They discussed farmlands were confiscated for urbanization, establishing industrial zones and extension of base of battalions of Tatmadaw. Farmlands in operation of the farmers were confiscated in extension of railroads, motor roads and airports, establishing state-owned factories and workshops and allotting lands to private companies for farming purposes. The farmers are traditionally engaging in the farming on the lands with no knowledge on legal status of the lands. Village land committee was found to be failing to register the lands in accordance with the law. The farmers, who had not applied for permission or had no knowledge to do so to do farming on the lands of their ancestors, were labeled encroachers citing lack of documents.     As for progress of nation and socio-economy, the government has beenunwaveringly implementing social, economic,educational, health and agricultural reformswhile reviewing its monetary, financial, tradeand investment polices and taking othernecessary reform measures with addedmomentum. Basically, it is taking steps to createa sound environment for the smooth flow offoreign direct investments into the nation apartfrom easing procedures and formalities for theconvenience and development of trade andexport and import activities.

    Concerning investments, the governmenthas three phases. The main agenda of the firstphase is the establishment of mass productionfactories which can generate job opportunitiesfor a very large number of working age people.The second is the setting up of value-addedindustries for export promotion and forreducing the volume of raw material exportswhile the third is the rise of businesses based onhigh technology.

    Since trade and investment are the maindriving force for the nation’s economic growth,efforts must be made for the increase in thevolume of local and foreign direct investmentsin bringing about socio-economic growth ofthe people and creating job opportunities whilepreventing what is detrimental to the interestof the State and the people, undermining theimage of the State and sovereignty and harmingnatural environment. Meanwhile, systematicsteps are required for sustainable developmentof land, water, forest and mineral resourcesfor future generations.

    As per the pledge toward the entire country,the government is always on its noble missionof striving utmost for the restoration of nationalreconsolidation, the prevalence of nationalpeace and stability, the enforcement of the ruleof law, the promotion of democratic practices,the creation of good governance and cleangovernment, while enabling the people enjoythe fundamental rights of a citizen, raisingtheir education and health standards,introducing and implementing economicreforms and developing socio-economy andenvironmental conservation tasks.

    US Osprey aircraft arrive inJapan

    TOKYO, 24 July—A ship carrying the US military’s latesttransport aircraft Osprey arrived in Japan on Monday morningamid protests over safety issues.

    Workers began unloading and assembling the 12 MV-22 Osprey aircraft in the city of Iwakuni soon after the shiparrived, according to reports. The US plans to deploy thenewer tilt-rotor aircraft to Okinawa to replace CH-46helicopters.

    Iwakuni Mayor Yoshihiko Fukuda told reporters after theship’s arrival that he will lodge a protest with the centralgovernment. “We have been urging that it not be allowed intothe port until safety is confirmed,” he said. “We feel distrustand indignation that (our message) did not reach the state.”

    Though the Ospreys will only be in Iwakuni shortly, itsdeployment plan has become the latest uniting point for USbase opponents. Both the mayor of Iwakuni and the governorof Okinawa said that they do not support even temporarilyhosting the aircraft.     WASHINGTON , 24 July —Scientists in the US havecreated a free swimmingartificial jellyfish. The teammembers built the replica usingsilicone as a base on which togrow heart muscle cells thatwere harvested from rats. Theyused an electric current toshock the Medusoid intoswimming with synchronisedcontractions that mimic thoseof real jellyfish. The advance,by researchers at Caltech andHarvard University, is reportedin the journal NatureBiotechnology.The findingserves as a proof of conceptfor reverse engineering avariety of muscular organs andsimple life forms.

    Because jellyfish use amuscle to pump their waythrough the water, the waythey function—on a very basiclevel—is similar to that of ahuman heart. “I started lookingat marine organisms that pumpto survive,” said Kevin KitParker, a professor ofbioengineering and appliedphysics at Harvard. “Then Isaw a jellyfish at the NewEngland Aquarium, and I

    immediately noted bothsimilarities and differencesbetween how the jellyfishpumps and the human heart.“The similarities help revealwhat you need to do to designa bio-inspired pump.”

    The work also points to abroader definition of“synthetic life” in an emergingfield of science that has untilnow focused on replicatinglife’s building blocks, say theresearchers. Prof Parker saidhe wanted to challenge thetraditional view of syntheticbiology which is “focused ongenetic manipulations ofcells”. Instead of building justa cell, he sought to “build abeast”. The two groups atCaltech and Harvard workedfor years to understand thekey factors that contribute tojellyfish propulsion, includingthe arrangement of theirmuscles, how their bodiescontract and recoil, and howfluid dynamics helps orhinders their movements.

    Once these functionswere well understood, theresearchers began to reverseengineer them. They used

    silicone to fashion a jellyfish-shaped body with eight arm-like appendages.     SHANGHAI, 24 July — A Chinese dairy has been orderedto suspend production after a cancer-causing toxin was foundin its infant formula, China’s quality watchdog said on Monday,in the country’s latest milk scare. Ava Dairy Co Ltd has starteda recall after high levels of aflatoxin, which is caused by mould,was found in products made between July and December, thewatchdog said, according to the official Xinhua news agency.

    Regarding the firstquestion, the deputy ministerreplied that 132/66 KV 60 MVApower station and 44 mileslong Taunggyi-Hsihseng 66KV power line have beenprojected in five-year plan soas to start the construction in2013-2014 fiscal year.

    Upon completion ofpower line and power stationprojects, Taunggyi Districtand surrounding regionswould have full access toelectricity and the surplus

    would be supplied to districtsand townships in Shan State(North) through 66 KV powerline.

    So, the two facilitieswould be implementeddepending on the fundsallocation of the Uniongovernment.

    Regarding the secondquestion, the deputy ministerreplied that construction of 66/11 KV (5) MVA power stationwas completed in MohnyinTownship on 23-4-2012. It wasfirst intended to increaseelectricity supply to Mohnyinand surrounding regions. Butlater it was found that it wouldresult in low voltage and

    electricity outage if theelectricity was provided to thewhole surrounding regions.However, the Ministry ofElectric Power No. 2 wouldconstruct 66/33/11 KV 3 MVApower station and 13 miles long33 KV power line from Mohnyinto Namhom Village and 33/11KV 3 MVA power station inNamhmon Village dependingon the fund allocation.

    Electricity would besupplied fro Namhmon powerstation to its surroundingvillages and other villages inIndawgyi through 11 KVpower line.

    The villages of IndawgyiRegion could quickly receive

    the electricity from Namhmonpower station by formingvillage electricity supplycommittee and constructrelated facilities on self-reliantbasis. The ministry wouldpermit it within the frameworkand provide technical support.

Upon completion ofongoing projects namelyChipwenge, Phyu Creek,Thaukyekhak (2) Bilu Creek(3), Upper Bilu Creek (2) andUpper Paunglaung from2012-2013 fiscal year to2014-2015 fiscal year,2383.7 kilowatt hourselectricity could be produced,installed with 520 megawattscapacity in total.

    The deputy ministercontinued to say thatAnchaung, Thahtay, UpperKengtawng, Upper Yeywaand Shweli-3 projects wouldproduced 1502 megawatt and5527 KWH upon completionfrom 2016-2017 to 2020-2021.

    To fulfill electricitydemand on a temporary basis,six gas power plants inYangon will be upgraded.Major repair will be carriedout at Ywama gas power plant.Upon completion of repair, itwould produce more 110megawatt.

    The ministry is innegotiation with China-based Hydrolancang Co Ltdto establish 543-megawatt gaspower plant, with Korea-basedBusan Korea Biotechnologyto establish 500-megawatt gaspower plant, with Thailand-based Toyo Thai Co to built100-megawatt gas powerplant in Insein, and with ThaiEGAT Co to urgently built

    one 110-megawatt gas powerplant. Regarding the secondquestion, the deputy ministersaid village relocation planwas drafted by district andtownship authorities anddepartmental personnel underleadership of Thandwe DistrictPeace and DevelopmentCouncil in April, 2009.Reclamation of farmlands,electrification and repair ofvillage roads will be carriedout coming open season incoordination with project andlocal authorities.     Double-decker London bus reborn asathletic Czech art

    PRAGUE, 24 July—ACzech artist has re-modelled atraditional London double-decker bus into a mechanicalsculpture of an athlete doingpush-ups to celebrate theOlympic Games opening inthe British capital on Friday.

    David Cerny, whose pastworks have enraged Europeanpoliticians and sought to pokefun at rival artists, hasinstalled the bus outside theCzech Olympic House inLondon’s Islingtonneighbourhood.

    Cerny bought the 1957bus from an owner in theNetherlands, attached twohuge arms, an electrical engineand a lot of wiring andsuspension tools to make itinto a piece of art named

    “London Boosted”.The mechanisms inside

    make the 6-tonne bus moveup and down on bright redarms, raising the chassis intovarious angles, accompaniedby recordings of a groaningvoice and video projectionsin the windows.

    “There is one commonexercise for every sportsmanin the world, and that is push-ups,” Cerny said.

    “It is training for sportactivities but at the same timeit is also punishment in armiesand prisons. So the push-upsare a very universal physicalactivity...It is in a way veryironic.”

    LONDON, 24 July—Visitors to London’s Tate Moderngallery this Summer may find themselves holding aconversation with a complete stranger in a cavernous hall aspart of a piece of art. They could perhaps be invited to listento someone’s holiday experiences or be encouraged to join ina running or singing game.

    By doing so, the visitors will become part of the gallery’slive art exhibition “These Associations” by British-Germanartist Tino Sehgal.

    The exhibition, which runs until 28 October, is part ofthe Unilever Series hosted at the Tate Modern each yearwhich has seen artists like Olafur Eliasson, Rachel Whitereadand Carsten Höller create huge pieces of art that have filledthe Turbine Hall and drawn millions of visitors to the galleryeach year. Sehgal said the idea for this work was influencedby the vast space at the Tate Modern and the idea of beingan individual in a collective.

    “It’s a place that is made for visitors or audiences togather which is very unusual, for a museum space,” he toldReuters. “Normally, you’re supposed to not gather but walkaround and look at the art politely.”

    The 70 or so participants engage in a variety of sequencesto create movement, sound and conversation includingsinging, or running full speed down the hall, as well asspeaking to the public. Curator Jessica Morgan said thepublic response has been positive so far.

    “I think they are completely fascinated,” she said. “I thinkmany people come to the Tate, expecting this type ofexperience. They’re looking for an encounter that perhaps isquite different to the encounter that they might have at theNational Gallery.” “Many people are joining in ... there’s quitea movement around the space and many of the people whoencounter it are completely taken over with this type of almost‘ebb and flow’ in the gallery space and join in.”
