R eaffirming the strong relations between Fiji and Papua New Guinea is the expected out- come this week as Fijian Prime Minister Voreqe Bainimarama leads a state visit to PNG beginning today. The head of government is leading a large government delegation to the Melanesian capital to begin a series of talks with his PNG counter- part, Honorable Peter O'Neill. The Prime Minister was accorded a full military guard of honour with a 19 gun salute on his arrival at Jackson International Airport in the nation's capital. The head of the Fijian Government was received by PNG's Deputy Prime Minister Chief Honourable Leo Dion, Cabinet Ministers and other senior government officials. Later this evening, the Prime Minister will be hosted to a state dinner by his PNG counterpart at the Parliament House. Recent months have seen both countries calling for stronger relations between the two. Close to the end of 2012, Prime Minister O'Neill visited Fiji and said more efforts needed to be put in place to strengthen relations between the two countries. “I want to assure you Prime Minister that we will continue to support Fiji on many of those issues and we look forward to working with you on many of these inter- national forums,” Prime Minister O'Neill said referring to regional growth for both countries. The Prime Minister's State tour to PNG will coincide with the Trade & Investment Seminar jointly organised by Fiji's Ministry of Industry and Trade and Investment Fiji. He hugged hismother and asked for her forgive-ness before he was escorted away

by three police officers. Before asmall crowd gathered outside thecourtroom, Dayal's relatives quicklystepped in to take his elderly motheraway. In mitigation, Dayal said afterhis father died in 2011, he had sup-ported his mother and family. Hesaid although he dropped out ofschool at Form Four, he tried hisbest to provide for his family. JusticeMadigan, during sentencing, said itwas the fact of the case that Dayallaunched a vicious attack on hissleeping wife and two daughtersafter knowing his marriage was fastdescending to an unhappy state."You have instructed your counseltoday that despite the convictions,

you did not commit these murders,a stance that shows a distinct lackof remorse given the overwhelmingevidence against you and the unani-mous guilty opinions of the threeassessors and this court," he said.Justice Madigan said the facts ofthe case were that on October 28,2011, Dayal called his wife's rela-tives alleging marriage infidelitywhich she had denied.

Sarabjit was mur-dered by fellow inmates in aLahore jail in what Pakistansays was a scuffle but whatmany in India suspect was apremeditated attack. He wason death row there for hisalleged role in bomb blasts inLahore and Faisalabad twodecades ago. His familyalways maintained that hewas innocent, a farmer whohad strayed across the borderin a drunken state on a fatefulnight in 1990. A special AirIndia plane carrying his bodytouched down in Amritsar at8.30pm, and he was thenflown by helicopter to a sitenear his village of Bhikhiwind,where the Punjab governmentwill give him a state funeral

on Friday. Not a single homethere lit a kitchen fire to pre-pare dinner; instead, grief-stricken villagers threw them-selves into preparations forhis last rites. His deathprompted an anguished reac-tion from Prime MinisterManmohan Singh as well asOpposition anger at the gov-ernment’s handling of thecase, and threatened to wors-en strained ties between thenuclear-armed neighbours. Aninsensitive Pakistani bureau-cracy delayed the release ofthe body by three hours atLahore airport, adding toIndian indignation. Highly placed sources inthe ministry of external affairsreveal that the issue of releasingSarabjit on humanitariangrounds was not taken up at thehighest level, especially in themeeting between Prime MinisterManmohan Singh and PakistanPresident Asif Ali Zardari in Aprillast year. While Zardari - whohad a one-on-one meeting withManmohan Singh, before hisvisit to the dargah in Ajmer -took up the issue of Pakistaniprisoner Khalil Chishty, India didnot press for Sarabjit’s release.In what is now being seen as acostly miss, India did not eventry and negotiate a swap-dealfor Chishty and Sarabjit.Chishty, a Pakistani virologistsentenced to life in a murdercase was finally grantedclemency by the Indian state onhumanitarian grounds. Fiji : THE government has providedunprecedented support towards themanagement of HIV and AIDS issues inFiji, says President Ratu EpeliNailatikau. However, he said work onawareness and understanding of HIV inFiji was far from over. Stigma and dis-crimination remained an issue. RatuEpeli said the protective power of laws —as recognised by the Global Commissionon HIV and the Law — must be har-nessed to eliminate these two issues. Hewas speaking at a regional meeting inNadi yesterday which aimed to identifyand review laws and policies that werebarriers to effective HIV responses in linewith international human rights stan-dards. "In February 2011, the Fiji govern-ment had enacted the Fiji HIV/AIDSDecree 2011. The purpose of the decree

was to provide human rights basedmeasures to assist HIV prevention and inHIV/AIDS care and support. "The decreeaddresses human rights violations thatfuel social marginalisation, such as stig-ma and discrimination which remain asbarriers to the HIV/AIDS response in Fiji,and in other Pacific Island countries."However, the decree was not perfectand the process for its review beganimmediately with further consultationswith our friends and partners and result-ed in the HIV/AIDS (Amendment)Decree 2011 which was enacted just sixmonths later in August 2011 making thedecree internationally compliant." Thethree-day Pacific Consultation on Legaland Policy Barriers to Accessing HIVServices for PLHIV and AffectedPopulations ends tomorrow.

been warmly accepted but, ofcourse, people are asking for clar-ification on some aspects and wewant to engage with them person-ally," Bainimarama said.

While the Fiji regime is promot-ing the new draft constitution, oth-ers want to scrap it and start allover again. A nationwide petitionwas launched by the United Frontfor a Democratic Fiji against thedraft constitution Tuesday, accord-ing to the regime critical blogCoupfourpointfive. Fiji’s last demo-cratically prime minister, LaiseniaQarase, is reported to be one ofthe supporters of the anti-constitu-tion movement. The United Frontfor a Democratic Fiji demands thecurrent draft constitution bereplaced by the 2012 People’sDraft, which they say “reflected theviews, thoughts and aspirations ofa very wide cross-section of oursociety”. The United Front for aDemocratic Fiji criticises the Fijiregime for an inadequate consulta-tion process and for only providingthe constitution in English.

FBOA director Richard Lal said thefeedback from bus operators in the coun-try was that the performance of the sys-tem was beyond expectation. "Some ofthe performance feedback that wereceived today was that the performanceof the system was quite exceptional," MrLal said. In her speech yesterdaymorning at the NewseumBuilding alongPennsylvania Avenue,Karin Karlekar, the projectdirector of Freedom of thePress 2013, said there wereeight status changes, withmost representing deterio-ration from "partly free" to"not free". For the first timein the survey's history, allthe year's status changeswere in the negative. Shesaid the percentage of peo-ple enjoying "free" media in2012 declined by anotherhalf point to the lowest levelsince 1996.

Project managerPeter Drysdale said about3600 people had beenhoused at the settlement."Five hundred of thosepeople live at KoroipitaStage One," he said. "Weare now building another147 houses in stage two.Of that, we have alreadybuilt 76 houses. Last yearwe built 46 houses, thisyear we'll build 50 hous-es, so that will bring thehousing stock to over900. "But Koroipita itself,by next year there'll beabout 226 houses and bythe time we add stagethree, the housing stockat Koroipita will rise to 300and the population will beabout 1200. That isdeemed to be the idealslice to manage a town."Mr Drysdale said if the fig-ure gets any bigger "youwill start to get problemslike gangs and graffiti andall of that". “As the first countries inthe Asia Pacific region tohold the consultation, we areagain showing our leader-ship and commitment toeffective responses to HIVand to the human rights ofthose living with or vulnera-ble to HIV. “It is, therefore,incumbent upon us, the par-

ticipants at this consultation,together with our UN part-ners, to ensure objectives ofthis consultation are fullymet.” The meeting has beenseen as an example to othercountries in the region thatwill soon be holding similarconsultations. UnitedNations AIDS Pacific co-ordi-nator, Tim Rwabuhembasaid punitive laws, policiesand practices hamperaccess to HIV-related servic-es across Asia and thePacific. “Almost all Pacificnations have laws and poli-cies which contribute to theobstruction of rights of peo-ple living with HIV and keyaffected populations,” MrRwabuhemba said. “Manyhave laws and practices thateffectively criminalize peopleliving with HIV and keyaffected populations, miti-gate or sustain violence anddiscrimination againstwomen and sexual minoritiesand impede HIV-relatedtreatment access.” Themeeting is a follow up tocommitments made at theUnited Nations GeneralAssembly (2011) andthrough the United NationsEconomic and SocialCommission for Asia and thePacific (2010, 2011) toreview laws and policies thatadversely affect the success-ful delivery of HIV services topeople living with HIV.

Dhaka : At least 164 peoplewere killed and 800 othersinjured on Wednesday when aneight-storey commercial build-ing that housed several garmentfactories and thousands ofworkers collapsed on the out-skirts of the Bangladeshi capital.The Rana Plaza in Savar on theoutskirts of Dhaka collapsed atabout 9am (local time) with res-cue work being carried out topull out survivors from the rub-ble. The eight-storey commer-cial building housed three gar-ment units, a bank branch andaround three hundred shops.Locals said around 6,000 work-ers used to work in the factorieslocated in the building. Most ofthe bodies were taken to theEnam Medical College from thesite. A B M Masud Hossain, thedeputy chief of Dhaka police,said at least 164 people havedied in the disaster. "But the tollwill be higher because some rel-atives took bodies withoutinforming police," he said. Morethan 800 have been reported

A three-day nationwide widecampaign to vaccinate around 8million children against polio inAfghanistan recently concluded.The campaign, which was ledby Afghanistan’s Ministry ofPublic Health, had started onSeptember 16th and included55,000 service provides, as wellas 40 volunteers who wentdoor-to-door to administer theanti-polio vaccines to childrenunder 5 years of age. Travelingchildren at the Pakistan-Afghanistan border points werealso given the vaccines. Poliowhich is short for poliomyelitis,is a highly infectious diseasethat affects the nervous systemand can lead to partial or fullparalysis. While the diseasehas been virtually eliminated inmost of the world, it is stillprevalent in Afghanistan.According to Afghanistan’sMinistry of Public Health, 17cases of polio were reported inAfghanistan this year. On top ofthe vaccines, children from 2 to5 years of age were also givende-worming tablets to helpreduce the number of worminfestations, which is alsoanother health issue affectingchildren in Afghanistan.

"this figure keeps chang-

about the prisoners or the

charges against them.

TOI had in 2007 reported

that the number of Indian

prisoners abroad had

come down from 6,730 in

2005 to around 6,000.

Sarabjit wasin his late 20s when he wasbrought to Kot Lakhpat, a jailplagued by corruption andinefficiency, keeping in checkmore than 6,000 prisonerswhen it had space only for1,800. During time behindbars that ran into 20 years,Sarabjit came to know peoplefrom many shades of life --hardcore criminals, prisonersof high social status and pettygoons from poor backgroundswho were packed into the 'C'class confinement that hadvirtually no amenities. Sarabjitspent a long time in 'C' classuntil, around six years ago, hewas shifted to 'B' class con-finement. The condition of 'B'class prisoners is better inPakistan's jails as they havetwo to three fellow inmates ina separate cell with a bath-room, though always in badshape. If the prisoner is high-profile or faces threat fromother inmates, he can be keptalone in a separate cell.According to jail officials,Sarabjit was given a separate'B' class cell for security rea-sons and got a 'C' class pris-oner named Akram as servant(usually called a 'mushaqatti'in jail jargon), a provisionavailable to all B classinmates. 'C' class prisonersnormally prefer to serve well-off prisoners in 'B' class con-finement hoping for a reprievefrom the jail's bland food.

One thing which surprisesnon-Muslims who are examiningthe book very closely is that theQuran does not appear to themto be what they expected. Whatthey assume is that they havean old book which came four-teen centuries ago from theArabian desert; and they expectthat the book should look some-thing like that - an old book fromthe desert. And then they findout that it does not resemblewhat they expected at all.Additionally, one of the firstthings that some people assume

is that because it is an old bookwhich comes from the desert, itshould talk about the desert.Well the Quran does talk aboutthe desert - some of its imagerydescribes the desert; but it alsotalks about the sea - what it’slike to be in a storm on the sea.

MerchanT MarIneSome years ago, the story

came to us in Toronto about aman who was in the merchantmarine and made his living onthe sea. A Muslim gave him atranslation of the Quran to read.The merchant marine knewnothing about the history ofIslam but was interested in read-ing the Quran. When he fin-ished reading it, he brought itback to the Muslim and asked,“This Muhammad, was he asailor?” He was impressed athow accurately the Qurandescribes a storm on a sea.When he was told, “No as a mat-ter of fact, Muhammad lived in

the desert,” that was enough forhim. He embraced Islam on thespot. He was so impressed withthe Quran’s description becausehe had been in a storm on thesea, and he knew that whoeverhad written that description hadalso been in a storm on the sea.The description of

“…a wave, over it a wave,over it clouds” (Quran 24:40)

…was not what someoneimagining a storm on a sea to belike would have written; rather, itwas written by someone whoknew what a storm on the seawas like. This is one example ofhow the Quran is not tied to cer-tain place and time. Certainly,the scientific ideas expressed init also do not seem to originatefrom the desert fourteen cen-turies ago.

The SMalleST ThIng

Many centuries before theonset of Muhammad’s prophet-hood, there was a well-known

theory of atomism advanced bythe Greek philosopher,Democritus. He and the peoplewho came after him assumedthat matter consists of tiny, inde-structible, indivisible particlescalled atoms. The Arabs too,used to deal in the same con-cept; in fact, the Arabic worddharrah commonly referred tothe smallest particle known toman. Now, modern science hasdiscovered that this smallest unitof matter (i.e., the atom, whichhas all of the same properties asits element) can be split into itscomponent parts. This is a newidea, a development of the lastcentury; yet; interestinglyenough, this information hadalready been documented in theQuran 34:3 which states:

“He [i.e., God] is aware of anatom’s weight in the heavensand on the earth and even any-thing smaller than that...”

Undoubtedly, fourteen cen-turies ago that statement would

have looked unusual, even to anArab. For him, the dharrah wasthe smallest thing there was.Indeed, this is proof, that theQuran is not outdated.

Another example of what onemight expect to find in an “oldbook” that touches upon thesubject of health or medicine isoutdated remedies or cures.Prophet, may God praise him,gave advice about health andhygiene, which are found in hisProphetic Traditions, and untiltoday this advice is compellingand proven in the field of medi-cine. The Quran is a divine reve-lation and so are the PropheticTraditions. The Quran shedslight on some remedies as dothe Prophetic Traditions; unlikeMedical journals of today, thereis no information that is outdatedin the Quran and the PropheticTraditions..In specific the Quranmentions one item that can beused as a treatment, which isnot in dispute by anyone. Itstates that in honey there ishealing. And certainly, I do notthink that there is anyone whowill argue with that!

New Delhi : A spat betweenthe television channels andadvertising agencies over billingpractices has turned costlier forthe broadcasters as they mayloose up to Rs. 20-25 croreeveryday for taking the commer-cials off the air. "Broadcastersmay loose Rs. 20-25 crore perday, which means over Rs. 100crore if tiff continues for nextfive days," said a senior execu-tive from Multi Screen Media,which runs Sony Entertainment.Broadcasters have blacked outcommercials since Wednesdayin protest against a new billingmethod but are carrying ads for

agencies that have agreed tomove to the new 'net' billingmethod. Earlier, broadcastersused to issue gross bills to theadvertising agencies for TVcommercials. These bills includ-ed a 15% charge, which waslater deducted from the grossamount. In recent assessments,the income tax (IT) departmenthas taken a view that the 15%trade discount given by broad-casters is actually an agencycommission. I-T department hasissued notices to IndianBroadcasting Foundation (IBF)members for non-payment oftax deducted at source on this

15% agency commission. Toavoid unnecessary litigation, theIBF then decided to issue netbills, which was not accepted bymedia agencies. Major networkssuch as Star India, TV18,Viacom18, Zee EntertainmentEnterprises, SonyEntertainment, Times TelevisionNetwork, and ETV have joinedhands to drop advertisements."Broadcasters are losing rev-enue every minute. This will hurtthe finances badly," said AshokVenkatramani, CEO, MediaContent and CommunicationsServices, a venture by ABP Ltd.But in or a longer term, the new

billing system will hit hard therevenues of media agencies aswell. The commission rate isexpected to dip from 15% to 3%and further down. "Also, theproposed tax system will makeclients more dominant overmedia agencies as they willnegotiate on the percentage ofcommissions," said SantoshSood, former COO, RediffusionY&R, an ad firm. However,efforts are on to end the stand-off. "Discussions are on. Andhopefully, we will find a solutionsoon," said Arvind Sharma,president, Advertising AgenciesAssociation of India.

The BSE sensexended 1.19% higher, closingat its highest since February4, while the broader 50-shareNifty closed up 1.17%.

Mumbai : Mutual funds (MFs)have lost nearly 4.5% or about20 lakh retail folios in the pastsix months due to the sharp fallrecorded by the equity category.MFs have around 4.3 crore retailfolios or investor accounts at theend of March 2013, data with theAssociation of Mutual Funds inIndia (AMFI) showed. Thedecline was led by the equitycategory, which was impacted bythe volatility in the capital mar-ket. The benchmark CNX Niftydeclined 3.8% and 0.4% respec-tively in the three months and sixmonths period till March 2013.Folios in equity-oriented

schemes dropped 6.7% or a lossof nearly 24 lakh folios to around3.32 crore at the end of March,AMFI data showed. Despite thefall, a significant proportion ofinvestors have stayed on withequity MFs largely because ofthe poor returns offered by theseschemes in the past few years.In all, 63% of retail investorsremained invested for more thantwo years at the end of March.About 61% of retail investorshad kept their money in equityschemes for a similar tenure atthe end of September 2012. Inthe high net-worth individuals(HNI) category, about 49%

stayed invested in equity MFs formore than two years. Expertsand financial advisors reckonthat investors would reap higherprofits by remaining invested inequity for the long-term. Anddata too supports this assess-ment. The CNX Nifty deliveredover 20% annualised returns inthe 10-year period ended April30, 2013 compared to less than4% annualised returns in thethree-year period. The fixedincome category however contin-ued to see traction with giltfunds, which invest primarily ingovernment securities, seeing asharp rise in investor accounts.

Folios in gilt funds nearly dou-bled to over 63,000 in 6 months.The category, which has thesmallest base of investors, sawa steep rise in investor accountsdue to the fall in interest rates.Gilt funds typically gain whenrates decline. Folios in debt-ori-ented schemes increased 6.3%to 58.6 lakh at the end of March.Corporates continue to be theleading investors in MFschemes. Their share in theassets under management(AUM) stood at 46% share inMarch 2013. This is howeverbecause of their high exposureto fixed income schemes.

As per the agreement,QFE will subscribe to thesenew shares at a price of Rs340 per share . The invest-ment will further strengthenthe capital structure andprovide further flexibility forthe company to deliver onits growth strategy, Bhartisaid in a statement. In earlymorning trade on theBombay Stock Exchange,the Bharti scrip was tradingat Rs 323.3 up about 2%from yesterday. OnThursday, Bharti reported a50% fall in quarterly profitwhich marked its thirdstraight year of decliningearnings in the backdrop ofan unprofitable Africanbusiness, unfavourableregulatory issues andheavy debts which haveshadowed the Indian tele-coms space. IOC taps bond market for Rs 1,700 cr at benchmark rateNEW DELHI : State-owned Indian Oil Corporation (IOC)

on Thursday said it has raised Rs 1,700 crore through a

domestic bond issue at a new benchmark low interest rate

of 8.14%. The issue of secured redeemable non-convertible

bonds opened for subscription on private placement basis

and received an "overwhelming response from all segments

of investors", the company said in a statement. "The issue,

launched with an original size of Rs 500 crore, was over-

subscribed by over six times with overall subscription

aggregating to over Rs 3,000 crore," the company said.

It is his prize project and HrithikRoshan is taking no chanceswith it. Krissh 3, which has just

wrapped up, has entered its crucialpost production stage. The firstpromo is being edited at a studioin the suburbs, which is run byBinny Padda.

It is a studio that specialisesin cutting promotional trailers,

and has films such as Ghajini, Rockstar,and Koi Mil Gaya to their credit.According to eye-witnesses, Hrithik hasbeen spending long hours at the studio,often burning the midnight oil in theprocess. Said a source, "Anyone whowalks into the studio at any time of day ornight, is likely to bump into him. Forweeks now he has been ensconced inthe editing room, overseeing every bit ofthe trailers which will not go on air beforethe middle of this year."

This is hardly surprising consideringhow special-effects-heavy the film is.However, the film, which was supposedto be converted into the 3-D format, willnot be so. Confirming this, RakeshRoshan told us, "Krrish 3 is not happen-ing in 3D." Buzz is, this decision was initi-ated by the fact that many of the bigblockbusters in 3D in the recent past didnot got the cash registers ringing.

he fact that Karan Johar, Anurag Kashyap, ZoyaAkhtar and Dibakar Banerjee have come togeth-er to make Bombay Talkies, a collection of four

short films that mark 100 years of Indian cinema, is wellknown. But for the past few days, the buzz was thatRanbir Kapoor will be associated with the project. It wassuggested that the actor will play the sutradhar (narra-tor) who will string together the four films. Not only this,Ranbir was also tipped to be feature in a music video topromote Bombay Talkies. But now, we have come toknow that the Kapoor scion isn’t likely to be part of thefilm at all. “We have been trying to rope in Ranbir for aspecial video that the makers wanted, but he won’t beable to take time out due to his hectic schedule,”informs a source close to the project. Not only that, theactor was supposed to play a role in Dibakar’s shortfilm, which also stars Nawazuddin Siddiqui.

Actor Katrina Kaif and director Zoya Akhtar share aspecial relationship. They last worked together onZindagi Na Milegi Dobara (ZNMD, 2011) and now, are

set to team up once again for Bombay Talkies. The film is acollection of four shorts by Zoya, Anurag Kashyap, Karan

Johar and Dibakar Banerjee. Katrina will play herself inZoya’s segment. A source close to the movie reveals,

“They became really good friends while they wereshooting ZNMD. And Zoya had promised Katrina

that she would be part of her next film too.”Revealing more about Katrina’s segment, thesource says, “The short film revolves around ayoung boy, who is extremely fascinated withKatrina. It’s the story of his relationship with theactor.” Apparently, the film will also feature the

Katrina Kaif-inspired Barbie doll. “When this boyfinds out that there is such a toy available in the

market, he buys one for himself because he wantsto have his own Katrina. Towards the end of the

movie, he finally gets to meet her,” says the source.Made to celebrate Indian cinema’s centenary, Bombay
