National Gender-based Violence Action Plan and UN Trust Fund Project

Background

The Government of Belize through the Women’s Department, Ministry of Human Development, Social Transformation and Poverty Alleviation in partnership with the UN Trust Fund has embarked on a three-year Project, which aims to reduce Gender-based violence in Belize.

The three-year Project is in support of the Women’s Department’s and the wider stakeholders’ efforts to End Violence against Women as specified in the National Gender-Based Violence Plan of Action(NGBVAP) developed in 2009 and endorsed by Cabinet in 2010.

The Plan of Action(POA) sets out a multi-sectoral strategy to:

o strengthen the response to victims/survivors;

o implement prevention strategies based on an understanding of the roots of violence

against women; and too ensure that it is possible to measure the extent of this violence in Belize.

The POA engages the public sector (including the Police Department, Judiciary, Ministry of Health, Ministry of Education, Ministry of Human Development and others) in strengthening the response to gender-based violence and supports civil society organizations to develop a more focused and effective response, particularly in the development of community-based support and advocacy.

The overall goal of the Project and the wider POA is to ensure that:

Women and children are protected from Gender-based violence and access to more effective, supportive and preventative services is increased through the effective implementation of the POA.

The Plan of Action is organized around four outcomes as outlined, below:

Adult and child survivors of gender-based violence have access to justice, especially effective response from the police and judicial systems;

Adult and child survivors of gender-based violence have access to quality services in both urban and rural areas;

Women and men’s organizations are reaching out to communities so that they have a greater understanding of GBV to be able to address both immediate and underlying causes;

The extent of gender-based violence in Belize and the effectiveness of strategies to respond to it are measured.

Management and Administration of the Project

The Project is supervised and administered by the Women’s Department with The National Gender-Based Violence Committee serving in an advisory capacity as it relates to implementation of the Plan of Action. The Committee includes representatives of relevant public sector Departments and Ministries, statutory bodies, civil society groups and UN Country Offices. Specific responsibility for Project oversight is the responsibility of the Department’s Management Team and the Project Coordinator.

Within this wider context, the WD is seeking the services of a suitably qualified consultant to undertake the implementation of a national GBV M&E system.

Scope of Works:

Consultant scope of work will be guided by the Results and Resources Framework (RRF) as specified by the UN Trust Fund Project (UNTFP). The consultant should also ensure that the GBV M&E system is in consonance with the Ministry’s aims and approaches to M&E.

Main Responsibility of the M & E Consultant:

The main responsibility of the Monitoring and Evaluation consultant is to implement an M&E system to assess the impact of the UN Trust Project. This includes:

1. The design and development of an integrated planning, monitoring and evaluation system that will effectively serve the information needs of programme management and provide information for knowledge management purposes; specifically, the Consultant is expected to:

o Develop an M&E plan which clearly articulates the logic of the UNTFP inclusive

of performance and process indicators and their respective metadata; this also includes an analysis of existing data/data sources and any gaps for effectively assessing the contributions of the UNTFP. Where such gaps impacting effective M&E exist, proposed strategy and actions to address same are to be developed, costed and implemented in consultations with the WD.

o Design and develop as a key component of the system, a tool for effectively

documenting and tracking progress and results under the UNTFP.

2. The implementation of an integrated planning, monitoring and evaluation system that will effectively serve the information needs of programme management and provide information for knowledge management purposes; specifically, the Consultant is expected to:

o Apply M&E Plan designed to maintain and share up to date information

regarding results of the UNTFP at the process and performance levels as detailed in the M&E Plan.

3. Design and conduct one Project Review to assess if the planned component activities are responding to the original design and recommend adjustments if needed and whether planned results have been achieved respectively.

4. Support at a minimum, two knowledge management seminars, identifying lessons learned/ successful innovations, and other information that could be shared with the GBV Committee and other key stakeholders.

5. Submit required analytical reports on progress and results on time and conduct presentations as agreed in the work plan to the management team and relevant stakeholders.

Deliverables

1. An inception report which clearly defines the consultant’s proposed methodology and work plan to achieve objectives of consultancy;

2. UNTFP M&E Plan to include M&E system design for effectively tracking progress and results as specified in the UNTFP.

3. Comply and implement M&E system design for effectively tracking progress and results as specified in the UNTFP.

4. Coordination and delivery of two knowledge management seminars which successfully elevates and documents lessons learned/innovations and other useful experiences worth sharing/communicating to wider stakeholders.

5. Report on focus groups of each activity held with beneficiaries under the UNTFP.6. Summary monitoring report on the progress and results of the UNTFP.

Qualifications and Experience

A graduate degree in Economics, Public Policy, MIS, social sciences or equivalent; Specialization and/or experience in development planning/M&E of at least five years,

preferably with emphasis on gender related issues; Project management experience;

Proven capacity of mastering working methods for group level applied research, and competency in promoting/facilitating dialogue and discussion;

Technical report writing experience; Experience in participatory assessment, monitoring and evaluation, training and

facilitation, data processing and analysis; Demonstrated competencies in database management

MANAGEMENT AND OVERSIGHT:

The Director and Project Coordinator of the Women’s Department will maintain oversight of this assignment; the PPU, MHDSTPA will offer quality assurance support during the implementation phases of the consultant’s contract.
