COMBAT TRANSITION

Afghanistan by the end of 2014, Kabul still has a long way to go before taking full control of the nation. Its air force and Army Air Corps – which currently operate a combined total of 98 transport aircraft and combat helicopters – will also require more investment to be made in equipment terms if they are to be able to cope after the drawdown phase has concluded.

Time is tight, for example, if the US Air

Force is to drive through a planned light air support acquisition of 20 armed turboprops for the Afghan air force. A programme should be launched in 2013, with an earlier selection of Embraer’s EMB-314 Super Tucano having been abandoned.

The process of leaving Afghanistan will be a diffi cult one for participating nations, with a great deal of valuable equipment requiring ex-traction by air, and land convoys needing sig-nifi cant protection from above.

Another aspect of the Afghan drawdown process will be the conclusion of major joint coalition air operations, after more than a dec-ade of experience gained in the country. The removal of such an opportunity to fl y along-side other air forces day-to-day will require nations to participate in more regular large-scale exercises in order to retain the skills learned in combat and maintain links with current partners.

Despite widespread condemnation of the actions of Syrian president Bashar al-Assad’s regime in the face of a domestic opposition movement, the prospect of an international intervention similar to that seen over Libya in 2011 remains remote.

fi ghters and Sukhoi Su-24 strike aircraft, the Syrian air force has been routinely called into action. Television footage has also shown Mil Mi-8/17 helicopters and armed Aero Vodochody L-39 jet trainers used to suppress the uprising.

The Syrian military would represent a dif-ferent challenge to coalition air forces than during the UN-mandated and NATO-led mis-sion to protect Libyan civilians, because of

being able to maintain persistent surveillance cover over a potential confl ict area, including with unmanned air vehicles.

HAMAS TARGETSIsraeli air force combat aircraft and helicop-ters, along with ground artillery and naval vessels, attacked more than 1,500 targets dur-ing the “Pillar of Defense” operation. These included not only launchers for the rockets which were being fi red into Israeli territory, but also previously identifi ed sites, such as weapons stores, resupply tunnels and even Hamas leaders.

Despite its military might and the impres-sive performance of its “Iron Dome” anti- rocket shield, Israel’s vulnerability to non- traditional attack had already been highlighted in early October, when a UAV launched in Lebanon entered its airspace, before being de-stroyed by a Lockheed Martin F-16I.

Completed in 2011, the merger of Flightglobal and Ascend has result-ed in an enhanced product, including im-proved information on the equipment in use in nations such as China and Russia.

This year’s directory contains almost 51,800 aircraft listed in the active duty in-ventories of air arms from 160 nations. This represents an overall reduction of fewer than 200 airframes since our 2011-2012 snapshot of the worldwide fl eet. A further 6,100 air-craft are shown as the subject of fi rm orders, with more than 5,700 others pending con-tract signatures.

Notable major deletions from our previous listing for Soviet-era equipment have includ-ed the removal of almost 500 aged Mi-24 as-sault helicopters from the Russian air force’s inventory, along with 220 obsolete Mi-2s.

As with previous listings, the USA domi-nates the directory in the number of aircraft in use and on order, with its air force, army, Ma-rine Corps and navy together accounting for 27% of all active aircraft.

While Washington’s numerical strength is unlikely to be overturned by former rival Rus-sia or growing military power China, the end of its combat commitment in Afghanistan and budget reductions will have a major near-term impact. Unless averted by early January, a Congressionally-threatened sequestration measure could wipe about $500 billion from the Department of Defense’s budget during a 10-year period, with this to come on top of planned reductions of $487 billion already in the USA’s planning cycle.

While the US Air Force says it remains committed to acquiring 1,763 Lockheed F-35A Lightning II combat aircraft, sequestra-tion could yet hurt its plans. In May, the serv-ice took delivery of its last of 187 F-22 Raptor

stealth fi ghters from the company, versus an original goal of acquiring 750 of the fi fth- generation type.

The emergence of several developmental Russian and Chinese fi ghters within the past two years has focused minds within the USA and other nations as to the capabilities that potential future adversaries could purchase. While Western types such as the F-35, Boeing F/A-18E/F Super Hornet, Dassault Rafale, Eurofi ghter Typhoon and Saab Gripen E will be technologically superior to Chinese models such as the Chengdu J-20 and Shenyang J-31, the latter could eventually prove overwhelm-ing if fi elded in suffi ciently high numbers.

Beijing’s continuing major investment in defence aerospace was highlighted by the fi rst fl ight of the stealthy-looking J-31 in October, and by Shenyang’s J-15 derivative of the Sukhoi Su-33 performing trials from the deck of the Chinese navy’s newly-introduced air-craft carrier, the Liaoning. China’s admission to the elite carrier club – which in 2013 will also include India – was one of the most sig-nifi cant military developments of the year.

MOSCOW MODERNISATIONMoscow, meanwhile, has continued to make a substantial investment in modernising its mili-tary machine. Major recent commitments have included orders for 92 Su-34 bombers, 30 Su-30SM fi ghters and 24 carrierborne MiG-29K/KUBs, along with 39 improved Il-76MD transports. It also has advanced a long-planned project with India to develop a new Medium Transport Aircraft – up to a combined 145 of which could be acquired – and on pro-ducing a version of Sukhoi’s T-50/PAK-FA fi ghter. Questions remain, however, over whether Russia will be able to sustain its recent spending spike, and particularly on its ability and desire to develop a proposed new-genera-tion bomber dubbed PAK-DA.

India’s planned medium multirole combat aircraft acquisition reached the preferred bid-

der status in late January, when it awarded a Dassault-led team so-called L1 vendor status with the Rafale, following a battle with the Eu-rofi ghter Typhoon. However, New Delhi has yet to sign a contract for the 126-unit deal.

Switzerland’s government and air force continue to pursue a deal to acquire 22 next-generation Gripen Es, in conjunction with a Swedish commitment for between 40 and 60 of the type, but Bern’s plans face the threat of

a public referendum, which could potentially derail the scheme.

A decision could fi nally come during 2013 on the direction of Brazil’s long-planned F-X2 fi ghter contract. The nation’s previous admin-istration had favoured the Rafale, but a change of government and fresh delays mean the op-portunity is potentially also still open to the Gripen and Super Hornet.

Lockheed’s F-35 programme, meanwhile,

recently achieved its 5,000th test fl ight, with the fi rst airborne weapons separation trials having been performed and the fi rst two in-ternational examples delivered to the UK, which is now acquiring the short take-off and vertical landing B-model. The same variant is now in the hands of the USMC’s fi rst oper-ational squadron to convert to the Joint Strike Fighter, VMFA-121.

In the training aircraft sector, while manu-

facturers continue to await the launch of the biggest contest in decades – to replace the US Air Force’s almost 500 Northrop T-38C Talons – most secured fresh orders in 2012.

Alenia Aermacchi benefi ted from a bilateral agreement between the Italian and Israeli gov-ernments, under which the latter nation’s air force will get access to 30 M-346 advanced jet trainers. The type will replace the Israeli air force’s remaining Douglas A/TA-4 Skyhawk

trainers, and made available by a TOR Systems joint venture between Elbit Systems and Israel Aerospace Industries. For its part, Italy will acquire two Gulfstream G550s adapted for airborne early warning duties by IAI’s Elta Systems subsidiary.

Also vying for the USAF’s trainer require-ment is BAE Systems, which signed a deal to produce 22 Hawk 165s for Saudi Arabia. The success represents the UK company’s fi rst ex-port deal for the new-generation aircraft that forms the basis of its offer in the T-X battle. Lock-

heed is promoting the T-50 – developed jointly with Korea Aerospace Industries – a type al-ready in use in South Korea and ordered by In-donesia. The Philippines has also expressed in-terest in potentially acquiring 12 examples.

EQUIPMENT CHOICEBoeing is expected to pitch a new design for the T-X requirement, which holds the poten-tial to sway the equipment choice of numer-ous nations over the coming decades.

Swiss manufacturer Pilatus enjoyed a

bumper 2012, securing orders for a combined 79 PC-21 trainers from Qatar and Saudi Ara-bia, and also fi nalising a deal to produce 75 PC-7 Mk IIs for the Indian air force. Iraq also made progress with its plans to acquire 28 Aero Vodochody L-159s, while a new era of Russian air force pilot training began as Irkut delivered its fi rst Yakovlev Yak-130s to Bori-soglebsk air base in early October.

Partly looking at the looming airlift require-ments linked with their departure from Af-ghanistan, Australia and the UK added lone Boeing C-17s to their fl eets in 2012, while Norway swiftly acquired a replacement for the C-130J lost in a fatal accident in March. Canberra also retired its last aged C-130Hs, as its fi rst of 10 Alenia Aermacchi C-27J Spartans entered fi nal assembly.

In the rotorcraft sector, the US Army has formally rebranded its Block III production-standard Apache Longbow the AH-64E, and potential buyers such as India and Indonesia are already eyeing the type.

The early days of 2013 will determine whether the DoD will advance with key pro-grammes such as the F-35 as intended, or have future budget reductions hurt equipment plans made by it and many of its allies. This year’s directory is dedicated to
