However, a large quantity of ballast water subjected to the chemical process is discharged into the sea, and thus there is a fear that the discharged ballast water will harm marine creatures and a marine ecosystem. Further, sterilizing methods using ultraviolet rays or a photocatalyst have been proposed. However, these methods are not practical since it is difficult to filter a large quantity of water to be treated. Thus, there has been a need to develop a new technology. Brief Summary of the Invention This invention is to provide a technique of filtering out plankton and bacteria contained in raw water. In this invention, a filtration vessel includes multiple spring filters, and a filter aid is disposed on the outside of the spring filters to form a precoat layer. Raw water passes through the precoat layer, with the result that plankton and bacteria contained in the raw water are filtered out. One example of the advantages of this invention is that, according to a culture method, 99.99%-sterilization is achieved in a viable bacteria group (see Figure 1). It has been confirmed that this advantageous result is produced not only from a compact experiment device but also from a relatively large apparatus capable of treating water at about 150 ton/h (see Photo 1).     Background As a method of sterilizing ballast water of ships or the like, a technique using a chemical process is known. However, a large quantity of ballast water subjected to the chemical process is discharged into the sea, and thus there is a fear that the discharged ballast water will harm marine creatures and a marine ecosystem. Further, sterilizing methods using ultraviolet rays or a photocatalyst have been proposed. However, these methods are not practical since it is difficult to filter a large quantity of water to be treated. Thus, there has been a need to develop a new technology.

    Brief Summary of the Invention

    This invention is to provide a technique of filtering out plankton and bacteria contained in raw water. In this invention, a filtration vessel includes multiple spring filters, and a filter aid is disposed on the outside of the spring filters to form a precoat layer. Raw water passes through the precoat layer, with the result that plankton and bacteria contained in the raw water are filtered out.

    One example of the advantages of this invention is that, according to a culture method, 99.99%-sterilization is achieved in a viable bacteria group (see Figure 1). It has been confirmed that this advantageous result is produced not only from a compact experiment device but also from a relatively large apparatus capable of treating water at about 150 ton/h (see Photo 1).
