STATE ASSISTANCECROUS STATE GRANTSThe website service-public.fr provides the public with a simulator developed by the CROUS to calculate the total grant students may claim based on social criteria. Just go to Service-public.fr: https://www.service-public.fr/particuliers/vosdroits/R18296

This grant is means-tested depending on your parents income tax declaration. Applications must be made every year between 15 January and 31 May.

You can apply for a grant and/or accommodation in a CROUS residence. After studying your application, the CROUS will issue you with a conditional grant notification. This grant exonerates you from the contribution, which has been set at €90  to “encourage student support in the social, healthcare, cultural and sports areas“.

EMERGENCY AIDThe Fonds National d’Aide d’Urgence (National Emergency Aid Fund - FNAU) can provide students facing serious difficulties with rapid, personalised financial assistance, such as the breakup of the family or confirmed independent status.

To benefit from emergency aid, the student must be aged less than 35 on 1st October of the academic year for which they are applying for aid. This age limit does not apply to students recognised as disabled by the commission des droits et de l’autonomie des handicapés (commission for the rights and autonomy of the disabled).

You must apply to the CROUS in your local education authority.

SCHOLARSHIPSIn addition to grants obtained on social criteria, scholarships provide additional assistance for the most deserving students.

Conditions: EIn addition to being a grant holder or receiving a specific annual allowance, you must:

• Have obtained the grade “très bien” at the most recent session of the baccalaureate

• Or obtained it the previous year

Procedure for allocation: scholarships do not require the student to make an application.

The CROUS identifies students liable to receive a scholarship after checking the list of students who received the grade “très bien” the previous year. The final decision to grant a scholarship is then taken by the head of the local education authority, who notifies the candidate.

The student must demonstrate his/her regular attendance in class and for exams and not be required to repeat a year (except for medical reasons).

INDIVIDUAL ASSISTANCEWho can apply for individual assistance?

You must be aged below 35 on 1st September of the year for which you are applying for individual assistance (annual allowance or one-off assistance).

There is no age limit for students suffering from a disability recognised by the commission for the rights and autonomy of the disabled.

THE ANNUAL ALLOWANCE

This allowance is the equivalent of a social criteria grant. It exonerates students from university registration fees and from the contribution to student and campus life (CVEC).

What conditions do you need to fulfil?

To receive an annual allowance, you must fulfil the conditions for social criteria grants.

You have the same conditions for assiduity as grant holders (including in cases of severe illness, international exchanges, etc.) The annual individual assistance may not be allocated in addition to a social criteria grant. However, it can be granted in addition to international mobility assistance, one-off assistance, and a scholarship.

How can I apply for an individual annual allowance?

You must first apply for a grant as part of your student social file (dossier social étudiant - DSE). In it you will describe your individual circumstances.

INDIVIDUAL ASSISTANCE

ONE-OFF INDIVIDUAL ASSISTANCE

This allowance aims to help you continue your studies despite a serious situation that develops during the academic year. Your situation will be verified by a social assessment.

A one-off allowance may be awarded in addition to a social criteria grant, an annual allowance, international mobility assistance, and a scholarship.

What conditions do you need to fulfil?

You must be a student on an initial education course. If your circumstances justify it, several one-off allowances may be awarded exceptionally during the same academic year.

How do I apply for one-off emergency assistance?

Contact the social services of your CROUS to take an appointment with the social assistant in charge of your area of study. 

How is the one-off allowance paid?

One-off assistance is paid as a single amount.

The maximum amount of a one-off allowance corresponds to the annual amount for scale 1 of social criteria grants. If you are awarded several one-off allowances during the same academic year, the total sum of these allowances cannot exceed twice the annual amount for scale 1.

NEOMA BS SOCIAL GRANTS FOR CROUS STATE GRANT-HOLDERS

From September 2019, grant-holders can benefit from tuition fee reductions of up to 50%.

These grants, funded by NEOMA Foundation, cover post-high school programmes and the Master in Management Programme (apart from years when apprenticeships are proposed).

NEOMA BS ASSISTANCEJACQUES LAMBERT GRANTThe Jacques Lambert foundation, under the aegis of the Fondation de France, awards study grants of €2500 to business school students in the 1st year of the Master in Management Programme. CThis grant is reserved for students of French nationality.

Each year, NEOMA Business School selects 6 student files (3 from Reims and 3 from Rouen) to submit to the foundation based on the following criteria:

FRANCO-GERMAN UNIVERSITY GRANTThe Franco-German University encourages links between economic players and students, alumni, and PhD students. They encourage such links with the FGU Grant created in 2014.

Financed by prestigious firms such as Michelin Reifenwerke, Hutchinson GmBH, BNP Paribas, and SaarLB Bank, these grants are not only used to reward outstanding university careers. They also enable selected students to boost their student pathway and their CV, for example by undertaking an internship in the firm or writing an end-of-studies dissertation about it. Thus, they acquire professional experience and develop their network.

Applications open on 1st June and continue until 30 September of the same year.

OTHER ASSISTANCEFEDEEH GRANTThe purpose of FÉDÉEH grants is to support young disabled students on vocational training courses, who do not always find funding means to compensate for the needs of their particular circumstances.

With these grants, FÉDÉEH and its different partners aim to respond to these needs without replacing existing schemes, and to send a message of encouragement and support to all disabled students and school pupils.

Who can apply? 

The following groups are eligible to apply for a FÉDÉEH grant: 

> Young disabled students enrolled in a higher education establishment, or those in their final year at high school who wish to enter higher education.

> Disabled students aiming to continue their higher education (BTS, IUT, Business or engineering school, universities, apprenticeships, etc.)

Application period: From the beginning of February until the beginning of April of the current year.

AMOPA GRANTS

Grants are awarded by the Association des Membres de l’Ordre des Palmes Académiques to young students aged between 18 and 25 who are undertaking an internship in France or abroad of between 2 and 6 months. The internship should preferably take place during the summer.

LOANSSTUDENTS LOANS GUARANTEED BY THE STATEThe State set up a “student loan guarantee fund” in partnership with a number of banks (Société Générale, Crédit Mutuel, CIC, Banque Populaire, BRED, with its dedicated team for students, and some regional branches of Caisse d’Épargne), which can grant a loan of up to €15 000 to students aged less than 28, either French or from a European Union or European Economic Area member country, regardless of income and without the need for a parental or third party guarantee. The interest rate is set by the bank.

The possibility of partially or totally deferred reimbursement until after the degree has been obtained is left up to the student borrower to decide.

Since the total amount allocated to the fund by the State is very low, you must apply as soon as possible before the summer.

LOANSTHE BRED GRANDES ÉCOLES SECURITY-FREE LOANNEOMA Business School School has drawn up an agreement with BRED Banque Populaire and its dedicated team for grande école students (BRED Espace Grandes Ecoles). This agreement means they can grant our students security-free loans.

FINANCIAL ASSISTANCE

What is it?• It is a student loan that can be used to

finance your studies; it is granted without the need for security (a guarantee from your family or a third party).

• The loan finances first your tuition fees, which are paid directly to the School on the request of the student.

• The loan can also be used to finance other costs linked to your studies, such as accom-modation, international experience, etc...

• This loan is accompanied by a personalised banking offer, specially designed for grande école students.

What are its advantages?• The flexibility of a student loan: split

payments, repayment of the capital after your start work

• The cost: a particularly attractive interest rate reserved for grande école students

• Accessibility: no guarantee required from a third party

• Facility: payment of the School’s invoices is managed simply at the request of the student

• Support and proximity: the BRED Espace Grandes Ecoles team is specialised in working with grande école students. Students are not just customers like any other; they represent the team’s core activity.

What are its features?• It funds tuition fees and certain associated

costs (accommodation, international internships,...) up to a limit of €60 000

• Tuition fees paid directly to the school• No third-party guarantee• Special interest rate for grande école students• Repayment schedule depending on the

amount borrowed; duration of the loan (from first receipt of funds until last repayment) cannot exceed 12 years

• Three major phases during the duration of the loan:- Payments made at the beginning of each academic year,- Repayment exemption, while you wait to obtain your first job and begin repayments,- Amortization, that is repayment of the loan

• No registration costs• Managed by a dedicated advisor responsible

for your school• Operates from an account opened with

BRED Espace Grandes Ecoles and under the dedicated agreement specially designed for grande école students.

MOBILITY ASSISTANCE

This is a mobility grant awarded to students who undertake an internship or exchange abroad, in a European zone country, lasting between 3 and 12 months. The sum awarded depends on your destination, between €5 and €7 per day.

The total duration of Erasmus grants and/or internships cannot exceed 360 days during your total period of studies.

Additional allowance for the disabled:

 The E+ programme pays particular attention to hosting, orienting, teaching, technical support and above all additional costs involved in mobility for disabled students.

The aim is to ensure that everyone fully benefits from their European mobility experience. Each higher education establishment commits to ensuring equal access and mobility opportunities for students from every background. Consequently, disabled students benefits from support services offered by the host establishment to its students and staff.

A special allowance can be awarded to disabled students if their disability generates additional costs during the trip. To apply, you must complete a form and send it to the agency.

Beneficiaries selected to receive additional funding must already receive a European higher education mobility grant.

The application must be made one month before the beginning of the trip.

With this programme to assist international mobility, OFAJ offers grants for internships of at least four weeks in a firm or institution in Germany. The internship must be an integral part of your university studies (mandatory or strongly recommended internship in your current study programme), and provides you with an opportunity to develop your professional and intercultural skills.

You may apply for this grant if you are a bachelor level student and live permanently in France. The grant cannot be awarded to students registered for master level programmes. The internship must be an integral part of your course.

The grant can be awarded in addition to payment by the company or other grants (apart from UFA and CIERA subsidies).

Internships taking place in a French institution in Germany (embassy, Institut français, French school, etc.) are not supported by OFAJ.

MAJOR SCHOLARSHIPS

MAJOR scholarships organised by AEFE and the French Ministry of Europe and Foreign Affairs aim to help the best foreign students at overseas high schools with a French programme to continue high-level studies in French higher education.

The MAJOR scholarship is awarded for 5 years at most and up to Master 2 level or its equivalent.

FRANCO-THAI SCHOLARSHIP PROGRAMME (THAILAND)

The French government delivers grants to Thai students, professors and researchers who wish to study or research in France, through the French Embassy in Thailand, as part of the cooperation agreement between French and Thai establishments.

Duration:For master programmes the scholarship is normally granted for a duration of 10 months (2nd year of master programme). However, in certain cases the scholarship can be awarded for two years. For PhD students, the scholarship is granted for 3 years at most.

Amount/benefits:The social protection grant gives access to a unique status that enables candidates to benefit from social protection in France and other advantages (priority for housing, exoneration from tuition fees in certain public higher education establishments, programme, etc.)

OCP FOUNDATION SCHOLARSHIP (MOROCCO)

OCP Foundation, in partnership with the Ministry of National Education, Professional Training, Higher Education, and Scientific Research, is launching its “OCP Foundation Scholarship.”

This grant will be offered to the best Moroccan students in engineering or business school preparatory classes who are admitted to the first year of a list of French business and engineering schools set out in decree no. 726.14 of 10 March 2014.

Students of Moroccan nationality are eligible for this scholarship if they are eligible for the merit grant and have studied in preparatory classes in Morocco or France, depending on their income.

The OCP Foundation Scholarship comprises annually a monthly total of DH6 000 over 10 months, registration fees of up to DH30 000, a return plane ticket between Morocco and France, and a total of DH6 000 for settlement costs.

GOOD TO KNOW!THE GUARANTORAlso called third-party security, the guarantor is a person or organisation who guarantees to pay the rent in the place of the tenant if the latter does not pay it. Usually, landlords require the guarantor to be a resident of the European Union and to provide evidence of a monthly income at least three times that of the amount of the rent. This demand can be negotiated with the landlord if you have a monthly net salary amounting to more than three times the amount of the rent without charges.

THE DEPOSIT The deposit is often equal to the amount of one month’s rent without charges, and is paid by the tenant to the landlord to guarantee that he/she will respect terms of the rental contract, including regular payment of the rent and good maintenance of the rented premises.

Within two months of the end of your tenancy, the landlord will reimburse this sum after checking that the accommodation has not been damaged.

Any damage will be noted jointly by the tenant and the landlord when the final inventory is compared with the initial inventory. It is thus important to be extremely rigorous when carrying out these inventories.

HOUSING TAXIf you are living in private accommodation or a CROUS residence, you will have to pay housing tax.

It must be paid during the year following rental of the accommodation occupied on 1st January. You are liable for this tax even after you have left France.

It is calculated based on the amount of the rent, the infrastructure and shops in the area, the number of occupants, etc.

REIMBURSEMENT OF COMMUTER TRANSPORT COSTS

You employer is required to pay part of your transport costs. This contribution is obligatory for public transport costs. With regard to personal transport, it is optional.

Private sector employees that use public transport to get to work are legally eligible for partial reimbursement of their costs.

Who is concerned? All salaried employees are concerned, including part-time staff. This includes interns and apprentices.

Which type of transport? For pubic transport such as: underground, bus, tram, train, bicycle rental. Individual tickets cannot be reimbursed. The employer is only responsible for season tickets.

How much? LThe reimbursement is fixed at 50% of the cost of the season ticket, up to €86.16 per month. This responsibility concerns full-time employees and part-time employees who work half-time or more. The reimbursement is divided by half for employees who work less than half-time.

The firm does not have to pay social contributions on this financial aid, nor is it subject to income tax for the employee.
