The FBC utilizes the service efforts & accomplishment (SEA) reporting framework of the Governmental Accounting Standards Board (GASB):
Outputs – quantity of service or product produced
Quality – of the service or product produced
Outcome – the results, accomplishments, impacts

Definition of “Benchmarking” Comparing your performance to other
similar governments, programs or services.
