THE PHILIPPINES

WHEREAS, Swtion 444, par.. (b) (1) (vi), of Republic Act No. 7[60, otherwise known as the"Local Government Code of 1991"" provides that for efficient" effective and economical gover*ance thepurpose of which is the general welfare sf the municipality and its inhabitants pursuant to Section 16 ofthis Code, the municipal mayor shall upon authorization by the Sangguniang Bayaq represent themunicipality in all its business trarsactions and sign on its behalf all bonds, contracts, and obligations,and such other documents made pursuant to law or ordinance;

WHEREAS, pursuant to Section 470, par. ( d ) ( 21, of the said Code also provides that thetreasurer shall take charge of the treasury offrce, perform the dutios provided for under Book tr of theCode, and shall take custody and exercise proper management of the funds of the local govemment unitconcerned;

WHEREAS, in view of the foregoing there is a necessity' to authorize the Muaicipal Mayor,Hon. CONCEPCION A ZARATE, and Acting Municipal Treasurer, MRS. LYDIA S. RESOS, as theofficid signatories of all business transactions of this local governrnent unit with the Land Bank of thePhilippines. Philippine National Bank and Development Bank of the Philippiues;

WHEREAS, it is provided for in the Adminisfiative Code that all ressurces of the govenrmentshall be managed" oryended or utilized in accordance with existing laws, rules and regulations andsafeguarded against loss or wastags through illegal or improper disposition to ensure efftciency, economyand effectiveness in the operdions of the govemmen!

WHEREAS, in the recent inventory conducted by the Municipal Engineer materials of theDemolished Public Market were missing copy of the inventory sheet hereto appended and made anintegral part ofthis resolution;

WHEREAS, in order to indentifu the culprits, there is an urgeirt need for the competentauthorities to conduct athorough and impartial investigation;

WHEREAS, most recent data from the 7th National Nutrition Surv-ey (2008) conducted by the Foc'land Nutrition Research Institute of the Deparhnent of Science and Technology revealed that prevalence ,"rfunder and over nutrition still persist among Filip\ children and has significartly increased as compared )the last survey;

WHEREAS, the latest survey (2006) of the Family lncome and Eqrenditures Surveys (FIES)conducted by the National Statistics Office every three years reported that about 11 percent of Filipir, rfamilies had incomes that cannot buy the food needed by family members for nutritional well-being at Ihealth. These families could be considered as hungry and food-poor;

WHEREAS, Section 444, par. (b) (l) (vi), of Republic Act No. 7160, othenvise knov*n as the"Local Government Code of 1991,'provides that for ef6cienq effec"tive and economical governance thepurpose of which is the general welfare of the municipality and its inhabitants pursuant to Section 16 ofthis Codq the municipal mayor shall upon authorization by the Sangguniang Ba>au re,present themunicipality in all its business transactions and sign on its behalf all bonds, contracts, and obligations,and such other documents made pursua$tto law or ordinance;

WHEFfiAS, pur$Elrt to Section 470, par. ( d ) ( 2), of the said Code also provides that thetreasurer shall take charge of the treasury office, perform the duties provided for under Book II of theCode and shall take orstody and exercise proper management of the funds of the local government unitconcemed;

WHEREAS, in view of the foregoing, there is a necessity to authorize the Municipal Mayor,Hon. CONCEPCION A ZARATE, and Acting Municipal Treasurer, MRS. LORNA M. A RESOLUTION AUTHORIZING THE LOCAL CHIEF EXECUTIYE TO ENTER INTO ANAGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEYELOPMENT(DSWI}) FIELD OTFICE NO.3 RELATIYE TO THE SOCIAL PENSION PROGRAM FOR

INDIGENT SEMOR CITIZENS IN THIS M{IMCIPALITY

WHEREAS' the Departnent of Social Welfare and Development {DSWD) is mandated to providesocial welfare and development programs, particularly through technical assistance and rasourceaugmeirtation;

WHEREAS, the DSWD is continuously implementing programs/projects and providingaugme'ntation assistance to the local govemment units (LGU's), non-government organizations and otherparher agencies that would help alleviate poverty and snsure the welfare of the disadvantaged andvulnerable groups;

WHEREAS, the Social Pension Program for Indigent Senior Citizens is an additional governmentassistanceto augmentthe daily subsistence and other medical needs of indigent senior citizens;

WHEREAS, Fund Transfer to LGU is identified as a mode of payment to frst-track the distributionof stipend to the beneficiaries and to strengthen partrrership with the LGU's in the effective delivery ofprogriurrs and services;

NOW THEREFORE, on unanimous motion presented, be it:

RESOLYED, as it is hereby resolvd to authorize the Local Chief Executive to enter into anagreement, for and in behalf of this Local Oovernment Unit with the Deparhnent of Sociat WelfareDevelopment (DSWD) Field Office No. 3 relative to the Social Pension Program for Indigent SeniorCitizens in this Municipality.
