Falklands Interim Port and Storage System (FIPASS)

1. HistoryFIPASS is a floating structure consisting of six pontoon open deck or warehouse barge units and one Ro-Ro pontoon unit, which also serves to connect the barge units by way of steel modular causeway to the shore. The facility was constructed and installed by the UK Ministry of Defence in 1984 and was sold to the Falkland Islands Government in January 1988.

2. FacilitiesThe facility offers some 300 metres of berthing space with two barges being available for berthing and cargo handling, re-supply of ship’s stores or passenger movements. A third barge is available for berthing but also provides a warehouse facility and therefore allows limited cargo handling. The remaining three barges are dedicated to warehousing and storage and offer some 8000 square metres of space. By arrangement ships may take fresh water and bunkers at the berths however no shore side electrical power or telephone connections are available. Payphones and Wi-Fi are available on the dock but will require the purchase of cards. These cards are not available on the dock. Garbage and sludge disposal services are also available as is freezer space by arrangement with those service providers.

3. Port AuthorityThe facility is owned by the Falkland Islands Government. The facility is regulated by Falkland Islands law and by other rules issued by the Falkland Islands Government. They consist of-

4. FIPASS StaffAs provided for by the FIPASS Ordinance the Manager of FIPASS is the Chief Executive of the Falkland Islands Government or any person authorised by him to exercise the powers of FIPASS Manager. These powers have been delegated to FIG’s Marine Officer. Key staff are as follows:

5. Management Contract - FIPASSThe Falkland Islands Government has awarded a Management contract to Atlink Ltd to manage FIPASS on their behalf as provided for by section 21 of the FIPASS Ordinance. The Management Contract requires Atlink Ltd to provide on behalf of FIG the following management services or functions –

• Allocate berths• Provide fresh water to vessels• Monitor all stevedoring works to promote safe working practices• Monitor any other dock operations to promote safe working practices• Manage the allocation of warehousing and dock space• Undertake minor, basic repair and maintenance of the facility• Manage the provision of electrical power to users of FIPASS• Provide a night watchman service• Assist FIG with Oil Spill Contingency Plan• Issue invoices as required on FIG’s behalf• Supervise and promote good waste disposal practices by users of FIPASS• Manage designated lay down areas• Promote Health and Safety Practices as required by FIG

6. FIPASS Operation Guidelines and Instructions The following guidelines and instructions are provided for the direction of any company or person who is a user of, or is employed to carry out works on, FIPASS. The operation at FIPASS is undergoing considerable change during 2015 which will coincide with a new suite of policies and legislation. At any stage of the transition, it is important to heed the instructions from FIPASS management. However previous advice and guidance remains valid as set out below. Failure to follow directions could result in delays to a vessel’s berthing or unberthing. Failure to follow directions made by the FIPASS Manager or his deputy is an offence under the FIPASS Ordinance.

6.1. Capital Works A program of major restitution works is planned for 2015 and beyond. FIPASS management will endeavour to ensure that any disruption to operations on FIPASS is kept to a minimum and any expected restrictions will be notified in advance as much as possible.

7. Operational and Safety requirements at FIPASS

7.1. Definition of Users of FIPASS Any person that accesses FIPASS should be aware that they will be classed as a user of FIPASS. Users include:

• Any company or individual who has entered into a user’s tenancy agreement with FIG;

• Any employee of any company who has users Tenancy agreement with FIG • Any self-employed person who gains access to FIPASS; and • Any member of the public who gains access to FIPASS

7.2. User Requirements Vessel Masters, owners, operators, charterers and agents: Shall follow all directions given to them by the FIPASS Manager or his deputy in respect to FIPASS and associated areas. Shall provide as much information as is possible when wishing to use the facility and to obtain permission to carry out operations. Booking a berth does not permit or guarantee unspecified use of the facility. Those who provide linesmen are to ensure that they have adequate personnel to undertake the task safely and timely. Providing inadequate numbers of linesmen could lead to a vessel jeopardising the structure of FIPASS and the safety of the vessel.

7.3. Access Access to FIPASS may be restricted without warning for safety or security reasons.

7.4. Access to FIPASS – Use of vehicles on causeway With ongoing heavy traffic in support of routine port operations it is now necessary to introduce restrictions on vehicles passing over the causeway. It is advised that only one truck should be on the causeway at any one time. This matter is for drivers to self-regulate in the first instance. Should it become necessary then a formal system may be introduced.

7.5. Safe Working Practices It is the intention of the Falkland Islands Government (FIG), in meeting its responsibilities as owners of FIPASS, to ensure that all works undertaken at the facility and the adjacent hard standing storage areas are, as far as reasonably practicable, conducted safely with due consideration given to all users and visitors to the area. FIG expects working practices to be undertaken by users of FIPASS to standards of Health and Safety which are, wherever possible, the same or exceed those the UK Health and Safety Legislation promotes. The following sections outline some of the safe working practices expected by users of FIPASS.

7.6. Positive Safety Attitude Atlink are authorised on behalf of FIG to ensure safe working practices are being carried out, as far as reasonably practicable.

• Abusive behaviour from users will not be tolerated. • Correct PPE must be worn • Safety Signage must be followed • Safe Working Practices must be complied with

7.7. Good Housekeeping Good housekeeping at work can have a variety of positive effects on the work place such as:

• Can prevent accidents, such as slips, trips, falls, fires etc. • Reduce the chances of harmful materials entering the body (e.g., dusts, vapors). • Improve productivity. • Improve your Company’s image. • Make the best use of its working areas. • Make the workplace safe. • Reduce the risk of Environmental Pollution.

7.8. Safety Signs Different types of signage, their colour coding and meanings.

• Red Prohibitive (Must not do) No Smoking, No unauthorized entry etc. • Blue Mandatory (Must do) Wear hard hat, Wear eye protection etc. • Yellow Caution (Hazard warning) Fragile roof, High voltage, Fork lift trucks, etc.

• Green Safe Condition (The Safe Way) First aid, Escape route, Assembly Point, etc.

All signs will have a pictogram as well as text indicating the condition required. Some signs may contain a combination of two or more conditions for example; Danger LPG (yellow) No smoking (Red). Please note that fire prevention and fire fighting equipment may also be depicted by a red sign.

7.9. Drugs and Alcohol Any persons found under the influence of drugs or alcohol will be asked to leave the working area.

7.10. Personal Protective Clothing It is the responsibility of every person working on the dock to ensure that they wear adequate and appropriate personal protective clothing as recommended by the health and safety guidelines in respect of the operation they are to be part of. Any injury sustained due to the failure to wear such PPE is to the liability of the individual or employer. Employers are responsible for providing appropriate PPE for their Employees.

7.11. Emergency Response Procedures FIPASS currently has a number of emergency response procedures which should be understood and utilised by all users. These are in the following sections.

7.11.1. Fire Action to be taken by person discovering a fire;

• Activate the Fire Alarm (System or Vocal). • Dial 999 for the Fire Brigade. • Inform the FIPASS Duty Manager. • Evacuate the area and assemble at the Muster Point. • Duty Manager will account for all personnel. • If safe to do so: Attempt to extinguish the fire. • Duty Manager to brief the Fire Officer on their arrival.

7.11.2. Man Overboard Procedure (MOB) Action to be taken by person in the event of MOB;

• Throw a lifebuoy to the MOB, ensure it is thrown upstream of MOB. • Inform FIPASS Duty Manager or nearest Atlink staff member • Attempt to recover the MOB if possible, or keep the MOB in sight until a rescue

boat is deployed to recover the MOB. • Persons on FIPASS should not enter the water in a rescue attempt.

7.12. Insurance All company users of FIPASS should ensure that they hold adequate policies of insurance covering employee protection, third party and public liability. This should cover risks arising out of the specific work activity they are engaged in on FIPASS. Such liability insurance should be not of less than one million pounds relative to each activity of which they are engaged in on FIPASS. Such policy should indemnify the Falkland Islands Government as owners of FIPASS and Atlink Ltd in their capacity as the management contractor of FIPASS against any claims made against any user. It is the responsibility of the policy holder to ensure that his cover remains current and up to date. The Falkland Islands Government and Atlink Ltd advise that they cannot be held liable to meet any claims made against any user of FIPASS.

7.13. Planning for Work on the Dock A risk assessment of any work to be carried out on the dock will be undertaken by the person in charge of any works before any operation commences in order to ensure that

every reasonable precaution has been taken to prevent injury to individuals or damage to the facility.

7.14. Permit to Work A “Permit to Work” on FIPASS, must be obtained from the FIPASS Duty Manager in all instances prior to the following activities;

• Working at Height. • Welding or Associated Hot Work. • Entry into Confined Spaces. • Diving Operations at FIPASS or on any vessel alongside. • Electrical Work. • Handling Dangerous or Hazardous Goods.

It should be noted that the above permits are only required for work taking place on FIPASS. For work onboard vessels, the vessels own safety management system will have to be consulted as to whether a permit is required. No permits are required from FIPASS. Application forms for any such works are available from the Duty Manager. Completed applications for work permits should be presented to the Duty Manager on the day of such works.

7.14.1. Dangerous or Hazardous Goods All users will report to the Duty Manager of FIPASS any instance where they are handling or intend to store any dangerous or hazardous cargo or substance. The provision of the Dangerous Goods Ordinance 1987 must be complied with and the UK Dangerous Substances in Harbour Areas Regulations 1987 should be considered as if such legislation were to apply to FIPASS. Individuals are reminded of the need to wear appropriate and adequate PPE whilst working with hazardous cargo or substance.

7.14.2. Working at Height Any work carried out with a risk of falling 2 meters or more, constitutes “Working at Height” and an appropriate permit to work and risk assessment must be carried out prior to the task.

7.15. Use of Plant and Equipment – Lifting or Haulage etc.

7.15.1. Certification and Serviceability Any lifting plant or equipment (e.g. cranes, forklifts etc) used on the dock must hold an appropriate in date test and examination certificate. Any person operating any item of plant or equipment on the dock will ensure that it is suitable for the work to be carried out (i.e. that it is ‘fit for purpose’). All plant and equipment should be operated in accordance with both the manufacturers’ recommendations and those guidelines issued by industry for safe operational practice. Operational limitations of the plant or equipment should never be exceeded. It is the responsibility of any operator of any item of plant or equipment use d on the dock to ensure that it is serviceable before commencing work. Any injury or damage caused by

the use of defective or unserviceable equipment will be to the liability of the operator or owner. The use of any item of plant or equipment must be supervised as necessary. Where the operator does not have a clear and unobstructed view of the whole operation a competent person must be appointed as signaller. Only approved man cages are to be used for lifting persons. Personnel should never be lifted by a hook or ride on the forks of plant equipment. Banksmen/Slingers should be trained and deemed competent for the work. Lifting operations should be stopped, if wind conditions make it unsafe to continue. Approved lifting methods are to be followed at all times.

7.15.2. Parking of Vehicles and Plant No vehicle, item of plant, equipment or any other item is to be left in a location that restricts the access to the dock or any working area by other users of the facility. Parking is only allowed in designated areas on site in order to keep access clear for operations and emergency vehicles. The maximum speed limit on FIPASS 10 mph.

7.15.3. Drivers or Operators of Vehicles and Plant The provisions of the FI Road Traffic Ordinance apply to the dock facility. No vehicle or item of plant will be driven or operated on FIPASS by any individual who does not have a valid licence to drive such a vehicle or item of plant as issued by the Royal Falkland Islands Police. Any individual who drives or operates any item of heavy plant or lifting equipment is expected to have a recognised certificate issued under the health and safety guidelines e.g. CTC to operate the item of plant or equipment. FIPASS is a “road” for the purposes of the road traffic ordinance and drivers, including operators of plant and machinery, who breach that ordinance render themselves liable to criminal prosecution.

7.16. Pollution and Waste Control All users of the dock are advised that it is an offence for any individual, or any ship, to discharge oil or an oil mixture into the sea within the confines of a harbour or in the territorial waters of the Falkland Islands. It is also an offence to dump any garbage, waste, refuse, plastic wrapping or containers into the sea within the confines of a harbour or in the territorial waters of the Falkland Islands. Any spill of any oil, fuel or waste into the sea should be reported immediately to the Fisheries Duty Officer and the FIPASS Duty Manager. All users will take every reasonable action to prevent damage to the environment by way of oil or fuel spills. No burning of waste or rubbish will be permitted anywhere on FIPASS.

7.16.1. Waste Oil The disposal of waste oil in bulk may be arranged through Stanley Services Ltd.

7.16.2. Sewage There are no on-shore facilities available to handle Sewage waste from ships.

7.16.3. Waste Disposal It is the responsibility of the Master of any vessel to arrange for the safe disposal of any refuse, garbage or any other waste products from his ship. Waste receipts are available on request.

7.17. Biosecurity The Falkland Islands are extremely fortunate in that they are free from most of the serious animal and plant pests and diseases that affect many other parts of the world. The Government and people of the Falkland Islands would like this favourable situation to continue into the future. Your assistance is requested in ensuring that unwanted diseases and pests of either plants or animals are not inadvertently introduced into the islands by the illegal importation of any prohibited items. For vessels visiting FIPASS, ICW must be sealed in plastic bags and placed in the designated yellow ICW/Galley waste bin. For a list of prohibited items and more information on biosecurity please see the current Ports & Harbours Information booklet – 2015, 21st Edition, page 7.

7.18. Incidents and Accidents Any accident resulting in injury to an individual or material damage to the facility or vehicle or item of plant or equipment, or incident that could have resulted in injury or damage, is to be immediately reported to the FIPASS Deputy Manager. Dangerous occurrences are certain ‘near-miss’ events. It is important that these are reported and recorded so that a further incident can be prevented. Accident Reporting Forms are to be completed with 24hrs and sent to the Duty Operations Manager. An electronic copy of the form will be distributed with this User Pack.

8. User Guidelines and Instructions for Vessels Berthing

8.1. Definition of Dock Operations • The mooring or unmooring of any vessel • The loading or unloading of cargo • The embarkation or disembarkation of passengers • The embarkation or disembarkation of a ship’s crew • Bunkering any vessel • The re-supply of any ship’s stores or spares • Handling or movement of any goods, stores, or supplies • The operation of launches or work boats using FIPASS • Attendance by any vessel owner(s) or agent in support of any of the above

activities • Any activity incidental to any of the above activities • Any activity incidental to any of the above operations

• The use of any public or welfare amenities located on FIPASS

8.2. Notification of Personnel and Subcontractors Employed by Users on FIPASS

All users of FIPASS are to advise the FIPASS Duty Manager of personnel or subcontractors they employ on the facility.

8.3. Connection to Services No user of FIPASS is to connect to, or disconnect from, any service provided at the dock without authority of the FIPASS Duty Manager.

8.4. Structural Alterations No user of FIPASS is to make any structural alteration to the fabric of FIPASS without the authority of the FIPASS Duty Manager.

8.5. Bunkering It is the responsibility of the Master of any vessel taking bunkers at FIPASS to ensure, in liaison with the bunker provider, that his vessel is appropriately moored to take bunkers, that hoses and couplings are of sufficient length and are in good condition and that adequate precautions have been taken to prevent accidental spillage and in the event of a spill that adequate oil spill equipment is on hand to immediately control and prevent the spread of the spill and that adequate fire prevention measures are provided. Any spill is to be immediately reported to the Fisheries Duty Officer and the FIPASS Duty Manager.

8.6. Mooring It is the responsibility of the Master of any vessel berthing at FIPASS to ensure he has adequate mooring lines rigged to avoid any damage to the dock or the vessel being caused by severe weather conditions. Line handlers provided by the user must fit the following criteria: Must be trained and training recorded. A minimum of two line handlers for berthing or unberthing. Life Jackets to be worn in addition to standard PPE which must be in serviceable condition.

8.7. Access to Vessels It is the responsibility of the Master of any vessel berthing at FIPASS to ensure that the means of access i.e. gangways, to his vessel are safe for use.

8.8. Vessel and Port Security It is the responsibility of the master of any vessel berthing at FIPASS in liaison with the Port Security Officer to arrange for the security of his vessel.

8.9. Deck Loads Following an Ultrasonic Thickness Measurement (UTM) Survey in 2011, the deck loads in FIPASS was reduced to 8 metric tonne per square meter. New purpose built crane pads (5 x 2m) are available and must be used by cranes to spread the loads on the deck of FIPASS. A further UTM Survey was completed in May 2015 and awaiting final report, which may reduce the Deck Loading Limit further.

8.10. Water FIPASS is able to provide up to 70 tonnes of Fresh water without notice at a rate of 25 tonnes per hour. With a minimum of 24 hours notice 100 tonnes of water can be supplied. With 2 days notice, 200 tonnes and possibly more can be supplied. Fresh water is not normally available at FIPASS on weekends, unless prior arrangement has been made.

Instructions for Berth Booking Form Atlink Ltd has provided a new form to make the booking and confirmation of berths more streamlined efficient. We have included the following instructions to help our customers make a smooth transition to the new system. All customers are required to fill out Section 1 to request a berth. To confirm a berth allocation the Duty Manager at Atlink will fill out Section 2 and return it to the customer. All fields in Section 1 must be filled out by the customer before sending to the Duty Manager. For all date fields, the date must be entered in the following format. Example: dd/mm/yyyy For all time fields, the time must be entered in the following format using 24 hour clock: Example: 00:00 It is important to note that when entering the time that a colon (:) is used between the hours and minutes. All drop down menus must have one of the available options selected. In the operations section it is important to tick the boxes of those operations you would like to perform during berthing. It is also important to select any work permits you might require. Upon requesting a work permit, the Duty Manager will send you the correct form which is to be filled out and presented in hard copy form to the Duty Manager on the day of planned works. This form is easily imported into the booking and invoicing system here at FIPASS. We hope you find these instructions helpful.
