The Board adopted the agenda as proposed.

Election of the Bureau and Appointment of the Rapporteur

In accordance with the Rules of Procedure of the Board, the Board elected Mr Vladimir V. Kuznetsov (Russian Federation, List E) as President for a one-year term. Ms Daniela Moyzesová (Czech Republic, List E) was elected as Alternate.

The Board elected H.E. José Antônio Marcondes de Carvalho (Brazil, List C) as Vice-President. H.E. Sabas Pretelt de la Vega (Colombia, List C) was elected as Alternate.

The Board elected as members of the Bureau, representing the other three WFP electoral lists, for a one-year term: Mr Kiala Kia Mateva (Angola, List A); Mr Noel D. de Luna (Philippines, List B); and H.E. James Alexander Harvey (United Kingdom, List D). Elected as Alternates were: Mr Innocent Mokosa Mandende (Democratic Republic of the Congo, List A); H.E. Javad Shakhs Tavakolian (Islamic Republic of Iran, List B); and Ms Harriet Spanos (United States of America, List D).

In accordance with Rule XII of its Rules of Procedure, the Board appointed Ms Manar Sabah Mohammad Al-Sabah (Kuwait, List B) Rapporteur of the First Regular Session of 2009.

The decisions and recommendations in the current report will be implemented by the Secretariat in the light of the Board’s deliberations, from which the main comments will be reflected in the summary of the work of the session.

ANNUAL REPORTS 2009/EB.1/2 Annual Report for 2008 to ECOSOC and FAO Council The Board approved the “Annual Report for 2008 to ECOSOC and FAO

Council” (WFP/EB.1/2009/4 + Add.1 + Corr.1). In accordance with its decision 2004/EB.A/11, the Board requested that the Annual Report be forwarded to ECOSOC and the FAO Council, along with the Board’s decisions and recommendations for 2008 and this decision.

POLICY ISSUES 2009/EB.1/3 WFP Gender Policy

The Board approved “WFP Gender Policy” (WFP/EB.1/2009/5-A) and:

� reaffirmed its commitment to gender equality and the empowerment of women;

� recognized the importance of an enabling environment for achieving gender equality and was committed to actions, programme priorities and institutional support measures referred to in the document;

� pledged to advocate for gender equality and the empowerment of women; and

� invited the Secretariat to present to the Board a time-bound corporate action plan with realistic and measurable targets providing details of the institutional measures to support gender mainstreaming, including resource requirements.

2009/EB.1/4 WFP Policy on Disaster Risk Reduction

The Board took note of “WFP Policy on Disaster Risk Reduction” (WFP/EB.1/2009/5-B). The Board reaffirmed its commitment to preventing hunger through disaster preparedness and other risk reduction measures by:

� strengthening capacities of governments to prepare for, assess and respond to hunger arising from disasters;

� assisting communities to build resilience to shocks within WFP’s specific mandate; and

� requesting the Secretariat to undertake further consultations on the policy with experts and partners from all regions.

2009/EB.1/5 Strategic Results Framework

The Board took note of the Strategic Results Framework as presented in WFP/EB.1/2009/5-C and accepted it as a basis for reporting in 2010. The Board requested that it be brought back to its First Regular Session in 2010 taking into account considerations raised by the Board during its discussion and experiences gained during roll-out in the field.

The Board invited the Secretariat to prepare an information note/assessment on “lessons learned” during implementation.

2009/EB.1/6 Fourth Update on the WFP Management Plan (2008–2009) The Board took note of the projected total Programme of Work for 2008–2009

of US$10.9 billion, excluding provision for unforeseen emergencies.

The Board also took note of the comments of the ACABQ (WFP/EB.1/2009/6(A,B,C,D)/2) and the FAO Finance Committee (WFP/EB.1/2009/6(A,B,C,D)/3).

2009/EB.1/7 WFP Audit Committee Terms of Reference

The Board acknowledged “WFP Audit Committee Terms of Reference” (WFP/EB.1/2009/6-B/1) submitted by the External Auditor. It endorsed the creation of the WFP Audit Committee as an independent advisory body reporting to the Board and the Executive Director. It approved the principles set forth in the terms of reference, and requested that the Secretariat incorporate guidance provided by the Board during its discussion at this session in those terms of reference. The Board requested that a review of experience with the Audit Committee be presented to its Annual Session in June 2010.

The Board also took note of the comments of the ACABQ (WFP/EB.1/2009/6(A,B,C,D)/2) and the FAO Finance Committee (WFP/EB.1/2009/6(A,B,C,D)/3).

2009/EB.1/8 Appointment of the External Auditor

The Board approved “Appointment of the External Auditor” (WFP/EB.1/2009/6-C/1). Financial Regulation 14.2 would therefore read as follows: “The External Auditor shall be appointed through a competitive selection process for a non-renewable six-year term. Another appointment may be possible after a break of at least one term.”

The Board also took note of the comments of the ACABQ (WFP/EB.1/2009/6(A,B,C,D)/2) and the FAO Finance Committee (WFP/EB.1/2009/6(A,B,C,D)/3).

The Board took note of the audit recommendations made by the External Auditor in his report (WFP/EB.1/2009/6-D/1) and the responses made by the Secretariat as set out in the document “Response of the Secretariat to the Report of the External Auditor on Preparedness for IPSAS and WINGS II” (WFP/EB.1/2009/6-D/1/Add.1), and encouraged the Secretariat to implement these audit recommendations without delay.

The Board also took note of the comments of the ACABQ (WFP/EB.1/2009/6(A,B,C,D)/2) and the FAO Finance Committee (WFP/EB.1/2009/6(A,B,C,D)/3).

Having taken note of PRRO Kenya 10666.0 (WFP/EB.1/2009/9-A/1), for which the food requirement was 351,252 mt at a total cost to WFP of US$356,292,545, the Board requested on an exceptional basis the Secretariat to revise the PRRO, taking into account the results of ongoing assessments, and to organize an informal consultation to discuss the revised PRRO during March 2009. The document, including comments raised during the consultation, would be submitted to the Board for approval by correspondence as soon as possible after that date.

Having taken note of PRRO Uganda 10121.3 (WFP/EB.1/2009/9-A/2), for which the food requirement was 149,843 mt at a total cost to WFP of US$177,107,545, the Board authorized on an exceptional basis the Secretariat to finalize the PRRO, taking into account the observations made during the Board session, those received from Board members in writing before the end of February 2009 and those provided at an informal consultation to be convened before the end of February 2009. The PRRO would be submitted to the Board for approval by correspondence as soon as possible after that date.
