Finding Real World
Solutions for Animal ID
NWPP Major Milestones• March 2004: Cattle associations visit with
Bill Hawks and Keith Collins of the USDA
• July 2004: Submitted grant application to USDA for NAIS pilot project funding.
• August 2004: NWPP selected as one of 29 projects to receive federal grant monies.
• November 2004: Project kickoff and is funded by USDA
Regional Partners
Idaho
Cattle
Association
• The industry coalition includes:
– Beef, dairy, sheep & bison industries
– State departments of agriculture & vets
– Brand boards
– WSU & UC Davis testing labs
– University Extensions
– Alberta Cattle Associations
Regional Objectives
• Producer driven project & solutions
• Shape NAIS through hands-on trials
• Test multiple ID processes
Regional Objectives
• Track livestock: – across state and national borders, – from herd of origin through processing.
• Provide auditable events to the NAIS
database.
• Populate & test state premise ID systems
using common definition across states.
• Associations provide outreach and
education.
Goals of the NWPP
• Help USDA refine the NAIS to be workable, reasonable, and practical.
• Meet USDA’s goal of 48-hour traceability.
Production Scenarios
• Beef & Bison:Beef & Bison: 22,600 head22,600 head
• Dairy:Dairy: 3,300 head3,300 head
• Sheep:Sheep: 1,100 head 1,100 head
Estimated Enrollment of All Species = Estimated Enrollment of All Species = 27,000 hd27,000 hd
Producer Participant Criteria
• Enroll between 100 – 200 head of livestock.
• High probability that livestock will stay in region.
• Will target 75% “tag retired” success rate.
– Attempt to track 25% “fallout” & reasons for fallout.
• Will cover initial hardware & implementation costs.
– Reimbursed $0.75 per event per animal, or
– Reimbursed $40 per group per event
Producer Participant Criteria
• Willing to participate in extra recordkeeping.
– Agree to have cattle movement records open for review.
• Willing to enter movement data via internet system.
• Willing to have name
released as a participant.
Participant Decisions
– Establish a premises number
–Choose the method of identification
–Individual
–Group
–Enter events by animal or group
identification
Establishing a Premises Number
• California, Idaho
– System is developed
• Nevada, Utah, Oregon, Washington,
Hawaii
– Testing systems and looking at
alternatives
One vs. Multiple Premises Ids
• Difficult to identify specific origin of animal(s) during trace-back
• More difficult to track movement between specific premises
• Fewer premises IDs to manage
• Quarantine will likely involve all locations
• Rapid and specific identification of animal(s) origin during trace-back
• Easier to capture movements between premises
• More premises IDs to manage
• Facilitates individual premises quarantines for multi-premises operations

Participant Decisions
– Establish a premises number
–Identify the method of identification
Choosing the Method of IDThe NWPP will not endorse any technology,
vendor or management system. Participant chooses how to identify their animals:
– Brand only (Group Lot)
– Visual tag (Individual ID)
– Electronic ID (EID) (Individual ID)
– Visual tag & EID (Individual ID)
– Other technologies (Group or Ind. ID)

Participant Decisions
– Establish a premises number
–Identify the method of identification
–Enter events by animal identification
Record Movement Events• Where animals are:
– Commingled or
– Moved across state lines or
– Change of ownership.
Required Information• Premise number/location
• Event
• Date of Event
• Animal or Group Number
Entering Events• Entering events by animal
identification
– Group Lot
– Individual Identification
Group Lot Events
1 Begin Group
2 Moved Group In
3 Moved Group Out
4 Lot Sighting (i.e. vet sighting)
5 End Group (Inventory is Zero)
Individual Animal Identification
• Events
1 Tag Allocated
2 Tag Applied
3 Moved In
4 Moved Out
5 Lost Tag
6 Replaced Tag
7 Import Animal
8 Exported Animal
9 Sighting (i.e. vet
sighting)
Individual Animal Identification
• Events
10 Slaughtered
11 Died
12 Tag Retired
13 Animal Missing
14 Final Veterinary Inspection - ICVI
Individual Animal Identification
• Optional Information– Birth Date/Period– Species– Age of Animal– Sex– Breed– Remarks– Alternate Animal ID 1– Alternate Animal ID 2
Identification Pilot Results• Develop an auditable trail
–Audit from birth to death
–Find solutions to issues
The NWPPThe NWPP will work to
influence the NAIS to
develop a positive
solution that is workable,
reasonable, functional,
and cost effective for
the producers in the
Northwest.
