Greetings! We are honored to provide you with our annual report highlighting our mission, services, accomplishments and supporters. We are grateful to be a part of a community that cares about youth. YSB provides youth ages 8-18 and their families counseling and therapeutic groups geared toward providing early identification and treatment of underlying issues that cause behavioral problems, emotional distress and juvenile delinquency. YSB provides reduced-cost services to DeKalb County residents, which means more people have access to the help they need.

Our Mission The DeKalb County Youth Service Bureau, Inc. (YSB) assists youth as they build healthy lives and relationships with their families, friends, and community.
Our Philosophy YSB has developed a philosophy of networking with other community resources to assist youth with problem-solving, and to develop programs to improve the lives and futures of youth in DeKalb County. The therapists are skilled in assessing the needs of families, engaging youth, and recognizing their strengths. Ellingsworth Web, Board Chair
Our History The DeKalb County Youth Service Bureau (YSB) has been enriching the lives and relationships of youth and their families for over 45 years. YSB became a separate agency in 1971 after being a City of DeKalb Department since 1969. We are one of three initial youth service bureaus in Illinois and have consistently responded to and met the changing service needs of youth and their families. YSB is a not-for-profit 501 (c)(3) agency governed by a volunteer Board of Directors from throughout DeKalb County. We are the only counseling agency in DeKalb County whose total mission and services focus specifically on adolescents and their families, particularly those at-risk of or currently displaying delinquency, substance use, family conflict, violence, school problems and other destructive behaviors which can lead to severe dysfunction and greater costs to the community, if not changed.

Engaging Youth in the Community
Our trauma certified therapists work to help youth and their
families through a variety of problems including issues such as
school behavior, anxiety, depression, family conflict,
parenting, self-esteem, sexual abuse, grief, violence, truancy,
self-injury, homelessness, trauma and crisis situations. We
have bilingual counselors on staff to serve our Hispanic
population.
YSB offers community presentations on issues such
as bullying, trauma, depression, and drug use. We
present to schools, churches, libraries, for-profit and
non-profit companies. We stay current with mental
health issues and trends through continuing
education, workshops, seminars, and presentations.
YSB members participate in over
20 committees, work groups,
projects, and initiatives focused on
youth issues and strengthening
our area’s social service providers
each year.
YSB partners with other area non-profit
organizations to give youth opportunities
for meaningful volunteer experiences that
benefit others. These types of interventions
help shape identity and build character.

BOYS: Building Our Youth Stronger
YSB has 6 Trauma Certified therapists through the Trauma Center/Justice Resource Institute founded by Bessel van der Kolk, M.D., giving our agency the skills and tools to change the lives of youth exposed to trauma; fostering healing and recovery, building emotional self-regulation, promoting attachment, increasing the sense of safety, and developing resiliency and strength.
The evidenced-based VOICES curriculum helps girls identify and apply their power and voice as individuals and as a group. A grant from Juvenile Court Services has provided the updated VOICES curriculum, which includes cyberbullying and sexting chapters, as well as workbooks for 50 girls.
Evidenced-based META (Managing Emotions, Thoughts, & Actions) is designed to equip youth with skills to identify, manage, and appropriately express anger and other intense emotions in order to prevent aggressive tendencies, promote pro-social skills, and reduce acting out behaviors. Court and school referrals for META have increased.
Active Parenting of Teens is an evidenced-based skill-building workshop designed to teach parents effective communication that promotes teen responsibility, successful conflict resolution and healthy relationships. Court referrals for this program have led to small, focused groups designed to keep families intact.
Our Early Intervention Program is designed to mitigate risk factors and develop protective factors through interactive lessons that provide practical guidance for understanding underage drinking, substance abuse, and building healthy relationships. We have seen and addressed an increased use of over-the-counter and prescription drugs amongst teens.
ASP is for students required to serve out-of-school suspension. A comprehensive mental health screening is done to determine risk factors contributing to the situation. From that assessment, further specialized assessments are performed to provide the best services and referrals for the time the youth is suspended.
YSB coordinates and supervises volunteer experiences for
youth in collaboration with other non-profits. Among the
projects were raising vegetables at the Mayor’s Garden for
DeKalb County Community Gardens and Barb Food Mart, a
mobile food pantry with Northern Illinois Food Bank at, and
a coat drive for low income children.
YSB assists families when a youth is refusing to return
home, has run away from home, or has been locked-out
of the home by providing immediate crisis intervention
24 hrs./day, 365 days/yr. YSB maintained operations of
this state funded program, despite the state not paying its
portion until the fiscal year was completed. Due to the
dedication of YSB staff, no DeKalb County families in
crisis were turned away due to lack of state funding.
Diversion and ERAP, funded through Juvenile Court
Services and the Juvenile Justice Council, are for first-time
youth offenders in lieu of legal ramifications. Risk factors,
as well as strengths, are assessed to see how likely the
youth is to re-offend, and recommendations are made
accordingly. Youth who complete the services outlined
through the program have a 3.7% recidivism rate, as
opposed to a national average recidivism rate of 20%.
TAG uses creative expression to teach youth to channel
and visually depict their emotions or stories. Projects are
shared with the group as a way of reflecting and
processing. Youth involved in our therapeutic groups
have learned different methods of expression and
emotional regulation through TAG.
The BOYS group is a 7 week psycho-educational group focusing on issues concerning young men in our community and how
they can develop a healthy identity as a male in our society. The group covers a range of topics including gender identity,
leadership, and healthy relationships. Role models in positions of authority are brought in to give their own personal story of
overcoming adverse situations and using their experiences to help others. BOYS ran at three schools as well as YSB.

YSB’s VolunTEENS Partner to Provide Food for Families
In 2017, Youth in the VolunTEEN program teamed twice with the Northern
Illinois Food Bank to provide a Mobile Food Pantry at the family resource fair
coordinated by the DeKalb County Permanency Action Team. During both 3-hour
long events, over 10,000 pounds of food were distributed to families with food
insecurity.
The Mobile Food Pantry was funded through a grant from Youth Engaged in
Philanthropy (YEP), a DeKalb County Community Foundation initiative where
youth from across DeKalb County learn the need for philanthropy, get familiarized
with the nonprofit sector, and are introduced to grant making. Through
collaboration and partnership amongst nonprofits, youth from YSB and YEP had
the opportunity to make a real impact in the lives of youth and families in DeKalb.
