• “Our district is located in an area that has experienced disasters in the past and will have them in the future due to it’s geographic location and demographics.”– Large scale earthquakes due to proximity of San Andreas fault– Floods due to the large number of county reservoirs– Fires contributed to the fact that this is area is semi-arid with high population– Possible Aircraft crashes due to major airports– Intruder on campus was a reality– Multiple bomb threats– Silicon Valley has a high concentration of high tech industry and therefore deemed

a target– Military base in close proximity

Safe Schools & Healthy Students Initiative

• Purpose & absolute project priority: The LEA’s application must propose to implement an integrated, comprehensive community-wide plan designed to create safe, respectful, and drug-free school environments and to promote prosocial skills and healthy childhood development.

• Deadline: March 4, 2009

• Eligibility: A competitive preference will be given to applications from LEAs that have not yet received a grant under this program as an applicant or as a member of a consortium. – Partnership w/LEA, local juvenile justice agency, local law enforcement

agency, & local public mental health authority

• Range of awards: $750,000 - $2,500,000 each year for four years. Estimated 55 new grants to be awarded.

• To be funded, local comprehensive strategies must address the following five elements but may address other elements & must be a comprehensive plan. – Element 1: Safe School Environments and Violence Prevention Activities.– Element 2: Alcohol, Tobacco, and Other Drug Prevention Activities.– Element 3: Student Behavioral, Social, and Emotional Supports.– Element 4: Mental Health Services.– Element 5: Early Childhood Social and Emotional Learning Programs.

SS/SH Initiative Successful Projects

• Through a partnership with a local university, Canton, OH students and the Canton SS/HS initiative implemented a social marketing campaign to change the way the community views the two schools and the students who attend them.

• Harrisburg, PA SS/HS initiative’s work to incorporate social and emotional learning into schools began by training all district teachers, kindergarten through fifth grade, in the PATHS (Promoting Alternative THinking Strategies) curriculum. – Through regular lessons, students learn self-control, problem-solving, and

other skills designed to prevent violent or disruptive behavior.

• Durant, OK SS/HS initiative implemented two important, evidence-based classroom programs to help the students– Second Step teaches children problem-solving skills, impulse control, and

anger management. The program is integrated into required classroom curricula for children ages 4 to 14

– Lifeskills teaches junior high students how to resist peer pressure and identifies other factors associated with substance use.

• Pass-thru Grant in which deadlines vary state-to-state

• Grant activities may include: “developing instructional materials; providing counseling services and professional development programs for school personnel; implementing community service projects and conflict resolution, peer mediation, mentoring and character education programs; establishing safe zones of passage for students to and from school; acquiring and installing metal detectors; and hiring security personnel.”
