Introduction of recording of rubella cases by age, vaccination status, number of foci and secondary spread from 2008;

Introduction of rubella surveillance for pregnant women with compulsory

laboratory follow-up from 2008;

Case based reporting and investigation of rubella cases in pregnant women from 2008;

Detection of contact pregnant women in confirmed foci; Collection of clinical samples for genetic characterization of rubella virus

from all Russian Federation regions from 2006;

Integration of rubella surveillance into the existing measles surveillance laboratory network from 2008;

Implementation of case based rubella surveillance at the national level with

compulsory laboratory verification from 2012.

Presence of marginalized groups in the population

(gypsies, forced migrants, religious communities);

Insufficient vaccination coverage in groups that are exposed to professional risk of infection;

Refusals from vaccination at some population groups.

To sustain high measles and rubella vaccination coverage (no less than 90-95%) with first and second doses in target groups of the population in all territories of the Russian Federation;

To introduce case based registration of rubella cases in the information system CISID which is also used for measles registration;

To ensure no less than 90% of compulsory laboratory confirmation for rubella cases;

To carry out targeted activities aimed at informing the population about the importance of measles and rubella prevention;

To train and re-train regularly specialists of practical health care in issues of diagnostics, clinical picture, epidemiology and prevention of measles, rubella and CRS.
