Final Rules, Airworthiness Directives (ADs)

AD: Diamond Aircraft Industries Airplanes

Issued 5/1/2013 Docket #: FAA-2013-0348 Effective 5/21/2013

This AD requires inspecting for and repairing chafing between the charge air tubing and the engine firewall that may cause a hole in the charge air tubing, which could result in loss of charged air pressure with consequent loss of engine power and control.

AD: Eurocopter Deutschland GmbH Helicopters


This AD requires inspecting the long tail rotor drive shaft assembly for blind rivets, and if any blind rivets are installed, replacing that shaft assembly.

AD: Eurocopter France Helicopters


This AD requires inspecting for cracks in the rear roller support shaft and rear fitting of the sliding door, and replacing the shaft or fitting if there is a crack.



This AD requires inspecting the emergency flotation gear attachment brackets for a crack, and if there is a crack, replacing the cracked bracket with an airworthy bracket.



This AD requires inspecting the 9-degree frame for a crack, and repairing the frame if there is a crack.

AD: The Boeing Company Airplanes


For certain airplanes, this AD requires performing an inspection of reinforcement straps to ensure they are correctly bonded to the center overhead stowage bins, and bonding the reinforcement straps to the center overhead stowage bins if necessary. For certain other airplanes, this AD requires installing reinforcement straps on the center overhead stowage bins.



This AD requires inspecting for cracking of the fuselage skin at certain locations at chem-mill areas, and making repairs if necessary.

This AD requires inspecting for cracking of the fuselage skin along chem-mill steps at certain crown skin and shear wrinkle areas, and making repairs if necessary.



This AD requires modifying the fluid drain path in the wing leading edge area, forward of the wing front spar, and doing all applicable related investigative and corrective actions; and installing new seal disks on the latches in the fuel shutoff valve access door.

AD: Diamond Aircraft Industries GmbH Powered Gliders


This AD revises an existing rule by removing the Model H-36 from the Applicability.



This AD requires inspecting to detect damage to the upper fire seals on the forward edge of the thrust reverser, where the fire seal contacts the 12-o'clock engine strut, and for correct stiffness and vent holes, and taking corrective actions if necessary; and installing a bracket for the fire seal.

AD: Airbus Airplanes


This AD requires, depending on airplane configuration, modifying three flight control primary computers; modifying two flight control secondary computers; revising the airplane flight manual to include certain information; replacing certain O-rings; and checking part number and replacing certain O-ring seals if needed.

AD: Revo, Incorporated Airplanes


This AD supersedes an existing rule and requires the same actions as AD 2005-12-02 except using revised service documents and procedures, adds Model Colonial C-1 airplanes to the applicability, and adds an optional terminating action for the requirements.



This AD revises an existing rule and requires clarifying certain actions specified in the existing AD.



This AD supersedes an existing rule and requires repetitive external eddy current inspections for cracking of certain fuselage crown lap joints, and corrective actions if necessary; internal eddy current and detailed inspections for cracking of certain fuselage crown lap joints, and repair if necessary; and detailed inspections of certain stringer clips, and replacement with new stringer clips if necessary.



This AD supersedes two existing rules and adds repetitive inspections, scheduled overhauls, correct alignment during installation, and repetitive maintenance of the flap track, and corrective actions if necessary. This new AD also adds airplanes to the applicability.

AD: Bombardier, Inc. Airplanes


This AD requires installing stopper plates on the aft uplock frames in the main landing gear (MLG) bay adjacent to the right and left MLG uplock assemblies.

AD: Twin Commander Aircraft LLC Airplanes


This AD requires inspection for cracking of the outer fuselage attachments, the lower wing main spar, the vertical channels, the upper picture window channels, aft cabin pressure web, external wing to fuselage fillets, and fasteners; repair or replacement of damaged parts as necessary; and modification of the structure with reinforced parts.



This AD requires performing repetitive operational tests of the engine fuel suction feed of the fuel system, and taking corrective actions if necessary.

AD correction: The Boeing Company Airplanes


The FAA is correcting document 2013-10657 issued on May 14, 2013 to provide accurate airplane model numbers.



This AD supersedes an existing rule and adds Model A330-200 Freighter series airplanes to the applicability. For certain airplanes, this rule also adds performing repetitive inspections for damage and corrosion of the sliding piston sub-assembly and requires taking new related investigative and corrective actions.

AD: Eurocopter Deutschland GmbH Helicopters


This AD requires revising the operating limitations to prohibit flights under instrument flight rules or under night visual flight rules when the autotrim is inoperative.



This AD supersedes an existing rule and revises the compliance times for the preventive modification; adds certain inspections for cracks in the number 5 cross beam of the forward cargo door; and adds inspections of the number 4 cross beam if cracks are found in the number 5 cross beam, and corrective actions if necessary. For certain airplanes, this new AD also adds a one-time inspection for airplanes previously modified or repaired, and a one-time inspection of the reinforcement angle for excessive shimming or fastener pull-up, and corrective actions if necessary.

SC: Airbus, Model A340-600 Series Airplanes; Lower Deck Crew Rest Compartments


These special conditions address a novel or unusual design feature associated with the installation of lower deck crew rest compartments located under the passenger cabin floor in the aft cargo compartment.

NPRM AD Withdrawal: Piper Aircraft, Inc. Airplanes


This document withdraws a notice of proposed rulemaking that would have applied to all Piper Aircraft, Inc. PA-18 and PA-19 airplanes. The proposed rule would have required either moving all toggle-style magneto switches located on the left cabin panel, adjacent to the front seat, away from this position; or replacing these switches with FAA-approved, non-keyed, rotary-style switches.

AD: General Electric Company Turbofan Engines


This AD requires the affected operability bleed valves (OBV) be removed from service and replaced with OBVs eligible for installation.

AD: Cessna Aircraft Company Airplanes


This AD revises an existing rule and requires future compliance following a revised service bulletin that clarifies the casting numbers and part numbers to be inspected.



This AD requires revising the Limitations section of the Rotorcraft Flight Manual to prohibit flight in instrument meteorological conditions or night visual flight rules for each helicopter with a vertical gyro unit GV76-1 installed upon a non-reinforced shelf in the rear cargo compartment. Also, this AD requires modifying the GV76-1 vertical gyro unit shelf and testing for correct function of the navigation systems.

AD: The Boeing Company airplanes


This AD supersedes an existing rule and requires replacing the left and right elevator tab control mechanisms with elevator tab control mechanisms that have the modified attach lugs, which would terminate the existing requirements.



This AD requires inspecting for degradation of the bogie pivot pins and for any cracks and damage of the pivot pin bushes of the main and central landing gear; conducting a magnetic particle inspection of the affected bogie pivot pins for corrosion and base metal cracks; and repairing or replacing bogie pivot pins and pivot pin bushes, if necessary.



This AD requires modifying the center tank fuel pump control circuit by installing ground fault interrupters (GFI). This AD also requires either replacing or deactivating the GFI of the associated fuel pump following failure of any post-modification operational test of the GFI.



This AD requires visually checking the center windscreen panel for a crack and replacing the center windscreen if there is a crack, if the windscreen distorts during flight, or within 12 months.

This AD supersedes an existing rule and requires inspecting the washers installed under the attachment bolts of the aft hinge fittings for correct installation sequence, and reinstalling them if necessary. This new AD also adds an option for installing a redesigned aft hinge fitting with the trim already done, instead of trimming an existing or new hinge fitting, which is included in the existing optional terminating modification.



This AD supersedes an existing rule and requires modifying the attachment points of fixed YZ-latches of the cargo loading system lower deck cargo holds on those airplanes for which one or both lower deck cargo holds have not been modified.

AD: BRP-Powertrain GmbH & Co KG Rotax Reciprocating Engines


This AD requires inspecting for excessive oil deposits or carbon deposits on the No. 2 and No. 3 spark plug center and grounding electrodes, and if found, replacing the cylinder head before further flight.

AD: Diamond Aircraft Industries GmbH Airplanes


This AD requires correcting an overextension of the main landing gear (MLG) shock absorber that could lead to the MLG jamming in the gear bay and result in damage to the aircraft or occupant injury.

This AD requires inspecting the lower skin of the wings for cracking around the inboard side of the wing station (WS) 6 and 7 access panel doubler fingers and between stringers 5 and 11; inspecting the lower skin of the wings for cracking around stringers 6, 8, and 10, and around the WS 6 and WS 7 access panel doubler fingers; and making repairs if necessary.



This AD requires inspecting for cracking of the fuselage skin along chem-mill steps at certain crown skin and shear wrinkle areas, and making repairs if necessary.

This AD supersedes an existing rule and requires installing main and auxiliary power unit (APU) battery enclosures and environmental control system ducts; and replacing the main battery, APU battery, and their respective battery chargers. The FAA is correcting an existing rule applying to all Cessna Aircraft Company Models 190, 195 (L-126A,B,C), 195A, and 195B airplanes that are equipped with certain inboard aileron hinge brackets. The AD docket number in the preamble section and the rule portion of the AD is incorrect. Also, the statement that no comments on the notice of proposed rulemaking were received is incorrect. This proposed AD would require identifying and correcting improper cable routing causing electrical shorting behind the left hand cockpit instrument panel.



This proposed AD would require, for certain airplanes, inspecting the cap seal for damaged sealant on nuts common to certain outboard flap support ribs; performing related investigative and corrective actions if necessary; and replacing all fasteners in the support ribs. In addition to the above actions, this proposed AD would require for certain other airplanes determining the nut type installed in the outboard flap support rib and performing corrective actions. For these airplanes, the proposed rule would make replacing all fasteners in the support ribs optional.
