMAN’S REPORT – Roy Lenois Mr. Lenois gave the following report:

Mr. Lenois stated that he had the pleasure of attending the National Conference for Licensure where topics of licensure, enforcement and a move to create national licenses for electricians were discussed. He added that it was a very interesting meeting. Mr. Lenois asked all in attendance to take a moment to remember the events that took place on September 11, 2011 and to remember what all our country went through during that time. With nothing further to report the Board voted unanimously to approve this report. PROSECUTING ATTORNEY’S REPORT – KYLE CHRISTOPHER Mr. Christopher gave the following report: No report was given due to technical difficulties. ATTORNEY GENERAL’S REPORT – Douglas Dolan FRANK ADAMS – REQUEST FOR INFORMAL HEARING Mr. Adams was present. Mr. Dolan presented this case stating Mr. Adams’ application for a Certified Commercial Pool/Spa Contractors’ license was denied at the February 2015 meeting of the Board for failure to demonstrate that he had passed an examination that is substantially equivalent to the required Florida certification examination. The Notice of Intent to Deny was filed in March of 2015. Mr. Adams timely requested Board reconsideration. After discussion, the Board voted to uphold the denial. CHRISTOPHER BARHAM – REQUEST FOR INFORMAL HEARING Mr. Barham was not present Mr. Dolan presented this case stating that Mr. Barham’s application for a Certified Mechanical Contractors’ license was denied at the June 2015 meeting of the Board for failure to demonstrate the required experienced, pursuant to section 489.111, Florida Statute, and Rule 61G4-15.001 Florida Administrative Code. The Notice of Intent to Deny was filed in July of 2015. Mr. Barham timely requested Board reconsideration. After discussion, the Board voted to uphold the denial LEWIN CAMPBELL – RECONSIDERATION OF INFORMAL HEARING Mr. Campbell was present Mr. Dolan presented this case stating Mr. Campbell’s application for a Certified Roofing Contractor’s license, was previously reviewed and considered at the January 2015 meeting of the Board. The application was denied for failure to demonstrate the required experienced, pursuant to section 489.111, Florida Statute, and Rule 61G4-15.001 Florida Administrative Code.

After due consideration, the Board denied the request for reconsideration. GIRALDO CASTELLON – REQUEST FOR INFORMAL HEARING Mr. Castellon was present. Mr. Dolan presented this case stating Mr. Castellon’s application to qualify Montano Services & Repair, Inc., was previously reviewed and considered at the May 2015 meeting of the Board. The application was denied stating as grounds: the applicant was not able to demonstrate how the qualifying agent would have the ability to supervise construction work and business activities of the organization, as required by Section 489.119, Florida Statues. The Notice of Intent to Deny was filed in June of 2015. Mr. Castellon timely requested Board reconsideration. After discussion, the Board voted to vacate the Notice of Intent to Deny, and approve the application. GISELLE CASTILLO – REQUEST FOR INFORMAL HEARING Mr. Castillo was present. Mr. Dolan presented this case stating Mr. Castillo’s application for a Certified Plumbing Contractors’ license was denied at the June 2015 meeting of the Board for failure to demonstrate required experience, as required by Florida Statute 489.119. The Notice of Intent to Deny was filed in July of 2015. Ms. Castillo’s timely requested Board reconsideration. After discussion, the Board voted to uphold the denial. MARK DOUGLASS – REQUEST FOR INFORMAL HEARING Mr. Douglass was present. Mr. Dolan presented this case stating Mr. Douglass’ application for a Certified Commercial Pool/Spa Contractors’ license by grandfathering was denied at the May 2015 meeting of the Board due to the applicant not demonstrating he has passed an examination that is substantially equivalent to the required Florida certification examination as required by section 489.118(2), Florida Statutes. The Notice of Intent to Deny was filed in June 2015. Mr. Douglass timely requested Board reconsideration. After discussion, the Board voted to uphold the denial. ALEXANDRA ESTEVEZ – REQUEST FOR INFORMAL HEARING Ms. Estevez was present. Mr. Dolan presented this case stating Ms. Estevez’s application to qualify SHG Construction, LLC., as an additional business was denied at the July 2015 meeting of the Board for failure to appear as required by Rule 61G4-15.0021, Florida Administrative Code.
