Page 1 of 7 Final After Action Report Subject: Disposal of AN-M100A1 bomb fuze at Kirtland Former Precision Bombing Range, aka “West Mesa”, MRS N-2/New Demolition Area on 02 Feb 2012. Summary: On 02 Feb 2012 TerranearPMC, LLC (TPMC) was tasked by Trent Simpler, USACE Project Manager, to respond to an AN-M100A1 bomb fuze found during a site visit in Military Grid Reference System grid 13 S CU 36899 92939 on the West Mesa project site, Munitions Response Site (MRS) N-2/NDA, located in Albuquerque, New Mexico. TPMC disposed of the AN-M100A1 bomb fuze by blowing-in-place the same day. A map showing the location of the AN-M100A1 bomb fuze and photographs of the Disposal operation are included at the end of this report. Sequence of Events: 11Hr00: Eric Tow of TPMC received a phone call from Trent Simpler (USACE) to inform him that an AN-M100A1 bomb fuze was found in the New Demolition Target area by USACE Ordnance and Explosives Safety Specialist (OESS) Hank Domme during a USACE site visit at the West Mesa project site. 11Hr10: Aaron Coffman of TPMC was tasked to go to the work site as a road guard to keep the general public away from the UXO. 11Hr20 Eric Tow contacted TPMC MMRP Director Gerry Moore and TPMC President Amar Raval to inform them of the ongoing situation. Aaron Coffman contacted Trent Simpler, and informed him that he has been designated to guard the UXO item. Mr. Simpler instructed Mr. Coffman to mobilize to Double Eagle II Airport and contact him once Mr. Coffman arrived at the parking lot. 11Hr45 Mr. Coffman mobilized from TPMC office after collecting the project plans and basic supplies. 12Hr30 Aaron Coffman arrived at the Double Eagle II Airport parking lot and contacted Trent Simpler. Arrangements were made for site access. 12Hr45 Trent Simpler met Aaron Coffman and directed him to the area of MRS N-2/NDA containing the MEC item. A short safety briefing was provided by Hank Domme (USACE OESS). 13Hr00 Aaron Coffman was shown the exact location of the fuze and took over watch of the UXO. 13Hr10 Harald Dewit and Eric Tow made phone calls to find a qualified explosives technician or UXO technician to provide qualified assistance with the UXO disposal operation and make arrangements to procure and have explosives delivered to the site for disposal of the AN-M100A1 bomb fuze. 14Hr12 Eric Tow informed Trent Simpler that he and TPMC Senior UXO Supervisor Harald Dewit would arrive at Double Eagle II Airport in approximately 30 minutes and UXO operations would start shortly thereafter. All parties involved were instructed to meet at the Double Eagle II Airport parking lot. 14Hr37 Eric Tow, Harald Dewit and Richard Saul, Explosives Safety Technician of TPMC, arrived on site to discuss the upcoming UXO operation.

Final After Action Report Subject: Disposal of AN-M100A1 bomb fuze at Kirtland Former Precision Bombing Range, aka

Sequence of Events: 11Hr00: Eric Tow of TPMC received a phone call from Trent Simpler (USACE) to inform him that

14Hr45 USACE representatives Trent Simpler, Mark Phaneuf and Hank Domme arrived at the airport parking lot.

14Hr55 Julie Jacobs, Defense State Memorandum of Agreement (DSMOA) Program Director for the New Mexico Environmental Department arrived on site.

15Hr00 Carlos Gallegos (Albuquerque Police Department Bomb Squad Commander) arrived on site and made arrangements to deliver the explosives needed for the disposal of the UXO.

15Hr20 Chris Passena (Albuquerque Police Department Bomb Squad) arrived on site with explosives.

15Hr25 Harald Dewit gave a health and safety briefing for all parties involved. The entire sequence of the UXO-operation was explained and made clear to everyone.

15Hr40 Mobilized to the area south of the New Demolition Area. All vehicles stopped at the water tank/empty yard, approximately 600 yards south of the UXO location.

15Hr45 Aaron Coffman was relieved of UXO watch duties by Trent Simpler. 15Hr50 Eric Tow contacted Curtis Green (Albuquerque Fire Department) to notify him of the

upcoming detonation. 15Hr55 Eric Tow notified Double Eagle II Air Traffic Control Tower to restrict the airspace around

the target area. 16Hr00 Harald Dewit, Rick Saul (TPMC), Trent Simpler and Hank Domme (both USACE) mobilized

to the location of the AN-M100A1 fuze and prepared the controlled detonation and applied appropriate engineering controls. Chris Passena (Albuquerque Police Depart Bomb Squad) delivered the explosives to the demolition site and left the area.

16Hr40 The UXO was detonated and the demolition site was inspected. It appeared the detonation was successful and the explosive components of the fuze were completely destroyed.

17Hr00 All personnel departed the Munitions Response Site 17Hr05 Eric Tow contacted the Air Traffic Control Tower to clear the airspace for normal

operations of the airport. 17Hr30 End of operations. NOTE: This report will be included in the Interim Removal After-Action Report for N-2/NDA.
