OnbehalfofCouncil,IhavetheprivilegeofsubmittingthefifthannualreportoftheCanadianOrganizationofParamedicRegulators/OrganisationCanadiennedesRégulateursParamédicaux(COPR/OCRP).ThisannualreportpresentsCOPR/OCRP’sactivitiesandactionsforthefiscalyearendingMarch31,2015.Thisreportalsodemonstratesprogressmadeoncommittedstrategiesand sets the stage for the 2015-2016 strategic planning and budgeting processes byproviding an opportunity to assess the accomplishments and identify how we maycooperativelybuildonpastsuccesses,aswellaslessonslearned,tocontinuetosupportCanada’sparamedicregulatorsintheirmandateofprotectingthepublic.SummaryofRecentCOPR/OCRPHistoryTheinitialpurposeofestablishingtheCOPR/OCRPwasto:

• createasinglenationalvoiceforCanadianparamedicregulators;• createabetterunderstandingofwhatregulationisanditspositiveimpactonthe

paramedicprofessioninCanada;• establishthepotentialforbettersharingofinformationbetweenregulators;and• supportthedevelopmentofbestpracticesamongstparamedicregulators.

TheauthorityofCOPR/OCRPisderivedfromitsmembers.Membershipincludesparamedicselfregulators,paramedicgovernmentregulators,andgovernmentappointedparamedicregulatorsfromCanada’sprovincialjurisdictions(seeAppendix1).PresentlythethreeTerritoriesofCanadadonotregulateparamedics.LettersofsupportwereprovidedbyallprovincialjurisdictionstoconfirmtheirsupportfortheroleandmandateofCOPR/OCRPandprovidedfundingforitsoperations.Electionswereheld,anExecutivewasformed,andstandingcommitteeswereestablished(seeAppendix2).

COPR/OCRPMISSION

TofacilitatecollaborationofCanadianregulatorsinthedevelopmentofacommon

approachtoparamedicregulationBy-LawsforCOPR/OCRPweredrafted,anapplicationforIncorporationwassubmitted,avisualidentitywascreated,andawebsitewentlivein2011(www.copr.ca).SignificantprogresswasmadetocompletetheLabourMobilityProject(LMP)ontimeandwithinbudget.ThroughtheRFPprocess,YardstickInc.washiredasanexperttestingcompanyforparamedicexamdevelopment.ItwasdeterminedthattheNationalOccupationalCompetencyProfile(NOCP)wouldbethefoundationfortheexamblueprintsforthePCPandACPexams.Duringthistime,theprimaryfocusofactivitiesforCOPR/OCRPwasthedevelopmentofthePCPandACPexams;withthefirstsittingscheduledforJune2012andthesecondsittingplannedforSeptember2012.AcommuniquéwasreleasedinMarch2012announcingthefirstofferingsofCOPR/OCRP’sPCPandACPexams.AdministrativeServicesweresecuredandhaveassistedCOPR/OCRPtoachieveitsgoals,byensuringproperrecordkeepingofitsvariouscommittees,financialaffairsandensuringtimelyfollowupwithmeetingdecisionsandprojects.InJune2012,theIncorporationofCOPR/OCRPwasfinalizedandacertificateofincorporationwassharedwiththeDirectors.

Activitiesin2014-2015In2014/2015,theCOPR/OCRPCouncilmetseven(7)timesandtheExecutivemetten(10)times.COPR/OCRPCouncilmetface-to-faceinSaintJohn,NewBrunswickinJune2013andconducteditssecondstrategicplanningprocess.Councilestablishedsixpriorityinitiativesfor2013/2014,allrelatingtolabourmobility,whichincluded: 1. DevelopjointplanwithParamedicAssociationofCanada(PAC)regarding on-goingrevisionstotheNationalOccupationalCompetencyProfile(NOCP); 2. Developprocessforongoingdialoguewithstakeholders; 3. DevelopprocesstoverifydataintheAITtooltokeepitcurrent; 4. Developprocesstoshareinformationregardingpractitionerslicensedinmultiple jurisdictions; 5. Developprocesstoshareinformationregardingchangesinscopeofpracticeina jurisdiction;and 6. Assistthesixremainingjurisdictionstoadoptthenationalexams.FollowingtheAGMinJune2013,anumberofpertinentinfrastructureissuesrequiringimmediateactionandattentionwereraisedduringCOPRCouncilmeetings,COPRExecutivemeetingsandseveralone-to-onedialogue,betweenindividualjurisdictionsandmyselfasCOPRChairwhichincluded: 1. ProposedCOPRby-laws; 2. Fundingmodeltoallocateannualmembershipdues;

3. LinkagebetweenCOPRstrategicplanningprocessanddevelopmentofannualoperationalbudget;

4. Stakeholderrelations;5. Accountingsystem;6. ExistingCOPRWebsite;7. Organization-wideriskmanagementframework;and8. COPRAdministrativeservices.

AtthedirectionofCouncil,anadhocStrategicPlanningWorkingGroupwascreated.Theworkinggroupmetaseriesoffour(4)timestoconductananalysisofCOPRactivitiesthattookplacein2013/2014andpreparedsynthesizedinformationfromtheirreviewtosupportthe2014/2015strategicdirection.

FourCOPR/OCRPConstituentMembersrepresentthevoiceofregulatorsonthis nationalcollaborative.B. COPR’sInformationSharingWorkingGroup(ISWG),reportingtoCOPRCouncil, wasre-activatedinFebruary2014andundertookareviewoftheexisting structureandpolicyframework.Inlate2014,arevisedtermsofreferencefor theISWGwasapprovedbyCOPRCouncil.InFebruary2015,thegroupselecteda newChair.

Inearly2015,alegalreviewoftheproposedbylawswascompleted.Version15 oftheproposedbylawsreceivedendorsement(inprinciple)byallConstituent Members;pendingfinalapprovalatCOPR’snextAGMinToronto,Ontarioin June2015. The2014/2015operationsbudgetisbasedonthenewfinancialChartof Accounts.ThefinancialreportingofCOPR’sExaminationCommitteeisnow separatedfromtheoperationsbudget.Budgetaryplanningprocessesand timelineswerere-alignedtocoincidewithConstituentMemberrequirements.E. COPRCouncilapprovedanamendedAdministrativeServicesagreement, expiringMarch31,2017.Inearly2015,COPRCouncil,ledbyExecutive, conductedaperformancereviewoftheadministrativeservicesagreement.F. COPR’sExamCommitteewelcomedtheadoptionandimplementationofthe examprogrambytheProvinceofNewfoundlandandLabrador.Fivejurisdictions currentlyutilizeCOPR’sexamprogramasanentrytopracticerequirement. G. COPRExecutiveremainsfocusedonbuildinginternal(jurisdictions)andexternal (EmploymentandSocialDevelopmentCanada[ESDC],LabourMobility CoordinatingGroup[LMCG],andothernationalbodies)stakeholderrelations.FinancialSummaryConstituentMembers(jurisdictionalregulatoryauthorities)continuetofinanciallysupporttheoperationsoftheorganization.ThefinancialcontributionsmadebyeachjurisdictionallowsCOPRtoremaincommittedtothedevelopmentofabodyofknowledgetoadvancetheunderstandingofparamedicregulationinCanada,identifyareasofmutualinterest,anddevelopandimplementstrategiestoassistCanada’sparamedicregulatorsinachievingprovincialandfederalobligationsthatimpactregulatorfunction. TheaccountingfirmofMWCCharteredProfessionalAccountantsLLP,fromRegina,Saskatchewan,wasappointedasauditorforCOPR/OCRPforthefiscalyear2014/2015.TheAuditorwasprovidedwithallrelevantCOPR/OCRPfinancialinformationandthe2014/2015financialauditisnowcomplete.PleaseseeaccompanyingreportbyMWCCharteredProfessionalAccountantsLLP.
