The Beverly Hills PoliceDepartment is lacking in strate-gic vision, trust in leadershipand morale according to a con-sulting report by ManagementPartners that was presented tothe City Council on Tuesday.

Ironically, on the same daythat the council reviewed thecritical report, buried as item12C on the City Council StudySession agenda, the Council,led by Mayor Julian Gold, pre-sented outgoing Police ChiefDave Snowden with a procla-mation for his service. Snow-den announced his retirementshortly after it became publicknowledge that he was alsoserving as a paid consultant to

a private security firm em-ployed by the Beverly HillsUnified School District.

To craft the report, Man-agement Partners, which spe-cializes in consulting for publicagencies, reviewed the policedepartment practices for fillingsworn officer vacancies andcurrent disciplinary proce-dures.

The report offered 23 rec-ommendations on how to im-prove the BHPD, but wasclearly buried on Tuesday’sstudy session agenda, and willnot appear on a council agen-da again.

A few tweaks away from a po-tentially superior ordinance, May-or Julian Gold and Councilmem-ber Willie Brien, with Coun-cilmember Nancy Krasne follow-ing, jumped the gun and voted toaccept the proposed Cultural Her-itage Ordinance as written despiteprotests of many present in the CityCouncil Chambers who stayed pastthe witching hour Tuesday night toregister their concerns.

The vote was 3-2, with Coun-cilmember Lili Bosse and Vice

Mayor John Mirisch voting "no"and asking for the changes thatwould have strengthened the ordi-nance and still preserved the ele-ment of “certainty” the amend-ments set out to achieve.

Pithy assurances from CulturalHeritage Commissioner Noah Fu-rie, Planning Commission ChairHoward Fisher and Planning Com-missioner Craig Corman did littleto alleviate concerns.

JMB Realty Abandons CenturyCity Center, Prepares To SellBy Laura Coleman

JMB Realty has spent fortuneson lobbyists, glitzy marketing cam-paigns and legal bills over theyears fighting for approval to de-velop residences and office build-ings at the corner of Avenue of theStars and Constellation Boule-vard–and last week, with nary ashovel in the ground, the Chicago-based company announced thatthe 5.5-acre property was up forsale.

“After receiving a lot of unso-licited offers, it became clear this

was an opportunity we couldn’t ig-nore,” said JMB spokeswomanMarie Garvey, who underscoredthat all offers were for developingresidential. “9900 Wilshire wentfor [$420 million] and this proper-ty is very, very attractive.”

JMB, which received approvalfrom the City of Los Angeles earli-er this year to build a 37-story of-fice tower is currently mired in liti-gation with JP Morgan Chase overthe so-called “Century City Cen-ter” plan to build 500,000-square-
