I. Background:
Under the Grant in Aid scheme of Integrated Scheme of Older Persons, from year 2010
Ministry of Social justice & Empowerment, has set up India’s first RRTC –Ageing
through Anugraha in Delhi. RRTC Anugraha, Delhi is covering the States of
Haryana, Delhi and Uttarakhand. Its mandate is to carry out advocacy, awareness
generation, training of stakeholders, database generation, research and liaising
with the State Governments of the States assigned to it in the field of old age care.

II. About Anugraha:
Anugraha is a national voluntary organization, dedicated to the interests of older
persons. It is a leading collaborative agency with Min. of SJ&E and has organized
several national seminars, workshops and National consultative meets involving
hundreds of senior citizens, academicians, NGOs, and civil society persons, who have
benefited from these diversified programs.
Working for marginalized & rural communities, since year 2000, this national voluntary
organisation has largest database on rural elderly. It has organised several international,
national seminars, training programs & Consultations on issues impacting the aged.
Operational in five states of India, it has forged effective network with NGOs, medical
colleges, academic institutes, psychologists and care givers. Giving impetus to lifelong
learning and 2nd careers, Community Trainings in Computers for Senior Citizens have
been organized. Sensitization programmes on Promoting Micro Credit among Elderly,
Mega Cultural Events on “Celebrating Graceful Ageing”, walkathons and felicitation of
eminent elderly on International Day for Older Persons are innovative initiatives. Active
champion of Rights of the Elderly in India, Anugraha pioneered capacity building of
NGOs, Judicial & police officers, State Govt. officials & Human Rights Commissions.
Provided medical screening, Mobile Medical care, medicines to over 15000 patients,
6000 cataract surgeries through Multi specialty Medical Talk ons. Participation and
presentation made in about two -dozen National and International forums. Signed MOU
with Senior Citizens Council, Republic of Mauritius and led several social exchange
delegations of elderly. Anugraha has published two books titled “Active Ageing in the
New Millennium” & “Coping with Ageing: Emerging issues & Strategies in India & South
Asia”.
As member of State Council for older persons, Govt. of Delhi NCT, Anugraha formulated
the “State Policy on older persons”. In its Day Care & Recreation Center, supported by
Govt. of Delhi NCT Delhi, Anugraha is running e-learning and computer center, library,
counselling, spiritual & social support programs for senior citizens. Anugraha is a zonal
chairperson of Indian society for Universities of Third age (U3A). For the first time in
India, it mobilized corporate groups to include age care in their CSR initiatives. It has
worked with International Collaborators like UNESCAP, FAO, Southern Cross Care,
Australia & International Federation on Ageing, Canada. Anugraha is one of the member
in the Core Group on Elderly Persons constituted by NHRC.

Outcome of training programme
A variety of training & sensitization programs conducted in different areas allocated to
RRTC Anugraha created a wide impact among the target group and stakeholders. Many
NGOs attended such program for the first time and found it very useful and informative. It
gave a forum and a support group to senior citizens & opportunity to youth, students,
NGOs, RWAs, SCAs to work together, share their feelings & perspective for empowering
elderly. It provided a platform to address issues related to elderly needs and problems
collectively. Multiple themes and sessions provided awareness generation about special
needs of older persons, knowledge of geriatric ailments, planning for retirement,
dementia etc. inputs and participation by State & district agencies dealing with old age
care.
A comprehensive data bank of experts, academicians, resource persons etc, was
created & an action plan for future sensitization progs. developed based on feedback of
participants. It gave a tool for advocacy & heightened awareness about special needs
of older persons, knowledge of geriatric ailments, planning for retirement, dementia etc.
Due to these programs, there was increased public awareness and knowledge of the
human rights of older persons and key provisions of the Maintenance and Welfare of
Parents and Senior Citizens Act, 2007. These programs formulated effective
mechanisms for further advocacy on safety & security of seniors. Educated target group
causes, consequences, prevalence, treatment and prevention of violations of human
rights, elder abuse and neglect. Provided comprehensive range and knowledge
enhancement about product & services useful to the elderly. Imparted skills and
education for achieving adequate nutrition within their available means and explained the
importance of non-food factors in old age like hygiene, sanitation, safe drinking water etc.
for nutrition and health of the elderly people.

Regarding maintaining a database of institutions working in the field of old age care,
RRTC Anugraha collected information from various sources such as Academic
institutions, Resident Welfare Associations, senior citizens, retired persons associations,
Delhi Police, NHRC, etc. to compile the database of the NGOs and other stakeholders
on age care. Overall the database has been divided in eight categories, listed below.

Efforts were made by the RRTC Anugraha in the area of advocacy and awareness
generation on age care issues. Towards achieving a proper adjustment between the
target group, i.e. older persons and social environment, a communication & publicity
campaign was launched through:
A. Leaflets, handouts, posters & banners.
B. Poster making, painting and slogan writing competitions
C. Periodical audio-visual shows.
RRTC Anugraha undertook following key steps and initiatives to further the cause of
advocacy & awareness generation on age care issues :-
I. National Consultative Meet on “Safeguarding Rights of the Elderly in India”
RRTC Anugraha in association with National Human Rights Commission and
Ministry of Social Justice & Empowerment organized a one day National
Consultative Meet on “Safeguarding Rights of the Elderly in India” in Chandigarh
on 29th August 2014 (Friday). Shri K.G. Balakrishnan, Chairperson, NHRC was the
Chief Guest and Hon’ble Justice Shri Surya Kant, Judge, Punjab & Haryana High
Court was Guest of Honour. In this Program, Shri. S.C.Sinha, Hon’ble Member,
NHRC, Shri Rajesh Kishore, IAS, Secretary General, NHRC, Sh. J.S. Kochher,
Joint Secretary, NHRC, Shri Gobinder singh ( District & sessions Judge cum
director Chandigarh judicial academy ) , Smt. Asha Menon, Member Secretary,
NALSA graced the occasion.
About 300 representing voluntary organisations & Academic organisations from all over
India will be invited to attend this National meet. State Govt. representatives from Police
/ social welfare depts. , State Human Rights Commissions , Senior citizens associations,
Pensioners associations, RWAs & NGOs, Govt. Institutions/ Depts. & Officials dealing
with the elderly, Corporate bodies & Policy makers participated & contributed in the
proceedings.

II. Celebration of International day of older persons 2014, Delhi:
RRTC Anugraha in association with National Institute of Social Defence organized a
Multi Activity Event on the theme “Active & Healthy Ageing” “Jeevema Sharadaha
Shatam” (May we live for 100 years) in Chinmaya Auditorium, Delhi. Shri
Thaawar Chand Gehlot Ji, Hon’ble Minister, Min. of SJ&E, GoI was the Chief Guest.
About 600 Senior citizens, Resident welfare Associations, Retd. Employees welfare
associations, Civil society, Policy makers and experts participated in the event that
focused on:
Awareness generation on active & healthy ageing through interactive lecture
sessions;
Counselling, health check up & Demonstrations of techniques for lifelong
fitness.
Knowledge enhancement through a multi service exhibition on health care.
Recreation and entertainment through a cultural programme.
“Youth for Seniors” Competitions
As part of celebration of IDOP, RRTC-Anugraha organized Exhibition & Consultation
camp on Health Care for Senior Citizens. Different Hospitals as, Centre for Sight,
Maulana Azad Medical College, Delhi Heart & Lung Institute, Indraprastha Apollo
Hospitals, Metro Heart Institute, Maharishi Ayurveda Hospital, Arya Vaidya shala,

As part of Elders Day celebrations, RRTC Anugraha organized a Walkathon & Rally
on in Dehradun, Uttarakhand, supported by Ministry of Social Justice & Empowerment,
Govt. of India. Shri N Ravi Shankar, Chief Secretary, Uttarakhand were Chief
Guest.
In this program about 500 Senior citizens from various Resident Welfare Associations,
Senior Citizens Associations, Walkers’ clubs, inmates of old age homes Retd.
Employees welfare associations etc. participated with great interest. Young generation-
school & college students as well as grandchildren of participating senior citizens
cheered their grandparents. This Walkathon & Awareness Rally generated awareness
about holistic health & fitness, in order to advance health & well being in old age and
showcasing the theme of “Active Ageing” & Intergenerational bonding. Eminent Social
Personalities of Dehradun and Students from various educational institutions graced the
occasion.
IV. Preparation of I.E.C Material (Refer Annexure - IV) Designing, content
development and printing of information dissemination and publicity material, such as
Brochures, handouts, posters, calendars, booklets was undertaken on following
themes. Specially commissioned professionals prepared the aforesaid
communication material :
Booklet on “Prevention of Falls Among Elderly by Creating An Age Friendly
Environment”
Bilingual brochure on Ensuring Safety & Security of Senior Citizens
Brochure on Tips for Holistic Health Care in Old Age
These were distributed in various training workshops, national seminars, exhibitions
and consultative meets. Efforts were made to display this material at places which have

higher elderly interface, such as office complexes of State Govt. Deputy Commissioners
in districts, Social welfare offices, Police stations, Academic institutions and NGOs.
Further several bilingual PowerPoint presentations, concept notes and innovative
projects were prepared on various themes of aged care for training purposes.
Public authorities like office-bearers of Retired persons associations, senior citizens
associations, doctors and para-medics, academic community, bank officials were made
aware of the need of sensitive handling of the elderly and their problems. Extensive
interactions were held in Universities and colleges in the cities of Uttarakhand, Delhi,
Chandigarh and Haridwar.
V. Annual Regional workshop by RRTC Anugraha, held in Delhi on 26th March,2015
primarily involved the various stakeholders- the grantee NGOs by MSJE, the elderly,
social welfare officials, experts and resource persons facilitated the workshop and
provided specialized inputs. The workshop was inaugurated by Mr. Mahesh Sharma,
deputy director, Social welfare Govt of NCT of Delhi. This workshop was very useful
in forging a network of NGOs working in old age sector and the technical experts. Its
main objective was to:
o Educate NGOs about the grant-in aid Scheme on Ageing, under Ministry of Social
Justice & Empowerment, GoI (Integrated Programme on Older Persons) and
NPOP,
o Train NGOs in proposal formulation, report writing, documentation and effective
implementation;
o Share the experiences, good practices & feedback of the NGOs and Senior
Citizen Associations;
o Generate awareness about the Maintenance Act and other important
programmes of the Ministry and NISD.
The feedback received from participants revealed the gaps in the implementation of
IPOP scheme of GIA. Lack of awareness about the GIA scheme on old age,
procedure for application, documentation and sustaining programmes in absence of
regular grant were main problems faced by the NGOs. The discussions held
facilitated active involvement of the target group, the community and government
officials in the implementation & evaluation process.
VI. Painting, poster making and slogan writing competitions were organized for the
College Students in Ambala, Sirsa and Jind in Haryana . About 200 students
exhibited their skills on the theme “Healthy & Productive Ageing”.
Painting competitions by youth for elderly were organized in 3 districts of Uttarakhand also.

Regarding monitoring of the work of the grantee institutions, RRTC team contacted the
ageing section in the Ministry of Social Justice & Empowerment, GoI and collected and
compiled the list of NGOs receiving Grant-in-aid in states of Delhi, Haryana and
Uttarakhand. A comprehensive format was developed (Annexure- A) to collect and compile
basic information on the NGOs receiving Grant in aid from the Ministry of Social justice &
Empowerment.
The purpose was :-
o To collect comprehensive information regarding their project
o Pattern of GIA received,
o Problems faced by the NGOs,
o Feedback and suggestions of the NGOs
o To assess the Training needs of the functionaries of NGOs.

In the area of research RRTC Anugraha undertook following
initiatives:-
An need assessment study on the “Socio Economic status of low income elderly
person in Dehradun Cantonment area” was conducted. It studied the problems of
the Senior Citizens in low income areas.
Its key objectives were to find out the: Problems faced by elderly, especially women
& widows. Study the composition family and problems of elderly living alone. Assess
the level of awareness among low income elderly on MWPSC Act, 2007.
Main findings are as under:

The Age Profile of the respondents shows that in the age group of 60-65 yrs., majority of members are enrolled and as the age increases there are fewer members.
OCCUPATION / PROFESSIONAL PROFILE
Analysis of Occupation Professional Profile of respondents in important to understand their present socio economic condition. In this data 47% members are ex Govt, employees, 31% all females, report domestic housework as their main occupation.
Educational Qualifications of the respondents depicts that majority have studied
upto graduation, a good number are post graduates, 286 members have studied upto
12th class.

Disease Profile
This depicts mostly lifestyle related ailments, such as high blood pressure & diabetes.
Sizable no. is also suffering from arthritis & joint related problems. Keeping these
prevalence of diseases in view, related medical camps, counselling and consultation
sessions are organised by the management.

2. RRTC Anugraha participated in “Varistha Samman par Charcha” organised by
Dept. of Social Welfare, Govt. of NCT of Delhi on 18th September, 2014 in Delhi
Secretariat.
3. Dr. Aabha Chaudhary Nominated as Member of the Screening Committee for
National Award - Vayoshrestha Sammans – 2014 and attended meeting on
1.8.2014 under the chairpersonship of Joint Secretary(SD), SJ&E.
4. Organized “Youth for Seniors” Competitions in school & colleges from Delhi to
sensitize and involve youth through essay, debates, slogan writing and painting
competitions on IDOP, 2014 Celebration.
5. Shri. Sudhir Bhargava, Secretary, MS&JE, Govt. of India visited Anugraha’s field
training centre “ Swabhiman Kendra” in Dehradun on 17th April, 2014 and interacted
with about 15 Senior Citizens trainees of One month Vocational Training Program
and 100 senior citizens.
6. RRTC Anugraha participated in Review Meeting of RRTC with Hon’ble Minister
on 22nd January, 2015 in NISD
7. RRTC Anugraha participated in the conference “India and the United Nations in a
changing world: organised by Indian Council of World Affairs (ICWA) on 12th
January, 2015 at Sapru House, Barakhamba road, New Delhi.
8. Dr. Aabha Chaudhary, Chairperson, RRTC Anugraha nominated as Member of
Review Committee of the Scheme of “Vayoshrestha Sammans” and
participated in first meeting on 5th January, 2015 in Shastri Bhawan, New Delhi.
9. RRTC Anugraha participated in National Conference on “India’s Elderly: Dignity,
Health and Security” organised by Institute of Economic Growth in collaboration
with the United Nations Population Fund (UNFPA) on 4th -5th December, 2014 at
the Claridges, New Delhi.
10. RRTC Anugraha participated in “We Care Film Festival, 2014” :- Changing
Attitudes on Disability Issues organised by UNESCO, MS&JE and Ministry of
HRD on 24th November, 2014 at Vigyan Bhawan.

National Human Rights Commission on 12th October, 2014 at FICCI Auditorium.
13. RRTC Anugraha participated in “National Awards for Senior Citizens
Vayoshreshtha Samman, 2014” with 50 senior citizens. This program organised by
MS&JE, Govt. of India on 1st October, 2014 at Manekshaw Centre, Delhi Cantt.
14. RRTC Anugraha participated and presented paper on “Older Women’s Health in
Low Income Settings in India” in “12th Global Conference of International
Federation on Ageing” at Hyderabad on 10-12th June, 2014.
