FIS certification in Opinion 2014-05
Article 7 implements the principle established in EASA BRArt.8b(3) about declaration
ATM/ANS.OR.A.015 introduces the requirements and theeligibility criteria and for the declaration, i.e.:
• FIS is provided by one working position; or
• The service is of temporary nature, as agreed with the CA
Provision ATM/ANS.OR.A.030 defines conditions for the continuedvalidity of the declaration
N.B. - For AFIS, when a State decides not to apply declarations, thepossibility for a limited certificate applies (seeATM/ANS.OR.A.010(b)(2))

ATS requirements - RMT.0464 (1)
To develop provisions for the implementation of ERs in BR Annex Vb2.(c) concerning the provision of ATS
Objectives:
• to establish common EU ATS requirements by transposing the relevant ICAO provisions,thus contributing to their harmonised implementation, as a basis for EU aviation law;
• to harmonise ATS provisions throughout EU, based on mandatory (IRs) and flexible(AMC and/or GM) requirements; and
• to establish proportionate and cost-efficient rules.
Activities
• Analysis and transposition of provisions in ICAO Annex 11, Docs 4444, 7030, 9426;
• Analysis of differences filed to Annex 11; identification of commonalities to beintroduced in the EU law;
• Where necessary, identification of gaps and development of new provisionscomplementing those transposed from ICAO;
• Establishing correlation between ICAO provisions and the corresponding EU provisions;
• Ensuring consistency with EU legislation (e.g. SERA).

ICAO: AFIS not established as a ‘standalone’ service - Provisions forFIS apply – But they are not specific to the aerodrome environment

Diverse implementation across EU States based on nationalregulation
EASA BR - Objective (Art. 2.2(d):
to assist Member States in fulfilling their obligations under theChicago Convention, by providing a basis for a commoninterpretation and uniform implementation of its provisions, andby ensuring that its provisions are duly taken into account in thisRegulation and in the rules drawn up for its implementation;
…but there is not a detailed set of ICAO SARPS on AFIS…

RMT.0464: Focus on AFIS (2)
AFIS = A subset of FIS, for which specific and more detailed EUrequirements should be established
Discussion within RMG.0464 is ongoing on the topics and the levelof detail, main drivers being harmonisation and proportionality
Initial identification of draft AFIS requirements based on theanalysis of Annex 11 provisions
Issues under discussion:• AFIS phraseology
• Language to be used
• Selection of the runway in use
• Criteria for the establishment of AFIS vs ATC
• Type of traffic allowed at AFIS aerodromes
• Airspace designation – need for and type of airspace

To gather information and perform a structured analysis of theexisting AFIS arrangements throughout EU
Addressed to ATM and ADR TAG and Sub-SSCC Members: NAAs,ANSPs, Airport Operators, accredited Organisations, Trade Unions,aircraft manufacturers, etc.
Feedback will support decision making on regulatory proposals
