    Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

    1. AUTHORIZE the Mayor, or designee, to retroactively accept the 2016 CalGRIP Grant Year 2 award from the BSCC in the amount of $1,000,000 to support prevention and intervention services in the Hollenbeck III and Foothill Gang Reduction and Youth Development (GRYD) Zones, approve the executed Grant Agreement from the BSCC for a one-year period effective January 1, 2016 through December 31, 2016, and submit any other necessary agreements and documents relative to the implementation of the grant award, subject to the review and approval of the City Attorney as to form and legality.

    2. ADOPT the accompanying RESOLUTION, as requested by the grantor and subject to the approval of the City Attorney as to form and legality, which endorses the grant agreement and agrees to comply with the program and funding requirements of the grant.

    5.     6. AUTHORIZE the Mayor, or designee, to negotiate and execute a First Amendment to

  • Contract No. C-126279 with Soledad Enrichment Action (SEA) to provide gang intervention services to the Foothill GRYD Zone in accordance with the Scope of Work detailed in the June 10, 2016 CAO report, attached to Council file, for a one-year performance period retroactively effective January 1, 2016 through December 31, 2016, and an amount not to exceed $212,946 available from 2016 CalGRIP Grant funds, for a new compensation total of $3,542,946, subject to compliance with City contracting requirements and the approval of the City Attorney as to form and legality.

    7. AUTHORIZE the Mayor, or designee, to negotiate and execute a Seventh Amendment to Contract No C-121352 with Harder + Company Community Research, Inc. (Harder) to provide evaluation services for the Hollenbeck III and Foothill GRYD Zones as in accordance with the Scope of Work detailed in the June 10, 2016 CAO report, attached to Council file, for a one-year performance period retroactively effective January 1, 2016 through December 31, 2016, in an amount not to exceed $55,000 available from 2016 CalGRIP Grant funds, for a new compensation total of $727,650, subject to compliance with City contracting requirements and the approval of the City Attorney as to form and legality.

    8 AUTHORIZE the Mayor, or designee, to negotiate and execute a sole source contract with California State University, Los Angeles (CSULA) to provide evaluation services for the Hollenbeck III ana Foothill GRYD Zones including data analysis, database oversight and progress reports relative to the Youth Eligibility Assessment Tool and Social Embeddedness Tool in accordance with the Scope of Work detailed in the June 10, 2016 CAO report, attached to Council file, for a one-year performance period retroactively effective January 1, 2016 through December 31, 2016, in an amount not to exceed $55,000 available from 2016 CalGRIP Grant funds, subject to compliance with City contracting requirements and the approval of the City Attorney as to form and legality.

    9. AUTHORIZE the Controller to recognize a receivable for 2016 (Year 2) funding in the amount of $1,000,000 within the 2015 CalGRIP Grant Fund No. 57M, Department 46, disburse the grant funds upon presentation of documentation or proper demand from the Mayor’s Office, and create new appropriation accounts within Fund No. 57M as follows:

    10. AUTHORIZE the Controller to transfer up to $93,042 from the 2015 CalGRIP Grant Fund No. 57M, Department 46, Account No. 46M146 Mayor Salaries to Mayor Fund 100/46, Account No. 1020 Salaries Grant Reimbursed.

    11. AUTHORIZE the Controller to transfer up to $34,025 from the 2015 CalGRIP Grant Fund No. 57M, Department 46, Account No. 46M299 Related Costs to Mayor Fund 100/46, Revenue Source Code 5346 Related Costs Reimbursement from Grants

  • 12. INSTRUCT the City Clerk to place on the Council calendar for July 1, 2016 the following actions in connection with the 2016 CalGRIP Grant:

    a. Approve a Reserve Fund Loan in the amount of $700,000 to support gang reduction, intervention and prevention services-related activities under the 2016 CalGRIP Grant, whicn is to be repaid by the Mayor’s Office upon receipt of reimbursement from the BSCC on the CalGRIP award (Council File No. 16-0600-S117).

    b. Authorize the Controller to transfer $700,000 from the Reserve Fund to the Unappropriated Balance Fund No. 100/58 and appropriate therefrom to the 2015 CalGRIP Grant Fund 57M, Department 46, Account No. 46M304 Contractual Services.

    13. REQUEST the Mayor, or designee, submit invoices on a quarterly basis to ensure that the General Fund is reimbursed in a timely manner.

    14. AUTHORIZE the Mayor, or designee, to prepare Controller instructions for any necessary technical adjustments consistent with the Mayor and Council actions on this matter, subject to the approval of the CAO; and AUTHORIZE the Controller to implement these instructions.

    Fiscal Impact Statement: The CAO reports that there is no additional impact to the General Fund. Acceptance of the 2016 CalGRIP Grant in the amount of $1,000,000 and approval of grant-related actions will result in tne implementation of essential gang prevention and intervention services in the Holienbeck III and Foothill GRYD Zones. The proposed Reserve Fund loan of $700,000 will be used to address a cash flow issue for service providers and is to be repaid by the Mayor’s Office upon reimbursement of CalGRIP grant funds from the BSCC. The City’s Financial Policies require that the City pursue federal, state and private grants out strictly limit financial support of these programs to avoid commitments that continue beyond available funding. Since these costs are fully reimbursable by the grant, there is no net impact to the General Fund. The recommendations contained in the June 10, 2016 CAO report, attached to the Council file, comply with City Financial Policies in that the proposed funding is balanced against established revenue approved by Council actions and from Federal and State grants. All funding is subject to the availability of grant funds and determinations by Mayor and Council.

    Community Impact Statement: None submitted.

    Summary:

    On June 27, 2016, your Committee considered a May 5, 2016 communication from the Mayor, June 10, 2016 CAO repod, and Resolution relative to authorization to accept the 2016 CalGRIP $1,000,000 grant from the BSCC. According to the CAO, the CalGRIP is a formula grant for which the City is the sole eligible applicant/recipient. Financed by State Restitution Funds, grant monies are allocated annually and provided to recipients on a reimbursement basis. Grant funds can be utilized for gang prevention, intervention, reentry and suppression activities. On October 3, 2014 the BSCC announced a three-year funding cycle for the CalGRIP Grant with a performance period of January 1, 2015 through December 31, 2017 and requires a one-to-one or 100 per cent cash match. Recipients must distribute at least 20 per cent of the grant funds to one or more community organizations and use evidence-based programs, practices and

  • techniques.

    The grant is renewable each year through a reapplication process, allocating $1,000,000 per year for a total of $3,000,000 over the three year period. To date the City has received approximately $8 million in CalGRI P funds to reduce gang violence The City submitted its three-year proposal plan and budget by the application deadline of November 11,2014. On December 8, 2014 the City received notice of the 2015 CalGRIP Grant in the amount of $1,000,000 with a performance period effective from January 1,2015 through December 31,2015. The City accepted the grant on May 8. 2015 (Council File No. 13-0723-S2) and Program Year 1 funds were utilized for the provision of gang prevention, intervention and suppression services in the Hollenbeck III and Foothill GRYD Zones. Service providers were selected through a formal procurement process conducted in March 2015.

    Alma Family Services (Hollenbeck III) and El Nido Family Centers (Footnill) were selected to provide prevention services Soledad Enrichment Action (Hollenbeck III) and Communities in Schools (Foothill) were selected to Drovide intervention services in the identified GRYD Zones. Implementation of the 2015 CalGRIP Grant was hampered by several factors including the State's adjustment to a new financial management system, a switch from a fiscal to calendar year funding cycle resulting in delayed reimbursement to the City, and a cash flow issue to front-fund program activities for service providers. The Mayor’s GRYD Office requested a Reserve Fund loan in the amount of $862,784 to mitigate the cash flow issue for Program Year 1 (Council File No. 13-0723-S2).

    The CAO recommended a $300,000 Reserve Fund loan to support these contracts through the end of the fiscal year. Additionally, it was recommended to provide an appropriation of $700,000 in the Mayor’s 2016-17 operating budget to facilitate cash flow issues for Program Year 2. CalGRIP grant receipts would be used to reimburse the General Fund. Council approved both recommendations. The $300,000 Reserve Fund loan is anticipated to be repaid by fiscal year end.

    On December 3, 2015 the City submitted its reapplication for the 2016 CalGRIP Grant and subsequently received notification of the Year 2 award in the amount of $1,000,000 on December 29, 2015 with a performance period of January 1,2016 through December 31,2016. A detailed breakdown of the funding is included in the June 10, 2016 CAO report and the majority of CalGRIP funds are allocated for four service provider contracts: two prevention contractors ($163,446 x 2 = $326,892) and two intervention contractors ($212,946 x 2 = $425,892) in the Hollenbeck IK and Foothill GRYD Zones, with the remainder covering salaries ($93,042), related costs ($34,025), evaluation ($110,000) and supplies and training materials ($10,149).

    The balance of salaries and fringe benefit costs ($153,899) not paid by the CalGRIP Grant is provided in tne Mayor’s 2015-16 Budget. Therefore, no additional appropriation is required at this time.Grant funds in the amount of $127,068 will be utilized to support portions of three positions in the Mayor’s GRYD Office: one GRYD regional program manager-Mayoral Aide V, Step 4 ($76,818@4o % = $30,727), one GRYD regional program coordinator-Mayoral Aide V, Step 1 ($61,826@55% = $34,004), and one Accountant-Mayoral Aide V, Step 2 ($67,[email protected]% = $28,311).

    The regional program manager is responsible grant administration oversight and program

  • implementation. The regional program coordinator provides management oversight of prevention and intervention initiatives within their respective GRYD Zones, coordination of all services provision and any necessary technical assistance to contractors. The accountant tracks fiscal activities, grant expenditures and contractor compliance

    CalGRIP grant recipients are required to participate in evidence-based programs and practices incluaing data collection, analysis, reporting and outcomes evaluation. The Mayor’s Office has allocated $110,000 for this component and intends to allocate $55,000 to continue the sole source contract with Harder to provide database management ana evaluation services. The remaining $55,000 will be utilized to execute a sole source contract with another longtime evaluation partner, CSULA to coordinate client data collection, analysis, reporting and outcomes evaluation. CSULA is currently serving in this capacity for the comprehensive evaluation of the City’s GRYD Program The City Attorney concurs with the determination for sole source procurement.The match requirement will be fulfilled by a portion of GRYD staff salaries ($103,080), portions of two prevention service contracts ($448,460) and two intervention service contracts ($448,460) financed in the 2016-17 Adopted Budget.

    After further consideration and having provided an opportunity for public comment, the Committee moved to recommend approval of the recommendations contained in the June 10, 2016 CAO report and detailed in the above recommendations. This matter is now submitted to Council for its consideration.
