First of all it is a pleasure to welcome two new members to the Commission, the Emirates Philatelic Association and the Hong Kong Philatelic Society who have nominated Khalid Ali AI-Omaira and Daniel Szeto respectively, to be their representatives. There are also changes to the representation for Brazil (Marcus Chusyd replacing E.L.dos Santos), Italy (Franco Giannini replacing Carlo Sopracordevole) and Thailand (Surajit Gongvatana replacing Ad Indhusophon). Sadly we have to report the passing of Derek Palmer and Robert Samuel who represented Chile and New Zealand on the Commission. Both were highly regarded for their depth knowledge and exhibited their collections wide ly for the enjoyment and edification of other collectors. Robert was partieularly noted for his work as the au thor of a series of excellent catalogues on the various types of postal stationery issued in New Zealand and had just published a revised section on letter cards (see review) when he was taken iII. They will both be greatly missed by all who knew them. In the last Newsletter we gave advance notice ofthe Open Meeting ofthe Commission to be held on 15 June duringBELGICA 2001. This pro ved to be a successfull event attended by some twenty Commission Mernbers and colleetors and the progamme ineluded presentations by Lue Van Tiehelen on the "Change of Address" cards of Belgium and the Netherlands; Ross Towle on 'Exploring the Definition of Postal Stationery' and Alan Huggins 'An Introduction to Colleeting postal stationery' designed as a mini display to promote interest in postal stationery. A lively diseussion ensued with particular interest surronding the questions and issues posed by the items shown by Ross Towle. In the cornpetitive classes postal stationery was well represented with som e fine exhibits, a number ofwhich had not been seen before at international level (se the awards list), and postal stationeryaIso formed an integral paI1 of the Court of Honour display presented jointly by the British Library and members of The Royal Philatelic Society London. In addition to the Exhibition Catalogue included the summary of a contribution to the Symposium organised by LP.H.F. entitled 'The Origins ofPostal Stationery'.

Com mission News and Activities.

First of all it is a pleasure to welcome two new members to the Commission, the Emirates PhilatelicAssociation and the Hong Kong Philatelic Society who have nominated Khalid Ali AI-Omaira and DanielSzeto respectively, to be their representatives. In September the Schweizeriseher Ganzsachen-Samrnler Verein SGSSV eelebrated its 75th anniversary byholding a speeial exhibition GABRA IV in Burgdorf. This proved to be a very enjoyable and stimulatingevent with Georges Schild as the prime organiser. Exhibits were invited on an internationa1 basis and most ofthe exhibitors were present, so it was possible to learn a lot at first hand about the wide range of material ondisplay. All in all a splendid show deserving our warm congratulations as an example ofpromoting postalstationery eollecting.

In October FIAF held their Congress in Buenos Aires and Cesar Jones kindly sent details ofthe FIAF PostalStationery Commission meeting together with a list of awards given to the exhibitors from FIAF MemberFederations, and a number ofreviews ofrecent publications. In the latter eontext it has been suggested byRay Todd that we take steps to ensure articles and other works on postal stationery are publicised and lorpublished as wide ly as possible, and I would draw the attention to a feature an 'Australia's Printed To PrivateOrder Envelopes' in the UPSS Journal 'Postal Stationery' May-June 2001 by Stephen Schumann and WayneMenuz.

Moving to FIP matters there is considerable discussion taking place around the 'Nations Cup' and WorldStamp Championship events and 'One Frame Exhibits', and Commission members are invited to send in anycomments they may have so that these ean contribute to any views that ean be presented to the FIP Board.Elisio Ruben Otero has succeded Patrick Pearson as the FIP Board member responsible for liaison with thePostal Stationery Commission and he was present at the meeting held during BELGICA 2001.

Fernando Aranaz reeently requested all Commissions to provide texts for an introductory leaflet similar instyJe to those produced for STAMP SHOW 2000, and the text submitted ean be found as attachment to thisNews Ietter.

For the future there will be a meeting ofthe Commission prior to the FIP Congress in Seoul in August duringPHILAKOREA. As yet detailed information an dates etc. is not available but the 9th ar io" are possibledates. If anyone has any matters they would like to raise at the meeting ar ideas for presentations please letme know as soon as possible.

Finally I wish everyone a peaceful and enjoyable 2002 and look forward to seeing as many ofyou aspossible in Korea.

At the Bureau meeting in Madrid in October 2000 it was deeided to establish a bibliography af alllitteratureConcerning Postal Stationery World-wide, and to make the bibliography public at our web-site.

Therefore every member ofthe Commission was asked to forward information about litterature an postalstationery issued in their homecountry (catalogues, monographs and major articles (author, year andpublisher) either direct to me, ar to our web-rnaster Ross Towle.

Unfortunately, only a very few af you has reacted to this call. Part af the job being a member oftheCommission is to promote the knowledge af how to collect postal stationery, and here is the knowledge ofexcisting litterature an essential part.

I still advertise for information of exhibition results from national and regional exhibitions, literaturereviews, information of unusual auction results, and of course reports af national activities to promote thecollection of postal stationery, to be brought in the next Newsletter.

Last year it was a great pleasure to meet so many ofyou at the Philanippon 2001 in Tokyo, and at Hafnia'Olin Copenhagen, - it's allways nice to meet old friends, and to make new ones.

Finally a warm greeting to all members ofthe Commission, especially to the new members we have got inthe past year, and I am looking forward to meet a lot ofyou at the Amphilex 2002 exhibiton, in Amsterdam.Unfortunately am I not going to Philakorea in Seoul, as Iam being 60 years and has invited my family to theMediteranien for holydays, to celebrate my birthday.

Spring meeting in UPSS.

The United Postal Stationery Society, the leading postal stationery society in the USA, will be holding theirSpring meeting in conjunction with the WESTPEX philatelic exhibition, which will be held in San Franciscoat the Chatedral Hotel from April 26 - 28.

Both Ray Todd, Commission Vice-president, and Ross Towle, Commission web-rnaster, will be serving onthe Jury. Bureau member Steve Schumann will be giving presentations on Israel and Sarawak postalstationery. Ray Todd will also be giving a seminar on collecting, exhibiting and judging postal stationery atthe International level. At the WESTPEX exhibition there will be 300 frames of competitive exhibits, ofwhieh allmost 100 will be postal stationery.

Just prioe to WESTPEX, on April 24th, Dr Rueben Ramkissoon will be giving a presentation on his FIP Gold

medal exhibit of "Trinidad and Tobago Postal Stationery" at a meeting of the Collectors Club of SanFraneiseo.

As you all probably know, the likely advent ofthe One Frame Class at FIP level will be discussed at theforthcomming FIP Congress in Seou!.

It would be good ifwe eould get our own guidelines pencilled in our minds, so that we ean be quiek offthemark,

I think that one ofthe most important things which Lumir Brendl has alluded to in Flash is that the exhibitsin this class have to be able to stand by themselves and be a complete unit i.e. a carneo collection of aparticular subject.

Our experience in Australia where we have a National One Fram'e Competition every year (entries amount tosornething between 25 - 50) is that we now insist that the entrybe entered under ane ofthe FIP Classheadings. We found that in same cases we could not make good determination because the exhibitor tookadvantage ofthe situation and the exhibit was a blend of several classes with thematics usually involvedsornewhere or other.

Depending on the outcome at the FIP Congress, the Bureau will take the initiative to start the work on theguidelines as soon as possible, so that the collectors world-wide wil! have the same guidelines to work afterin the future (See the President's message).

Book Reviews.

NEW ZEALAND POSTAL STATIONERY CATALOGUE PART 2, LETTERCARDS 2001 by R DSamuel". Published by the author, P O Box 394, Christchurch, New Zealand.

This volume is an update of a 1889 publication which has been out of print for some time. As might beanticipated from the standing ofthe author, Robert Samuel, it represents the most authoritative listingavailable ofthe lettercards issued by the New Zealand Post Office from 1895 - 1990. The listing is easy tofollow and is supplemented by explanatory notes which provide much interesting and useful background tothe rationale for changes in tariff, layout, perforation etc. as well as guiding the reader through the intracaciesofthe d ifferent types and settings of the first 1895 letter cards and the 1932 provisional issues.The lattercontext a section on the adhesive provisionals is also included which greatly c1arifies the situation regardingthese stamps which could not excist were it is not for the procedure s employed to re-rate postal stationery.

The catalogue is priced throughout and the figures indicated give an insight into the increasing appreciationof the trur scarcity of many stationery items and the consequent effect on market values.

l am sure this publication will prove to be a worthy successor to New Zealand Postal Stationery Post Cardspublished in 1988 and is highly recommended to everyone with interests in New Zealand postal stationery orpostal stationery generally.

Alexander I1ushyin kind!y sent me a copy ofthis new priced Catalogue af Russian postal Stationery whichcovers the period 1845 - 2000.

Unfortunately since I am unable to read Russian any comments are obviously very constrained. However forthose who can read the text it should prove a very useful and compact listing of the various types af postalstationery that have been issued.

Published in Bratislava by the Union of Slovak Philatelists this specialised, priced listing of Slovak adhesivestamps and postal stationery is the combined work of a group of Slovak philatelists led by Lubomir Flochand Josef Tekei. This is a splendid publication, the contents being very clearly and logicaIly arranged and itis excellently produced with color illustrations throughout.

Covering the periods 1939 - 1945 and 1993 - 2000, the postal stationery sections are really-impressive, everyitem being illustrated, including the pictorial view cards. Although written in Slovak, an introductory section

in English plus a Slovak:English:German:French vocabulary make this catalogue readily accessible to mostpostal stationery collectors around the world. The Union of Slovak Philatelists is to be congratulated onpuhlishing this catalogue which sets a benohmark for others to match.

THE POSTAL STA TIONERY OF NATAL; John Diekson & Keith Hanman: Natal & Zululand StudyCirele; ISBN 0-9540380-0-2; 2001; 221pp.

Allthough the final word ean never be written with certainty on any subject, without doubt this excellentpublication will be the definitive reference for information on Natal postal stationery for many years tocorne.

There has been an impressive amount of research carried out to provide the detailed information set out inthe text wh ich is sub-divided into three sections. The first of these d9scribes the issued items of postalstationery including the background information as how to and why fhey were produced. The next section iseoncerned with the postal rates and the corresponding usages ofNat~1 postal stationery, while the thirdsection comprises extracts from official documentation relevant to the issue and use of postal stationery inNatal.

The text is very comprehensively illustrated throughout, both in color and black & white, and includesproofs, essays and a detailed analysis of SPECIMEN overprints. All in all this book represents a benchrnarkagainst which other specialised monographs an british Colonial postal stationery will be measured.

COLLECTING POSTAL STATIONERY

For those wishing to eolleet something a littie bit different, which, while eombining the attraetions aftradiiional philately with postal history. offers a number of features all its own, postal stationer)' meritsserions eonsideration.

Primarily eomprising pre-paid postal matter either in the form ofwriting surfaces sueh as letter-sheets,aerogrammes, post eards and letter eards or enelosures such as envelopes and wrappers, it also involves arange of pre-paid items designed to provide a range of associated services, such as registration, certifieates ofposting, parcel reciepts, money and postal orders, telegraph forrns, envelopes and cards. Basically postalstationery comprises impressions stuek 011 larger pieces of paper Ol' card and historieally it shares a e0I111110nlineage with adhesive postage stamps both having evolved from pre-excisting revenue stamps and stampedpaper.

In commori with traditional adhesive starnps, postal stationery collections ean be structured on ageographieal ar chronological basis but can also be related to a particular type of service eg .. post eards. airletters, registration envelopes etc. Other possible sub-divisions eau include items produced to private order.for government departments, for use to or by military personnel: ar which bear illustrations or advertisingmatter, the latter often being particularly sought af ter by themarie collectors.

In the nineteenth century postal stationery was widely colleeted in parallel with adhesive postage stamps butmany early albums only left space for the stamp impression. As a consequence man)" entires of early materialwere destroyed by cutting out the stamp impressions to fill the spaces. To-da)' such cut-outs (cut squares)generally have littie value unless entires 110longer exist or are extremely rare. Nevertheless. it is possible toform an attractive collection of the varius stamp dies used, if only the stamp itself is of interest.

Anether area which eannot be ignored is that of unstamped items produced in parallel with. Ol' subsequent to.pre-starnped postal stationer)' by a signifieant nurnber of eountries. Naturally anyone can set their ownindividual boundary lines when forming a collection and deciding what material to include or exelude andthere will inevtiably be variations in perception, dependent on the philatelic tradition or strueture of aparticular country, area or subject in defining such boundaries, However. in speeialised eolleetions.especially those ernbracing Official Service, military mail ar air mail the inclusion of such unstarnpedmaterial might be considered entirely appropriate.Mention should also be made af the pre-printed designs or'postage paid indicators' or 'PPIs' found on bulk business mail. The range of designs approved by differentpostal authorities varied considerably, some resembling stamp irnpressions. others being relativelv simpleletters or figures, and which, providing certain limits are observed, may be modified in terrus of size. colouretc., at the discretion ofthe user. Because ofthe sotnewhat 'unregulated' variability introduced as a result ofsuch discretion, it is not entirely clear how far interest \ViII develop in this type of material, which lies outsidethe nonnally accepted defin ition of posta I stationer)'.

The origins of postal stationery parallel those of adhesive stamps both being deri ved from pre-excistingprocedures for eollecting revenue.

Thus the early proposals for stamped (postal) stationer)' quite naturally involved sheets of paper with aprinted device or stamp and were direct derivatives of'stamped paper' widely used for non-postal purposessuch as tax on newsprint. Bills af Exchange, Licensles and other documents bearing impressed Ol embossedrevenue stamps.

The earliest postal stationery for general use was the British pre-paid envelopes and letter-sheets bearing adpecial design by William Mulready released for sale an I May 1840 being valid for postage an the 6 May.The design proved unpopular and was replaced by envelopes bearing embossed starnps early in J 841 andem bossed lettersheets in I 844.

The stamps an these envelopes had originally been developed in 1840 for starnping onto paper supplied bymembers ofthe public, a direct parallel to the procedure for revenue stamps, but this facility was not madeavailable until 1855.

However, the concept af postal stationery envelopes progressively spread around the world during the periodfrom 1845 onwards, to be followed by the post card from 1869, registration envelopes from 1878. lettercards from 1882 and air mail lettersheets from the 1930's, the usage ofthe latter being greatly stimulated bythe Second World War.••

Whilst the main route for the procurernent and supply ofpostal stationery has always been via postaladministrations for sale at post offices to the public, other categories Ol' classes have developed and thosegenerally recognised by col1ectors are as fol1ows:

Post Office issues:Stamped stationery prepared to the speeifieation of, and issued by, postal administrations for public use. /t isimportant to distinguish unofficial private modifieation of normal Post Office issues made for philateliepurposes which are termed 'repliquages' in Freneh speaking countries.

Official Service issucs:Stamped stationery produeed for the LIse af Gavernment Departrnents ar assoeiated organisations only.lrnprinted stamps may be similar to those found an Post Offiee issues ar af a special design. AlternativelyPost office issues may be speeifical1y adapted for Official Services by overprinting the stamps ar adding textto the stationery item itself.

Forces (Military) issues:Stamped stationery produeed for mernbers ofthe artned forces. lmprinted stamps rnay be similar to thosefound an Post Offiee issues ar af a special design.

Stamped to arder (Private) issues:Stamped stationery supplied with postal administration approval, and within speeified regulations, to thearder af private individuals ar organisations. Imprinted stamps usually the same as those used an Post officeissues but rnay comprise a greater range af denerninations and designs.

Local Post issues:Stam ped stationery produced by private postal ageneies with varying clegrees of postal adm inistrationrecognition ar support. Have only a loeal area af postal validity.

Ifyou deeide to eolleet postal stationery you will need to be patient and to search out material piece by piece,as distinet from the collector af adhesive stamps who can often find it possible to add items in a plannedsequenee.
