Why Results Based Accountability (RBA) Refresher

• RBA is the framework and underlying philosophy behind First 5 Kern’s Strategic Plan

• RBA philosophy has at its core an emphasis on focusing on the condition of the child and their family

• This refresher is meant to help Commissioners refresh their understanding and knowledge of the terminology and concepts used in RBA, which pertain to their Strategic Plan and strategic planning activities

• Result statements do not tell us the focus of how we are going to get there – just broadly where we want to go

First 5 Kern’s Strategic Plan Strategic Areas

• First 5 Kern’s Strategic Plan has four core Strategic Areas of focus, and each of these areas have a Result statement associated with the Strategic Area:

– Health and Wellness: Children will be healthy

– Parent Education and Support Services: Parents and Caregivers will be knowledgeable

– Childcare and Early Childhood Education: Children and Families will be supported in the community

– Integration of Services: Children and family support services will be integrated, nurturing, and culturally appropriate

Provide CASA assessment for area physicians

• Objective-Insure every child has a medical home– Example Strategies: Sign children up for Medical,

Healthy Families; health clinics at family resource centers; mobile clinics

• Objective- Parents will be knowledgeable about child development:

– Example Strategies: Parent education classes accessible to all parents, parenting teens will have case management, home visitation for parenting teens, literacy programs offered for parents

• Objective- Children will have health insurance:– Example Strategies: Parents provided CAA support,

parent ed curriculum have health access component, case management have health access resource guide

• Objective- Families will be supported in the community– Example Strategies: FRC provided families, parent

support service resource guide and materials provided, provide at risk families parent skills training and practice laboratory
