1. Context
Colombia :
- The Municipal level has competencies and legitimacy
- Over the last years, big municipalities, were able to take advantages of the political and financial autonomy to conduct innovative policies and initiate deep changes ;
Medellin :
- Second City in Colombia , economic and financial center , with a population of 3,8 M
- Very well managed municipality , good financial situation, high indebtedness capacity ;
- A city with a genuine urban development strategy (social urbanism) : a vision, competencies, instruments, successes ;
- A strategic project ;
- A shared interest for exchanges and for French expertise
2. Social Urbanism and PUIs
Urban Social Planning : Urban Social Planning is an urban approach whichmakes the citizen a central actor of the changes in his city. He is « co-responsible » of each public initiatives that is launched in this process. Theobjective is regain confidence in the policy :
massive and rapid transformation of the districts, associating the population ateach stage,
combining physical transformation and capacity development of the inhabitants
giving dignity back to the people (the most beautiful for the poorest).
The Integral Urban Project : a three – fold tool to conduct a policy of socialurbanism : physical transformation, social transformation, institutionaltransformation
3. First Integral Urban Project (PUI)

Integral Urban Project :USD 400 M millions de dollars in the Center East Zone of the City
A transport component (providing access to the city) : a tram system and 2 new urban funicular lines to connect the center of the city and the Center East neighborhoods. The objective is also to reconnect these poorest zones to the city ;
An Integral Urban Project component : massive investment in the Center-East area, public infrastructure, housing, etc ; social inclusion is a central objective;
Impacts : 2 municipalities, 300 000 people

5. AFD Support to the Center-East PUI
A USD 250 million loan over 20 years, to finance the transport component of the Center-East Integral Urban Project : a tram system and two funicular lines
A technical cooperation programe :
Support to the Integral Urban Project model : capitalization (writings) et mainstreaming of the model (Exhibition at Pavillon de l’Arsenal in octobre2011and APUR)
French participation to design the Plan Medellin 2030 (Bio 2030) – APUR
