Water restrictions worsen>> Stage four restrictionsimplemented

SIBUSISO BIYELA

WITH the continued decrease in waterlevels at Hazelmere Dam and otherwater sources in the iLembeDistrict,

authorities are forced to commencewith stagefour water restrictions.

However, adesalinationplantandamassivecash injection are on the cards to relieve thedry spell in the long term.

After the failure ofthe first three stages ofwater restrictions toreduce water demandon treatment plants inthe iLembe District,Sembcorp Siza Waterhasannounced the im-plementation of stagefour restrictions.

This means thatSembcorp Siza Waterwill impose water cutsfrom 9pm to 4am andhas banned the wash-ing of cars withhosepipes, the washing of buildings and otherstructures and the use of jacuzzis.

Theserestrictionscomeasthewater levelatHazelmere Dam continued to decrease duringthe festive season to 37% as of 6 January fromthe 40% that prompted more restrictions latelast year.

The committee, consisting of iLembe Dis-trict Municipality, Umgeni Water and Semb-corp Siza Water, will meet in February to put

forward twomaster plans aimed atmitigatingthe water shortage.

One of the master plans will be the lookingintothefeasibilityof constructing a sea-waterdesalination plant north of Durban and acash injection from cabinet of R70 million.

According to Umgeni Water corporatestakeholder manager Shami Harichunder thefeasibility of a desalination plant is still beingstudied.

Meanwhile, he mentioned other long termplans aimed at mitigating the water shortagecrisis.

He mentioned the ongoing construction ofthe R2 billion Lower Thukela BulkWater Sup-

ply Scheme which hepromises will end thewater shortage crisis inthe near future.

“The completion ofthis scheme will mean,in effect, that much, ifnot all, of the watershortages that are cur-rently being experi-enced in parts of theiLembe District willcease to exist,” saidHarichunder in a state-ment.

The construction isdue to be completed in March 2016.

According to Harichunder, the current lackof rain is the result of the El Nino weather sys-tem and weather experts predict the return ofsufficient rain in February and March.

In theshort term, all benchmarks for the re-duction of demand having failed, it remains tobe seen whether the latest stage of water re-strictions will bring any respite to the watershortage, should the rains not be sufficient.

PROVINCIAL education bosseshave taken full responsibilityfor the decline in one the worst

matric results recorded in recentyears, and have promised to turn thesituation around.

And while the results have beenfurther taintedbyacheatingscandal, the Department of Education wasquicktoclaimthat thedeclinewastheresultofthefirstbatchofmatricswrit-ing the new Curriculum and Assess-ment Policy Statement (Caps) curric-ulum.

Department head Nkosinathi Sis-hi unveiled the department’s dirtylaundry at the provincial release ofthe 2014 National Senior Certificate

results at Durban’s InternationalConvention Centre yesterday.

“Wearenot indenial about thede-cline. 2014 was the first year for pu-pils to write theCaps and teach-ers had no ideawhat to expectfrom the exams. These resultshave made usrealise that be-ing good at ad-ministering ex-ams is not good enough; we need toprepare teachers well too,” he said.

Sishi said as the education leader-ship “we take full responsibility forthedecline”andthattheywould“lookat the reasons behind the drop”.

Nearly 140 000 pupils wrote their

finals, but just 97 144 passed.Whiletherewere6 000fewermat-

rics enrolled in 2014, overall 14 000fewer pupils passed the national cer-

ter thanIlembedistrict, whichsawitspass rate drop nearly 15 percentagepoints from 71,8% to 59,2%. TheworstperformingdistrictwasUmzin-yathi, where pass rate dropped from71,8% to 55,2%.

Alarmingly,alldistrictsscoredless

“It is concerning that there was adecline in maths and science. It isclear programmes in maths haven’tworked.

“Business studies has also pre-sented problems. We need to fixmaths, science and the rest of theschooling system,” said Sishi.

PremierSenzoMchunusaid itwas“clear that KZN had not madeprogress”.

“We have not done well. We havetodobetterbecausealthough there isan improvement in some subjects, thereisabackwardslidelikeinmathsand physical science,” he said.

Education MEC Peggy Nkonyeniwas more optimistic about the de-

cline.“We are going to work our fingers

to the bone to ensure that instead offeelingsorry forourselves,wearego-ingtopickourselvesupandmoveon,”she said.

While the department would notbedrawnintocommentingonallega-tions that cheating may have oc-curredat19ofthe1 716examcentresacrosstheprovince,officialssaidtheyfound it “very disturbing” that theremaybebeen“groupcopying”.Theal-legations are currently being investi-gated by education oversight bodyUmalusi and the department.

If teachers are found guilty of aid-ing pupils to cheat, they could faceprosecution. Pupils found guilty mayface a five-year ban from rewritingtheir matric exams.

KZN’s matric year of shame>> One the worst results in recent years tainted by cheating scandal

“IT IS CONCERNING THATTHERE WAS A DECLINE INMATHS AND SCIENCE. IT ISCLEAR PROGRAMMES INMATHS HAVEN’T WORKED.”

KwaZuluNatal experiences‘steepest decline’Another Tongaat Secondary pupilLushenMoodlysaidhewasexcitedatthe prospect of college and thankedhis teachers for their assistance.

“I will be studying astrophysics atUKZN.”

School principal Mr. RH Singhthanked his teaching staff, parentsand community organisations fortheir assistance.

“Our system of extra classes afterschool, on weekends and holidays ispaying amazing dividends. But wemustunderstandthatthisisateamef-fort from teachers, pupils, parentsand the community. We must main-tain this fruitful partnership.”

Another top achieving pupil wasTongaat resident Kuraycia Naickerwho also achieved seven A’s. She ex-celled inmathsandphysicswith97%and 96% respectively.

“I did not sit at home studying allthe time. Instead I tried tomaintain agood balance between exercise and

academics,” she said. Naickerwill bestudying medicine this year.

Only 28%, or precisely 150 752 ofthe 550 127 pupils wrote as full-timecandidates, achieved university en-trance passes. “We’re very proud ofthe class of 2014,” Motshekga said atthe release of the results at the SABCon Monday evening.

KwaZulu-Natal experienced the“steepest decline” by over 7%, Mot-shekga explained. She said her ad-ministrationwill implementaspecialintervention in the province.

Gauteng is the best performingprovince, with 84.7% the economichubprovince is followedby theNorthWest, which achieved 84.6%.

Inotherprovincestherewasmuchto be desired. The Eastern Capeemerged as the worst performingprovince again, achieving 65.4% upfrom 64.9% of 2013.

Free State lost its 2013 spot as thenumber one province, dropping to

third with 82.8%, down from 87.2%.The Western Cape’s pass rate de-

cline by almost 3%, but remained inthe top fourwith 82.2% of itsmatricscompleting.

The troubled Limpopo also man-agedtokeepafloatwitha72.9%pass.

“WebelievethatLimpopohastobe

congratulated for sustaining an up-ward trend. This is a group of pupilswhowereaffectedbythedelays inthedelivery of textbooks [in 2012,” saidMotshekga.

She also congratulated Mpuma-langa. The province achieved 79%.The Northern Cape stands at 76.4%.

But Motshekga did not appear tobe taken aback by the overall drop, and declared, “All [provinces]worked tirelessly and consistently”.

“We believe there’s much morework that needs to be done. We be-lieve that preparations for grade 12start at grade R.”

Three of the aircraft had been refu-elled an hour after their initial take-offtimes but the other two were delayeduntil midday.

The fuel system problem at the air-port was investigated by service pro-vider Sky Tanking.

Thefuelsystemfailurecomesontheback of a water shortage in the areanorth of Durban that affected the sup-ply to the airport building. Due tolengthy dry spell, water supply hadbeen affected but Naidoo said that theissue had since been resolved.

weeklywheelsWhen does a carbecome a classic?>> 1969 VW Beetle is considered a classic

IT’S a definition dilemma and a burning questionamong car enthusiasts — when does a car become aclassic? Agreeing on an impalpable point in time that

constitutesa“ClassicCar”definitionisratherchallenging.Whileonecanconsideraveterancar tobeonebuiltbe-

foreWorldWar1,avintagecar tobeonebuilt before1930and post-vintage a classification used for cars built be-

tor car, theBeetle is a firm favourite among classic car en-thusiasts.

How does one get their hands on a classic VWBeetle?Well, there are various sellers worldwide that you couldpurchase one from and subsequently embark on a re-warding restoration project.

DRIVERS should always do their best tobe prepared to respond to any emergency. Even though you may not be trainedmedical professionals there are oftensmall bits of assistance one can providewith firstaid and an effective and fastresponse to smaller emergencies.

Arrive Alive advises drivers to travelwith a firstaid kit in vehicles or have oneat home.

Many of us could do with some adviceon what’s needed in such an emergencymedical kit so Arrive Alive approachedroadsafety partner ER24 with questionsabout emergency preparedness — andthat emergency kit.

A firstaid kit should not be a hassleto take with you on holiday or keep in yourvehicle.

A good size is usually something thatcan fit comfortably into your cubby holeor one size larger that you keep in theboot of your vehicle.

What would be the most importantpieces of equipment and supplies in suchan emergency medical kit?

Items to treat burn wounds, cuts, bruises, splint a fracture, band aids, scissors, tweezer, treatment for insect bitesand stings as well as disinfectant. If youprefer to keep medicine in your firstaidkit — headache tablets, antinausea andvomiting.

It is important that only a responsibleadult make use of these medications andthat no prescription medications arekept in the firstaid kit.

Also do not administer yourprescription medication to someoneelse, even if you use the same medication.

What would be the most importantessentials to carry in a minikit.

Bandages, band aids and antiseptic

solution. Sunblock would also be a gooditem to keep in your firstaid kit as wellas aftersun lotion. The content of yourfirstaid kit largely depend on where youwill be travelling to and what is most likely to happen. If you are a regular outdoorsman you would know what happenedbefore and what you needed.

What are the most common mistakesamateurs tend to make when trying toperform first aid?

Be smart and keep the right things inyour firstaid kit. The most importantthings are a CPR mouthpiece should youneed to perform CPR, something to stopbleeding and splint fractures.

This includes band aids, bandages, dressings, strapping, gauze etc.

Probably the most important of all ismedical gloves. Protect yourself beforeyou try and help others. This should bein every firstaid kit, regardless if you intend to use it on your family or not.

Are there specific measures the amateur responder in an emergency shouldrather avoid and leave to the trained professionals?

If you are unsure contact ER24 on084 124 and ask for medical advice.

Do not do something because yousaw it on television or saw a medic do itonce. — Wheels24.

tween1930andtheendofWorldWar2,thereisdefinitely agreyareaonwhat carsbuilt af-ter this point are considered to be.

Somemay consider a car made in the fif-ties as a classic. Although there is no precisedefinition, the Classic Car Club of Americaconsiders a car to be classic if aged between30and49years,andmodernclassicsarede-fined as cars aged between 15 and 25.

Aside fromage, there also has to be someaesthetic appeal for a car to be considered aclassic and appreciated as such. Whetherthis be the design, colour or timeless engi-neering, a classic beauty needs to have asomewhat subtle envy factor.

So would a 1969 Volkswagen Beetle beconsidered a classic? Absolutely.

TheVolkswagenType1,affectionatelytheVolkswagen Bug or Beetle, is renowned forbeing one of the first rear-engined cars everlaunched.Withmore than21 millionmanu-factured since its inception in1938, theBee-tle is the longest-running and most-manu-factured car of a single design platformworldwide and, as the years have passed, various models have come and gone.

Despite this, theBeetlehasmost certainlystoodthetestof timegiventhatthe“newBee-tle” was launched in 1998.
