Who’s Monitoring Your Third-Party Vendors?Does your institution turn-over your network and

system management to a third party? With the limited information security expertise that many internal teams possess, you may face added challenges when monitoring and tracking third party activities. Often, third party vendors utilize a ticketing system that they share when making a change, or send an email alert or report from some tool that they’ve configured to notify you that they were on the system. Is that adequate, and is there independence? With this model, the third party is essentially providing the solution to monitor themselves. Many of today’s security teams are moving beyond simply trusting that the vendor testing is enough, and are taking a more proactive approach. But where do you begin? A simple way to start is by asking yourself the following questions:

My provider performs firewall testing. Is that enough?If your network service provider manages your firewall and performs the tests, it’s important to understand that this is not fully-adequate—even if they claim to use an independent tool. Although having your network services provider regularly scan your firewall is a good practice, you still need an independent assessment, and you need to ask whether you have the internal network security skills to ensure that the assessments are configured and results analyzed appropriately.

We outsource. Does that mean they’ll handle all the testing?In the case of an outsourced core services provider, recommenda-tions often call for contracting for independent tests or running them yourself; if you have the proper capabilities. Regardless, the service provider must supply evidence of an independent third party assessment.

What should I ask my vendor to provide?Your vendor management should determine adequacy by identifying who is performing the provider’s vulnerability tests, and looking for identification of an independent third party letter or executive summary evaluation of the testing results. If you aren’t seeing this, you may need to contract for your own vulnerability/penetration assessment or request that the provider do so, along with an independent confirmation of the results.
