Also present was Mr P Franks (Chief Executive Officer) and Mrs M Iliffe (Minute Secretary).
The meeting commenced at 10.09 am.

9.2 ADVERTISING POLICY
File No Council Policies Author Manager Corporate Communications
Purpose
To present before Council the Advertising Policy for re-adoption.
Background/Discussion
To comply with requirements of Section 142 of Local Government (Finance, Plans and Reporting) Regulation 2010, Council is to have a formal Advertising Policy, in relation to official placement of advertising for Council operations and events. This policy determines the types of advertising that Council considers appropriate to provide information or education to the community. This policy had previously been adopted by Mackay Regional Council in date. The policy remains essentially the same with a slight alteration in regard to use of the City Centre Levy for advertising of economic development activity in the city. Due to the expenditure of general advertising by Council, the policy will ensure that the high level of accountability will continue and will be in the public interest. The policy details the types of advertising that Council considers appropriate for the use of its funds. The policy is detailed under Attachment 1.
Consultation and Communication
Consultation with Director Corporate Services.
Resource Implications
The adoption of this policy will have no additional resource implications than applying the original policy. Council budgets for anticipated advertising.
Risk Management Implications
The risk associated with non-adoption of the policy is Low however there is a requirement under Section 142 of Local Government (Finance, Plans and Reporting) Regulation 2010 to formally adopt the policy.

Conclusion
As detailed above the policy endeavours to simplify the process and provide significant accountability for this expenditure, and the policy will ensure that the high level of accountability will continue and will be in the public interest.
