Issue : Flooding and standing water Description: Wichita is a relatively flat land area that is difficult to drain. The topography of the area creates issues in removing flood waters. In many neighborhoods and on city streets, storm water is responsible for flooding and standing water that impede traffic flow, cause property damage, impact indoor air quality, and carry contaminates into rivers and streams. What is the risk to Wichita’s : Environment : Storm water flooding and poor drainage create numerous short term and long term problems such as soil erosion, diminishing water quality, temporary loss of recreational space, creating mosquito breeding areas. Health : Flooding and standing water create mosquito breeding areas, cause sewage backups that can expose citizens to raw sewage, contaminate water wells with illnesscausing pathogens, and impact indoor air quality from soil gases intruding into living space and reducing oxygen levels creating conditions that may lead to labored breathing, headaches, exhaustion. When flooding around a house saturates the soil, pollutants are trapped indoors; prolonged exposure to high concentrations can result in unconsciousness and asphyxiation. Economics : Flooding and standing water cause property damage, reduce property values, and if health issues arise from these conditions individuals may experience increased health care costs. Solutions : Individuals: Retain water on property with rain barrels. Address any issues on individual property that contribute to flooding. Communities : Communities and neighborhoods need to make local government aware of their concerns about stormwater and flooding issues. Support initiatives that address stormwater problems and projects. Get involved in the public discussions about projects for your neighborhood. Property protection measures reduce susceptibility to flood damage. They are often inexpensive for a community because they are implemented or costshared with property owners. These measures include: relocation and acquisition, flood proofing, flood insurance, and community information and assistance programs. Policy : Continue to fund short and long term drainage and flooding projects for affected parts of the city, for example: Cowskin, Chisholm, Fabrique, and Gypsum Creek drainage. Reexamine local policies regarding the storm water utility for changes that may further benefit and mitigate flooding and drainage issues in the city. Preventative measures need to ensure that future development does not increase the risk for flood damage. Included are: planning and zoning, open space preservation, floodplain development regulations, watershed restoration and protection, wetlands protection, drainage system maintenance, and real estate disclosure laws and policies.

Issue: Flooding and standing water

Description: Wichita is a relatively flat land area that is difficult to drain.  The topography of the area creates issues in removing flood waters. In many neighborhoods and on city streets, storm water is responsible for flooding and standing water that impede traffic flow, cause property damage, impact indoor air quality, and carry contaminates into rivers and streams.

What is the risk to Wichita’s:

Environment:   Storm water flooding and poor drainage create numerous short term and long term problems such as soil erosion, diminishing water quality, temporary loss of recreational space, creating mosquito breeding areas.

Health: Flooding and standing water create mosquito breeding areas, cause sewage back‐ups that can expose citizens to raw sewage, contaminate water wells with illness‐causing pathogens, and impact indoor air quality from soil gases intruding into living space and reducing oxygen levels creating conditions that may lead to labored breathing, headaches, exhaustion. When flooding around a house saturates the soil, pollutants are trapped indoors; prolonged exposure to high concentrations can result in unconsciousness and asphyxiation.

Economics:  Flooding and standing water cause property damage, reduce property values, and if health issues arise from these conditions individuals may experience increased health care costs.

Solutions:

Individuals:

Retain water on property with rain barrels.

Address any issues on individual property that contribute to flooding.    Communities:

Communities and neighborhoods need to make local government aware of their concerns about stormwater and flooding issues.

Support initiatives that address stormwater problems and projects.

Get involved in the public discussions about projects for your neighborhood.

Property protection measures reduce susceptibility to flood damage. They are often inexpensive for a community because they are implemented or cost‐shared with property owners. These measures include: relocation and acquisition, flood proofing, flood insurance, and community information and assistance programs.

 Policy:

Continue to fund short and long term drainage and flooding projects for affected parts of the city, for example: Cowskin, Chisholm, Fabrique, and Gypsum Creek drainage.

Re‐examine local policies regarding the storm water utility for changes that may further benefit and mitigate flooding and drainage issues in the city.

Preventative measures need to ensure that future development does not increase the risk for flood damage. Included are: planning and zoning, open space preservation, floodplain development regulations, watershed restoration and protection, wetlands protection, drainage system maintenance, and real estate disclosure laws and policies.
