Message from the SecretariatIt has been a very busy six months for the PPN since our last activity report in November 2017. We are proud to be launching our Fingal PPN Strategic Plan 2018 to 2021, PPN Community Issues Paper and our Fingal Wellbeing Statement. These pieces of work will support us in strengthening our purpose and mandate, while adding value to the work that we do. We would like to thank the PPN Strategic Plan Steering Committee who led the development of this work.

SecretariatIt is a time of change for the Secretariat. We welcomed two new members to the Secretariat in November 2017, Ema Idowu and Michael Walsh, bringing to 5 the number of new Secretariat members in 2017. We enter April 2018 with 6 vacancies arising in the Secretariat due to a mix of retirements and terms coming to an end. We would like to thank Ann Lynch, John McGrath, Maria Tormey, Pat Murphy, Peadar Kelly and Tony Brennan for their service, all of whom have made an enormous contribution to the PPN since being elected as members of the first Fingal PPN Secretariat back in 2015. It is apt that we enter our next phase of development with a fully renewed Secretariat to take the reins on our next set of challenges.

LCDCSignificantly, we are also renewing our PPN Representation on the Local Community Development Committee (LCDC). Adaku Ezeudo, Alice Davis, Jeff Murphy, Máire O’Brien and Tony Brennan have served the PPN well since their election onto the LCDC in 2015. In 2017 alone, they oversaw many programmes and initiatives that benefit communities directly on the ground, including the Community Facilities Scheme and RAPID scheme worth in in excess of €125,000, the tender process of the multi-million euro Social Inclusion and Community Activation Programme, the Healthy Ireland Fund worth in excess of €130,000 and LEADER funding worth over €200,000. As the LCDC enters the mid-point of their Local Economic and Community Plan, we are happy to be renewing our representation on this committee.

MembershipMembership of the PPN continues to grow steadily and now stands at 582 organisations, evenly distributed across Fingal. Engagement levels between the PPN and our members remains good and this is something we will continue to work on, in particular through our Linkage Groups which we look forward to re-launching with a broader focus and more community ownership.

Finally, we would like to thank our membership for their continued commitment to the PPN. Whether it is participating in training sessions, filling out surveys, attending Linkage Group meetings, providing content for our Newsletter, coming along to our Plenary meeting or just spreading the word.

PPN Office and Contact DetailsFingal PPN is based within the Community, Culture and Sport Division in Fingal County Council. Jamie Moore is the full-time PPN Resource Worker. Jamie’s role is to support the development of the PPN under the guidance of the Secretariat and be the first point of contact in relation to PPN business for all our members.

More recently, the PPN is being supported two days a week by a part-time administrator, Adam Rudden. This is following a motion by the PPN membership at the November 2017 PPN Plenary Meeting requesting additional resources from Fingal County Council.

Fingal PPN Finance Update2017 Income and Expenditure (Final)The following table outlines Fingal PPN income and expenditure for 2017. The annual core budget for Fingal PPN is €80,000. This budget is made up of €50,000 from the Department of Rural and Community Development and €30,000 from Fingal County Council. In 2017 Fingal PPN spent €89,740. The additional spend of €9,740 arose due to a changeover in staffing and associated expenses. This cost was covered by Fingal County Council, as per agreement with the PPN Secretariat. Aside from this, there are no issues to report.

2018 Revised Budget and Expenditure to DateThe revised projected expenditure for Fingal PPN for 2018 now stands at €84,150. This has been revised upwards since November 2017 due to the successful securing of additional part-time administrative support from Fingal County Council.

The PPN is delighted to be collaborating with the Community, Culture and Sport Division of Fingal County

Council on the Fingal Mayor’s Community Volunteer Awards 2018. The awards, led by Mayor Mary McCamley,

exist to acknowledge the efforts made by individuals who contribute positively to their communities in Fingal

through their volunteering efforts. This is a great opportunity to acknowledge individuals in your community who

dedicate their time and effort to making a positive impact and lasting impression in their local area. There are 5

awards categories along with a Public Choice Award which will be determined by public vote.

Dublin Environmental Gathering 2018Over 100 community based environmentalists gathered in Wood Quay on Saturday 7th April to discuss how PPNs are an effective vehicle to pursue the environmental agenda at local level. The event was organised by the four Dublin PPNs (Dublin City, Dún Laoghaire Rathdown, Fingal and South Dublin County) in partnership with the Irish Environmental Network.

Architect and Environmentalist Duncan Stewart was the keynote speaker at the event and emphasised the need for communities to mobilise and engage if change is what they want to achieve. A PPN member from each of the four Dublin areas also made a presentation on their Environmental work, with Maria Tormey representing Fingal PPN and Blakestown Drive Community Group. More than 10 environmental organisations also showcased various community led projects and supports at the event.

Fingal PPN Strategic Plan 2018 – 2021Well over 300 members of the PPN engaged in our Strategic Planning process over an intense 5 month period. This has been a challenging but rewarding process for the PPN, the result of which is the launch of our new Fingal PPN Strategic Plan 2018 – 2021. Our overall Strategic Goal is:

That Fingal PPN is an integral and respected local decision-making partner and network. It is engaged and pro-actively consulted in the development of all Fingal economic, social, community and

infrastructural policies. Its members are well supported and aware of their ability to make a difference for their community.

This overall Strategic Goal will be achieved through 17 strategic actions under four policy areas: Improving our Network, Improving our Communications, Improving Our Representation and Improving our Membership Supports.

Connected to the development of our Strategic Plan and supporting its implementation are the Fingal PPN Community Issues Paper and the Fingal Wellbeing Statement.

Fingal PPN Community Issues Paper

This Fingal PPN Community Issues Paper sets out to document and summarise key issues that have emerged from each of the PPN Linkage Groups. This Community Issues Paper serves as a foundation of the advocacy efforts of the PPN, our Linkage Groups and our Representatives. This is a living document that will be added to over time and at least once annually. Linkage Groups are not confined to the issues raised in this paper; these are to be built upon by the Linkage Groups to reflect a broader landscape of issues and other emerging issues.

Fingal Wellbeing StatementThrough the PPN User Guide, the Department of Rural and Community Development has tasked Fingal PPN to develop a Wellbeing Statement. A wellbeing statement looks at what is required for the wellbeing of individuals and communities, now and for the generations to come. Following consultation with our member groups, Fingal PPN has developed the following principles as a requirement for Wellbeing in our community:
