Abstract
In this paper, we present two alternative solutions to solve the post-merger integration (PMI)
problem of the newly merged global Zanzibar-Maxonparts Solutions: a total cloud solution and a
hybrid solution. The paper describes the objective of the project, scope, and identifies human
resources, payroll, employee, supplier, and ordering systems as the prioritized business areas for
the PMI project. The paper identifies in detail through stakeholder analysis the key and non-key
stakeholders involved and will be affected by each of the proposed solutions as well as their
respective roles in the implementation process. The paper also identifies the human and non-
human resources required for each of the proposed solutions. In the paper, we discuss the need
for designing a globally distributed database and propose a current state to future state
conversion of the database using a distributed database model for the cloud and hybrid solutions
of the named business areas of Zanzibar-Maxonparts Solutions. This paper defines and explains
a distributed database and propose to manage the database through one interface; a distributed
database management system (DDBMS). The paper discusses the physical and logical data
locations and the need for data replication. Further, the paper will propose and describe solutions
for employee time management, payroll, economical device procurement, and commodity IT
items such as email and communication. The paper will recognize and briefly discuss any
assumptions, constraints, technical limitations, and risks of the proposed solutions as well as the
governance for the proposed project.

Proposing Alternative Solutions
Zanzibar-Maxonparts Solutions is a newly merged global organization specializing in
auto, truck, bus, and machine parts. The organization is in dire need of a PMI to bring
together the existing systems from both organizations. The objective of the PMI project is to
integrate the core business areas (human resources, payroll, employee, supplier, and ordering
systems) identified by the stakeholders as a priority with a critical rating because they
currently operate independently. The scope of the project is transient with a phased approach
to the project management implementation process (initiation, project-level installation,
enterprise-level installation, and maintenance) to minimize the risk of failure, resistance to
change, ensure availability of project-level data, and improve lessons learned. The project
scope is scheduled to last up to 12 months before transitioning to the manufacturing line
phase after the conversion process. The boundaries of the proposed project are within the
crucial specified business areas. We made reasonable assumptions, set specific criteria, and
considered known facts to enable us to decide on the two solutions to propose. One such
assumption is that the current state of the organization is that the specified critical business
area solutions are on-premise. The deliverables will be one of the two solutions proposed: A
total cloud-based solution or hybrid solution which comprises of a mixture of on-premise and
cloud solutions.
Solution #1 - Cloud Solutions
The first solution we propose is a total cloud-based solution for the above-specified
business areas. Cloud computing is a distributed environment that uses the internet and central

remote servers to maintain data and active applications on a cloud infrastructure platform
through cloud solution providers (Nashat & Amer, 2018; "BCS," 2012). Based on our
assumption that Zanzibar-Maxonparts Solutions core business areas defined above are currently
on-premise in several geographical areas, we propose using a globally distributed database
system (DDS). DDS consists of several distinct database fragments located at different
geographic sites which can communicate through a network and managed by a distributed
database management system (DDBMS) anywhere, anytime using one interface (Ozsu &
Valduriez, 2011). DDS allows dynamic fragmentation, allocation, and replication decisions at
runtime to decrease the cost of communication and data transfer between sites (Nashat & Amer,
2018). The distributed database will reside in a data center provided by a reliable and trustworthy
cloud service provider with a Service Level Agreement (SLA) for ongoing technical support,
training, 99.99% service availability, high redundancy, and 24x7x365 monitoring and
maintenance (Mollamotalebi & Hajireza, 2017). There is some risk of malicious attacks,
distributed denial of service (DDOS) attack, and software errors that could cause faulty nodes to
exhibit arbitrary behavior (“On Dependability,” 2017). However, the redundant resources of
DDS will ensure dependability, high performance, enhanced security which will mitigate the
impact of failures (“On Dependability,” 2017). The DDS over a cloud environment complies
with industry-based laws and regulations including HIPAA, PCI, SSAE16 ("Modern Cloud
Security," n.d.). The DBDS enforces inherent quality, reliability, consistency, accuracy, and
integrity guarded by data integrity constraints or specific business rules (“A strategy, 2002”;
Jellema, 2013). DDS is highly scalable, configurable, interoperable, and quick to implement
(Data Allocation, 2013).

A critical conversion process will extract, transfer, and load the data from the existing
business area systems into the new DDS. Figure 1. below shows the high-level diagram of a data
conversion process.

Data conversion has three dimensions including style, modules, and location. For the
conversion style, we propose a parallel data conversion where both the new and existing systems
are run at the same time for a period until the new system proves to be fully capable before
abandoning the old system. Parallel data conversions ensure low or no downtime during
conversion. One constraint is that it requires paying for two systems for a period which equals
more time. For the conversion location, we propose a pilot conversion approach where one or
more locations are converted to eliminate bugs before extending to other locations at low risk.
For the conversion module, we propose whole system conversion module where conversion of
all the modules happens in one step. Risk, cost, and time are the key factors that determined the
conversion strategy. A data conversion plan will provide a roadmap for performing the data

conversion, and it is necessary to describe the approach, preparation, and specifications for
migrating the legacy business systems data to the target system data store. A data conversion
methodology will lay out the essential logical building blocks to the data conversion effort which
consists of a set of iterative or concurrent activities that span across multiple phases of the data
conversion lifecycle for successful implementation of data conversion. Figure 2. below shows
the high-level diagram of a data conversion process.

We propose a cloud-based supplier solution that will utilize the distributed
database described above. A cloud-based self-service supplier solution allows suppliers access to
a secure, integrated work area that enables full visibility to transactions through intuitive,

browser-based solutions. The supplier work area displays custom filtered information such as
agreements, purchase orders, advanced shipment notifications, and invoices. Supplier change
requests are tracked, routed, approved, and maintained. Invoices are submitted electronically,
enforce invoice controls, and facilitate payments (Oracle, n.d.b). Appendix A. includes the
Stakeholders involved in the implementation of the hybrid solution. Appendix C. contains the
human resource list for the cloud solution, and Appendix E. consists of the non-human resource
list for the cloud solution.
We propose a cloud-based purchasing solution that will utilize the distributed database
described above. The purchasing cloud solution streamlines and automates the procure-to-pay
process. A cloud solution will track negotiated pricing, and terms, while ensuring policy
compliance. The benefits include automated purchase orders, managed document revisions,
shows the history of transactions, provides foreign currency transactions and supports multiple
languages. There is an increase in user engagement and collaboration while simplifying,
standardizing, and automating transactions lowering purchasing costs (Oracle, n.d.c). Appendix
A. includes the Stakeholders involved in the implementation of the hybrid solution. Appendix C.
consists of the human resource list for the cloud solution, and Appendix E. contains the non-
human resource list for the cloud solution.
We propose a cloud-based human resource solution that will utilize the distributed
database described above. Human Resources (HR) uses the cloud solution to align itself with the
business strategy, creates a digital workforce, provides a digital workplace, and meets real-time
needs of managers. Through the adoption of cloud-based HR technology, employee culture is
recognized and provides an environment for connected teams. Cloud-based HR platforms that

run on mobile and PC's provide information, analytics, development tools and employee training.
The HR solution reduces human error input, create one employee record, increase collaboration,
reduce administration costs, and increases productivity (Perlman, 2017). Appendix A. includes
the Stakeholders involved in the implementation of the hybrid solution. Appendix C. consists of
the human resource list for the cloud solution, and Appendix E. contains the non-human resource
list for the cloud solution.
We propose a cloud-based solution for employee time management. The cloud employee
clocking system is a web-based time clocking application that automatically allocates hours
worked for costing purposes. It is subscription based, offers an affordable alternative to in-house,
includes the software, updates automatically, provides technical support, eliminates manual time
sheets, uses no specialized hardware or software and provides a managed backup service.
Managers can view, verify, and report on employee hours in real-time. The system will comply
with industry laws and regulations giving employee time information while meeting
requirements of reliability (VeriClock, n.d.). Appendix A. includes the Stakeholders involved in
the implementation of the hybrid solution. Appendix C. consists of the human resource list for
the cloud solution, and Appendix E. contains the non-human resource list for the cloud solution.
We propose a cloud-based Software as a Service (SaaS) model for office solutions.
Microsoft Office 365 will modernize the organization's workplace allowing the team access on
any device at a low cost. The cloud-based communications will enable collaboration and
communication more efficiently maintaining high-security standards. All the services are hosted
in the Microsoft cloud offering a high-performance level, is user-friendly, and gives the
organization around the clock accessibility from anywhere. Office 365 has a short time to

implementation and a low learning curve for employees (Microsoft, 2018). Appendix A. includes
the Stakeholders involved in the implementation of the hybrid solution. Appendix C. consists of
the human resource list for the cloud solution, and Appendix E. includes the non-human resource
list for the cloud solution.
We propose an outsourced payroll service because payroll is a non-core function that
should be outsourced to a third party organization since it does not increase sales nor generate
direct profits for the organization. Payroll services meet the requirements of reliability. Payroll
services provide payroll calculations, tax information, reports, terminations, compliance and
employee self-service (Aussiepay, n.d.). Appendix A. includes the Stakeholders involved in the
implementation of the hybrid solution. Appendix C. includes the human resource list for the
cloud solution, and Appendix E. includes the non-human resource list for the cloud solution.
We propose a Device as a Service (DaaS) model for the hardware solutions since the
currents systems are based on the legacy Windows XP and 7 operating systems. DaaS is a multi-
year agreement in which device hardware procurement with high levels of security, deployment,
management services (provide low downtime), and lifecycle management are bundled for a low
monthly fee meeting the merger budgetary constraints. The new company will have the option to
scale up or scale down. With DaaS, the organization will have the option to design, configure
(short time – implementation), optimize, maintain, and upgrade the hardware at any time
providing secure devices. The low monthly pricing includes the hardware, training, and remote
24/7/365 support (DaaS, n.d.). Appendix A. consists of the Stakeholders involved in the
implementation of the hybrid solution. Appendix C. includes the human resource list for the
cloud solution, and Appendix E. contains the non-human resource list for the cloud solution.

Solution #2 - Hybrid Solutions
The second solution we propose is a total hybrid solution for the above-specified core
business areas. This hybrid solution will be a mixture of on-premise and cloud solutions as
described below.
We propose a hybrid supplier solution that will utilize the DDS described above as the
data store with an application frontend installed on-premise on workstations. The solution will
give suppliers access to a secure, integrated work area that will provide full visibility to
transactions and invoice. The solution will be accessible for negotiations, agreements, purchase
orders, advance shipment notification, and invoices while improving performance and lowering
IT costs (Oracle, n.d.b). Appendix B. includes the Stakeholders involved in the implementation
of the hybrid solution. Appendix D. includes the human resource list for the hybrid solution, and
Appendix F. includes the non-human resource list for the hybrid solution.
We propose a hybrid purchasing solution that will utilize the globally distributed database
described above as the primary data store while the application’s frontend will be on premise on
the workstations, forming a client-server architecture. The streamlined and user-friendly hybrid
purchasing solution will enable the automation and management of purchasing processes such as
purchase order generation, Request for Quotes (RFQs), and order updates. The hybrid
purchasing solution will have well-defined security with access management (Oracle, n.d.d).

Appendix D. consists of the human resource list for the hybrid solution, and Appendix F.
includes the non-human resource list for the hybrid solution.

We propose a hybrid human resource solution that will utilize the globally distributed
database described above as the primary database and an on-premise application frontend
installed on workstations. The HR department will use the hybrid solution to fulfill HR tasks
which involve balancing people, processes, and technology. The solution will be affordable,
efficient, effective, and ensures productivity. The workforce modeling tool is adaptable, easy to
use, and upgradeable, and secure (Oracle, n.d.a.). Appendix B. shows the Stakeholders involved
in the implementation of the hybrid solution. Appendix D. shows the human resource list for the
hybrid solution, and Appendix F. shows the non-human resource list for the hybrid solution.
We propose the migration of the in-house developed employee time management
software to a cloud-based software that would utilize the globally distributed database described
above. The proposal is based on our assumption that the in-house developed software is currently
an on-premise desktop solution. The cloud employee clocking system as described above is an
affordable SaaS time clocking application that the allocation of hours worked by employees. The
solution provides technical support, real-time employee hours, secure managed cloud backup,
automatic timesheets, and operates independently of specialized software or hardware or
software. The solution is reliable and compliant with industry laws and regulations (VeriClock,
n.d.). Appendix A. includes the Stakeholders involved in the implementation of the cloud
solution. Appendix C. includes the human resource list for the cloud solution, and Appendix E.
consists of the non-human resource list for the cloud solution. Appendix B. includes the
Stakeholders involved in the implementation of the hybrid solution. Appendix D. consists of the
human resource list for the hybrid solution, and Appendix F. shows the non-human resource list
for the hybrid solution.

We propose an on-Prem Office 2016 solution that will be installed on the physical
workstations with antivirus which will be provided as part of the DaaS solution. The Microsoft
Exchange Server 2016 for Business which will provide the email, Windows 2016 servers, and
the tape drive for backup will be on-premise to maintain total control. The Office 2016 is
scalable, secure, upgradable to next version, and compatible with most devices (Grech, 2017).
Appendix B. contains the Stakeholders involved in the implementation of the hybrid solution.
Appendix D. contains the human resource list for the hybrid solution, and Appendix F. includes
the non-human resource list for the hybrid solution.
We propose an outsourced payroll service as part of the package for this second solution.
The non-core, none revenue generating payroll function for the merged organization, will be
outsourced to a reliable third party organization. Payroll calculations, tax information, reports,
terminations, compliance and employee self-service, are the main serviced provided by payroll
organizations (Aussiepay, n.d.). Appendix B. contains the Stakeholders involved in the
implementation of the hybrid solution. Appendix D. shows the human resource list for the hybrid
solution, and Appendix F. for the hybrid solution contains the non-human resource list for the
hybrid solution.
We also propose a DaaS model for the on-premise hardware aspect of the hybrid solution
to replace the existing systems that are operating on a legacy Windows XP and 7 platforms. As
described above, DaaS is a multi-year hardware procurement agreement that will provide all the
hardware, training, and remote or onsite 24/7/365 support for a low monthly fee to meet the
specified budget. The secured devices could be scaled up or down, designed, configured quickly,
optimized, and maintained at will. Appendix B. includes the Stakeholders involved in the

We propose an on-premise tape-drive backup solutions. Appendix B. includes the

Conclusion
Completion of the data conversion from Zanzibar and Maxonparts Solutions systems to a
global DDS marks the end of the data architecture or migration phase of the PMI project. The
successful delivery or implementation of either the application architecture for the cloud-based
solution or the application architecture for the hybrid solution marks the end of the application
architecture implementation phase of the project. The documentation of the lessons learned to
enable continuous process improvement is part of the project closing phase (McClory, Read, &
Labib, n.d). The next step we seek authorization is to thoroughly analyze the two proposed
solution to determine the best decision toward an optimal solution.
