Odisha state Higher Education Dept. financial funding for college libraries

College libraries, which are the largest group of libraries in the country, have also been facing the problem of poor services, outdated collection of reading materials, financial constraints and inadquate professional staffs.

A library act as a public institution or an establishment charged with the care of a collection of books the duty of making them accessible to those who require the use of them and the task of converting every person in its neighborhood into habitual library goers and readers of books

Strategic planning for the library is carefully tied to the mission and vision of the College and the library. The overall strategy involves operational excellence. This strategy focuses on “providing users with quality services and products delivered with few inconveniences and minimal difficulty” (Matthews, 2005).

1. To study the financial problems of libraries.2. To study the strategic planning models for the

libraries.3. To study the budget provision for the libraries.4. To study the financial sources of funding for Govt.

college libraries in Odisha state.5. To study the financial expenditure of the libraries in

ICT era.6. To study the infrasture facilities.7. To study the library services.8. To suggest possible measures.

Aims and Objective:

The research study shall be confined to all Govt. college libraries of Odisha state. In the geographical jurisdiction of state of Odisha and period covered up to year 2014.

Scope and limitations:

The research shall be based on survey research method along with observation by the researcher and the primary data collection shall be made with the help of questionnaire, interview supported by personal visits and observation.

The secondary data based on libraries literatures and web resources etc.

Research methodology tools and techniques

The researcher has proposed to organize the entire research plan in five major chapters. The chapters are proposed and tentative and shall be altered looking into constraints and data collection problems. The tentative chapters are as follows:

1. Introduction.2. Review of related literature.3. Financial problems and strategic planning and

issues and challenges.4. Data analysis and findings.5. Summary and suggestions and conclusions.
