President’s Corner

October 2015 – Hicks Airfield

Several things to consider this month………………….

Winding down another good year at Hicks Airfield 30 years and counting. Seems that if we hang around long enough things go full circle. Nothing major but just enough noise and nuisance to be a little nagging to neighbors, friends, and fellow property owners.

Often in this space I have mentioned that we need to control our pets with a leash and not be allowed to enter the taxiway unrestrained (and pick up the poop), we need to get better.

Some areas of the airfield need some awareness with parking and blocking taxiways and we could work together with our neighbors to improve this. Trash at times seems to come out of nowhere blowing down the taxiway out of someone’s dumpster or can without a personal effort to pick it up. ACC projects are started without plans or approvals and at times ends up impacting surrounding property owners. This could lead to deed exceptions that possibly would be difficult or costly to remedy when a sale occurs. Please check the Do’s and Don’ts on Septic Fields that we have published in the past. We continue to find rags, paper towels, (and sorry) condoms, tampons, and lots of other stuff that DOES NOT belong in our Septic fields. Recent experience has proved that changing older toilets to more efficient ones will save hundreds of gallons of water per month. If anyone has questions please give me a call and possibly I can give infor-mation on what I have found, it is a big difference.

I certainly don’t want anyone to imply this a bad place or we are hopeless with this letter. We don’t want to ignore anyone’s concerns but behavior and attitudes – for some – such as the “my hangar and my runway” attitude and I don’t have to abide by the rules really needs to change for some. Overall Hicks has not looked better, we receive many compliments from visitors and people that want to be part of this commu-nity (and very few vacancies or properties for sale).

Hicks airfield is really a great opportunity for us, and THANKS again to all the property owners who enjoy the Airfield, Runway, Café, and good friends and neighbors.

Our Board of Directors election will be fast approaching in December with 3 vacancies for 2016/2017. If you would like to be part of helping steer this airfield with ideas for improvement or management, and have the time, please send a resume to PMG and request to be added to the ballot.

Next board meeting is October 8 at the Beacon café 7:00 PM. Remember this is your Airfield and your participation and voice needs to be heard at these meetings.

Septic Field Information Check out the info below and see if you are up to speed!!

Do’s & Don’ts

* Do use environmentally friendly liquid detergents for washing machines and dishwashers. * Don’t use liquid fabric softener. * Do use dryer sheets. * Don’t pour grease into drains. Grease won’t break down and will solidify in your system. * Do dispose of it in the garbage as solid waste. * Don’t use garbage disposals as a trash can. Garbage disposals are to be used for table food scraps. (ex: No corn husks, paper, meat bones) * Don’t wait until the weekend to do the whole weeks’ worth of laundry. * Do spread out the laundry over the course of the week, so you don’t over work your drain field. * Do use bleach in moderation. Large amounts of chlorine kills the good bacteria needed to maintain a healthy septic system. * Don’t flush anything that is not septic safe toilet paper or waste down the toilet. (ex: feminine products and baby wipes) * Do remember, if it’s toxic to you… it is also toxic to the septic system.

Don’t Flush It Homeowners wanting to take good care of their septic systems should make note of the follow-ing items that should never be flushed down the drain or toilet. These items can overtax or de-stroy the biological digestion taking place within the system or clog pumps and pipes. Take care not to flush the following: hair combings, coffee grounds, dental floss, disposable diapers, or kitty litter, sanitary napkins, tampons, cigarette butts, or condoms, gauze bandages, fat, grease, or oil, paper towels, and NEVER flush chemicals that could contaminate surface and groundwater, such as: paints, varnishes, thinners, waste oils, photographic solutions, or pesticides.

HICKS AIRFIELD PILOTS ASSOCIATION Minutes for Board Meeting– August 13, 2015

A regular meeting of the Board of Directors was called to order 7:00p.m. by President- Tom Martin. Board members absent: Mike Bruno, Reb Stimson and Gene DeBullet (Gene was present for Executive Session), PMG Rep- also absent Eleven HAPA members also present.

Tom thanked everyone for their patience while the taxiway repairs were done, over 55,000 square feet was repaired. Seal coat will be done on last year’s work soon.

Flappings- had a combined July/August issue – June minutes and Financials are in this issue of Flappings. July’s Financials, approved tonight, will be in the next issue of Flappings.

South gate battery backup is not opening the gate- the board will have it serviced.

Election Process Discussion: For HAPA to have a legal election for board members it takes 51% of the membership to vote. A new State Law is now in effect that stated the BOD can change the percent of membership for GENERAL ELECTION ONLY, our board is considering changing it to 41%. All mem-bers present were in favor, the membership will be polled.

Three director’s positions will be opening this year. Anyone interested in running should have Bio’s to PMG by October, the Bios will be in November Flappings and general membership meeting and election will be held on December 5th.

Board Members: Rusty Morris chaired the taxiway repairs and currently working on septic field maintenance. Roy Geer– stated the summer social was cancelled and a new date TBA-

NEW BUSINESS: North Gate Issue: Tom, after several members voicing concerns, did a survey one weekday 4:30pm -5:30pm and only 9 cars went through the north gate. The issue he observed was that owners are parking cars and planes on the taxiway or blocking the taxiway.

Another concern: T-hangars (102) equal 1/3 of the total hangars at Hicks. None of them have a bathroom and many do not have electric. A major concern for them is a restroom. It will be a line item in the 2016 Budget proposal.

James West commented on the wonderful job on the taxiway repairs. Jeff Sheets wants to know the status of the lawyers opinion on the enforcement of CCR’s.

OLD BUSINESS: David Hill wants the board to consider closing of the north gate. Issue tabled for further study by the board. Mr Hill recently purchased another tee hangar and wanted to thank Tracy Eubank at PMG for all the help getting the ownership transfer accomplished.

Steve Grace- Stated the water rates beginning with August 2015 bill will be at a $31.00 base rate and $5.50 per 1000 gallons used until the PUC reviews the complaint he brought against Barbie Brunson. Discussion followed- Tom asked if an official letter from the PUC had been sent to him and is it available for HAPA members to read. Steve has no documentation from PUC.

Steve Grace also stated he is working with RR on getting “quiet zones” at our nearby crossings.

Jack Horrocks addressed the board concerning recent work accomplished on the septic field at 713. He expressed his thanks to Brad Hilliard for erecting a temporary dam at 516-518. He cited the addition of a berm along the taxiway at 713. Also, he stated that Mike Anderson, a drainage engi-neer, will be giving us his recommendations soon after reviewing the issue on August 10th.

Mary Reddick asked the Board to consider having a work day to put up speed limit signs along the main taxiway and installing barriers on two third taxiway septic fields.

Drainpipe rerouting at 918 Aviator Drive: new bids are being obtained- tabled for now.

A regular meeting was called to order by Tom Martin at 7:00p.m.

Board Members absent: Mike Bruno and Reb Stimson No PMG Rep present.

Opening Remarks-Tom Martin Taxiway repairs have been completed- a few low spots have been discovered and will be evaluated by the paving company. The third taxiway north end drainage issue at 918 Aviator Drive is being re-worked and should be completed in the next few days. August Minutes and July Financials were approved in the executive session and will be in October Flappings. Anyone interested in running for the three openings on the Board of Directors should submit their bio’s to PMG by October 1, 2015, to be included with the ballots and for publishing in November’s Flappings. Reminder to conserve water 40 gallons per lot per day. South gate will not open if there is a power outage, the needed repair has been re-ported and waiting for service. PMG representative- is in training and hopefully will be in attendance next month. Architectural Control Committee is to be notified prior to outside projects. Every member must submit plans before beginning any outside project

New Business Bryan Martin- concerned that cross timbers have been left in an easement by an owner doing repairs.

James West- wanted to know where he could find a description of what needed Architectural Control Committee approval- He was told he could find it on Page 9, Paragraph 12, of the CCR’s.

Old Business Discussion on an additional gate(s) opening at north end was tabled.

Mark Wagner wanted to know the status of relocating storm pipes south of his hangar, also wanted to know when Jack Horrocks’ water/water everywhere plan would be implimented. Tom Martin stated an engineer met with a few HAPA mem-bers and spent a couple of hours walking the area. He will provide HAPA a report with his recommendations for a large fee. Not having money allocated in this year’s budget, the board will start to address this issue in next year’s budget.

Gene DeBullet made a motion to adjourn meeting at 7:27p.m. 2nd
