There are two main bodies providing recommendations on good practice for first aid provision in the workplace in the UK: The Health and Safety (First Aid) Regulations 1981 Approved Code of Practice and Guidance from the Health and Safety Executive (HSE) sets out the essential aspects of first aid that employers have to address including the provision of equipment, facilities and the appropriate number of trained personsThe Code has been approved by the Health and Safety Commission and gives practical advice on how to comply with the law. Health and Safety Inspectors seek to secure compliance with the law and may refer to this guidance as illustrating good practice. The regulations are in place and to be adhered to by all businesses.

First Aid Training To help you comply with regulations Arco Training and Consultancy has a full programme of HSE approved courses suitable for all organisations regardless of size and number of employees.

• Emergency First Aid at Work (EFAW) Delegates will learn how to administer first aid to casualties who are unconscious, choking, suffering from shock or wounded and bleeding as well as minor injuries such as grazes. This course is suitable for when a one day training course has been assessed to be sufficient.

• First Aid at Work (FAW) This three day course has the same content as above but also gives the delegate the ability to administer first aid in a range of specific injuries and illness such as: fractures, sprains and strains, poisoning and eye injuries. This course is ideal for anyone nominated as workplace first aider and people who want a good grounding in first aid.

• First Aid at Work Annual Refresher This course is a chance to refresh knowledge learned on the First Aid at Work course. It reinforces knowledge in a practical way to maintain first aid skills. This course is open to delegates who hold either of the two certificates above

• First Aid at Work Annual Requalification This two day course is to refresh knowledge learned on the First Aid at Work programme. This must be completed within 28 days of the expiry of the First Aid at Work qualification otherwise the full three day course needs to be retaken.

Where an employer provides first aiders in the workplace, they should ensure they have undertaken suitable training, have an appropriate first aid qualification and remain competent to perform their role.

Typically, first aiders will hold a valid certificate of competence in either first aid at work (FAW) or emergency first aid at work (EFAW). EFAW training enables a first aider to give emergency first aid to someone who is injured or becomes ill at work. FAW training including EFAW also equips the first aider to apply first aid to a range of specific injuries and illness. These are listed in the full HSE document paragraphs 52-73. ACOP3(6)The British Standard BS 8599-12 ‘Workplace first aid kits. Specification for the contents of workplace first aid kits’ recommends appropriate first aid equipment and consumables for today’s workplace. In response to these regulations and standards we have compiled a range of first aid kits which are compliant to either standard. British Standard (BS) Compliant First Aid KitsComplying with BS 8599-1, Workplace First Aid Kits:

In recognising the need to ensure that current workplace first aid provision is adequate and appropriate The British Healthcare Trade Association worked with the British Standards Institute (BSI), to create a new British Standard for first aid kits in the workplace.

These enhanced kits are based upon the minimum requirements set out by the Health & Safety Executive (HSE) in their latest First Aid at Work – Guidance on Regulations. The HSE states that ‘Employers may wish to refer to British Standard BS 8599 which provides further information on the contents of Workplace First Aid Kits.’ The contents of these kits takes into account more modern and functional products encompassing a wider range of common workplace risks and are therefore more comprehensive than the previous HSE compliant kits.

BS 8599-1 is the standard that sets the new minimum level that workplace first aid kits should conform to.

The BS 8599-1 standard gives recommendations on the amount and size of the first aid kits necessary for different workplace environments based on the category of risk and number of employees in the workplace.

Should the risk or numbers of employees deem it necessary, the minimum contents as set out in the standard can be supplemented by additional items appropriate to the hazards identified by the risk assessment. This may result for example in increasing the number of burn dressings where a significant risk of burn injury is likely.

Regulations and Standards

Health and Safety Executive (HSE)The HSE do not give a strict list of products that should go into a first aid kit but instead suggests that the kit needs to be ‘adequate and appropriate in the circumstances’. This is done by performing an assessment of needs on each area of the workplace. There is no requirement to keep written records of this but the HSE strongly recommend doing so as this will enable the employer to give explanation for their decisions if needed.

Important things to consider in your assessment of needs.

Employers have a legal duty to make arrangements to ensure their employees receive immediate attention if they are injured or taken ill at work. First aid can save lives and prevent minor injuries becoming major ones. The Health & Safety (First Aid) Regulations 1981 ACOP 3 (4) state that...

An employer shall provide, or ensure that there are provided, such equipment and facilities as are adequate and appropriate in the circumstances for enabling first-aid to be rendered to his employees if they are injured or become ill at work.

What size of kit do I need?The size of kit required is dependent on a combination of the level of risk and the number of employees in the workplace. The table below provides guidance for employers but does not replace the requirement to carry out a risk assessment.

The table is for guidance only and each workplace needs to evaluate its own level of risk.

Special circumstances also need to be considered such as remoteness from medical services, special hazards such as use of hydrofluoric acid and sites with several buildings. In these situations there may need to be more first aid kits than set out in the table.

1. The nature of your work The first thing to consider is the kind of work that is undertaken in your workplace and the hazards this might cause. Bear in mind that different areas of your business will carry different risks. For example, a different assessment of needs will need to be done for an office compared to the shop floor of a factory.

2. Size of the organisation Generally, the larger the workforce the greater the need your organisation will have for First Aid provisions.

3. Type of workforce Consideration needs to be taken for the types of employees you have including pregnant workers, young workers and those with disabilities.

4. Distribution of workforce An organisation whose employees are spread out over a vast area will require more first aid kits than one whose workers are all in the same building.

Employers must regularly review first aid kit contents to ensure provisions are in place and use by dates have not expired. If a first aid kit is stored in a public area there needs to be procedures in place to frequently check the contents to prevent theft and tampering. This process is normally the duty of a first aider or a trained person.

BS 8599-2 the new national standard for first aid provision within motor vehicles specifies three sizes of vehicle first aid kits, with suitable content for all types of vehicles, including motorbikes, cars, taxis, mini buses, commercial vehicles, buses and coaches. There is currently no legislation in place in the UK or Ireland which obliges certain businesses or premises to provide an Automated External Defibrillator (AED), however AED’s have been described as the single most important development in the treatment of SCA1.AED’s are easy to use, compact, portable and very effective. Some machines deliver the shock automatically without needing any further action by the operator; others instruct the operator to press a button to deliver the shock. They are safe and will not allow a shock to be given unless the heart’s rhythm requires it. Burns are a common workplace injury and can usually be effectively treated with simple first aid. Early cooling (within 20 minutes of the injury occurring) reduces burn depth and pain and prevents the burn from getting worse.

First Aid RoomThe Health and Safety (First-Aid) Regulations 1981 states

Employers should provide a suitable first aid room or rooms where the assessment of first aid needs identifies this as necessary. The first aid room(s) should contain essential first aid facilities and equipment, be easily accessible to stretchers and be clearly signposted and identified. If possible, the room(s) should be reserved exclusively for giving first aid.

A first aid room will usually be necessary where there are higher hazards such as in chemical industries or on large construction sites, and in larger premises at a distance from medical services. A designated person should be given responsibility for supervising it. The room(s) should be clearly signposted and identified by white lettering or symbols on a green background.

First aid rooms should:

• be large enough to hold an examination/medical couch, with enough space at each side for people to work, a chair and any necessary additional equipment;

• have washable surfaces and be kept clean, tidy, accessible and available for use at all times when employees are at work;

• there should be adequate heating, ventilation and lighting;

• have a sink with hot/cold running water – preferred but not a necessity;

• be positioned as near as possible to a point of access for transport to hospital;

• display a notice on the door displaying the names, locations and, if applicable the contact details of first-aiders.
