Exhibit “B”?

The sentence in Part 9, Paragraph 1 referring

to Exhibit-B is to be deleted from this bid

package. (The last sentence of the fourth

paragraph.)

Prior to the award of the contract, the lowest

responsive and responsible bidder may be

asked by Metra to submit three examples of

checklists or test reports used for previous

contracts that are similar. These checklists or

test reports shall follow the requirements of

the NFPA.

Can the flat rate for the preventative maintenance

testing services be invoice one time per year in

advance?

No. The annual flat rate/ fixed fee is to be paid

out in twelve equal increments. Each of the 24-

sites of Table 13.2 shall have preventative

maintenance / testing work performed once

per year.

classification “Security & Fire Alarm System

Installers” be changed to “Fire Alarm Repair

Fire Alarm, Sprinkler Maintenance, Testing, Repairs ● Detailed Specifications Part 1 General The Northeast Illinois Regional Commuter Railroad Corporation, d/b/a Metra, is seeking the services of a professional and capable contractor to execute the services required in strict accordance with the following combined specification. Services provided under this contract shall consist of the testing, inspection, resetting, repair, upgrade, and maintenance of all fire alarm and support systems, including fire sprinkler systems, owned and operated by Metra. These services are performed in strict accordance with the standards of the National Fire Protection Association and local fire departments, as well as any terms and conditions established in this specification. Part 2 Scope 2.1 This specification presents information for fire alarm and sprinkler preventive

maintenance, testing, and repairs for all of Metra’s facilities in the six (6) -county area.

2.2 The services and equipment referenced in this specification must meet or exceed all federal and State of Illinois requirements and regulations for safety and environmental control in effect at the time of delivery and servicing.

2.3 The contractor shall have all necessary equipment to test, repair, install, and maintain all Metra-owned fire protection systems. A list of all of Metra’s fire detection system locations are listed on Page 12 of this document, preceding the Metra System Operations map on Page 13 of this document. The contractor schedules, conducts, and completes testing and inspection of fire alarm, sprinkler systems, and support systems in accordance with established testing procedures at appropriate intervals as defined by NFPA standards and as required by local jurisdictions, or as established by Metra.

The contractor provides twenty-four (24) hours a day, seven (7) days a week emergency callback service to respond to all fire sprinkler and fire alarm issues. It is the intent of the contract to provide repairs and complete maintenance of the fire sprinkler and fire alarm systems so that the complete system is in first-class operating condition. All non-emergency work shall be done during the normal working hours of Monday through Friday from 7:00 AM to 4:00 PM and on an as-needed basis.

Part 3 Contractor Requirements

1. The contractor responds to maintenance calls, including emergency or supervisory fault conditions, within two (2) hours of notification.

Restoration must be accomplished within four (4) hours of the initial call, unless expressly directed otherwise by Metra.

Confirmation of response and restoration shall be made to Metra.

2. Metra shall notify the contractor, at its local office, of any trouble it identifies.

Metra, however, shall not be bound to discover any trouble or need of any repair.

3. The contractor is responsible to test the remote operation of each system that is connected to the AFC programmable logic controllers (AFC PLC), auto dialers, or SCADA at each site.

The contractor shall only verify whether or not a remote alarm signal has been received at Metra’s CCF (Control Center Facility) center, etc.

The contractor reports any malfunction of the secondary remote supervisory system to Metra immediately. The malfunction shall be noted in the test report.

4. For alarm calls where the contractor is called or notified by the local fire department, it is the responsibility of the contractor to notify the CCF of the time of call, response time, and completion time.

5. In circumstances where during regular testing and maintenance or an “incident” call where the contractor discovers a trouble condition requiring immediate attention by appropriate Metra personnel, it is the responsibility of the contractor to immediately report the problems and its severity to the CCF.

An example of this is an actual fire or the circumstance of a flooded sprinkler system in freezing weather, or activated sprinkler systems near high-voltage equipment.

6. No charges or claims for loses or damages can be made by the contractor for any delays or hindrances, from any cause whatsoever, during the progress of any point of the services and work specified in the contract.

7. The contractor is responsible for coordinating with proper Metra personnel whenever working on or near Metra tracks.

8. Metra reserves the right to add or delete fire alarm systems to or from Metra’s current system.

A change order is necessary to add or delete systems from the contract.

The addition or deletion of fire alarm systems shall not affect the contract basis of award, which shall remain firm for the contract term.

9. It is further understood that the contractor pays their workers the prevailing rate of wages for their trade as published by the Illinois Department of Labor.

The contractor shall also furnish certified documentation, including payroll records, that establish those wages paid. The monthly payroll records shall be submitted to Metra.

10. Calls outside of normal working hours are on an as needed/on-call basis and shall be compensated per prevailing wage rates.

There shall be no minimum call outs. Payment for overtime service require either the prior approval of Metra’s engineer or shall be in direct response to an alarm or "incident" call generated by the Maintenance CCF.

In either case, the contractor is responsible for notifying the Maintenance CCF of their arrival on site and notification of completion of service.

11. Metra has the right, when required, to have the contractor submit test reports on materials utilized in the maintenance or repair of the equipment.

All materials utilized are original equipment manufacturer (OEM) and are based on the manufacturer’s published ratings.

Part 4 Contractor Qualifications

1. The contractor’s employees that are assigned to and working on all of Metra’s fire protection systems must have at least five (5) years of experience in the maintenance of fire protection systems similar to those to be maintained on Metra, and provide proof of such experience upon request.

2. The contractor must employ licensed fire alarm technicians, persons experienced and qualified in the servicing of fire protection systems.

The contractor shall submit upon request the Illinois state certification of employees that are working on Metra’s fire systems, listing systems recently maintained, and the type and manufacturer of equipment.

3. The contractor must have fully-equipped emergency response vehicles that contain tools and spare parts to perform the work described in the specification. The company name, address, and telephone number must be displayed on the sides of the vehicle.

4. The contractor submits proof upon request that the company is currently listed by Underwriters Laboratories to provide the UL Certificate of Service.

Part 5 Testing

1. Upon receipt of Metra’s Notice to Proceed (NTP), the contractor then develops, within thirty (30) days, and in accordance with the requirements of the NFPA 72 Fire Alarm Testing Frequency procedure, and submit this procedure to Metra for approval prior to any testing.

The results of the test shall be clearly written on the test report. It shall be the responsibility of the contractor to coordinate these tests with the proper Metra personnel, unless otherwise directed.

2. The contractor must provide copies of his testing and inspection schedules to Metra.

The contractor must also provide written results of test reports. Metra contact information is determined after the award of the contract.

3. The contractor is responsible for submitting a spare or replacement component list, including cost of replacement components.

4. Metra and its authorized representatives shall have the authority to stop, alter, or affect the progress of the work in any way if it is not being performed in conformity with the contract, the manufacturer’s specifications, or Metra’s standards.

Part 6 Maintenance Requirements The contractor is required to conform to the following listed items:

1. The contractor shall use original equipment manufacturer (OEM) approved replacement parts only.

The contractor shall have available stored replacement parts to fulfill all requirements of this contract.

2. The contractor shall, upon arrival and at completion of any service call, telephone Metra’s Maintenance Control Center to report all work performed and inquire of any new service requirements.

3. The contractor must have the express approval of Metra on any maintenance or repair that is estimated to exceed eight (8) hours of labor or $500 of material cost.

This requires a complete, written, estimate provided to Metra. Estimates that are requested by Metra must be submitted within two (2) days if so desired. Failure to receive Metra’s approval prior to repair may result in nonpayment of repairs.

Metra personnel immediately review emergency estimates at the Maintenance CCF for direct action.

4. The contractor keeps a trouble call history listing equipment by location and type.

It shall be updated as work is performed and a copy shall be transmitted to Metra on a weekly basis. A copy is transmitted to Metra in a format approved by the Metra with the monthly invoices and support information as prescribed in this document.

5. Preventive maintenance occurs at the time of regularly scheduled testing and is included in the flat rate amount on the price list.

Preventive maintenance shall include, but not be limited to checking, cleaning, and lubricating any moveable parts. Any components with excessive build-up of dirt, dust, residue, rust, etc. shall be cleaned in the appropriate methods.

Failure of any system or components due to lack of preventive maintenance and neglect is the direct responsibility of the contractor.

The contractor shall perform preventive maintenance, inspect and audit all equipment as often as required, or as specified elsewhere to assure compliance with Metra standards.

A completion report of this work is submitted to Metra. Any equipment discrepancies is immediately reported to Metra.

6. The contractor develops and submits to Metra a report summarizing and detailing support material usage for all contractual service work under this contract.

This report is sorted by location and includes, as a minimum, a complete listing of all parts repaired and installed, the date of repair/installation, a brief description of the reason (vandalism, worn, guarantee) for the repair/installation, and any other pertinent comments, notes, observations, or comments.

Part 8 Materials 8.1 Parts

1. All OEM replacement parts and items used in repair and maintenance must be new and unused and have UL approval for the use intended.

2. All parts utilized must be compatible and integrative with existing equipment, and must not degrade the performance of the related equipment in any way.

Part 9 Test Reports

1. Test reports shall be submitted indicating the type, identification number and location of any device tested and noted as either "operated as specified," or "failed to operate."

Defective items, devices, or conditions must be repaired immediately. The test report shall also contain a summary of results and comments.

Individual reports are signed by the technician making the test and by an employee of Metra personnel in charge of the facility. Reports indicate the exact date and time of all repair and maintenance work.

Complete test reports are submitted weekly and no later than one (1) week after a location has been tested or repaired.

2. In the event of a suspected manufacturing or design failure, the contractor notifies Metra in writing.

Metra reviews the failure to determine responsibility.

3. All reports include a description of work performed and a list of materials provided to complete necessary repairs.

Part 10 Access The contractor is required to notify Metra one (1) week before access to the following facilities is granted. Also required is a 24-hour minimum confirmation prior to the day of service.

1. Stations and facilities: Proper Metra personnel provide access.

2. Traction substation: Proper Metra personnel provide access to substations.

3. Central instrument rooms (CIRs): Proper Metra personnel provide access to CIRs.

4. Central instrument houses (CIHs): Proper Metra personnel provide access to CIHs.

5. Elevator machine rooms: The Metra elevator maintenance contractor provides access to elevator machine rooms.

6. The contractor is responsible to coordinate with the proper Metra departments or maintenance contractor personnel to have access to certain locations.

Metra identifies appropriate persons to be contacted. Any and all associated costs are the responsibility of the contractor.

7. Parking for private vehicles of contractor employees on Authority property is not provided.

Part 11 Warranty

1. In addition to the warranty provided by competent manufacturers of products utilized for repair and maintenance, the contractor warranties that all materials, components, equipment, and accessories installed performs for a period of one (1) year without failure.

2. The contractor warranties that all components, materials, equipment, and accessories provided successfully and acceptably perform the function for which they are intended and meet design requirements.

3. Under the direction of Metra, the contractor, without any additional charge, replaces and installs any materials or equipment furnished and installed by him/her under this contract that failed or found to be defective within the one (1) -year warranty period.

Part 12 Execution

1. For the purpose of repairs, payment is on an hourly as-needed basis.

Metra does not provide compensation for travel or portal service.

Billable hours commence upon arrival at the property with the system to be repaired and end upon completion of repair.

2. For the purpose of this contract, recognized holidays are New Year’s Day, President’s Day, Memorial Day, Independence Day, Labor Day, Veterans’ Day, Thanksgiving, and Christmas Day.

3. All invoices or work orders shall be submitted on a weekly basis for review and approval prior to processing.

Storage space may be available at some locations; however, no central storage location is available on Metra property.

The contractor is responsible for the security of his/her equipment if stored on Metra property. Storage locations must be approved by Metra.

Part 13 Maintenance and Servicing of Fire Sprinkler Systems for All Metra Facilities

13.1 Requirements

1. If requested by Metra, the contractor/company must provide documented proficiency of a minimum of five (5) years of experience of servicing various components of fire sprinkler systems, such as:

• Fire pumps

• Jockey pumps

• Valves (all types)

• Gauges

• Dry

• Pre-action

• Deluge

• Fire suppression system Equipment is of various types and manufacturers.

The contractor must be able to maintain equipment per manufacturer’s specifications.

2. All maintenance and servicing are performed in a professional manner by fire protection-certified technicians.

Certification must be available upon request.

3. All required maintenance and service calls are performed exclusively by one (1) technician.

The utilization of labor resources that includes two (2) or more technicians, including the use of apprentice level labor, is reserved for labor tasks deemed to be safety-sensitive and/or for the simultaneous servicing of multiple systems.

4. The contractor must have sufficient labor resources to simultaneously provide readily available and reliable service on multiple units at multiple work locations.

5. All services and work must meet requirements as set by the City of Chicago Building Code and other applicable codes mandated by state, federal, and local agencies.

All inspection and testing requirements for the fire sprinkler system is per NFPA 25 and per the attached Inspection and Testing Requirements.

6. The vendor must be available to conduct repairs on a 24 hours a day, 7 days a week basis, and respond to emergencies within two (2) hours.

Normal business hours are 7:00 A.M. to 4:00 P.M. Monday through Friday.

7. The vendor provides at a minimum a one (1) -year warranty on all parts and labor.

The vendor extends all applicable manufacturer’s warranties and guaranties and parts and labor installed.

8. The vendor’s work order must list the starting and ending time of the service, nature of the problem, name of the Metra person who initiated the call, a detailed description of the work performed, and a signature of the designated Metra representative upon completion of the work.

9. Prior to the start of work, the vendor reports to the director of the facility or his designee, and state the work being performed.

The vendor signs in upon arrival at Metra facilities and signs out upon leaving.

The vendor must not leave tools and equipment unsecured while on Metra property.

Metra is not responsible for any damage or loss to a contractor’s vehicle or equipment while on Metra property.

Replacement equipment and/or materials are stored at the contractor’s place of business or in temporary storage until ready for installation.

10. The contractor must use only original equipment material and approved replacement parts as listed in O&M manuals.

The contractor must have twenty four (24) -hour access to all commonly used mechanical replacement parts such as fuses, valves, relays, belts, pumps, and piping.

The contractor must maintain and supply all necessary equipment and other commonly-used trade and tools to provide efficient and reliable mechanical services.

11. FOB (free on board) is the destination for all items.

All shipping, pick-up, handling, travel time, and any miscellaneous charges or costs are to be included in the vendor’s quoted prices.

No additional charges are accepted under this purchase order.

12. The contractor’s hourly rates are inclusive of all expenses, including but not limited to travel time and parking.

The contractor’s actual billable time is monitored and calculated through the access control security system of the building.

Labor rate charges are made only for time worked at a Metra facility.

13. Prices charged to Metra for material are based on actual manufacturer’s or vendor’s invoice price, plus applicable mark-up as per bid.

14. The vendor lists on the invoice detailed descriptions of replacement parts or units that include the make, type, model, year, etc. and actual costs to the vendor, as well as applicable mark-ups as per the bid.

15. The vendor’s invoice must have an attached copy of the invoice from the manufacturer or supplier that lists the cost of the replacement part or unit that was used for repair at Metra facilities.

16. The estimated hours of services detailed on this IFB are for bid purposes only.

Actual work is scheduled on an as needed basis. Metra makes no guarantee of the frequency of each service request.

17. Fire pump testing can be subcontracted if the contractor company does not have the expertise to perform fire pump testing, provided that the subcontractor is certified and licensed in the State of Illinois.

To be included as part of the flat-rate work, the contractor or subcontractor shall provide all labor, services, and equipment needed to perform fire pump testing.

To be included as part of the repair work and not as part of the flat-rate work, provide 1) repairs of defects of fire pumps so that they are ready for testing and 2) repairs of defects discovered during the fire pump testing process.

The provisions of the NFPA and local authorities shall be used as requirements of the work done by the contractor. The most stringent requirements shall apply.

2-2.4.1 Gauges on wet pipe sprinkler systems are inspected to ensure that they are in good condition and that normal water supply pressure is being maintained.
