The last piece to be purchased with the same grant is a piece of equipment called the wrap — “not a burrito,” said Bromely “but a full length straight jacket.” The ‘wrap’ will en- able officers to place combative subjects into a constraint device. The STEPP Grant award is a Kan- sas Department of Transportation traf- fic safety grant the CPD received in the amount of $3000. Funds from the STEPP Grant will be used for DUI enforcement and seat belt enforcement. “It will be uti- lized to reimburse the city for expenses the officers incur,” said Bromely. The key point Bromely drove home was, “This is equipment we were looking at purchasing anyway. This is money we don’t have to spend — our local money, to purchase that equipment.” City Man- ager Mark Hall echoed Bromley’s remark with, “Every grant saves the taxpayer money.” Under new business, Coffeyville Fire Chief Billy Cockman approached the commissioners with a Mutual Aid Agree- ment between Coffeyville Fire Depart- ment and Dearing Fire Department. Cockman described a scenario to explain the benefit of the agreement. “If you go to Walmart and make a right and go down that road, all the way back around to the water treatment plant, back to Hwy 169 — that’s Dearing’s territory. Unless the Mutual Aid Agreement goes into place, unless Dearing calls the dispatcher from Dearing and asks for Coffeyville to re- spond because they are closer, we would never know about this call,” said Cock- man. He made the point that there are a lot of citizens who live in Dearing Fire Department’s territory but work and do business in Coffeyville. Cockman went on to say, “we [CFD] could provide bet- ter protection and a lot faster.” Cockman explained CFD could be in that specific area within 15 minutes much quicker than Dearing being located further away. The CFD Chief also went on to say that a Mutual Aid Agreement should have been signed long before now on the ba- sis of ethnical and moral reasons. “We are here to protect the public. We are here to protect the community. I think this is going to put us right up there to do the best things for all our civilians,” said Cockman. A motion was made by Commissioner Williams and seconded by Commissioner Vannoster to approve the Mutual Aid Agreement between CFD and Dearing Fire Department.
