We are happy to announce that our concerns were finallyrecognized and our goal attained. The following is a press release from Zippo Manufacturing regardingzippotricks.com. Thank you to everyone who contacted Zippo with their concerns regarding the safety ofthis web site and especially Lt. Ron Mills, Flint Township Fire Department, who first brought this web siteto our attention.

Effective Monday, August 25,2003, Zippo ManufacturingCompany closed thezippotricks.com web site. Wetook this proactive action as aresult of on-going internaldiscussions and the expressedconcerns of some in the firesafety industry. Zippo Manufacturing Companyacquired the zippotricks.com website several months ago afterdiscovering its existence during aworldwide trademark infringementsearch. This site had existed forover five years before that,

completely independent fromZippo. By taking over the sitefrom the creator, we were able toexercise greater control over itand eliminating content we foundmost objectionable. Despite our best efforts somestill find the site controversial.Based on this controversy,continued internal concerns, andthe inability to adequately restrictsite access by individuals underthe age of 16, the company hasdecided that Zippo should nolonger be associated with this orany site that promotes tricking.

By taking this action in closingdown the site, Zippo Manufactur-ing Company disassociates itselffrom any and all web sites thatpromote lighter tricks. If anypresent or future site infringes onour trademark or other legallyprotectable rights, we will pursuelegal action. The U.S. Fire Administration hasa mission to reduce life andeconomic losses due to fire andrelated emergencies throughleadership, advocacy,coordination and support. It is thefederal leader in public fireeducation and awareness, fireservice training, fire-relatedtechnology and data collection. On March 1, 2003, FEMAbecame part of the U.S.Department of Homeland

Security. FEMA’s continuingmission within the newdepartment is to lead the effort toprepare the nation for all hazardsand effectively manage federalresponse and recovery effortsfollowing any national incident.FEMA also initiates proactivemitigation activities, trains firstresponders, and manages CitizenCorps, the National FloodInsurance Program, and the U.S.Fire Administration.

The Fire Marshal Division of theMichigan State Police appreciatesthe cooperation and support ofthe 1,033 fire and public safetydepartments that providedincident data through NFIRS forthe year 2002. It is this effort thatmakes it possible to look at thetotal fire experience, to identifyour fire problems, and to develop

strategies to address theseissues. The Michigan Fire PreventionCode, Act 207, P.A. 1941mandates that all organized firedepartments in the state reporttheir fire and haz mat incidents tothe state fire marshal. Michigan’s statewide firestatistics are located on our

This information helpstarget fire prevention programs.Cancelled enroute - If your firedepartment is dispatched andcancelled enroute, the IncidentType should be 611, the ArrivalTime should be the same asCleared Time, and the IncidentAction Taken should be 93(cancelled enroute).Incident Type - Be very specific inwhat is entered as the IncidentType. Very seldom will you usethe 100, 200, 300, and 400 “Other”as an incident type. They shouldonly be used if no other IncidentType describes the situation. Alist of Incident Types is listed inthe Quick Reference Guide. Youwill have opportunity to describemultiple actions taken later in thereport.Aid Given - If aid is given (codes3, 4, or 5), then only the informa-tion on the Basic module throughblock G1 (Resources) must becompleted by the departmentgiving aid unless a fire servicecasualty also occurs, then thedepartment giving aid must alsocomplete the Fire Service casualtymodule. The remainder of theBasic module and any othermodules associated with theincident may be optionallycompleted but are not required.The information not captured bythe department giving aid iscaptured by the department thatreceived aid for that incident.Small Grass Fires - Abbreviatedreporting for small grass fires wasa feature of the NFIRS 5.0 systemthat did not make it into the finalrelease version. The Incident

Type for “small grass fire” wasdropped during the process ofbringing NFIRS 5.0 codes more inline with the existing NFPA 901coding scheme. Therefore, a FireModule always needs to becompleted for a grass fire.The Bulk Import Utility allows firedepartments using third partyvendor software to send theirNFIRS data directly to Michigan’spartition on the federal server.When using this tool, it is veryimportant that all invalidincidents are corrected andrevalidated. Instructions arelocated on the FMD websiteunder “Statistics” or request acopy from Mary [email protected] . Ifyour department does not haveInternet access at the presenttime, files can be mailed on amonthly basis to the state byusing e-mail attachments or bymailing a disk.

Excused: Terrence H.Chesney.Staff Present: Gregory Kirt,Executive Director; Mary Egner,Recording Secretary; and JamesPorcello, Programs Administrator.Guests Present: Wayne Hanna,Ed Holtcamp, Kelly Johnston,Larry Morabito, Gary Pullen,George Scrimger, and WilliamSedlacek.Governor Signs 2004 Budget:The Governor has signed thebudget bill for fiscal year 2004.Unfortunately, county trainingallocations were reduced from aminimum of $5,000 per county to aminimum of $3,000 per county forfiscal year 2004. This is a result ofthe down economy, which hasaffected all areas of local, state,and federal government.FF I & II 2003 Test ResultsImprove Significantly: For the2002 training year, Councilupgraded the FF I & II curriculumto the Essentials of Fire Fighting4th Edition and began the use of acommercial test bank. As a result,test scores dropped and thestudent pass rate also dropped.In response to this problem,Council implemented newpreparation requirements forinstructors and restructuredstudent homework assignments.Preliminary results in 2003indicate that test scores and thepass rate have both improvedsignificantly. The average testscore in 2002 was 76%, and in

Council extends theirthanks to the instructors for theirhard work and congratulations tothe students for their improvedsuccess!FF I & II Electronic CourseManagement System (ECMS):Almost since the beginning ofMFFTC training in the 1960’s,course managers have com-plained about the paperwork thatis required. With the input ofnumerous course managers andinstructors, MFFTC staff memberGeorge Lutz has designed a newand easy to use software programthat incorporates completion ofthe Student Activity Record andall other necessary forms.Furthermore, information is onlyentered once, e.g., student names,instructors, etc. The ECMSsoftware enables the coursemanager to manage FF I, FF II,and FF I & II courses fromconcept to finish, including statusreports and on screen snapshotsof the course while in progress.Long range plans are to includeall MFFTC courses in the newsoftware program. Workshopsare scheduled for late August inTroy, Grand Rapids, Gaylord, andMarquette. Everyone attendingthe seminars will receive a free CDof the new software.Americans with Disabilities Act:A letter of clarification was issuedat the request of Dave Purchaseregarding separating the finaltesting from the actual FFI or IIclass, in order to allow (a student)a 28 day window (from the testdate instead of the course startdate) for requesting a reader forthe test only. The ADA andrelated court decisions disallowseparating the test from a courseto accommodate such requests.MFFTC Policies Revised: At the

June 11 Council meeting, minorrevisions were suggested for allCouncil policies which wereapproved by Council as firstreading. During the subsequentsix week comment period,additional minor clarificationswere recommended for Policies 1-3, 2-1, 2-3, 2-4, and 2-8, which werereviewed and discussed duringtoday’s meeting. Council thenapproved the second reading ofall policy revisions and gave theman effective date of August 13,2003.MFRI Fire Officer I & IICourses Revised: Councilapproved revisions to theMaryland Fire and RescueInstitute’s Fire Officer I & IIcourses, effective September 16,2003. The input received fromstudents, instructors, and fireservice organizations, along withthe analysis by staff was thebasis for the revisions. Therevisions were not as substantiveas originally discussed due tocopyright restrictions. Althoughit is not possible to satisfy allconcerns, it is believed therevisions made address the bulkof the concerns that were broughtforth to Council. Notice of therevisions will be sent to the MFRIFO I & II instructors duringAugust.Evaluation of Tactical TrainingNeeds: Based on input received,Council recognizes the need toprovide tactical training that is notincluded in the MFRI FO I & IIcourses. Council requested thatstaff do an evaluation of tacticaltraining proposals brought forthto Council and prepare recom-mendations for Council toconsider.Instructor Applications: Councilapproved 34 ProbationaryInstructors, 13 upgrades toCertified Instructor, and one

While atthe EXPO, he accepted theinvitation extended to theworkshop attendees to becomeone of the beta testers. He hasbeen using the beta programsince he received it and was soimpressed with its capabilitiesthat he went back to the FireFighter I and II course he had inprogress and transferred all hiscourse information into thenewly-developed softwareprogram. Even though thesoftware is still in the beta stage,he has found it to be a superiorprogram. To maintain certified instructorstatus, a certified instructor mustteach in an MFFTC registeredcourse or serve as a FFI and/or IItest evaluator within the previousthree (3) year period or he or sheshall be placed on probationaryinstructor status. EXEMPTION: A certifiedinstructor who teaches onlywithin his or her department; or acertified instructor in a largedepartment who may no longerinstruct but is the Officer inCharge of Training, may beexempted from the requirementsas stated in the above paragraph. For a certified instructor who is

Michigan Fire Inspectors’Society. Jim was an instructor invarious arenas and served as anexpert witness in several countiesfor arson cases. In addition to being a boardmember on a number of localorganizations that promote firesafety education and awareness,Jim has provided years of trainingto the fire service. He plans toremain active with the BerrienCounty Firefighters Associationand PSEP (Little Squirt). Jim currently resides in Nileswith his wife of 25 years, Diana,

before being promoted in 1994 toSergeant at the Gaylord Post. Hetransferred into the Fire MarshalDivision at Fifth District Head-quarters in Paw Paw in 1996,transferring to the Niles Post in1998, where he served until hisretirement. During his career with the MSP,Jim received two citations forProfessional Excellence. He was amember of the InternationalAssociation of Arson Investiga-tors, including the MichiganChapter, and certified as a FireSafety Inspector through the

FMD Retirementsand their three children, Jenifer,Patrick, and Kevin. Uponretirement, Jim plans to work inthe private sector as a fireinvestigator. “I have truly enjoyedworking with the fire servicethroughout the years,” Jim said,“and I look forward to continuingmy work with them in the future.” The Fire Marshal Divisionwishes Jim and Diana all the bestin the future.
