All of these updates, however necessary, tended to clutter up the earlier books with things that did not apply to those earlier books. For example, the rule on Admirals (316) in Advanced Operations listed how many admirals each empire has. The problem was that the four noted products added more empires to the game, each with their own admirals, and Civil Wars might well add more. Updating things like that in the current products would clutter the old products, and every time we do a new product a dozen of these charts, tables, and lists become obsolete. The solution was to move them all to this Supplement file which we can update on the website any time we add a product or notice something missing. The data on these pages is not complete, and is not orga- nized very well, but we are working to do better. UPDATES

During June of 2021, the greatest minds in F&E gathered inAmarillo to play F&E and to update four out-of-date rulebooks:

NOTE: FAMOUS LOST RULES

The term “Support Echelon” (commonly used by F&E play-ers) refers to rule (302.563) which defines those ships outside ofthe battle force which still contribute to it and can be attacked bydirected damage at 3:1. That rule did not actually use that spe-cific term until later updates.

Curiously, it turns out that there is no specific rule defining ashipyard (i.e., the main capital shipyard), although everybodyseems to know what it is and lots of rules and special functionsare limited to happening in “the shipyard hex”. This definition wasprovided in later updates in (___.__).

450.4 SUBSTITUTIONS

(450.4) ALLOWABLE SUBSTITUTIONS

In desperate financial times an empire may find it impracti-cal if not impossible to build its entire allowed schedule. Ratherthan canceling ships outright, one alternative would be to replaceexpensive ships with less expensive (usually smaller) ships. Thefollowing list is comprehensive, but does not include substitu-tions already allowed in the rules.

SFXs have 14 SIDS steps before they are crippled and 7SIDS steps before a crippled SBX is destroyed.

(000.0) STARBASES

(308.811) Each SIDS costs eighteen Damage Points and countsas the one allowed Directed Damage attack for that round. Useof a mauler could reduce this cost to nine points.(308.112) The attacking player is never required to use SIDS,and could instead allow the Defender to score the points on shipsdefending the base. If there are no ships or other units, then theAttacker could continue to add up “plus points” (308.2) until hehad enough to cripple the base or the base owner could take avoluntary SIDS step, resolving 4.5 points.(308.82) PROCEDURE: After eight SIDS have been scored, thestarbase is crippled. After four SIDS have been scored on acrippled starbase, it is destroyed. No more than one SIDS canbe scored on a starbase in a given Combat Round in generalcombat; Marines (521.4) could score a second SIDS in the sameround.

An SBX takes twelve SIDS steps to cripple and six more todestroy. Each would resolve 4.5 points if given voluntarily.

(509.1-A) Battle Tug: A tug or LTT can be assigned a battlepod (509.33) during the Phasing Player Turn at the moment itbegins Operational Movement or Strategic Movement, or is placedin a Reserve Fleet, or as part of the Final Activity Phase (10C), orat the moment it is assigned to the raid pool (pod delivery block-ade run). The Hydran Fire Support Pallet (513.6) in CombinedOperations is treated in this manner. The Romulan KRT and SPHcannot perform this mission. LTTs can perform this mission, butif they use the heavier pods would be overloaded (517.4).] A the-ater transport with the “U” designation can move, but not use, abattle pod.

(509.1-B) Carrier Tug: A tug or LTT can be assigned a car-rier pod (509.33) during the Phasing Player Turn at the momentthat it begins Operational Movement or Strategic Movement, oris placed in a Reserve Fleet, or as part of the Final Activity Phase(10C), or at the moment it is assigned to the raid pool (fighter raidor pod delivery blockade run). Tugs and convoys extend theSupply Grid six hexes (412.2), LTTs three hexes (516.2D), andtheater transports two hexes (509.22); these cannot be “chained”.

(509.1-E) Repair Tug: A tug or LTT can be assigned thismission (422.8) during the Phasing Player Turn at the moment itis used during the Field Repair Phase (7B). The Romulan KRTcannot perform this mission, but the SPH can. An LTT can beassigned this mission and can perform it just as a tug can. Tho-lian 3CPC groups can perform this mission, but other theatertransports cannot.

(509.1-F) Move FRD: A tug or LTT can be assigned thismission (421.0) during the Phasing Player Turn at the moment itbegins Operational Movement or Strategic Movement, or as partof the Final Activity Phase (10C). The Romulan KRT and SPH cannot perform thismission. Some LTTs can be assigned this mission and can per-form it just as a tug can, but there are individual exceptions de-pending on available pod types. A theater transport with the “U”designation can move, but not use, a PFT pod.

(509.1-H) Economic Transfer Tug: A transport can be as-signed this mission (435.0) during the Phasing Player Turn at themoment it: is assigned to the raid pool (economic delivery block-ade run), or begins Operational or Strategic Movement. Theatertransports and small transports can perform this mission to vari-ous degrees; see the SIT. This is one of the few missions thatconvoys can perform.

(509.1-I) Tug Under Repair: This is the automatic settingfor a crippled tug, LTT, or theater transport. It cannot perform anymission, but it can move operationally, presumably to a repairfacility or at least out of the danger area. If repaired during theturn, the transport could be assigned a pod at the start of theStrategic Movement Phase.

(509.1-J1) Repair a Base: A tug can be assigned this mis-sion during the Phasing Player Turn at the moment of (420.6)repair (2A3). Groups of theater transports can perform this mis-sion (509.23). An LTT can be assigned this mission and can per-form it just as a tug can. The transport is subject to (308.453).

(509.1-J2) Upgrade Base: A tug can be assigned this mis-sion during the Phasing Player Turn at the moment the (433.41)upgrade begins (2B3). Two LTTs working together can perform atwo-step upgrade (e.g., MB to BATS) just as a tug can, or oneLTT can complete a single-step upgrade (e.g., MB to BS). Thetransport is subject to (308.453). A group of three Tholian CPCscould perform a two-step upgrade, and a group of two TholianCPCs could perform a one-step upgrade. Other TTs cannot per-form this mission.

(509.1-J3) Install SFGs: A Klingon tug or a Klingon LTT canbe assigned this mission during the Phasing Player Turn at themoment of (312.12) installation. The transport is subject to(308.453). Theater transports cannot perform this mission.

(509.1-J4) Install Base Modules: A transport can be as-signed this mission during the Phasing Player Turn at the mo-ment of (441.21) installation. A tug could carry four modules andinstall them on a base able to accept them. An LTT could carryand install two such modules. A theater transport could carry andinstall only one such module. The transport is subject to (308.453).

(509.1-K1) Deliver PDUs/PGBs: A tug can be assigned thismission (508.32) during the Phasing Player Turn at the momentit begins Operational or Strategic Movement. One LTT can carryone battalion. Groups of theater transports can perform this mis-sion (509.22). The transport is subject to (308.453).

(509.1-K2) Upgrade PDUs/PGBs: A tug, LTT, or TT can beassigned this mission (433.42) during the Phasing Player Turn atthe moment it begins Operational or Strategic Movement. Groupsof theater transports can perform this mission (509.22). The trans-port is subject to (308.453).

(509.1-L) Drone Bombardment Tug: A tug or LTT can beassigned a drone bombardment pod (309.0)-(517.35) during thePhasing Player Turn at the moment it begins Operational Move-ment or Strategic Movement, or is placed in a Reserve Fleet, oras part of the Final Activity Phase (10C), or is assigned to theraid pool (drone raid or pod delivery blockade run). Transportsfrom the Federation, Romulans, Gorns, Lyrans, Hydrans, Tho-lians, and ISC cannot perform this mission because those em-pires have no drone bombardment pods. A theater transport withthe “U” designation can move, but not use, a drone pod.

(509.1-M) Regular Warship: A tug, LTT, or theater trans-port operates as a normal warship with its printed factors. This isthe default mission until one is assigned and is the same as “un-assigned”. This is the only assignment that can be changed dur-ing the turn.

(509.1-N) Troop Delivery Tug: A tug or LTT can be assigneda troop pod (521.7) during the Phasing Player Turn at the mo-

An LTT can be assigned this mission and can performit just as a tug can. A theater transport with the “U” designationcan move a troop pod, but that pod cannot have any replace-ment PFs while being moved.The Romulan KRT and SPH can-not perform this mission.

(509.1-Q) Space Control Tug: A tug can be assigned anSCS pod (526.61) during the Phasing Player Turn at the momentit begins Operational Movement or Strategic Movement, or isplaced in a Reserve Fleet, or as part of the Final Activity Phase(10C), or it is assigned to the raid pool (fighter/PF raid or poddelivery blockade run). The Romulan KRT and SPH cannot per-form this mission. No LTT can perform this mission, nor could anLTT move an SCS pod as inactive cargo. A Lyran theater trans-port with the “U” designation can move, but cannot use, a Lyranspace control pallet. Other theater transports cannot move spacecontrol pallets.

(509.1-R) Heavy Fighter Replacement Tug: A tug or LTTcan be assigned a heavy fighter replacement pod (530.225) dur-ing the Phasing Player Turn at the moment it begins OperationalMovement or Strategic Movement, or is placed in a Reserve Fleet,or as part of the Final Activity Phase (10C), or it is assigned tothe raid pool (pod delivery blockade run). An LTT can be as-signed this mission and can perform it just as a tug can. TheHydrans also have a fighter conveyor pallet (513.5) in CombinedOperations which functions in the same way. A theater transportwith the “U” designation can move, but cannot use, a heavy fighterresupply pod.The Romulan KRT and SPH cannot perform thismission.

(509.1-S) Scout Tug: A tug or LTT can be assigned a scoutpod (317.5) during the Phasing Player Turn at the moment it be-gins Operational Movement or Strategic Movement, or is placedin a Reserve Fleet, or as part of the Final Activity Phase (10C), orit is assigned to the raid pool (drone raid or pod delivery block-ade run). The Romulan KRT and SPH cannot perform this mis-sion. An LTT can be assigned this mission and can perform it justas a tug can. A theater transport with the “U” designation canmove, but cannot use, a scout pod.

(509.1-T) Romulan KR Resupply Tug: A tug or LTT can beassigned this mission (442.82) during the Phasing Player Turn atthe moment it begins Operational or Strategic Movement or atthe moment it is assigned to the raid pool (KR resupply blockaderun). Future expansions may have similar missions. Theater trans-ports can perform this mission (509.22) but each carries only 1/3

of a turn of supplies. An LTT can be assigned this mission butdelivers only 1/2 of a turn of supplies. A convoy or military con-voy can perform this mission; each convoy brings an entire turnof spare parts.

(509.1-U) Drone Supply Tug: Each tug can carry 24 pointsof drone bombardment ammunition (LTTs can carry twelve points,while theater transports can carry six points). This allows dronebombardment ships to conduct a bombardment mission withouta supply path.The tug can be assigned this mission (537.6) dur-ing the Phasing Player Turn at the moment it begins OperationalMovement or Strategic Movement, or is placed in a Reserve Fleet,or as part of the Final Activity Phase (10C). The Romulan KRT,SPH, and FE can perform this mission, but as no Romulan shipshave drones, they could only do so as part of an allied force. Thedrones must be paid for at the time that the mission is assigned.

(509.1-V) Special Raid Supply Tug: A transport can be as-signed this mission (320.25) to supply on-map out-of-supply shipswhile on a special raid at the moment it is assigned to the raidpool. The transport moves with the ships.

(509.1-W) Rescue Tug: A tug can be assigned this mission(537.2) during the either Phasing Player Turn during the BattleForce Determination Phase (5-3C) so long as there was no otherassignment [other than (509.1-M)] for the tug since the start ofthe owner’s last turn. An LTT can perform this mission with alower chance of success. No theater transport can perform thismission.

(509.1-X) Develop Colony: A tug can be assigned this mis-sion (446.1) during the Phasing Player Turn when it begins Op-erational or Strategic Movement. Groups of theater transportscan perform this mission (509.22). It takes two LTTs to performthis mission (or one LTT over six turns). The transport is subjectto (308.453). This is one of the few “tug missions” that a convoycan perform. Theater transports can use (509.23).

(509.1-Y) Build Colony Base: A tug or a convoy can beassigned this mission (446.52) during the Phasing Player Turn atthe moment it begins Operational or Strategic Movement. It takestwo LTTs to perform this mission (or one LTT over two turns). Agroup of theater transports can perform this mission using(509.23). The transport is subject to (308.453).

(509.1-Z) Build Minor Shipyard: A tug can be assigned thismission (450.14) during the Phasing Player Turn at the momentit begins Operational or Strategic Movement. It takes two LTTs toperform this mission (or one LTT over twice as many turns at halfof the cost per turn). The transport is subject to (308.453). Notheater transport can perform this mission.

(516.2) LTT MISSIONS LIST

(516.2) FUNCTION OF LTTs

(516.21) TUG FUNCTIONS: LTTs are able to perform most tugfunctions, but perform some at a reduced level of effectiveness.As with tugs, each player must, at the start of his turn, designatewhat each of his LTTs is doing for the remainder of that turn. Thefunctions are as follows:

A. Battle Transport: If used in this mode, the ship uses oneof the Battle Pod counters and simply adds its factors as per(517.21). Some LTTs use either a smaller battle pod than thestandard tug or one of a pair of standard tug pods.

B. Carrier Transport: If used in this mode, the ship simplycarries one Carrier Pod counter and adds its factors as per(517.21).

C. Deploy Mobile Base: See rule (510.2). It takes two LTTsworking together to perform this function; if one of them is de-stroyed the other one can complete the set-up. It takes two LTTsto move an MB, even without setting it up. Two LTTs can moveand/or install an ISC pacification station (544.22).

D. Supply: See rule (412.2). An LTT can function as a Sup-ply Point as a tug can, but only if it is within three hexes (not six)of a Supply Point in the Supply Grid. (Ships can be six hexesfrom the LTT.) Two LTTs cannot work together to provide the stan-dard six-hex extension.

E. Repair: See rule (422.8). An LTT can function exactly asa tug can for this purpose. However, only one tug, whether a full-sized TG or a smaller LTT, can be used for this mission, not oneTG and one LTT. The Gorns have multiple repair pods (442.72)can can use them on tugs or LTTs.

F. Move an FRD: See rule (421.0). One LTT counts as a full-sized tug for this purpose.

G. Serve as a PFT: See rule (502.3). An LTT in this modecan function exactly as a tug can, except that some LTTs cannotcarry PFT pods.

H. Transport Economic Points: See rule (435.0). Each LTTcan carry a maximum of 7 economic points at a time.

J1. Repair and Upgrade Bases: See rule (433.41). LTTs canrepair bases exactly as tugs can; one LTT can perform the samerepair function as a tug. Two LTTs working together function as atug to upgrade a base.

J2. Upgrade Base: Two LTTs working together can performa two-step upgrade (e.g., MB to BATS) just as a tug can, or oneLTT can complete a single-step upgrade (e.g., MB to BS‡). Thetransport is subject to (308.453).
