Are you out to dazzle your street and spread some Christmas cheer? If so, it’s time to get that tree ready, plug in those lights, fasten down your inflatable Santa and get cracking!

The LHRA are running a Christmas Competition, held in conjunction with Buckingham Garden Centre, to find the most festive home exteriors. A team of judges will walk around Lace Hill during the second week of December (10th – 14th) and results will be announced shortly after, on the LHRA’s Facebook page and to residents on our email list.

News from the last LHRA Meeting...Attendance was not as high as we had hoped, not helped by the unfortunate clash with Englands’ opening game in the World Cup. The LHRA committee felt it was important to go ahead as planned, for those who still wished to come, as the Community Centre had been booked up for the foreseeable future, which would have made rescheduling difficult. Lace Hill Residents’ Association & AGM meetingMonday 18th June 2018 at Lace Hill Community Centre.Committee in attendance: Joelle Jones (JJ) - Joint Chair Lyn Martin (LM) Petula Boddy (PB) - Joint Chair Barry Crossfield (BC) Farshid Degan (FD) Patrizia Franco (PF) Deepak Pawar (DP) Claire Childs - Minutes Abbreviations referenced: BTC - Buckingham Town Council BCC - Bucks County Council CC - BC Councillor Charlie Clare1. Welcome by ChairJJ thanked everyone for attending and explained how the LHRA committee worked and its purpose - to help with issues affecting the estate and arrange some community events. All LH residents are members of the LHRA and are welcome to join the committee. Local councillors in attendance were introduced and thanked for their continued support, including getting the Cotton End slope installed.2. Treasurers ReportThe treasurer was not in attendance. No report had been received.3. Membership records, Facebook group and webpageRoughly half the houses on the estate have joined our FB group. All requesting members are asked for their address, to ensure they are residents. Email addresses are taken to keep printing costs low.A new web page is also now in use (www.lacehillra.com)4. Election of Officers and Committee JJ and PB are joint chair. Committee members in attendance were happy to continue in their roles. There were no other volunteers.5. Update on Bucks County Council adoptions, by Charlie Clare CC, JJ, PB and a BCC team had recently walked around the estate to prepare a list of pavements, drains and lights to be adopted by BCC in phases. Blue marks are painted to indicate faults to resolve. CC assured LHRA that a high level of detail and thorough checks by the BCC team would ensure that nothing is adopted by them until correct and up to standard. CC explained how once up to standard, areas are reviewed again and put on a 12 month purgatory - if no degradation, they are then taken over and managed by the BCC. Various questions were asked regarding speed limits on the estate, a second entrance, parking bays, block-paved areas, dropped kerbs, the dangerous junction at Honeycomb & Mayflower Street, and how long adoption and completion of our estate will take.

CC had noted that some drains were within homeowners’ curtilage but should be public. Anyone who is aware of drains that fail should report to CC and he will follow up. CC congratulated the LHRA on obtaining the rebate on management fees.6. Present situation with Chamonix* * Note: Chamonix currently run the ‘London Road Buckingham Management Company’ which will eventually be responsible for areas not to be adopted by Buckinghamshire County Council - it is still unclear which of them will adopt and manage what...)JJ and PB had met with Amanda Turner, the Account Manager at Chamonix, and felt she was supportive of residents. She suggested residents read their TP1 document or talk to their solicitors for clarification on what is included as part of a management company. Needlepin Park had been adopted by Chamonix but it was later closed for 6 months due to health and safety, and handed back to the Consortium (building developers) - there are discrepancies with landscaping plans and the Section 106 agreement needs approval by Aylesbury Vale District Council, so it remains the Consortium’s responsibility. There are also ongoing issues with the Bobbins Way Park which is why it too remains unadopted by Chamonix.Chamonix fees are taken in advance - once a year for most, twice a year for Bovis homes. They have 6 months to finalise accounts and produce residents’ bills. Amanda (Account Manager at Chamonix) is to follow up a concern about warranties and repairs with the Consortium. LHRA had asked for a Residents’ meeting with Chamonix but the boss pulled out. They hope to secure a surgery-style meeting with appointments for residents to book, on a first-come basis. The history of the development was explained. It was also explained that once all non-BCC areas have been adopted by Chamonix, our Lace Hill community could collectively take over the ‘London Road Buckingham Management Company’ by having residents become Directors of it - this would grant control over how money is spent and enable us to set and ensure we get the high service level standard required. CC said the LHRA is key to taking control of the estate and choosing who delivers services - Buckinghamshire County Council, amongst others, could bid to replace Chamonix.7. Estate Policing and Neighbourhood Watch SchemeThames Valley Police are happy to hold a separate meeting to talk to residents if required. There is NHW information available for anyone interested in setting up a local scheme. Unfortunately the LHRA are unable to take this on at the moment, as more members would be required. It was suggested the estate would need to be split into smaller areas to work most effectively (see update →) PCO Alison McHattie was available to speak to after the meeting.8. Web pageCovered under Agenda Item 3.9. Best Kept Front Of House Competition There would soon be a competition, to be judged by local councillors. 10. Any Other Business Councillor Howard Mordue thanked JJ for the meeting and for the work LHRA committee has done so far. JJ thanked everyone for attending and closed the meeting.

Community Competitions...BEST FRONT OF HOUSE COMPETITIONAs a way to help bring about pride in our estate, the LHRA committee set out to encourage us all to make the best of our home fronts back in July, with Lace Hill ’s first community competition. Local councillors kindly shortlisted from our 20 favourites and TWIGS very generously enabled us to award vouchers for the top 3 winners. 1st Prize 50 Pillow Way2nd Prize 3 Cotton End3rd Prize 36 Border Lane

We sincerely thank Lloyd and Tara of TWIGS - a lovely local plant centre only 3 miles from Lace Hill - for so willlingly supporting and sponsoring our competition. Do pop by and support them too!

Recent updates from the LHRA...Many emails and letters have been sent to the Consortium (building developers), Chamonix, John Bercow (MP) and local councillors in an attempt to speed up the completion of Lace Hill. We will continue to do all we can, despite the ongoing frustrations and setbacks.Chamonix (Management Company) adoptions:We have it in writing, from both Matthew Ogley of Barratts (also the Consortium representative) and an AVDC official, that the management company cannot take over the parks until they have been signed off by AVDC - as there is considerable work to be done before this can happen, the Consortium remain responsible for maintenance until then not Chamonix. Despite this, recent accounts for the ‘London Road Buckingham Management Company’ (currently managed by Chamonix) showed that we have been charged over £3000 for maintenance over the last two years. We are currently arguing the residents’ case on this one.Balancing pond:We recently became aware that surface water from the commercial development will eventually make its way into the balancing pond, which will eventually be the residents’ responsibility to maintain. The LHRA are in communication with Chamonix and the Consortium to find out what, if any, financial responsibility will be taken by the commercial businesses. Amanda (Account Manager at Chamonix) told us that she is in communication with Lidl over this. However, Matthew Ogley (Consortium representative) advised that residents will be fully responsible for the balancing pond maintenance costs. Obviously this is grossly unfair on residents, so the LHRA will continue to fight our cause until a fair agreement is reached.

We need Street Rep. Volunteers!The LHRA would ideally like to have a representative (resident) from every street on the estate as a point of contact, and to help us firmly establish and build up a greater sense of community. If you think you might like to step into this role for your street, please email us on [email protected] or enquire at the next full LHRA meeting on 20th November.

Neighbourhood Watch SchemeMany residents have expressed an interest in having a NWS across our estate but this is not something the LHRA are able to take on at the moment due, to limited volunteer numbers. However... After discussion, the LHRA commitee felt it might work better if sub committee-type groups were formed and the estate split into more manageable areas, with a representative from each area co-ordinating the set up of their NWS and being the main contact - each area’s sub-group could then meet periodically to share ideas and information etc specific to their street or agreed area. If you are interested in setting up a scheme, the LHRA have been given more information which can be made available to you.
