Health Center Program Overview

Health centers provide access to comprehensive, culturally competent, quality primary health care services to the Nation’s most vulnerable populations. ■ Nearly 1,400 health centers operate

approximately 12,000 sites ■ In 2018, health centers and look-alikes

provided care to nearly 28.4 million patients

Cooperative Agreement Overview

■ Cooperative Agreement: Award that requires substantial involvement between HRSA and recipient throughout the project period

■ The PCA NOFO outlines (in Section II.1): ✓ HRSA’s involvement in the cooperative agreement ✓ Cooperative agreement award recipient’s responsibilities

Eligible Applicants

■ Domestic public or private, non-profit, or for-profit entities, including faith-based, tribes, and tribal organizations

✓ New organizations

✓ Currently funded PCAs

■ Full eligibility criteria available in Section III of the PCA NOFO

Eligibility Factors

■ Apply to provide T/TA to one pre-defined state or region (see State and Region Table on PCA TA webpage)

■ Apply for one FY 2020 T/TA funding opportunity - either PCA or NTTAP

■ Perform a substantive role in the project ■ Do NOT exceed the maximum allowable funding request for the proposed state or

region

Requirements

• Activities supported in whole or in part with HRSA funds must be:

■ Accessible to the widest possible audience in the state or region

✓Available to existing and potential health centers

✓Available to organizations regardless of PCA membership

■ Free of charge

✓For T/TA funded with a mix of HRSA and non-HRSA funds, charges to offset non-HRSA funded costs cannot be a barrier to access

Funding Restrictions

PCA funding may not be used on:

■ Direct patient care

■ Construction/renovation of facilities

■ Activities not aligned with the intent of the PCA cooperative agreement

■ Reserve requirements for state insurance licensure

■ Conference sponsorship
